Time use studies find that employed mothers reduce their parental childcare time by much less than an hour for every hour they spend in market work. This paper uses data from the Australian Bureau of Statistics Time Use Survey 1997 (4,059 randomly selected households) to investigate how employed mothers manage to avoid a one-for-one trade-off between work and childcare. It compares the time allocation of employed fathers, employed mothers and non-employed mothers and finds that parents use non-parental childcare to reschedule as well as to replace their own childcare, that employed mothers reschedule activities from weekdays to weekends or to earlier or later in the day, and spend less time than other mothers in housework, childfree leisure and personal care.

This paper analyzes the effect of paid work by coupled parents of young children on the joint decisions to spend time engaged in childcare. We explore this using Australian Time-Use Survey data from 2006. We examine the effect of paid work in terms of the effect that total work time on a given day has on the amount of time spent on childcare; the allocation of time on activities across work and non-work days; and the effect of non-traditional work hours. The results show that mothers perform a large share of childcare, irrespective of their earning power or their partner’s availability to take on some of these tasks. The use of formal and informal childcare by others allows the mother to balance the competing demands of work and her own childcare; an effect that does not hold for fathers. These effects on childcare are also almost solely concentrated in the routine component of childcare (e.g. preparing meals, changing nappies), with each parent ‘protecting’ interactive childcare from the effect of both paid work and the relative availability of their partner to take on some of this childcare.  相似文献

This paper addresses the relationship between individual-level work-to-family and family-to-work spillover and two country-level policy measures: childcare policy and maximum work hour legislation. Coupling Gornick and Meyers?? (Families that work: policies for reconciling parenthood and employment, 2003) policy measures with individual-level data (N?=?7,895) from the 2002 International Social Survey Programme, the authors analyze whether men and women in countries with stronger childcare policies and maximum work-hour legislation exhibit work-to-family and family-to-work spillover. The authors find that neither childcare policy nor maximum work-hour legislation is significantly associated with work-to-family spillover. Stronger childcare policy is associated with lower family-to-work spillover for women, especially for women with young children. Maximum-hour legislation is associated with greater family-to-work spillover for women, with a significantly larger effect for mothers of young children.  相似文献

This study examined the association between parental work schedules and non-parental childcare arrangements among dual-earner families in Finland, the Netherlands and the UK. Data from the ‘Families 24/7’ web survey were used, including 937 parents with children aged 0–12 years. Results showed a negative association between non-standard work and formal childcare across all countries. A similar association was found for using a combination of formal and informal childcare, whereas solely using informal childcare was not associated with work characteristics. Country differences showed that, compared with Finland, the probability of using formal childcare was lower in the Netherlands, whereas the probability of using informal childcare was higher in the UK. Interaction effects showed that the negative association between non-standard work and formal childcare was stronger in the Netherlands, compared with Finland. Also, the positive association between working hours and formal childcare was weaker for Dutch and British parents. This study identified the challenges that parents face when arranging childcare outside of office hours. Although the supply of formal childcare seems to be insufficient, using informal childcare introduces other potential problems. Because a considerable proportion of employees work non-standard hours, governments should help these parents in meeting their need for high quality childcare.  相似文献

Considerable debate exists regarding whether religiousness promotes or impedes greater father involvement in parenting. Our study addresses this issue using a Midwestern longitudinal dataset that tracks the transition to first parenthood for 169 married couples. We focus on performance of the "messier" tasks of infant care. We find little evidence that religiousness enhances father involvement in this domain. Biblically conservative couples exhibit a greater gender gap in childcare than others, with mothers more involved than fathers. The gender gap is also greater the more fathers work outside the home, the greater mothers' knowledge of infant development, and the more unadaptable the infant. Average daily childcare is lower the greater spouses' work hours, but higher with difficult pregnancies or fussy babies.  相似文献

What impact does out-sourcing childcare have on the time parents spend on paid work, domestic work and childcare, and how they share these tasks between themselves? Using data from the Australian Bureau of Statistics (ABS) Time Use Survey (TUS) 2006 we investigate the effects of formal and informal non-parental childcare on the time use of couples with children aged 0–4 years (N=348). We examine associations between non-parental care and (1) couples' combined time in paid work, domestic work and childcare, (2) parents' time separately by gender in paid work, domestic work and childcare (subdivided by activity type) and (3) parents' self-reported time pressure. Total workloads (the sum of paid work, domestic work and childcare) are neither higher nor lower when non-parental care is used, either for households combined or for each gender separately. The way time is spent, and how activities are divided by gender does differ, however. For mothers the use of any non-parental care and more hours in formal care is associated with more paid work hours, less childcare time and higher self-reported time pressure. Fathers' time is more constant, but they report higher subjective time pressure with increasing hours of formal non-parental care.  相似文献

