Abstract Farmer dependence on large-scale organizations for inputs to production is an attribute of Australian agriculture and has changed the character of farm work and how farmers see the future of agriculture. We discuss how these changes are related to farmer satisfaction with their work and their commitment to an alternative or conventional agricultural paradigm. Organic and conventional farmers are compared and findings show that organic farmers experience higher levels of work satisfaction and endorse the alternative agricultural paradigm more strongly than conventional growers. Personal success in using organic methods explains differences between organic farmers in their work satisfaction and commitments to the alternative paradigm. Similarly, conventional farmers confident about the future of their farms are satisfied with their work and express some commitment to the sustainability paradigm. Organic and conventional farmers share concerns about environmental sustainability, but are thinking differently about what sustainable farming is and how it will affect the future of Australian agriculture.  相似文献

The adjustment of the European Union's Common Agricultural Policy (CAP) initiated in the mid-1980s in response to its high cost and in-built tendency for overproduction set in train a series of measures that have been interpreted as reversing the former emphasis on agricultural production and diverting farmers towards alternative approaches to running their businesses. The policy reform measures have been characterised as contributing to a structural transition from a ‘productivist’ to ‘post-productivist’ era in agriculture, although empirical evidence for such reorientation at the farm level is less than conclusive. This paper reports on results from an analysis of large-scale commercial farmers in an area of relatively intensive arable and mixed livestock farming using documentary and survey sources to seek evidence of this transition over the long-term. Although these farmers have engaged with policy reform measures where these do not conflict with their primary objective, they continue to intensify and specialise their agricultural operations and to concentrate productive farm resources through accumulation and expansion.  相似文献

A substantial body of sociological research has examined the relationship between farmers’ environmental attitudes and their conservation behaviors, but little research has compared the attitudes of producers and consumers toward the environment with their behaviors or practices in support of sustainable agri-food systems. This paper addresses these shortcomings by analyzing the intersection between producer and consumer attitudes toward environmental sustainability with their actual practices, drawing data from focus group interviews and surveys with producers and consumers in Washington State, USA. We compare farmers’ attitudes toward several agricultural and environmental policies with their self-reported practices to examine whether support for environmental policies aligns with sustainable farming practices. For consumers, we investigate the relationship between their attitudes toward the same agricultural and environmental policy issues with their interest in purchasing food produced in an environmentally sustainable manner. Through our analyses, we find that consumers’ and producers’ practices are not always consistently correlated with their environmental attitudes, but that support for agricultural land preservation is one policy area in which the interests of producers and consumers intersect with their interest in sustainable farming and food. Findings from our individual and focus group interviews assist us in understanding the multiple, sometimes competing, factors that consumers and producers must weigh in making decisions about environmentally sustainable food and farming.  相似文献

The BSE crisis, concern over genetically modified foods, and E. coli and Salmonella food scares have prompted widespread public disquiet over food safety. For consumers, this has led to a demand for new ‘safer’ foods which are usually ‘local’, ‘natural’ and/or organic. Research into reactions to food risk has to a large degree focussed on this ‘quality turn’. In doing so, there is a danger of failing to fully problematise risk and providing a dualistic appreciation of ‘good’ and ‘bad’ natures, rather than exposing nature's fluid and multiple identities. Moreover, it suggests that consumers always attempt to minimise risk and do not challenge the need to change their behaviour. Instead, drawing on ethnographic fieldwork from an English village, the paper uses a case study of unpasteurised milk to analyse why rural consumers continue to buy foods labelled by official scientific discourses as ‘risky’. The paper argues that food risks in rural areas are configured by a concern to protect a rural identity from one implicated in scientific discourses of safety. These identity-related definitions of risk are also constructed by various moral behaviours which are integral to the process of becoming rural. In particular, the paper shows that these moral behaviours include establishing relations with specific forms of nature, maintaining community relations and adopting rural knowledgeabilities which together configure food safety and define rural status.  相似文献

