Prior research suggests that poverty can be detrimental to low‐income children's development. Is this relation capturing the effects of poverty or the effects of other characteristics of low‐income families associated with poverty? Can low‐income children benefit from increases in income? In this paper, an instrumental variables estimation strategy is used with data on nearly 900 children from a random assignment evaluation of a pilot welfare reform program in Minnesota in order to answer these questions and to identify the causal effects of income on children's development. There are some suggestions that increased income improves the development of low‐income children, at least with regard to their school engagement and positive social behavior. Results are discussed with regard to their implication for analysis, as well as research and policy.  相似文献

Abstract

This article is a critical inquiry into particular methodological means underlying analyses of development, inequalities, and poverty in the context of the Millennium Development Goals (MDGs) discourse. A populist approach to poverty reduction, the MDG initiative has gained much exposure at the expense of a closer scrutiny of the specific methodological premises (and their implications) underlining the development frameworks through which the goals were to be realized. A critical examination of premises of this kind demonstrates the way in which the application of specific methods in analyses of development and poverty is carefully crafted to serve discernible ideological ends. In order to explicate this by way of an example, I draw on MDG1 (and target 2 with reference to hunger), which I discuss in relation to its integration with the overarching development objective of realizing economic growth. My aim is to demonstrate how dominant explanations and understandings of poverty and hunger, social struggles for fundamental entitlements, and ultimately ‘development’, are construed in ways that are premised on abstractions from actual social and political relations; they are framed as ‘independent variables’ external to the very policies and strategies of international development. The critical engagement offered in my analysis is timely, given the extent to which the MDG initiative and the post-2015 Sustainable Development Goals agenda have been presented without any attempt to answer to decades (and more) of critical arguments that offer more rigorous and sustained understandings of inequalities, including deprivations of basic life sustaining needs and fundamental entitlements.  相似文献

Abstract Rural‐urban differences in the association of food insecurity and hunger with income suggest that the cost of living is substantially lower in rural than in urban areas. This implies that the official poverty rate overstates rural economic hardship compared with that in urban areas. Geographic differences in cost of living implied by the association between food insecurity and income provide some validation of the cost of housing adjustment proposed by the National Academy of Sciences (NAS) panel on improving the measurement of poverty, but suggest that the NAS adjustment generally overcorrects for cost of living and would be seriously problematic in some regions.  相似文献

Research on neighborhoods and crime is on a remarkable growth trajectory. In this article, we survey important recent developments in the scholarship on neighborhood effects and the spatial stratification of poverty and urban crime. We advance the case that, in understanding the impact of neighborhoods and poverty on crime, sociological and criminological research would benefit from expanding the analytical focus from residential neighborhoods to the network of neighborhoods that individuals are exposed to during their daily routine activities. This perspective is supported by re‐emerging scholarship on activity spaces and macro‐level research on inter‐neighborhood connections. We highlight work indicating that non‐residential contexts add variation in criminogenic exposure, which in turn influence offending behavior and victimization risk. Also, we draw on recent insights from research on gang violence, social and institutional connections, and spatial mismatch and call for advancements in the scholarship on urban poverty that investigates the salience of inter‐neighborhood connections in evaluating the spatial stratification of criminogenic risk for individuals and communities.  相似文献

Public housing has been on the chopping block for almost two decades now in an effort to deconcentrate poverty. In 1992 the federal government created the Housing Opportunities for People Everywhere (HOPE) VI program. HOPE VI is driven by the assumption that deconcentrating neighborhood‐level poverty will yield better access to upward mobility opportunities for former public housing residents. To accomplish this, existing public housing is demolished and replaced with mixed‐income developments. Public housing residents are relocated, many with Housing Choice Voucher subsidies to private‐market rental housing. However, by its very definition mixed income means that only a small percentage of former residents get the opportunity to return. Do voucher relocated residents end up in lower poverty neighborhoods with greater upward mobility opportunities? We examine the spatial organization of relocation within the critical discourse on the deconcentration imperative. We highlight Atlanta because it recently became the first city in the nation to eliminate all of its public housing. Findings reveal that voucher relocatees end up in neighborhoods with modestly less poverty than the public housing neighborhoods they left. Questions remain about what poverty deconcentration means vis‐à‐vis policy goals. We provide recommendations for future research.  相似文献

