This paper explores the complex process of hybridisation of third-sector housing and support organisations (TSOs) in Northern Ireland. The focus of the study is the policy field of housing-related support services, known in the UK as ‘Supporting People’. This is a hybrid policy field involving several government departments, a number of market mechanisms and two types of third-sector actors. The exercise of organisational agency to adapt to competing drivers is illuminated through mental health and homelessness case studies. The paper explores how competing external influences from the Northern Ireland Assembly, horizontal policies for the third-sector and vertical service commissioning policies interact with TSOs’ own adaptation strategies involving the deployment of robust third-sector identities. Hybridisation is found to involve not only the dominance of state drivers and the promotion of market mechanisms in both fields, but also enactment of third-sector identities. Our analysis of hybridization in this case counters Billis’ (2010) representation of third-sector identity as weak, in flux, and subject to erosion by focusing on the agency of TSOs to strategically adapt to and negotiate external drivers and thereby achieve competitive advantage. Through the enactment of identity in this adaptation process, resources such as legitimacy, charitable income and volunteers are secured. This provides opportunities for policy makers to add value if they are prepared to emphasise horizontal over vertical policy goals.  相似文献

The United States ranks low on many measures of population health. In addressing this societal problem, nonprofit health conversion foundations are emerging as important, local social entrepreneurs. We investigated the processes by which these organizations create and implement locally situated innovative approaches to promote health and wellness. Using an inductive, qualitative approach, we identified central themes by which conversion foundations, as social entrepreneurs, developed collaborative solutions to health. We found that they defined the social problem, generated social capital in the community, and educated potential partners. These mechanisms helped build a groundwork for collaboration among community actors. Conversion foundations then convened partners with complementary competencies to develop creative solutions. This research contributes to the literature on social entrepreneurship and nonprofits by expanding understanding of how foundations can foster community collaborations to develop innovative solutions to social problems. Further, this study sheds light on the activities and processes of nonprofit health conversion foundations as actors with the potential to improve population health.  相似文献

This paper applies organizational field analysis to compare the structure of the third sector housing fields in Northern Ireland and the Republic of Ireland. Following preliminary accounts of history, structure, funding, and regulation, four key dimensions of field structure are compared: interaction, subgroups, structural equivalence, and patterns of domination. In both fields studied, early steering by the state into specialist roles has been overtaken by state funded expansion in general needs housing--increasing the dominance of larger organizations and tensions around voluntary sector identity. However, differences remain in the extent of domination and tightness of field structure, with greater emphasis on whole organization regulation, and adherence to professional and trade bodies in Northern Ireland. It is also shown how cross-border activity and the espousal of a European model will influence future trajectories.  相似文献

Currently, disabilities organizations are increasingly being challenged by the requirement for individualized service, expectations to show personal outcomes, and the need to base their services on evidence-based practices. Social entrepreneurship (SE) is being put forward as an innovative approach for dealing with these challenges. This article presents a systems approach to SE based on a program logic model. This model identifies the input factors (a strong social vision, exploiting opportunities, maximizing resources), throughput strategies (entrepreneurial orientation, critical thinking skills, networking, capacity building), and outcome components (improving people’s lives, community-building, improving society) of SE at the micro, meso, and macro level. Also, the importance of planning for contextual changes as a social entrepreneur is discussed. The article concludes with presenting three inspiring practices regarding SE in the field of disabilities organizations.  相似文献

This article presents a UK-based research that has studied the existing sheltered or assisted living housing population and its future housing options and preferences. This meets an identified need to know and understand users' needs and requirements in much more detail that outlines what is liked and disliked by older people about sheltered housing, so that those who plan and design such housing can be aware of their views. The study also sought to understand the architects' challenges in designing and adapting this type of housing. The sheltered housing managed by housing associations in Belfast, Northern Ireland, was assessed through a series of site visits, structured interviews, and a focus group with stakeholders. Findings revealed older users' keen interest in participating in their housing needs assessment, identified building design concerns and provided recommendations for potential design guidelines.  相似文献