Amidst much discussion of the values and venues of local food, the Farmers’ Market (FM) has emerged as an important, but somewhat uncertain, site of engagement for producers, consumers and local food ‘champions’. Despite the evident certainty of various operational rules, the FM should be seen as a complex and ambiguous space where (contingent) notions of local, quality, authenticity and legitimacy find expression in communications and transactions around food. This paper seeks to extend current reflections on the nature of the contemporary FM and its relationship to the tenets of local food. An empirical analysis involving sellers, shoppers and managers at 15 markets in the Province of Ontario, Canada sought to understand how participants ‘read’ the market as an operating space and subsequently construct the terms of (their) engagement. Findings suggest that Ontario FM customers wish to support farmers and farming via their food-related spending and express attachments to a wide range of alleged benefits pertaining to local food. Yet these values are also malleable in their meaning and amenable to trade-off against other considerations—particularly where social capital is concerned. The notion of ‘local’ emerges as being widely valued but also highly interpretive in its meaning and variable in its absolute importance. The paper concludes with some reflection on the degree to which the findings support, challenge or modify current normative beliefs about local food at the FM.  相似文献

Rurality is a complex and contested term, with multiple notions and gazes amid calls for theoretical pluralism. In Australia, the spatial categories of ‘remote’, ‘rural’, ‘regional’ and ‘urban’ are applied to places that vary in their distance from an economic and political core and have differing population densities. We argue that natural resources institutions in rural Australia demand an ‘authentic’ performance of Aboriginality that is framed within orthodox and stable constructions of an Indigeneity associated with the remote category. Dominant representations of remote Aboriginal people living on traditional homelands and engaged in ‘traditional’ environmental protection are assumed to hold for all places and transposed when natural resources institutions satisfy compulsory Indigenous engagement. Such institutional requirements for authenticity exclude alternative and multiple Indigenous voices in natural resources management. Rather, Aboriginal people seek engagement across a portfolio of natural resources activities typically found in rural areas (such as mining, grazing, forestry, water allocation planning, and natural resources service delivery and enterprise development), and not just isolated in natural and cultural heritage conservation. This broad participation would more completely match their expressed aspirations and the multiple lived realities of their fluid and networked rural worlds. Using the rural town of Eidsvold in Australia as a case study, we discuss the findings of participant observation and semi-structured interviews with Indigenous people at regional natural resources management meetings and at ‘home’ in Eidsvold. Rather than a generic institutional approach, a place-based approach to understanding the complex ruralities of Aboriginal people is needed.  相似文献

This paper details the findings of research which examined the socioeconomic and attitudinal circumstances of a sample of farms participating in a range of agro-environment schemes and initiatives in Southwest England. Evidence from very diverse circumstances revealed a common fundamental trend, namely that the attitudinal dispositions of farmers were more important than their ‘structural’ constraints or opportunities in influencing farm decision-making. The attitudes of farmers held sway in the attitude-structure relationship, specific family, and thus financial circumstances were rarely associated with predictable farming or conservation activities. These findings support the notion that in order to better understand and influence farm decision-making, we need to know more about how farmers' attitudes and values are constructed. Agro-environment policies could employ mechanisms for targeting and enhancing farmers' personal attitudes and ambitions in relation to the environmental impact of their activities.  相似文献

Better-educated farmers are known to make greater use of information, advice and training, to participate more in government schemes and to be more proactive in adjusting to change and planning for the future of the business. Such traits are in greater demand as the pace of change accelerates. Yet there is no single authoritative source of information on the educational attainment levels of UK farmers and no benchmark against which to monitor trends. This literature review attempts to integrate evidence from all available sources. The consensus emerging from a number of recent studies seems to be that at least one-third and possibly half of all UK farmers today have pursued courses of further or higher education and obtained qualifications, largely in agriculture or related subjects. About 4–6% have degrees, a similar number have HNDs and between a quarter and a third have FE qualifications from full-time or part-time study. The proportion qualified has risen steeply since the Second World War but still compares unfavourably with managers of other small businesses. Higher levels of educational attainment are associated with large farms and the arable east, with employers, female or pluriactive farmers and with farm managers. Although these relationships tend to be dismissed as ‘age effects’ or ‘size effects’, it is suggested that education may be exerting an independent influence on farmer behaviour.  相似文献

