Restoration of ecosystem functions in urban environments is made challenging by 1) a public that often lacks understanding of ecological principles, 2) inadequate evidence of the effectiveness of restoration practices, and 3) difficulty integrating social and biophysical factors in studies of urban ecosystems. This paper describes a case study in which potential solutions to these challenges were explored. We facilitated collaborative learning through public participation in the design and implementation of an urban riparian buffer along a headwater stream in a neighborhood park, a process that was informed by ecological research. Learning outcomes were evaluated using surveys and qualitative assessment of discussion. Results indicated that participants’ knowledge about water quality problems associated with urbanization, stormwater, and nonpoint-source pollution increased, familiarity with stormwater management practices increased, and perceptions about the importance of stream ecosystem functions changed. In-stream monitoring of sediment delivery, as well as direct measurements of buffer infiltration capacity, provided early evidence of buffer effectiveness in prevention of sediment inputs to the stream and absorption of runoff from surrounding surfaces. This study provides a useful model for integration of collaborative learning through participation, ecological restoration, and ecological research in an urban setting. Elements deemed essential to success of this model included an opportunity for dialog focused on a specific natural feature, sustained interaction between participants and researchers, opportunities for hands-on participation by urban residents, and flexibility in restoration practice installation.  相似文献

Sustainable landscaping programs are voluntary initiatives that recommend a set of practices to improve the environmental quality of urban ecosystems by providing landscaping materials, guidelines, and educational resources. Our goal was to examine the recommendations and outcomes of these programs in the United States and their value for encouraging conservation practices in residential ecosystems. We conducted a comprehensive web search and identified 193 sustainable landscaping programs in the United States. Programs aim to increase native species richness, affordably manage stormwater runoff, and offer residents meaningful experiences with nature. Sustainable landscaping programs present many opportunities to engage people with local ecological knowledge and conservation practices, provide accessible spaces for environmental education, cultivate interdisciplinary research collaborations, and advance inclusion in conservation. However, assessments of their ecological value are rare, leaving many questions surrounding the benefits to biodiversity and water quality afforded by participation. Many programs also require investments in landscaping materials and certification fees that might limit participation by some households. Future work should examine how recommended practices influence urban biodiversity, identify and address barriers to participation, and generate social-ecological knowledge that can inform future programs.

ABSTRACT

The main focus of this research is on the changing role of citizen participation in natural resource management. Evidence suggests that citizens who participate in the management of natural resources are not representative of stakeholders who are impacted by the decisions being made. In an effort to assess the representativeness of citizen participation, we conducted telephone surveys of “residents” who live in the watershed of Tennessee Valley Authority's (TVA) Norris Reservoir and “participants” in TVA's Norris Public Lands Plan. As hypothesized, we found participants to be older, disproportionately male, more educated, and more affluent, and as having higher levels of political efficacy and trust in government than residents. Exploratory analyses revealed many other significant differences between participants and residents. We conclude by suggesting that increased and representative citizen participation is necessary for the successful implementation of an ecosystem-based approach and to address problems associated with non-point source pollution.

We explore the content and correlates of older adults’ end‐of‐life treatment preferences in two hypothetical terminal illness scenarios: severe physical pain with no cognitive impairment, and severe cognitive impairment with no physical pain. For each scenario, we assess whether participants would reject life‐prolonging treatment, accept treatment, or do not know their preferences. Using data from the 2004 wave of the Wisconsin Longitudinal Study (N = 5,106), we estimate multinomial logistic regression models to evaluate whether treatment preferences are associated with direct experience with end‐of‐life issues, personal beliefs, health, and sociodemographic characteristics. Persons who have made formal end‐of‐life preparations, persons with no religious affiliation, mainline Protestants, and persons who are pessimistic about their own life expectancy are more likely to reject treatment in both scenarios. Women and persons who witnessed the painful death of a loved one are more likely to reject treatment in the cognitive impairment scenario only. Consistent with rational choice perspectives, our results suggest that individuals prefer treatments that they perceive to have highly probable desirable consequences for both self and family.  相似文献