This study examined adolescents’ concerns about social issues and how these concerns have changed over historical time. Separate cohorts of U.S. high school seniors (= 110,953; 51.1% female) reported their worries about four social issues (crime/violence, economic problems, hunger/poverty, race relations) every year from 1976 to 2015. Youth were most concerned with crime/violence, followed by economic problems, hunger/poverty, and race relations. Adolescents’ social concerns varied by demographic characteristics and cohort, paralleling specific historical events and appearing responsive to the political challenges of the time. Initiatives seeking to engage youth within the political process may benefit from providing opportunities for teens to participate in civic activities aimed to address these issues.  相似文献

A “risk” discourse, characterized by the focus on behaviors of the economically marginalized especially as it relates to drugs, gangs, violence, and teen parenthood, has traditionally dominated poverty research in the United States. More recently, this hegemonic risk discourse has become contoured by the so‐called new cultural turn in urban poverty studies, which has been marked as a departure from the earlier “blame the victim” perspectives. In this article, we review the role of urban ethnographers in shaping the structure versus culture debate in the sociology of poverty sub‐discipline. We then point to a scant, but growing, body of work that is encouraging urban ethnographers engaged in poverty research to expand their vision. To conclude, we contend that this new direction can be conceptualized as a feminist urban ethnography frame that advocates for transformation of the poverty research agenda.  相似文献

In this article, we discuss a research project focusing on the ways in which children in poverty spend and experience their leisure time. We argue that the dominant conceptualisation of leisure time participation reduces poverty to a lack of social and cultural capital, marginalising poor children as passive objects of socialisation. Inspired by the interpretative paradigm of lifeworld orientation, three insights are identified throughout poor children's experiences, which include the following: (i) challenging taken‐for‐granted divisions of time; (ii) giving meaning to regimes of time as an ongoing learning process; and (iii) imagining a socially just future.  相似文献

Childhood poverty and early parenthood are both high on the current political agenda. The key new issue that this research addresses is the relative importance of childhood poverty and of early motherhood as correlates of outcomes later in life. How far are the ‘effects’ of early motherhood on later outcomes due to childhood precursors, especially experience of childhood poverty? Subsidiary questions relate to the magnitude of these associations, the particular levels of childhood poverty that prove most critical, and whether, as often assumed, only teenage mothers are subsequently disadvantaged, or are those who have their first birth in their early twenties similarly disadvantaged? The source of data for this study is the National Child Development Study. We examine outcomes at age 33 for several domains of adult social exclusion: welfare, socio‐economic, physical health, emotional well‐being and demographic behaviour. We control for a wide range of childhood factors: poverty; social class of origin and of father; mother's and father's school leaving age; family structure; housing tenure; mother's and father's interest in education; personality attributes; performance on educational tests; and contact with the police by age 16. There are clear associations for the adult outcomes with age at first birth, even after controlling for childhood poverty and the other childhood background factors. Moreover, we demonstrate that the widest gulf in adult outcomes occurs for those who enter motherhood early (before age 23), though further rein‐forced by teenage motherhood for most adult outcomes. We also show that any experience of childhood poverty is clearly associated with adverse outcomes in adulthood, with reinforcement for higher levels of childhood poverty for a few outcomes.  相似文献

The article discusses the claims of success of microenterprise development programmes (MDPs) in poverty reduction and gender equality. It also deals with the broader theoretical and methodological issues related to the ways in which context and discourse interact in the assessment of anti‐poverty and gender equity strategies. MDPs are considered among the most viable strategies for helping women overcome poverty and promoting gender equity. However, there has been significant debate over these claims. The relationship between business ownership, poverty reduction and gender empowerment is still to be proved. The article presents the voices of women engaged in a microenterprise (ME) from a context‐informed and discourse analysis perspective, and considers the women's insights about ME as an anti‐poverty and gender empowerment strategy. The findings show a complex picture. On one hand, the new occupational status promises a tangible alternative to multiple personal, social and gender constraints. Additionally, women in the study perceived the ME as a space for self‐definition and as an outlet for expressing their oppressed identities. On the other hand, the findings seriously challenge the capacity of the MDP strategy to promote gender equity and combat poverty among low‐income women. Implications for research and policy are discussed.  相似文献