Little work has considered explicitly the role of farm tenancy in influencing the uptake (or not) of diversification activities. The need to examine this link has been heightened because of the 2003 CAP reforms and the decision to tie Single Farm Payment (SFP) entitlement to the land rather than what is produced on that land. The main objective of this paper, therefore, is to examine the nature of diversification activities on tenant farms in England, which includes a consideration of how the introduction of the SFP and other CAP reforms may influence such restructuring processes. Results from a national postal survey, supported by tenant farmer/landlord interviews and a workshop, reveal high rates of farm diversification on farms with tenanted land. However, if one takes away contract/hire services the rate of diversification on tenant farms is much less. Tenant farms appear to favour more ‘traditional’ diversification activities and the results also demonstrate an increasing need to move towards more ‘encultured’ definitions of farm diversification. The second key finding to emerge from the research relates to the high levels of uncertainty and negativity surrounding the potential impacts of the CAP reforms, and SFP in particular, on farm business behaviour. Tenant farmers were more concerned about levels of SFP and entitlement than future investment decisions, including diversification.  相似文献

This paper explores the political relevance of the Landcare movement in Australia in an attempt to understand the capacity of rural people to develop political outcomes through social action in civil society. We relate Claus Offe's notion of a politically relevant new social movement to movement development in Landcare and discuss the implications of this in terms of movement stability, relationships with the state and neo-liberal governance in Australia.Landcare has many of the characteristics attributed to new social movements. People involved in Landcare typically express a commitment to participatory forms of action and coordination, believe in a ‘win-win’ approach to conflict and are opposed to government ‘telling them what to do’. Forms of limited protest and conflict with government occur when core values of autonomy and participation are perceived to be under threat and these values are perceived to be universal rather than just applying to movement participants. However, in contrast to the attributes associated with new social movements, Landcare does not have an outwardly ‘oppositional’ character and a high proportion of movement members in Landcare are farmers and close to the imperatives of agricultural commodity production. Further, the state has had a central role in the initiation and ongoing support of the ‘movement’.These two latter points of difference, however, confer the most ‘political relevance’ to the movement. The role of the state in catalysing Landcare and promoting the ‘program’ in terms of its participatory values, confers significant legitimacy on the outcomes of participatory Landcare fora. Further, the increased transparency and learning of the environment through Landcare activities by farmers can lead to a questioning of the current economic orthodoxy that underpins rural policy.  相似文献

Alternative food networks (AFNs) are commonly defined by attributes such as the spatial proximity between farmers and consumers, the existence of retail venues such as farmers markets, community supported agriculture (CSA) and a commitment to sustainable food production and consumption. Focusing upon processes rather than attributes, this paper identifies two place-based processes that both promote and constrain the emergence and development of AFNs. Urbanization and rural restructuring are critical to the development of AFNs. AFNs are not a “thing” to be described, but rather emerge from political, cultural and historical processes. The interactions of urbanization and rural restructuring produce AFNs that are differentiated and marked by uneven development that does not necessarily support all farmers participating in the network. This indicates both the fragility and the dynamism inherent in AFNs that are tied to metropolitan development and change. Paradoxically, increasing urban demand for seasonal, and organic produce grown ‘close to home’ and the processes of rural restructuring which emphasize small-scale sustainable family farming and its direct food linkages to cities do not necessarily enable all farmers to consistently make a living from season to season. Evidence for these claims comes from an in-depth, qualitative case study reliant upon participant observation, in-depth interviews and draws from a statewide farmer survey and a regional consumer survey in Washington State.  相似文献