Community gardens are critical ecological infrastructure in cities providing an important link between people and urban nature. The documented benefits of community gardens include food production, recreational opportunities, and a wide number of social benefits such as improving community stability, reducing crime, and physical and mental health benefits. While much of the literature cites community gardens as providing environmental benefits for cities, there is little empirical evidence of these benefits. Here we examine the stormwater runoff benefits of community gardens by comparing two methods to estimate absorption rates of stormwater runoff in urban community gardens of New York City. The first method uses general land cover classes as determined by a land cover dataset; the second methods adds a land cover specific to community gardens — raised beds, typically used for food production. We find that in addition to the stormwater mitigation performed by pervious surfaces within a garden site, community gardens in New York City may be retaining an additional 12 million gallons (~45 million liters) of stormwater annually due to the widespread use of raised beds with compost as a soil amendment.  相似文献

To provide the decision-makers in Beijing, China, with an assessment of alternative development futures, we introduce scenario planning to process of drafting Beijing's 2020 Plan. The sketches of scenarios for Beijing are fruitful in several ways. First, the development of scenarios can meet the Beijing Municipal Commission of Urban Planning (BMCUP)'s needs to explore different urban development options. Second, scenario planning can accommodate uncertainty in economic and population growth caused in part by China's rapid social and economic transformation. Third, in the course of creating evaluation framework to assess scenarios, scenario planning informs decision-makers about choices regarding predicted outcomes. We demonstrate that in a city that is experiencing unforeseen growth in the era of transformations, the decision-making process can be informed by evaluating the performance of alternative development scenarios.  相似文献

This study investigates the validity of the assumption that coordination and citizen participation are related inversely and, thus, are incompatible as features in the same social service reform strategy. Seventeen social service organizations situated in the same urban area were studied. Data were obtained by structured interview. The concepts of coordination and citizen participation were operationalized by means of scales. The findings support the validity of the assumption noted above. Although interpretations of the findings can be provided, they are post-factum. This implies a need for explanatory research which might be guided by theories of community power structure and of organizational behavior.  相似文献

Abstract

The author examines the social work literature on citizen participation and empowerment in order to identify key concepts that can be used to define empowerment-oriented community practice. A historical overview of the emergence of citizen participation and empowerment in the practice literature is presented, along with an overview of similar innovations and concepts related to social service delivery: the use of informal help and the Independent Living Movement. This literature is used to develop a model of empowerment practice that focuses on the importance of participatory decision-making structures in community-based organizations.  相似文献

Aim of this article is to address the issue of citizen participation and democratic engagement within a specific area—slum upgrading—presenting and theoretically discussing the approach of an international network called Shack/Slum Dwellers International (SDI), which represents member federations of urban poor and homeless groups from about 30 countries in Asia, Africa, and Latin America. The article addresses the model of intervention embraced by the network, the activities carried out, its philosophy, etc., mainly focusing on the way it envisions and pursues the engagement of local governments in upgrading slum dwellers living conditions. The basic idea within SDI is that the lack of participation by the urban poor has historically been one of the major obstacles to achieve real development: either the government or the donors’ agencies, in fact, usually treat the poor as beneficiaries of someone else’s actions, thus undervaluing their knowledge and skills. Radically opposing this view, SDI interprets its role not as an intermediary agency of slum dwellers in the engagement/negotiation with local governments but rather as an “enabling tool” of direct negotiation between the urban poor and the public institutions. SDI’s most relevant feature, in fact, is surely the genuine leading role assigned to the slum dwellers grassroots organizations.  相似文献

