Using a theoretical framework, the study proposes an index that can measure the social capital of local action group (LAG) projects. The index is founded on four indicators: number of ties, bridging social capital, recognition, and diversity, which are aggregated into one social capital index. The index has been tested in LAG-Djursland, Denmark, and the study further investigates whether the organisational affiliation, project financing, and LAG co-financing can explain the degree of social capital accumulation. Furthermore, the author has tested if there are connections between motivation for pursuing development projects similar to those implemented previously and the degree of social capital. The paper concludes that there are indications that projects hosted by municipalities tend to show the most social capital, there is no connection between the amount of project financing and social capital, and a high level of motivation leads to increased social capital.  相似文献

Considerable importance is attached to social exclusion/inclusion in recent EU rural development programmes. At the national/regional operation of these programmes groups of people who are not participating are often identified as ‘socially excluded groups’. This article contends that rural development programmes are misinterpreting the social processes of participation and consequently labelling some groups as socially excluded when they are not. This is partly because of the interchangeable and confused use of the concepts social inclusion, social capital and civic engagement, and partly because of the presumption that to participate is the default position. Three groups identified as socially excluded groups in Northern Ireland are considered. It is argued that a more careful analysis of what social inclusion means, what civic engagement means, and why participation is presumed to be the norm, leads to a different conclusion about who is excluded. This has both theoretical and policy relevance for the much used concept of social inclusion.  相似文献

This paper draws on recent research to explore the changing cultures of racism in English football. Starting from a critical analysis of key themes in the literature on football it seeks to show that existing analytical frameworks need to be reworked if they are going to adequately account for the complex forms through which racism is expressed in contemporary football cultures. In the course of this analysis we question some of the ways in which the issue of racism in football is collapsed into broader accounts of 'hooliganism' and other forms of violence among football fans. From this starting point the paper draws on some elements of our empirical research in order to outline an alternative way of framing the issues of racism and multicultrralism in football.  相似文献

This article analyses the results of a European ‘research and demonstration’ project promoting multifunctional and sustainable agriculture in Alpine regions through a participatory approach. It focuses in particular on initiatives undertaken by a local farmers group in the Italian Alpine area of Val di Sole, the purpose being to draw attention to the role of social dynamics in fostering sustainable rural development in a participatory context. In order to accomplish this objective, two key sociological approaches to the study of rural development, namely social capital and the sociology of translation, are considered. The former focuses on the relational capital available to a group of actors and which can be mobilised in a development initiative. The latter views change in social practices as resulting from a cycle of phases where the problem, its solution, and the identity of the actors are constantly transformed and negotiated. By contrasting the two theoretical approaches in relation to the outcomes of two specific actions implemented in the valley we suggest that the sociology of translation offers a more effective tool with which to capture the complexity of social dynamics involved in a rural development initiative.  相似文献

This paper explores the relations between older people, poverty and place in rural Britain. It develops previous work on rural poverty that has pointed both to the significance of older people within the rural poor population and to their denials of poverty. The paper also connects with recent discussions on the complexity of relations between poverty and social exclusion in later life, as well as key themes emerging from studies of older people in disadvantaged urban neighbourhoods. Drawing on findings from a survey of 4000 households in rural Wales and interviews with older people in poverty in three rural places, the paper provides a detailed examination of the materialities and experiences of poverty among older people in rural places. In particular, it highlights how older poor groups construct their lives in complex terms with references made to both social inclusions and exclusions. The research also points to the significance of the socio-cultural contexts of place in shaping older people's understandings of poverty in rural areas.  相似文献

This paper discusses the impact of central government's rent restructuring policy on social housing in rural areas in England. It examines the effect that restructuring will have on the rents set by social landlords in a set of case study areas then considers some of the likely impacts on affordability and on new investment in rural social housing. One of the primary aims of rent restructuring policy is to reduce unjustifiable differences between the rents of similar dwellings in the local authority and Registered Social Landlord sectors locally. This aim seems likely to be achieved. In doing so, it is likely that affordability will be reduced in the local authority sector but enhanced for tenants of some RSLs. However, the reduction in real RSL rents that improve affordability may further constrain RSLs’ ability to invest in new social housing in rural areas. The paper concludes that rent restructuring by itself will not materially improve the housing prospects of the less well off in rural areas.  相似文献