Abstract This paper seeks to explain variations in gender participation in farm production and decision‐making through an analysis of organic farm types, sizes, and orientations. Based on both survey and case study data, the analysis shows that female farmers on vegetable farms and mixed livestock/cash crop farms are more likely to be involved in farm production and management than women on field crop farms, where mechanization and capital intensive production is much higher. The links to ideological orientations and motivations are also examined, suggesting that farmers with more conventional orientations to organic farming are also less likely to support gender equality.  相似文献

Drawing on the UK research project, ‘Farmers’ understandings of GM crops within local communities’, this paper considers the application of the concepts of communities of practice and networks of practice in the agricultural context. A brief review of theories about communities of practice and networks of practice is given and some of our findings are discussed in the context of those theories.Farmers were found to be a particular type of network of practice, characterised by a weak organisational framework but with a relatively stable network of other communities of practice (or networks of practice) they interact with, which we have called a ‘web of influencers on practice’. Together, farmers’ network of practice and their web of influencers on practice represent the whole environment in which learning may occur, and so provide insights into their social learning system. Most farmers have to work at the boundary of their network of practice and their web of influencers, which creates a significant load on their knowledge management. This is in contrast to other networks of practice where only some members take on this boundary brokering role. The paper concludes that these theories (on networks and communities of practice) provide a useful lens through which to view farmers and their practice, highlighting important points for policy. However, in such contexts these theories need to be extended to include the role of a broader ‘web of influencers on practice’.  相似文献

The assumptions that underpin the conventional economic model of ‘rational agents’ tend to be substantially violated by data from surveys that try to elicit people’s values for health, safety and environmental goods. Psychological research suggests that there may be a large affective component in people’s responses to such surveys, with the result that those data are not amenable to the ‘logic’ of economic rationality. This raises questions both about the way we model human judgment and decision processes, and also about the use of survey data to guide public policy in these and other areas.  相似文献

The power of medical technologies to extend the final stages of life has heightened the need to understand what factors influence older people's wish to use such medical technologies. We analyse gender differences in such views, based on audio-recorded interviews with 33 men and 36 women (aged 65–93) in south-east England. Older women were twice as likely as men to oppose using medical technologies to extend life. More older women voiced ‘other-oriented’ reasons for their opposition, particularly not wanting to be a burden on others. Older men's attitudes were primarily ‘self-oriented’, reflecting a concern to stay alive for as long as possible, with fewer expressing concern about consequences for others. Women's greater life course involvement in caring and empathising with the wishes and concerns of others underlay these gender differences. Thus, women were ‘performing gender’ by putting others before themselves, even at this critical juncture in their lives.  相似文献

Geographers have consistently failed to analyse the perceptions of the inhabitants of rural areas, and in particular farmers' views of agrarian change. This paper analyses the perceptions of farmers in the agricultural region of Entre-Douro e Minho in north-west Portugal. Six villages with contrasting levels of innovation adoption were studied in 1983, and it is shown that there are major differences in the perceptions of farmers within these different parts of the region. These differences cannot be explained simply in terms of the age, tenure and education of the farmers, and it seems that the activities of rural extension officers, the general nature of the ‘place’ of each village, and its accessibility play important roles in influencing the perceptions of the farmers. Above all, it illustrates that, rather than being traditional and conservative, many of the farmers of north-west Portugal are keen to adopt new farming techniques.  相似文献

There is growing recognition of the important role played by natural heritage in rural economic development, but limited empirical work as yet to inform this debate. This paper examines the nature and strength of local economic linkages associated with the natural heritage in four case study areas in Scotland, differentiated in terms of their peripherality and dependence on the natural heritage. A framework for identifying ‘natural heritage activities’ in different localities is developed and applied in each study area. The framework distinguishes between three types of natural heritage activities, ‘core’ activities, such as environmental management; ‘primary production and extraction’ activities; and ‘reliant’ activities where the natural heritage is highly important to a business's commercial viability. Analysis of first-round economic linkages and multiplier effects of local economic activity in the four case study areas indicates that natural heritage ‘reliant’ activities have the greatest potential for generating local economic benefits through their propensity to source locally. They are also found to contribute more significantly to the economic base of the study areas through sales of goods and services to visitors. The policy implications of the findings are discussed.  相似文献