Citizen involvement and participatory governance have been adopted as essential components of urban development policies in many countries. For instance, participatory budgeting in Porto Alegre was successful in mobilizing and empowering poor people. However, in many cases, participation is merely a buzzword which often leads to co‐optation. In this article, we propose an explanatory model of participatory governance for making comparative analyses and compare participatory budgeting in the 1990s in Brazil with the Japanese community policy of the 1970s. Based on this, our analysis identifies the paradox of participation and the importance of gatekeeping functions. As a consequence of enhanced citizen participation, the power of the bureaucratic administration becomes dominant unless politicians and the legislature retain their autonomy in decision‐making. If the gatekeeping functions of involvement and decision‐making are monopolized by the administrative body urban development is de‐politicized, which, in turn, leads to co‐optation by government and exclusion. It is important to retain the function of politics to deepen democracy through citizen participation in urban development.  相似文献

This article develops and empirically tests a model of the dual decision-making process employees undergo to guide their behavior during organizing campaigns and elections. The model combines principles of risk-aversion theory with more traditional views that election decisions stem from cost-benefit analyses of union representation. Previous research lacks this integrated approach to the study of election behavior. Regression analyses on a sample of approximately 16,000 certification elections strongly supported the use of risk-aversion theory to predict employees’ willingness to formally participate in elections. Furthermore, we found that time exhibited a statistically significant, negative relationship with voting participation rates, the percentage of union votes, and union victories. The results also indicated that a saturation effect may exist for delays in the election process. Financial support for this research was provided by the Syracuse University Research Fund. Urban sociology and symbolic interaction theory share Robert E. Park as a leading figure, yet there has not been a tradition of applying symbolic interaction theory to issues of urban research. A convergence is suggested as urbanists are becoming aware of the importance of sentiments and symbols in organizing and motivating urban behavior, and symbolic interactionists increasingly are becoming interested in social structure. Saul D. Alinsky demonstrated an applied symbolic interactionist perspective in his efforts to develop organizations capable of strengthening community cohesiveness and increasing citizen participation and involvement in local affairs.  相似文献

Vegetation type alters surface hydrology and nitrogen (N) cycling by partitioning evapotranspiration (ET) and drainage, but has not been fully utilized for this purpose in the design of urban rain gardens. Replicated treatments of three vegetation types (prairie, shrub, and turfgrass) commonly planted in rain gardens, as well as bare soil (control), were evaluated 1 year after establishment in 12, free-drainage bioretention cells designed to specifications for residential rain gardens in the Midwestern United States. Water and N budgets were calculated to assess differences in ET, drainage, soil moisture, and N transport following three stormwater applications in July, August, and October of 2006. Evaporative demand was also estimated as potential or reference ET during the study period using Hamon, Priestley-Taylor, and FAO Penman-Monteith models. Results show that after 1 year of establishment, vegetation type changed the water budgets of rain gardens thus altering their provisioning of ecosystem services via observed tradeoffs between daytime evaporative cooling (ET), stormwater storage, N-load reduction, soil and plant N retention, and groundwater recharge (drainage). Vegetation effects on hydrology and N transport were most significant when evaporative demand was high during the middle of the growing season. Observed changes in ET, drainage, soil moisture, and N transport support the incorporation of different vegetation types into conceptual and numerical models of rain gardens to assess ecological outcomes and tradeoffs at a variety of spatiotemporal scales.  相似文献

There is broad agreement that citizen participation is critical for successful democracy. Recently, scholars have linked such political participation with the notion of social capital—community-level resources, such as trust, norms, and networks, that foster collective action. Much uncertainty remains regarding the sources of social capital, however. Here we examine two different features of community life that are believed to nurture social capital, and political participation in turn: public venues where relative strangers can meet anonymously, socialize, and share information and opinions (i.e., venues for informal interaction); and venues for organized exchange between familiars, such as voluntary organizations and social clubs. Using quantitative data from America's largest cities at the end of the 19th century, we examine the relationship between both supposed sources of social capital and respective rates of voter participation. We find little support for the role of informal interaction in fostering an active and engaged citizenry. We do, however, find evidence that citizen participation was related to some types of associationalism (or organized exchange). In particular, associations that fostered high levels of mutual interdependence among members seemed the most strongly linked to higher levels of political participation.  相似文献