The paper locates the relevance of rural camps in social work education and unveils its pedagogy and broad learning framework. Based on the experiential account of the author in a rural camp as a teacher educator, the paper situates the role of camps in professional development of social work students and how it enables to bridge the gaps between academic knowledge base and the complex realities of practice. Social enterprises are businesses with primarily social objectives that reinvest their surplus in the community rather than seeking to maximise profit for shareholders. However, there is a debate regarding the drivers and the role of the social enterprise, the outcome of which is expected to have serious implications for the future of the institution [Brady, C., 2003. Social Enterprise development and the Role of the Social Economy in Scotland. CBS Network, Edinburgh]. A ‘reformist’ view supports the position that social enterprises are simple extensions of existing economic systems, whereas a ‘radical’ stance sees them as the embodiment of an alternative vision of running local economies. Development Trusts (DTs) are social enterprises that focus on community regeneration. Our research explored DT stakeholder views regarding the role of DTs in regenerating rural Scotland. Using Q methodology [Barry, J., Proops, J., 1999. Seeking sustainability discourses with Q methodology. Ecological Economics, 28, 337–345], we drew on ‘rurality’ discourses [Frouws, J., 1998. The contested redefinition of the countryside. An analysis of rural discourses in The Netherlands. Sociologia Ruralis 38(1), 54–68] expressed by DT stakeholders in order to investigate how these discourses informed their views. Radical positions were mostly associated with a hedonist rurality discourse and were split into three sub-discourses, whereas reformist positions mostly reflected a utilitarian rurality discourse. There was consensus between discourses in rejecting a primary DT contribution to rural regeneration by substituting state and local authority functions in rural Scotland. Results suggest that stakeholders prefer that DTs develop their own agendas and activity rather than try to substitute unsuccessful state or local authority provision of rural services. Social enterprise strategies and support policies promoting a service-providing role for DTs in rural Scotland should consider this issue if they are to avoid stakeholder objection and contribute to the success of DTs in becoming active vehicles of rural regeneration.  相似文献

In current policy discourse, rural decline is often described as an inevitable process associated with such broader structural trends as globalization and urbanization. The purpose of this paper is to challenge the supposed inevitability of rural decline in northern British Columbia (BC), Canada. We argue that rural decline in northern BC has been facilitated through an intentional policy program that views hinterland areas as a ‘resource bank’ from which to fund provincial infrastructure and services, without adequate attention to rural reinvestment. We highlight the potential discrepancies of this approach through a comparative study of two development eras in the province. In the first era, we examine the policies and development approach adopted by the W.A.C. Bennett provincial government, which governed from 1952 to 1972. We argue that the Bennett regime confronted the complexity of the post-war era with a comprehensive vision and coordinated policy program for ‘province building’ through intensive investments in industrial expansion and community infrastructure throughout the BC hinterland. By comparison, the post-1980s era in BC has witnessed a continuation of the resource bank approach, minus a concomitant commitment to hinterland investment. Reversing the inevitability of rural decline requires a renovation of the investment orientation witnessed during the Bennett era through an appreciation of the role of place in economic development. Our recommendations for renewed rural development in northern BC are drawn from a synthesis of the Bennett lessons with those emerging within place-based development literature.  相似文献

This paper focuses on the contemporary British moral panic about young people and the consumption of alcohol in public space. Most of this public debate has focused on binge drinking in urban areas as a social problem. Here, we consider instead the role of alcohol in rural communities, and in particular alcohol consumption in domestic and informal spaces, as well as the formal drinking landscape of pubs and bars. Drawing on empirical work (including a survey, interviews and participant observation) in rural Cumbria, UK we explore the specific socio-spatial nature of local attitudes to alcohol consumption and its regulation. In doing so, we reflect on the nature of rural lifestyles, community spaces and intergenerational relations. The paper concludes by highlighting some of the implications for health promotion professionals of the generally positive attitude towards young people's drinking in the rural area where the research was conducted. It also draws attention to the need for academics to pay closer attention to the ways that moral panics about binge drinking are implicitly producing a monolithic image of alcohol consumption in urban areas that fails to acknowledge the socio-spatially differentiated nature of practices of alcohol consumption and regulation.  相似文献

In the past 15–20 years, the rural areas of England have been used by a wide diversity of groups as the stage for their protest activities. Some have argued that this is due the rise of a rural social movement; this paper contends that rural areas have become both available and advantageous as the locale of protest through a range of interlocking factors. Firstly, that the rise of the network society has repositioned the societal importance of rural areas. Secondly, that the governance of rural areas has changed, allowing the social stake of rurality to be more widely contested. Thirdly, that opportunities to protest have shifted in favour of rural spaces, in terms of technology and policing. Through a discussion of recent changes in rural England and three case studies, The Land is Ours, Farmers for Action and the Organic Food and Farming Movement, this paper examines these changes and what they mean for the future of rural England.  相似文献

Contemporary changes in rural Europe have been characterised by the contrasting terms of rural modernisation and productivism versus restructuring and post-productivism. This study investigates how different categories of owners of farm and/or forestland in 16 case study areas in eight European countries perceive future development. Landowners’ prospects for change are investigated on both the locality and enterprise level. Special attention is given to the role of forestry as a potential future development perspective. The results reveal that both restructuring and modernisation perspectives are important to many landowners. Moreover, a polarisation seems to be developing between a minority of full-time farmers with progressive farming prospects and the vast majority of landowners with declining prospects or little dependency on primary production. More importantly, the research reveals a third employment perspective, which did not have any specific content apart from the social security of having employment opportunities in the locality. Also at the enterprise level, farmers anticipate both restructuring and modernisation practices, even on the very same property. The study proves that it is not only part-time, hobby and retired farmers that are engaged in “restructuring” activities, but also full-time farmers. As regards the role of forests, the majority of landowners do not interpret forests in an economic development context, but as green infrastructure important to the local quality of life. It can be concluded that forests are closely related to restructuring thinking among landowners. Future perspectives differ from one European rural area to another, dependent on local conditions and problems. More importantly, however, this research reveals that modernisation–restructuring thoughts and practices of landowners are manifold and heterogeneous in all types of rural areas across Europe.  相似文献

