Abstract Despite their aura of self-containment and apparent closure the institutions built to confine people diagnosed as 'mentally deficient' or 'feebleminded' were closely connected to broader social structures. A recent paper presenting involuntary sterilization almost exclusively as an internal control measure attempts to sever this relationship. Yet the encoding of eugenic forces both within and beyond the asylum wall reinforces the idea that, far from being institutionally disconnected from modern society, the custodial asylum represents one of its most powerful archetypes.  相似文献

Although it is well-known that numerous jurisdictions in North America adopted legislation in the first half of the twentieth century allowing the involuntary sterilisation of persons diagnosed as 'mentally deficient', analysis of its implementation has rarely progressed beyond the examination of the legislation and the aggregate data presented in official reports. In this paper we analyse the case files of the Eugenics Board for the province of Alberta. The primary sources contained in these files reveal something of the hand of officialdom: clinical reports, diagnoses, test results and 'patient' history. The files allow glimpses of the individual stories of those who were sterilised. Much more directly, they present the case made for involuntary sterilisation from professional, often custodial perspectives. Thus, they afford us a richer understanding of the culture which sanctioned the practice of forcible sterilisation.  相似文献

A growing, English‐language literature analyzes the public discourse of international education and students. One large set of studies highlight the discursive marginalization of non‐western, international students in western, host societies. They draw on critical discourse analysis (CDA) and meta‐narratives of western, White, and elite dominance, which diminish the theoretical importance of discourse in non‐western and non‐elite settings. A second, smaller set of studies analyze the public discourse of international education in non‐western, specifically Asian, countries; they generally reference educational discourse in both Asian and western countries. Relatively few studies critically examine patterns of discursive domination in Asian discourse; but the ones that do so compare both Asian and Western countries. Even rarer are studies of social media discourse among international students. We find a few studies of social media discourse among Asian students who studied abroad, but none of foreign students studying in host, Asian countries. Attention to multiple discourses and theoretical narratives offers a fruitful, research agenda and underlines the complex, dynamic, global nature of contemporary public discourse on international education.  相似文献

In the course of research concerning the experiences of gay and lesbian teachers in public schools, I discovered that teachers often construct racialized explanations of potential homophobia in their schools, including the expectation that black and Latino coworkers, parents, and students were more likely to be homophobic. By taking an intersectional approach to these narratives as a case study in the discursive construction of race and sexuality, this article shows how racism and homophobia are mutually sustained in everyday talk. This process of racializing homophobia not only further alienates gay and lesbian teachers of color, it also reinforces racial inequality more broadly. In addition to racializing homophobia discourse, many white research participants used racial discrimination as a comparative rhetorical strategy to make sense of the discrimination they experience as gays and lesbians. While this strategy was purportedly useful for combating discrimination, it is also troubling. First, it assumes a false dichotomy between race and sexual identity that further erases the experience of queer people of color, who must contend with both kinds of discrimination. Second, it posits a false equivalence, when in fact the unique histories and operations of each kind of marginality resist such facile comparisons.  相似文献

There is much rhetoric around the damaging effect of certain labels applied to people with learning difficulties. This empirical study investigated the effect of three different labels in current usage on public perceptions of the groups so labelled. The labels contrasted were 'mentally subnormal', 'mentally handicapped' and 'people with learning difficulties'. Three independent groups of subjects were presented with an attitude questionnaire. This included a semantic differential scale to ascertain a stereotype of the labelled group, a social distance scale, and a series of questions to tap attitudes regarding people's abilities and rights. Each group was questioned with reference to one of the three labels only. A total of 111 subjects took part. The main findings supported the view that the term 'learning difficulties' is associated with more positive attitudes than either of the other labels which do not significantly differ from each other. However there was also evidence that people labelled as having 'learning difficulties' were thought to be less deserving of special provision. The implications of these findings are discussed in relation to present and future uses of labels.  相似文献

The growing political power of racialized groups in white‐supremacist societies has unsettled the hegemonic position of whiteness. In the United States, this political shift has led to the linguistic repositioning of whiteness within public discourse as visible and vulnerable rather than unmarked and dominant; such repositioning operates as part of a larger strategy for maintaining white supremacy. Within white publics, which are simultaneously constituted through white public space, white public discourse, and white affects, those who are white‐identified linguistically engage in affective performances that reassert racial dominance by invoking claims of wounded whiteness. The article compares the affective strategies of white public discourse found, on the one hand, in ethnographic interviews with white youth in liberal educational spaces in California and, on the other hand, in the mediatized discourse of the US racist far right. The analysis identifies five affective discourse strategies deployed in the white public discourse of both groups: colormute racism; disavowals of racism; appropriations of diversity discourses; performances of white fragility; and claims of reverse racism. This shared set of discursive strategies is part of the larger convergence and mutual dependence of militant racism and mainstream racism in protecting all white people’s possessive investment in white supremacy.  相似文献