This project focuses on children growing up in impoverished life circumstances, originating from an increasing level of poverty in Germany. There are two perspectives in social work research on children living in poverty: first, current research on childhood recognises that children are social agents in their own practices of life; second, research on poverty draws attention to the issue of social inequality, and broaches the question of the structural constraints and limitations of daily life. We report on current German research on children living in poverty, and focus on the role of peer relationships in coping with discrimination. This research is substantiated with the results of our own research project. We find that children develop strategies to mitigate the effects of poverty. The family can also help by providing the child with an interpretation of their poverty, and through daily coping mechanisms. Additionally, children can gain support from their peers. However, bridging social capital and gaining access to other social milieus is seldom successful. We conclude with a discussion of strategies that point the way out of child poverty. Such an optimistic goal, however, would require an alliance of practice, research and policy in the field of social work.  相似文献

The two most prominent measures of material poverty within contemporary European poverty analysis are low income and material deprivation. However, it is by now well‐known that these measures identify substantially different people as being poor. In this research note, I seek to demonstrate that there are at least three ways to understand the mismatch between low income and material deprivation, relating to three different forms of identification: identifying poor households, identifying groups at risk of poverty and identifying trends in material poverty over time. Drawing on data from the British Household Panel Survey, I show that while low income and material deprivation identify very different households as being poor, and display distinct trends over time, in many cases they identify the same groups at being at risk of material poverty.  相似文献

This article investigates an empirical puzzle. Taking the case of Botswana, how is it that poverty is so high, when the country largely conforms to pro‐poor growth strategies? This article suggests that the minimal role of social‐security policies partly explains the relatively high poverty levels. This hypothesis is tested in a large‐N study of developing countries which shows that broad‐based and generous, rather than pro‐poor, social‐security policies impact strongly on poverty levels. The analysis further alludes to other obstacles to poverty reduction, such as economic transformation, which may be combined with a pro‐active social‐policy agenda. Thus, poverty‐alleviating strategies should be refocused to allow for a wider and more coherent role for social‐security policies.  相似文献

Poverty has increased significantly in U.S. suburbs since the 1990s. What we know about suburban poverty is largely limited to demographic and economic information. Building off the organizational perspective approach, I use in‐depth interviews with nonprofit, antipoverty organizations in eight Pennsylvania suburbs to better understand the suburban poverty experience. My focus is on how organizations compete for external resources. By working directly with the poverty problem while also working in broader metropolitan political and economic fields of decision making, this “middleman” role ( Marwell, 2007 ) gives us insights into contemporary poverty dynamics for suburbs. I find that how suburban organizational leaders perceive the challenges they face, and what strategies they adopt to confront such difficulties, revolves around symbolic dilemmas posed by the history, distribution, and politics of poverty in the suburbs. Symbolic dilemmas cluster around three different situational contexts of poverty in the suburbs. I use this to develop a three‐part typology of suburban poverty: symbiotic suburbs, skeletal suburbs, and overshadowed suburbs. This typology has implications for future research and for policymakers interested in developing tools to appropriately address this pressing issue.  相似文献

Studies of the economic status of recent immigrants to the United States have questioned the generalizability of some earlier findings based on assimilation theory. In Canada, however, little research has been done on this issue, and that has left mixed results. The present study attempts to address the economic performance of immigrants in Canada through an examination of their poverty status. This is particularly important now because, since the late 1980s, many industrial nations including Canada have been subjected to an unexpected surge of poverty known as ‘new poverty.’ The findings indicate that immigrants in Canada are consistently overrepresented among the poor; that their poverty rates are particularly high in larger cities, which have larger concentrations of immigrants; and that among immigrants, the poverty rates are higher for visible minorities, who are mostly recent immigrants. One particularly surprising finding was that the second‐generation immigrants, who were expected to outperform their parents, had higher poverty rates. A series of logistic regression models are developed to shed some light on the possible reasons behind these trends. Of the three sets of potential contributors – human capital, assimilation and structural factors – the first two were found more relevant. The models also revealed that the human capital factors were less rewarding for immigrants than natives.  相似文献

