The premature political termination of the permit reviews of five urban resource recovery projects in California may indicate a deficiency in the process under which project health risk assessments are performed and policy biases of the public agencies that control the contents of the assessments. This article examines the permitting process that separates project health risk assessments from environmental impact reports and the anti-resource-recovery goals and policies of the state and local agencies that guide the preparation of project health risk assessments. Also examined are two independent studies made of the informational adequacy of the LANCER project documents. The article concludes that it is only by merging the risk assessment process with the environmental review process that control of the agencies can be loosened and project proponents be able to prepare project risk assessments for urban California resource recovery projects that will offer the projects any likelihood of being able to complete the permitting process. 相似文献

Infant Exposure Assessment for Breast Milk Dioxins and Furans Derived from Waste Incineration Emissions 总被引:1,自引:0,他引:1

Polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) have been detected in human milk samples obtained in several countries. Possible sources include emissions from incineration of municipal waste in resource recovery facilities. A formula is presented for calculating the infant daily dose of dioxin equivalents from breast milk on the basis of the maternal daily intake. Application of the formula suggests that an infant breast-fed for 12 months would receive around 10% of the cumulative exposure dose per body weight that would be received by an adult with 50 years of exposure. Further analysis indicated that the contribution of dioxin equivalents from breast milk to an infant's body concentration at the end of 12 months of breast feeding would amount to 1.7 times the concentration in the mother. However, dioxin and furan emissions from a source calculated to result in worst-case lifetime cancer risks of the order of 1 in 100,000 are only likely to increase breast milk concentrations by around 1%-10% of the levels that have been detected in several countries. This finding suggests that there are major sources of dioxins and furans other than from municipal solid waste incineration that need to be identified. 相似文献

This article analyzes the role of dynamic economic resilience in relation to recovery from disasters in general and illustrates its potential to reduce disaster losses in a case study of the Wenchuan earthquake of 2008. We first offer operational definitions of the concept linked to policies to promote increased levels and speed of investment in repair and reconstruction to implement this resilience. We then develop a dynamic computable general equilibrium (CGE) model that incorporates major features of investment and traces the time‐path of the economy as it recovers with and without dynamic economic resilience. The results indicate that resilience strategies could have significantly reduced GDP losses from the Wenchuan earthquake by 47.4% during 2008–2011 by accelerating the pace of recovery and could have further reduced losses slightly by shortening the recovery by one year. The results can be generalized to conclude that shortening the recovery period is not nearly as effective as increasing reconstruction investment levels and steepening the time‐path of recovery. This is an important distinction that should be made in the typically vague and singular reference to increasing the speed of recovery in many definitions of dynamic resilience. 相似文献

Rigorous health risk assessments of site-specific projects are generally little understood by nontechnical decision makers and the public and often appear to them to obfuscate a straightforward answer to their fundamental question: “Is the project safe?” The focus on risk, usually out of context of benefits, deprives the reader of the opportunity to make a fully informed decision on the proposal. While the risk assessment tools may need to be refashioned, confidence in the analytical process can be improved, partly through more citizen involvement, as well as through more effective communication of the conservatism of the assumptions, the thoroughness of the process, and the significance of the results in comparison to other commonly accepted involuntary exposures and risks. 相似文献

This article describes a simple model for quantifying the health impacts of toxic metal emissions. In contrast to most traditional models it calculates the expectation value of the total damage (summed over the total population and over all time) for typical emission sites, rather than "worst-case" estimates for specific sites or episodes. Such a model is needed for the evaluation of many environmental policy measures, e.g., the optimal level of pollution taxes or emission limits. Based on the methodology that has been developed by USEPA for the assessment of multimedia pathways, the equations and parameters are assembled for the assessment of As, Cd, Cr, Hg, Ni, and Pb, and some typical results are presented (the dose from seafood is not included and for Hg the results are extremely uncertain); the model is freely available on the web. The structure of the model is very simple because, as we show, if the parameters can be approximated by time-independent constants (the case for the USEPA methodology), the total impacts can be calculated with steady-state models even though the environment is never in steady state. The collective ingestion dose is found to be roughly 2 orders of magnitude larger than the collective dose via inhalation. The uncertainties are large, easily an order of magnitude, the main uncertainties arising from the parameter values of the model, in particular the transfer factors. Using linearized dose-response functions, estimates are provided for cancers due to As, Cd, Cr, and Ni as well as IQ loss due to Pb emissions in Europe. 相似文献

Significant quantities of toxic metals are emitted to the air by the incineration of waste, as well as by the combustion of coal and oil. To optimize the regulations for their emissions one needs to know the cost of their damage. That requires an impact pathway analysis, with realistic dispersion models, exposure‐response functions, and monetary values. In this article we explain the method and assumptions and present results for arsenic, cadmium, mercury, and lead, the most important toxic metals in terms of damage cost. We also estimate their contribution to the damage cost of waste incineration and electric power from coal for typical situations in Europe. The damage costs of As, Cd, and Pb are much higher than previous estimates because of a large number of new epidemiological studies, implying more and more serious health effects than what had been known before. New cost‐benefit studies for the abatement of toxic metal emissions are advisable.