Summary

The lives of queer people are too frequently filled with violence—physical attacks, social discrimination, and hate-filled verbal assaults. Language serves multiple purposes in the violence that is directed at queers. While the words themselves become instruments of psychological harm, they, in turn, are used to rationalize or justify acts of physical violence and social discrimination (Pierce, 1990). To analyze the issues regarding queer people, social discourse, and violence, this essay addresses: communication rules about queers and a formula for change in the discourse; the history of changing labels and meaning; enforcers of the dominant discourse and its rules of communication; and the role social workers should play in challenging and shaping the discourse.  相似文献

This article is based on a qualitative study that set out to analyze the labels and terms attached to 28 people affected by albinism in villages in Kilolo district, Tanzania. Even though national and international attention to killings of people with albinism has attempted to improve general knowledge of albinism and reduce discrimination, most of the community members within the study had little knowledge of the (bio)medical explanations for albinism and tended to marginalize people with albinism. Framed within a wider moral discourse on illness, disability and socially appropriate behavior, albinism is mostly considered to be God’s will or the consequence of past misdeeds within the family, and many of the existing labels for people with albinism express such ideas.  相似文献

While much recent theorizing into affect has challenged the primacy of discourse in understanding social life, this paper is premised on the intertwining of affective experience with discursive meaning. Furthermore, appreciating the entwining of affect and discourse facilitates broader understanding into the illness experience, medical decision‐making and experiences of healing. Today, the biomedical discourse carries particular affective weight that can saturate experiences of affliction. Cultural understandings of disease similarly shape affect that may emerge in affliction. Social meaning, more specifically stereotypes pertaining to identities, interweave with emotion also in the context of medical practice. The doctor‐patient relationship is an affect‐laden encounter where the entwining of affect with social assumptions carries important, yet poorly understood, repercussions for treatment decisions and for the furthering of health inequalities. Both the elusiveness and the power of affect that unfolds in relation to discursive meaning rest on the way in which affect dwells in and resounds through the body.  相似文献

After tracking the Chinese historical trajectory on the discursive relationship between Chinese civilization and the northern nomadic group, this paper examines the official discursive construction of the ‘civilization’ and ‘culture’ of ethnic minorities in contemporary China. Through the analysis of the Grassland Culture Research Project (caoyuanwenhua yanjiu xiangmu), an official project conducted in China in recent decades in response to the emergence of nomadic civilization studies as a distinct academic field, this article aims to show the way in which the concepts of civilization and culture are utilized in order to correspond to the official discourse of nation state and ethnicity in China, and the process by which Mongolian culture is thereby transformed. Civilization as a larger body supposed to include cultures was/is entitled to Chinese nation (zhonghua minzu), and a culture (wenhua) of a certain ethnic minority could only be a part of the Chinese civilization in Chinese academia today. ‘Grassland culture ’ is defined as a culture that is static, ahistorical, and therefore has to be reframed within the larger system of Chinese civilization. The concept of ‘grassland culture’ seems to be based more on the particular territory, rather than on the types of culture that have created and are owned by different ethnic groups. Therefore, it might be concluded that the project emphasized the geo-body of the Chinese nation state in order to retain the culture within the territory of China.  相似文献

Since the early 1990s, there has been investment in women's entrepreneurship policy (WEP) in Sweden, which continued until 2015. During the same period, Sweden assumed neoliberal policies that profoundly changed the position of women within the world of work and business. The goals for WEP changed as a result, from entrepreneurship as a way to create a more equal society, to the goal of unleashing women's entrepreneurial potential so they can contribute to economic growth. To better understand this shift we approach WEP as a neoliberal governmentality which offers women ‘entrepreneurial’ or ‘postfeminist’ subject positions. The analysis is inspired by political theorist Nancy Fraser who theorized the change as the displacement of socioeconomic redistribution in favour of cultural recognition, or identity politics. We use Fraser's concepts in a discourse analysis of Swedish WEP over two decades, identifying two distinct discourses and three discursive displacements. Whilst WEP initially gave precedence to a radical feminist discourse that called for women's collective action, this was replaced by a postfeminist neoliberal discourse that encouraged individual women to assume an entrepreneurial persona, start their own business, compete in the marketplace and contribute to economic growth. The result was the continued subordination of women business owners, but it also obscured or rendered structural problems/solutions, and collective feminist action, irrelevant.  相似文献

This article examines critically the power effects of a branch of psychology called Human Factors within the context of commercial aviation. A review of the aviation literature highlights the significance of Human Factors and its relevance to the recruitment and training of ab initio pilots. However, research in the field is criticized for failing to account for existing power relations and the potential effects of a new discursive format. This article uses the concept of discourse associated with Michel Foucault to analyse empirical data from interviews with individuals involved in ab initio pilot training at a European flying college. The analysis illustrates how staff at the training college use the rhetoric of Human Factors to enhance their own contribution and status, without fundamentally changing existing practices. Although this reinforces existing power relations, the Human Factors discourse also potentially empowers a different set of management employees. By illustrating the conflicting values and interests of two sets of managers and trainers at the college, the article is able to demonstrate the negative effects of the new discursive format on male ab initio pilots. It also discusses attitudes to female pilots, contributing to the debate about the ability of management discourses to promote gender equality within commercial organizations.  相似文献