This study of 76 married or cohabiting two-earner families examined the influence of spouse/partner involvement in childcare and other demand and resource variables on mothers’ and fathers’ perceptions of spouse/partner support for paid work. Gender had a significant influence on the relationship between spouse/partner involvement in childcare and support for paid work. Mothers were more likely to report support for paid work when their spouse/partner shared more of the responsibilities associated with childcare. Fathers were more likely to report support for work when their spouse/partner shared fewer of the responsibilities associated with childcare. The findings also suggest that fathers’ perceptions of spouse/partner support for work are more sensitive to ecological factors than are mothers’ perceptions of support for work.  相似文献

We analyzed the participation and childcare decisions made by mothers in two-parent households with children aged 0–12 in the Netherlands, paying special attention to the role of attitudes regarding work and care. In a multinomial logit model we distinguished between not working, a small part-time job, and a larger job. For working mothers we considered no childcare, informal, and formal childcare. We accounted for potential endogeneity of attitudes. The results showed that the role of the price of formal childcare in the decision-making process was negligible. A higher earnings capacity increased the take-up of larger jobs and formal childcare. Modern attitudes had a strong impact on the decisions to work and to use childcare.  相似文献

Drawing on data from the Family Life Project collected in North Carolina and Pennsylvania, this paper examines the relationship between maternal work characteristics and childcare type and quality in rural communities. Research is limited on the childcare experiences of rural families. Rural areas have less access to formal childcare and families often commute long distances for work, restricting childcare options. Employed mothers using childcare were selected (n=441). Logistic and OLS regression was used to examine which characteristics, including workplace support, objective occupational measures, hours, wage, and shift, predicted care type and quality. Results indicated that most families were using informal care. Those with more hazardous work conditions and working night shifts were less likely to use centers. Higher quality care was related to more workplace support, center use, and higher wages. Implications for social policy and practice are discussed.  相似文献

This study explored the reasons and factors associated with childcare use for Hispanic children of preschool age with working and nonworking mothers. National Household Education Survey/Early Childhood Program Participation 2005 data were used. The data suggested that use of center-based childcare is more frequent than use of parental care, relative care, or nonrelative care. In general, family poverty status, mother's education, household composition, mother's work status, and acculturation are all significant predictors of center-based childcare use. The importance of the educational and pragmatic characteristics of childcare plays a significant role in childcare selection for parents of Hispanic preschool-age children. Mothers who put greater value on socialization are more likely and mothers who put greater value on location and reliability are less likely to use a center-based childcare. Nevertheless, the relationship between family characteristics and center-based childcare use, and the relationship between the importance of childcare characteristics and center-based childcare use, depends on the mother's working status.  相似文献

ABSTRACT

This study sought to explore the role of couples’ social psychological characteristics in the division of childcare responsibilities. Using a longitudinal sample of 148 expecting couples, gender ideologies, attitudes toward the father role and self-enhancement values were measured during the third trimester of pregnancy. As hypothesized, prenatal gender ideologies predicted maternal and paternal involvement in childcare one year postpartum, and their effect was mediated by changes in the mothers’ work patterns following childbirth. Moreover, parents’ attitudes toward the father role predicted the father’s involvement in childcare, and the importance the parents placed on self-enhancement values predicted their own lower levels of involvement in childcare and greater involvement of their spouses. Taken together, the findings stress the importance of couples’ social psychological characteristics and suggest that they guide couples’ decisions about changes in the mother’s work hours and income, which in turn affect the division of childcare responsibilities.  相似文献

This paper discusses the findings from an ethnographic study of childcare. It examines employed mothers and their experiences with sending their young children to childcare centers, and childcare workers and their perspectives on their work. In this 2‐year‐long research project, I studied two large, urban childcare centers, one independent, non‐profit and one part of a national, for‐profit chain. Methods included participant observation, in‐depth interviewing, and focus groups. I found that mothers’ experiences with childcare are shaped by three factors: (1) cultural messages; (2) feelings of anxiety and guilt; and (3) the perceived quality of the childcare. I explore these three factors and discuss how the mothers are affected by the “intensive mothering” ideology. For the childcare workers, their work is affected by: (1) the level of respect and economic rewards they receive, (2) their commitment to the children, and (3) their role as expert or authority and other issues of power. By examining the two groups of women together, it becomes clear that both groups of women face interwoven challenges in a culture that devalues children and childrearing, and that alliances to address these interwoven concerns are essential.  相似文献

The COVID-19 pandemic has highlighted the importance of childcare to national economies in general and women's economic participation in particular, spurring renewed interest in childcare policy in many countries that have implemented lockdowns. This paper adopts a circle of care framework to analyzes how COVID-19 has affected paid childcare, unpaid childcare and other paid work, and the relationship between these sectors. Analysis is grounded in the lived experiences of parents and childcare educators, documented through 16 semi-structured interviews during the initial lockdown (March–June 2020) in British Columbia, Canada. Experiences from educators suggest their safety was not prioritized, and that their contributions were undervalued and went unrecognized. Mothers, who provided the majority of unpaid care, not only lost income due to care demands, but struggled to access necessities, with some reporting increased personal insecurity. Those attempting to work from home also experienced feelings of guilt and distress as they tried to manage the triple burden. Similarities of experiences across the circle of care suggest the COVID-19 childcare policy response in BC Canada downloaded care responsibilities on to women without corresponding recognition or support, causing women to absorb the costs of care work, with potential long-term negative effects on women's careers and well-being, as well as on the resilience of the circle of care. Pandemic recovery and preparedness policies that aim to promote gender equality must consider all sectors of the circle of care and the relationships between them.  相似文献