A wealth of research identifies industrial structure as a central correlate of place‐level poverty and suggests that changes in and the clustering of industry contribute to the spatial clustering of poverty over time. However, few studies have investigated the spatial and temporal dimensions simultaneously, and none have effectively examined spatiotemporal interactions. Consequently, a core tenet of theory on poverty in place has not been adequately examined. To address this limitation, we explicitly test hypotheses about systematic variation in the poverty‐industry relationship over time and across space using a new method to quantify dynamic associations by simultaneously accounting for spatial and temporal autocorrelation and relationship heterogeneity. The Upper Midwest is our study site given dramatic regional changes in dominant industries (i.e., manufacturing, services, and agriculture) and poverty during the past several decades. We find that the specific character of the poverty‐industry relationship systematically varies along both the temporal and spatial dimensions: Industry is more protective in certain periods than in others according to sector trends, and is more protective in certain places than others conditional on sector dependence. Our approach yields a more precise and reliable understanding of the effect of the long reach of local industrial structure on the spatial clustering of poverty.  相似文献

Poverty is frequently conceptualized as an attribute of either people or places. Yet residential movement of poor people can redistribute poverty across places, affecting and reshaping the spatial concentration of economic disadvantage. In this article, we utilize 1995 to 2000 county‐to‐county migration data from the 2000 United States decennial census to explore how differential migration rates of the poor and nonpoor affect local incidence of poverty, and how migration reconfigures poverty rates across metropolitan, micropolitan, and noncore counties. We further examine the impact of differential migration rates on African American and Latino poverty rates, two groups that have experienced higher than average poverty rates and have a sizable presence in rural areas. Our analysis indicates that during the 1990s the poor moved at rates equal to or greater than the nonpoor, and that, especially in micropolitan counties, this movement tended to deepen existing poverty concentrations. Both African American and Latino migration patterns tended to reinforce existing poverty concentrations, a result similar to that of the population as a whole, although the migration patterns of both groups more severely exacerbated poverty in high‐poverty noncore counties.  相似文献

We discuss the long‐standing “sex‐as‐drive‐or‐appetite” controversy—whether sexual desires may arise on their own, from internal states, or whether they only arise when attractive stimuli are presented. The issue is approached through integration of sexual motivation within an umbrella theory of motivational systems that closely follows currently dominant incentive motivation theories. In this formulation sexual motivation, like hunger or thirst, emerges from an interaction of external incentives and internal states. Deprivation acts to enhance the palatability of incentives but does not create an internal goad. That is, there is no aversive internal sensation associated with sexual deprivation. Through this perspective we integrate sex with findings from other motivational systems such as hunger or thirst and clarify otherwise puzzling phenomena: why orgasm and sexual motivation can be decoupled; how female sexual motivation arises and is similar to males'; how novel stimulation affects sexual motivation; and why measured sexual motivation seems to vary with experimental technique. Sexual self‐stimulation is accounted for under this model. Predictions are generated for the outcomes of both human and animal experiments. Finally, practical implications are discussed.  相似文献

This article examines the evolution of poverty in Chile during 1990‐96, a period of rapid economic growth. It shows that Chile has embarked on a significant poverty‐reduction trajectory. The robustness of this result is examined by using nonparametric estimates of the income distribution and a stochastic dominance test. Growth is an important factor in explaining the poverty reduction that has occurred. Using the Datt‐Ravallion decomposition, it accounts for over 85% of poverty reduction at the national level. However, the pattern varies significantly across regions. Both growth, and its contribution to poverty reduction, vary significantly among regions. This seems to reflect the sectoral composition of growth across regions, with export‐oriented activities producing a larger poverty‐reduction impact.  相似文献