In an approach, I term ‘age exclusion through closure,’ I describe the exclusion of older people, from the workforce, and from hospital-based continuing care in Britain. Nineteenth century socioeconomic changes—the introduction of workplace technology, social surveys, the New Poor Law, and workhouse isolation, culminated in workforce exclusion on the grounds of chronological age. In the 20th century, the Poor Law ‘therapy’/‘succour’ divide, was recast in the Welfare State ‘health’/‘social care’ divide. Socioeconomic changes—the rising cost of health care, demographic change, the development of geriatric medicine, and economic restructuring, have served to allocatively ration ‘continuing care’ at this interface through the criteria of ‘clinical need.’ To conclude, age has become forged to clinical need, to become a formidable force of exclusion and exploitation perpetuating Poor Law closure between those ‘able’ and ‘unable’ to work, and creating a consequent ‘process of subordination’ within Welfare State capitalism.  相似文献

This paper analyses whether the Australian Landcare movement complies with notions of ‘post-productivist rural governance’. The paper argues that Landcare has been a vast improvement on previous approaches to the management of the countryside in Australia, and that it has managed to mobilise a large cross-section of stakeholders. However, the Landcare movement only depicts certain characteristics of post-productivist rural governance. Although Landcare has some elements that fit in with theorisations of social movements, it still depicts many characteristics that show its close affiliation with the state and its agencies (in particular budgetary shackles). Landcare cannot be conceptualised as a fully inclusive movement, and there is little evidence that Landcare has been able to actively shape government policy. However, Landcare has contributed towards changing environmental attitudes, which can be seen as a key precondition for the successful implementation of post-productivist rural governance structures. In particular, Landcare's innovative approach of mutual farm visits, and its emphasis on the demonstration of ‘best practice’, has led to both an increased awareness of land degradation problems and the creation of grassroots ‘information networks’. There has also been some success with regard to Landcare's ability to change attitudes of the wider Australian public. Two important lessons with regard to conceptualisations of post-productivist rural governance emerge. First, individual components of post-productivist rural governance may change at different times, with the attitudinal level most influenced by Landcare, while underlying socio-political productivist structures will take much longer to change. Second, the problem in being able to label Landcare (the most innovative rural programme in advanced economies) as an expression of post-productivist rural governance shows how far away rural programmes in advanced economies still may be from such new forms of governance. The results, therefore, support those advocating that post-productivism may only be a theoretical construct in the minds of academics, rather than an expression of reality on the ground.  相似文献

This paper examines gender differences in awareness, preparedness and attitudes towards bushfire amongst landholders in rural landscapes affected by amenity-led in-migration in southeast Australia. It considers the potential of conceptualising bushfire not as a gender-neutral natural phenomenon but as an important means by which traditional gender roles and power relations within rural landscapes are maintained. Landholders were found to uphold conventional views of bushfire management as “men’s business” despite changing social circumstances. Consequently, key gender differences exist within landholders’ bushfire risk awareness, bushfire knowledge, the perceived need for bushfire preparedness measures, the willingness to perform certain tasks, and the belief in personal capacity to act. We argue that covert and less visible as well as overt gender roles and traditions are important factors in understanding landholders’ engagement with bushfire management. When gendered dimensions of bushfire are investigated in the context of hegemony, a paradox emerges between women choosing not to take control of their own bushfire safety and women being denied the opportunity to take control. The complex and contradictory actions and attitudes to bushfire that materialise through an analysis of gendered social experiences complicate attempts to create more gender-sensitive frameworks for bushfire management. The tenacious and embedded nature of gender role divisions within both public and private spheres was furthermore found to act as economic, social and political stumbling blocks for empowerment opportunities. Using a mixed-methods research approach, this paper maps out gendered dimensions of bushfire through landholders’ narratives and actions. The implications of these dimensions for bushfire management have direct relevance to recent international discussions of the vulnerability of the growing number of people living in bushfire-prone rural–urban interface areas.  相似文献