This report analyzes Norway's childcare cash-benefit policy and its relation to fertility decision making among Norwegian women with respect to having a second child. Using information from Norwegian registers, which include information on education and birth timing, the study's focus was on the childcare cash-benefit policy introduced in 1998. Both acceptance of childcare cash benefits and subsequent fertility timing were strongly influenced by women's educational attainment. Norwegian couples chose different strategies concerning work, childcare, and childbearing. Those individuals who were associated with a home scenario, taking the maximum length of cash benefits, transitioned more quickly to a second birth than did others. In contrast, those individuals who were associated with a work scenario, taking none of the cash benefits, proceeded much later, whereas those associated with a mixed scenario, taking cash benefits for a shorter period, were less likely to have a second birth in the near-term but more likely later on. Mixed-scenario couples may have returned to work as a means to reestablish eligibility for parental leave benefits before having a second birth. Whereas the policy appears to have accelerated birth timing, it is not clear whether the policy has increased overall fertility levels.  相似文献

Many community initiatives focus on workforce participation. Research indicates that affordable childcare is key to maintaining employment for low-income parents in the USA. These parents may also benefit from instruction to build financial literacy skills. The United Way of Tampa Bay, Florida, USA implemented a program to support family economic status that linked summer childcare for school-age children with financial literacy classes. Results from the evaluation of the initiative indicate that it enabled parents to participate more fully in work or school than would have been possible otherwise. Parents welcomed choices of free, innovative childcare programs that promoted social, academic, and cultural skills and provided safe care for their children. Parents reported that their money management knowledge and skills improved due to the course they took to qualify for childcare. Initiatives such as this show promise for promoting family financial well-being and an engaged workforce.  相似文献

The Childcare Act 2006 is the first piece of legislation of its kind in the UK, and is a significant development for the early years sector and childcare services more broadly. Ensuring every child has the best start in life is one of the guiding principles of the Government's 10‐year strategy for childcare, but the strategies for implementation do not always appear to place the child so firmly at the centre. The childcare agenda is primarily focused on the needs of parents and families to respond to changing working patterns and balancing work and family life.  相似文献

For many parents of disabled children, finding affordable and suitable childcare that meets their needs is very challenging. Research in the UK has shown that parents with disabled children experience barriers not just with cost, but also accessibility, the attitudes of childcare providers and in getting good information about sources of childcare. The Disabled Children's Access to Childcare (DCATCH) pilots was an initiative designed to improve access to childcare for disabled children in England. As part of an evaluation of DCATCH, qualitative interviews were carried out with 38 members of 22 families who had received support from the initiative. All of the families reported positive outcomes and highlighted: a beneficial impact on the parents' capacity to work; enjoyable experiences for the disabled child; increased confidence and independence for both parents and children; and the creation of time for parents to pursue other activities. The results of the DCATCH initiative support other research which argues that whilst cost is a significant factor around childcare choices for families with a disabled child, having confidence in the childcare provider's ability to meet specific needs (including complex health care needs) and providing positive experiences for the disabled child are also key, determining factors.  相似文献

A lack of adequate childcare can delay mothers’ return to the labor market after childbirth. This paper examines whether social support with childcare by kin and friends facilitates maternal employment in the first 72 months after childbirth. Using data from the German Socio-Economic Panel (SOEP) 1993–2009, a comparison of natives (n?=?1409) and migrants (n?=?411) in corporative-conservative western Germany with mothers in former socialist eastern Germany (n?=?528) shows that kinship support is positively associated with maternal employment when public childcare is limited. Western German and migrant mothers return to work sooner if they are surrounded by kin. But kin do not provide support for maternal employment in eastern Germany, where public childcare is more easily accessible and continuous female employment is a prevalent social norm. Friendship networks, by contrast, are most valuable for maternal employment if they complement public childcare.  相似文献

Abstract

Using questionnaire data from 96 couples, we examined the relationship between respondents' domestic-labor performance, domestic-labor satisfaction, and marital satisfaction. We analytically separated the dimensions of domestic labor (i.e., household tasks, emotion work, and childcare) and ran separate analyses for men and women. We found that the amount of labor performed is associated with satisfaction with emotion work and childcare arrangements, but not the household task arrangement. Satisfaction with domestic-labor arrangements mediated the relationship between actual domestic-labor performance and marital satisfaction, and the central role of emotion work emerged in our analysis.  相似文献

Birth order effects are found in empirical work but lack solid theoretical foundations in economics. Our new modeling approach to children provides this. Each child’s needs change as it grows, and births are sequential. Each child has the same genetic makeup and parents do not favor one child over the other. Parental childcare time lowers the caregiver’s current and future wages; this opportunity cost varies across time. Benefits also vary and when parental childcare is a public input, coresident children allow economies of scope in childcare. Birth order effects emerge from the changing benefits and costs.
