The Changed Welfare Paradigm: The Individualization of The Social

The first part of this paper offers a cumulative review of the changes in global objectives and operating principles and their global consequences, characteristic of the shift from the ideal type of the modern welfare state to the neo-liberal or post-modern paradigm. The paper then spells out some of the implications of this shift for social security in the "transition countries" of Central and Eastern Europe. The tendencies (from marketization to the spread of means-testing) are similar to those in the West; but they are much more marked and there is much less political and popular resistance to these changes. One of the crucial ingredients of the shift is the undermining of the age-old solidarity between generations, a trend also strongly recommended by the supranational agencies. The "catch", or the "paradox of democracy" is that, for all the lack of resistance, people do not seem to approve of the rapid withdrawal of the state and the loss of their existential securities.

The Case of The School Meals Service

Since 1979 British social policy has witnessed a marked abandonment of the post-war principles of “universalism” inspired by the Beveridge Report. A deliberately residualist approach has been adopted and narrower criteria of selection have variously been imposed in areas of social welfare provision. This paper represents an attempt to assess and evaluate this trend in one area of welfare provision — the school meals service — by developing a historical analysis of an earlier period (1918–1939) when a residual model of welfare firmly held sway. From an examination of historical evidence relating to the inter-war years, it is suggested that in important respects the present situation with regard to the provision of food for children while at school recreates many of the circumstances which pertained during that pre-war period. Then as now selectivity, “targeting”, and fierce Treasury restrictions upon public expenditure were very much the order of the day. In the light of the problems of administrative fragmentation, and of the failures, inconsistencies and injustices of those policies which characterized school meals provision during that earlier period, it is concluded that contemporary developments within this service are disquieting, and a close scrutiny of the nutritional and other consequences is essential.

Throughout the ages, those with epilepsy have been subjected to changing but ever present stigmatisation (Scott 1973). Manifestation of the condition is feared by many and consequently the person with epilepsy is likely to be shunned or avoided and be ascribed a ‘deviant’ status.

The impact of financial sanctions: The case of Iran

This study provides a detailed analysis of the impact of financial sanctions on publicly traded companies. We consider the effect of imposing and lifting sanctions on the target country’s traded equities and examine the differences in the reaction of politically connected firms and those without such connections. The paper focuses on Iran due to (1) its sizable financial markets, (2) imposition of sanctions of varying severity and duration on private and state-owned companies, (3) the significant presence of politically connected firms in the stock market, and (4) the unique event of the 2015 nuclear deal, resulting in fairly rapid lifting of a sizable portion of imposed sanctions. We find that sanctions affect politically connected firms more than ordinary firms, have lasting negative effects on profitability ratios, and that politically connected firms stock prices bounce back more slowly after removal of sanctions. Firms targeted by financial sanctions decrease their leverage and increase their cash holding to manage their perceived increase in risk profile.     

The Impossibility of Naturalism: The Antinomies of Bhaskar's Realism

From the publication of The Possibility of Naturalism, Bhaskar's critical naturalism or realism has argued for a dualistic social ontology of interpreting individuals and objective, 'real' social structures. In arguing for a dualistic ontology, Bhaskar commits himself to two antinomies; he insists that society is dependent on individuals but also independent of them, and that social action is always intentional but it also has non-intentional, material features. These antinomies are apparently resolved by appeals to emergence. In fact, the appeal to emergence is merely a disguised regression into reification and the only genuine path out of these antinomies is the adoption of a fully hermeneutic social theory in line with the positions of Winch and Gadamer.     

The Romantic Realism of Michel Foucault The Scientific Temptation

Beatrice Han has argued that the theories of subjection (determinism: structure) and subjectivation (freedom: agency) are the “the blind spot[s] of Foucault's work.” Furthermore, she continues, as historical and transcendental theories, respectively, Foucault left them in a state of irresolvable conflict. In the Scientific Temptation I have shown that, as a practicing researcher, Foucault encourages us to situate the theories of the subject in the context of his un‐thematized search for a metaphysics of realism, the purpose of which was to ground his complementary reach for a possibility of naturalism. In Returning to Kant I now argue that it is this fundamental feature of “Foucault's Foucault” that drives his returns to Kant, the purpose of which was to resolve the conflicting theories of the subject and thereby solve his Giddensian problem of structure and creativity. Locating the returns and their purpose in the context of my own arguments for the recovery of human agency, I argue that Foucault's attempts to solve his Giddensian problem led to two unfortunate solutions. In the first return, his resort to Baudelaire's aesthetic subject is a regression to a pre‐noumenal conception of the Kantian subject. With the second return, the reinstatement of the Kantian subject as causally empowered, minus the noumenalism, is nothing more than a reclamation of Kant's conception. I argue that only a reconstruction of Foucault's scientific realism permits us to understand that he could have moved beyond mere reclamation to the actual recovery of human agency.