Within this article I explore the concept of social exclusion, considering how it has been defined and the implications of this for social exclusion policy. It is suggested that the current use of the concept focuses on material definitions of exclusion, obscures the discursive origins of exclusion and tends to individualise the problem. I argue that we need to adopt a broader approach to defining and analysing social exclusion which understands social exclusion as a process which is influenced by both material and discursive factors. The connections between discourse, identity and marginalisation are discussed and these arguments are illustrated using examples related to different aspects of social identity. Finally the article presents a framework for analysing social exclusion from a material discursive perspective and suggests that adopting this perspective clarifies the role of social work in working with people who experience exclusionary processes.  相似文献

Cyberspace constitutes a place where people can build personal relationships and share norms or expectations that are meaningful and real for them (Paccagnella, 2002). Rooted in the social constructivist tradition (Berger & Luckmann, 1966), this study examines the role of religiosity and the Internet in the discursive strategies of single Mormons seeking relationships on the Web. The findings add to the literature addressing both virtual and religious communities by demonstrating how a virtual community is built and sustained by the religious discourse of its members.  相似文献

The costs associated with mental disorders are substantial, yet treatment efficacy is still in its infancy. Drawing from key concepts in the philosophy of science literature, this paper argues that increasing spiritual diversity in social work discourse represents one important avenue to increase the effectiveness of mental health service provision. Toward that end, the role that cognitive diversity plays in scientific advancement is discussed. Demographic data is related suggesting most social workers hold secular values and, consequently, secular perspectives enjoy a privileged status in professional discourse. The effects of the lack of spiritual diversity are delineated on disciplinary discourse, interventions, and service provision. Islam is used as an example to illustrate how effectiveness can potentially be augmented by incorporating the voice of Muslims and other people of faith into disciplinary discourse.  相似文献

This article considers the relationship between people and place in the everyday production of the local. Based on empirical research with young people in Russia's far north it offers an empirically substantiated argument that processes of deterritorialization do not necessarily imply the disembedding of people from either the national or the local. Drawing on discursive psychological approaches to the construction of nationhood, the article demonstrates how national and local patriotisms are produced through a post‐Soviet project of nationalism and an active programme of flagging the city by the city administration. Through an exploration of the everyday manifestation and articulation of ties between people and place, however, it also suggests some of the limitations to theories of the everyday discursive production of nationhood. Connections to place, it is argued, are not only unconscious or linguistic expressions of discursively produced subjects, but emotional and sensual responses to the material (urban space, nature, climate) and symbolic (hymns, flags, historical narratives) environment. This suggests the need to conceptualize place as a site of the active production and enactment of subjectivity, which is itself not only the product of language and discourse but of experience, affect and ‘matter’.  相似文献

Abstract On the border of western Iowa, a new landform—the “Loess Hills,” is being created. While scientific discourse surrounding the landform has been on going for a century, “discovery” of the landform by local residents is a recent occurrence, stimulated by socioeconomic changes resulting from the “farm crisis.” As this case study shows, the initial scientific discourse and claims, as presented in a series of publications, established the uniqueness and rarity of the hills in scientific terms. Through a complexity of discursive practices, this internalized scientific community discussion was brought into broader public conversations. Aspects of the discursive practices have been taken on by residents at the local level and appropriation of the “Loess Hills” name and facts attributed to the landform has resulted in reshaping place identity among rural residents and altering the traditional power position within the region, with “hill people” now becoming “Loess Hills People.”  相似文献

The paper conceptualizes two contradictory discourses, both used by ethnic minority drug dealers in a street drug market in Oslo, Norway. Oppression discourse includes personal narratives of unemployment, racism and psycho-social problems, often combined with stories about the government and city council being unwilling to help. Drug dealers use the discourse to justify drug dealing and violence, both for themselves and in meetings with welfare organizations. Gangster discourse , on the other hand, includes a series of personal narratives emphasizing how hard, smart, and sexually alluring the young men are. Drug dealers use this discourse to gain self-respect and respect from others, and it dominates interactions on the street. An important argument in this paper is that the discursive practice of criminals inspires theoretical perspectives on criminal practice. Oppression and gangster discourses have inspired, respectively, neutralization and subculture theory. When the same people use both discourses, however, the picture becomes more complicated. The 'bilingual' discursive practice of the street drug dealers reflects the ambivalent role of the researcher, and a Scandinavian institutional and social context where street drug dealers have extensive contact with a welfare state apparatus. The paper still suggests that similar interdiscursivity may have been sacrificed in previous research to produce more coherent theoretical frameworks.  相似文献

This article describes the impact of both neo‐liberal and conservative discourse upon poverty policy and welfare reform. In it, I summarize the discursive construction of welfare queens and deadbeat dads and the influence upon welfare reform while incorporating globalization in the discursive critique. This paper also describes the resistance to the discourse evidenced by those most affected by the poverty or welfare reform discourse. I suggest ways of critically examining our own discourse as well as the welfare reform discourse and our participation in it or resistance to it. The conclusion questions assumptions about dependency, welfare receipt and justice.  相似文献