ABSTRACT

In this paper we argue that investigators using citizen science should attend, as much as possible, to certain ethical considerations when conceptualizing projects by embracing 1) inclusivity (finding ways to include those who have traditionally been excluded), 2) adaptation (modifying projects to provide greater opportunities for varied participation), 3) sensitivity (ensuring projects take into account and respect cultural traditions and beliefs), 4) safety (protocols that protect the physical, psychological, and cultural safety of citizen scientists and society at large), and 5) reciprocity (benefits for citizen scientists). These recommendations are particularly important when engaging in collaborative or co-created citizen science projects with marginalized groups. We provide examples of how citizen science projects can be designed and adapted in ways that ensure that they follow The Golden Rule, and make them appealing to, and achievable for, a greater number of individuals in our diverse global society.  相似文献

Constructed wetlands in urban environments may be used by urban amphibian populations for breeding. Yet, few studies have examined the performance of young-of-the-year from created wetlands even though the success of terrestrial life stages is directly linked to the performance of individuals at the egg and larval stage. We assessed how early-stage amphibians developing within constructed stormwater wetlands compared in body size (one metric of performance) to those in nearby natural wetlands. We conducted surveys for wood frog, Lithobates sylvaticus, larvae and young-of-the-year metamorphs at 13 wetlands located in the City of Edmonton, Alberta, Canada and compared metamorph size (a useful metric for fitness and reproductive success) between constructed stormwater and two types of natural wetlands. We related body size to within-wetland parameters (reflecting water chemistry, thermal regimes and physical characteristics) and used an information-theoretic approach to identify predictors of metamorph body size. Abundances of egg masses, larvae and metamorphs were generally lower at stormwater than natural wetlands. Metamorphs exhibited larger body size in stormwater wetlands compared to natural wetlands. Low metamorph abundances and cool, stable water temperatures best explained large body size in stormwater metamorphs. We propose that with increasing urbanization and associated construction of artificial wetlands, size benefits in early developmental stages may help individuals cope with reduced habitat suitability in the terrestrial environment.  相似文献

Plant-based stormwater management systems such as green roofs are typically composed exclusively of vascular plants. Yet, mosses have several desirable properties that could warrant their more widespread use in green roof applications. In natural systems mosses are important primary colonizers of bare ground, and their establishment improves water storage and provides numerous soil benefits including carbon and nitrogen sequestration. Additionally, mosses often facilitate the establishment and survival of vascular plants at otherwise environmentally harsh or stressful sites. Despite their potential value, few studies have investigated the functional performance of mosses on green roofs. In this study we evaluated the establishment success and potential stormwater performance of three candidate moss species. We also directly compared the runoff and thermal characteristics of replicate moss covered green roofs to vascular planted and bare roofs. Candidate mosses had high water holding capacities, storing 8–10 times their weight in water compared to only 1.3 times for typical green roof medium. Mock-up roof sections composed of mosses and medium had delayed and reduced runoff flows relative to medium only sections, although the magnitude of these effects varied with moss species. In field trials all three mosses survived a harsh rooftop environment with limited summer irrigation, although lateral growth after one year was minimal. Green roofs planted solely with Racomitrium canescens had between 12–24% higher stormwater retention than vascular or medium only roofs. Moss cover also ameliorated temperature fluctuations on green roofs. Hourly heating rates were buffered to a similar degree (less than half that of surface temperatures) 5 cm below the surface of both moss covered and medium only roofs. In contrast, cooling under the surface of the moss roof was nearly 6 times faster than under the medium only roof. These results demonstrate the potential for mosses to be valuable components of green roofs, either in combination with vascular plants or planted exclusively.  相似文献