During the past thirty years Catholics in Northern Ireland have experienced unprecedented upward social mobility. Some commentators have suggested that this has led Catholics not merely to adopt the lifestyles of the middle class but also to modify their constitutional preferences, leading to a decline in nationalism. In this paper I examine the relationship between social mobility, on the one hand, and, on the other, both constitutional preferences and political (left or right wing) preferences among Catholics and Protestants in Northern Ireland, using survey data collected in 1996. There is no evidence that Catholics' constitutional preferences are related to their mobility experiences.  相似文献

Major sociospatial transformation processes are taking place, and so concepts such as tradition, distinctiveness, and identity have become fundamental but delicate factors in the context of the social environment. Consequently, identity has become not only a term, but rather a comprehensive theme and concept, in making new places and built environments. In this context of argument, this article elucidates the implication of identity at different scales. It emphasizes the importance and hybridity of urban identities and how they may become entities or even mechanisms to overcome globalization issues. This article looks at global examples to exemplify various manifestations of urban identities. This theoretical article aspires to promote debates that can benefit current research programs in the context of globalization, urban identity, and sociocultural diversity. Finally, the aim here for specifying different levels of urban identities is not necessarily toward categorizing them, but rather to identify their roles and propositions in various scales that are related to humans and their social environments.  相似文献

Federal and local pressures have given rise to a hybrid organization that brings together disparate groups from the public and non-profit sectors to address complex social problems. This article examines one such organizational emergence of state-affiliated sponsorship. Based on data from a multi-method case study, we find that not only do members of the sponsoring organization use legitimate authority structures, existing laws, and social norms to reproduce their power, they do so with a state mandate that privileges their expertise and processes.Parts of this paper were prepared while the third author, Beth A. Jon Shefner is Associate Professor of Sociology and Director of the Global Studies Interdisciplinary Program at the University of Tennessee-Knoxville. He is co-editor, with Patricia Fernandez-Kelly, of Out of the Shadows: Political Action and the Informal Economy in Latin America (2006: Pennsylvania State Press). He is currently working on a book examining the impact of globalization and democratization on the mobilization and well being of Mexico's urban poor. Beth A. Rubin is Professor of Management and Adjunct Professor of Sociology at University of North Carolina-Charlotte. Rubin publishes on economic and workplace transformation, labor unions, homelessness and social policy and social theory in leading academic journals. Abstract

Securing adequate housing is a key component in achieving family well-being and a decent quality of life. It is expected that as many as twenty percent of the families currently on welfare, many of whom are disproportionately female and African American, may not be employable by the end of their lifetime benefit. These families, classified as “hard-to-serve” or “hard-to-employ,” are headed by an adult who may be struggling with substance abuse, physical or mental health problems, as well as low literacy and social competency issues that inhibit achieving self-sufficiency. This author will examine existing literature on welfare-dependent households coping with substance abuse and mental health problems, and how the lack of affordable housing impacts their ability to achieve self-sufficiency. The social entrepreneurship discourse in Germany has become more prominent at a time when the deeply rooted corporatist traditions of social provision have come under pressure for marketization. This article examines the potential role of “social entrepreneurs” in the institutionally established German welfare state. The article analyzes the opportunities and constraints that new players face. Drawing on survey data and case studies in the areas of elderly care and advancement of children with immigrant background, the analysis retraces the structure and diffusion of social entrepreneurial projects. It concludes that the simple transfer of the social entrepreneurship model is unlikely. The analysis suggests that successful social ventures in Germany adapt the notion of social entrepreneurship to prevalent institutional realities. In the context of more encompassing social services, dense decentralized networks, and different cultures of philanthropism, new players have a complementary role that stimulates rather than dominates the process of social innovation.  相似文献

Using data from the 1995 China 1% Population Sample Survey, this article examines the impact of international migration on housing conditions in China. We find that international migration affects housing conditions differently in cities, towns, and rural areas. In rural areas, the impact of emigration on housing conditions is seen primarily through the increase of housing space, whereas in cities the impact of emigration on housing conditions is mainly reflected in the improvement of facilities. Although having a cadre in the household continues to be an important factor, international migration has begun to challenge, and even rival, this legacy of social stratification in China.  相似文献