As a consequence of local population ageing, which is more pronounced in rural areas, the issue of maintaining a positive quality of life for rural older people is attracting significant attention. While environmental psychology theory has advocated the role of place identity in defining the self, there has been little applied research exploring how this occurs in later life. This exploratory, qualitative study (n = 16) utilises 6 and 7 identity process theory to investigate how rural older Australians (retirement migrants and long-term residents) use place to sustain and build a sense of self at a time when many are susceptible to age-related loss. The paper draws on the concepts of distinctiveness, continuity, self-esteem and self-efficacy in order to explore how place identity is supported and maintained. Findings suggest that rural places are beneficial in terms of identity maintenance, with differences between long term and more recent rural residents. Furthermore, findings also highlight that place-related change or growth can potentially threaten older people’s identification as a ‘rural’ person.  相似文献

Starting from the idea that relational sociology has been founded on various and incompatible social ontologies, I argue that it is at risk of losing its raison d'être if we do not answer two fundamental practical and ontological questions: (1) Why do we need relational sociology? and (2) What do we study in relational sociology? In this respect, I propose a deep, transactional sociology partly and freely inspired by the work of J. This study investigated socio-economic impacts of land use change, giving explicit attention to the relationships between independently observed land use change and associated socio-economic changes, perceived land use change and socio-economic change, attributed cause of change, and experienced impacts of change. Using a case study region in south-east Australia, we examined the impacts of growth in use of land for dairy farming, cropping, blue gum plantations and rural residential development on (i) rural population trends, and (ii) the amount and nature of employment available in the study region. Perceptions and impacts of change were assessed using multiple qualitative and quantitative methods. Results demonstrate that local residents were not always aware of the extent and nature of land use change, and had difficulty attributing social changes and their impacts to the land use changes that underlie them. Furthermore, the felt impacts of land use change appeared dependent on a person's awareness of that change, and on their beliefs about the causes of social change. These findings highlight avenues for theoretical development to better specify the processes by which social change processes are experienced as human impacts. The findings also have implications for land use policy and social impact assessment, illustrating the importance of understanding both perceived and actual social change.  相似文献

Using the settled areas of South Australia as a case study, this paper seeks to demonstrate the specific importance of rural population and settlement density as an important variable in understanding the social, population and settlement geography of sparsely settled rural regions, where sparse and falling density presents both practical and conceptual problems for rural planners. After a review of the literature on population density, the case is argued for the use of net rural rather than gross density in the analysis of settlement patterns. The paper then tests a series of hypotheses on the empirical relationship between rural density as independent variable and selected demographic and socio-economic indicators as dependent variables, at two specific points in time. For the same region, points in time and set of indicators, it goes on to compare the predictive power of rural density as an independent variable with that of three other important qualities of rural settlement patterns (remoteness, settlement size and urban concentration). Rural density is found to be a significant explanatory variable, both in its own right and in comparison with the three other variables tested. In conclusion, the findings are related to policy development measures for rural Australia.  相似文献

This paper explores the impacts of proposed school closures on families in rural communities in the South Taranaki region of New Zealand. We situate this instance of educational restructuring in a critical policy context and present an account of its regional unfolding through drawing on local media coverage. We then interpret narratives gathered during an interview-based study of the proposed changes undertaken in 2003–2004. Our analysis highlights the impact of school closure for rural settlements in terms of affect as well as effects. More generally we reflect on the place of schools in the experience of place itself, as well as their contribution to social cohesion and the broadly defined health of a community.  相似文献

This paper examines voluntarism as a response to the challenges faced by people growing old in rural communities that are themselves being transformed in fundamental ways, both socially and demographically. Informed by evolving theorisations within the rural aging and geographies of voluntarism literatures, we outline the key processes in space and consequent impacts in place that have affected the experience of growing old in rural communities. We identify the changes in service systems that have led to concerns about ‘vulnerable people in vulnerable places’ and explore this idea in regional contexts ranging from the agricultural heartland to the resource hinterland of Canada. We argue that a distinction needs to be made between the impacts of long and short cycles of change flowing across rural space and attention paid to voluntarism as a critical process at the intersection of broad shifts in service and settlement systems and particular changes in rural communities. Specifically, we suggest that the ‘local dynamics of voluntarism’ involving the activities of voluntary organisations, community groups and individual volunteers in particular communities can be understood, at once, as a ‘barometer of change’, a ‘mechanism of adjustment’ and a ‘space of resistance’, and we draw on recent case studies of rural voluntarism to illustrate this three-part distinction. In considering the transformative potential of voluntarism for the experience of aging in place, our findings suggest that public discourse, as reflected in media coverage, tends to romanticise voluntarism at the expense of a more nuanced and critical appreciation of its importance to the future of aging rural communities and their elderly residents. The research raises timely questions about academic-versus-popular conceptions of aging in evolving rural spaces and changing rural places.  相似文献
