This study examines boundary conflicts between urban and rural local authorities in Israel. It focuses on three basic questions: what are the reasons for urban-rural boundary conflicts?; do these reasons vary across time and space?; and, what are the underlying structural causes that shape these variations? The study is based on a quantitative and qualitative analysis of boundary conflicts involving Israeli rural regional councils between the 1960s and the early 1990s. It demonstrates that macro-societal structural processes are at the root of urban-rural boundary conflicts. Mounting pressures on regional councils have arisen from political, economic and ideological processes which have shaken the foundations of the councils and produced unprecedented pressures on their territory. Processes of counter-urbanization have played a substantial role, but have been deeply intertwined in a political-ideological context. These processes may either lead to: (1) further fragmentation and contraction of areas managed by rural local government; (2) transformation of rural local governments into entities of a new type; or (3) formation of new forms of urban-rural regional co-operation.  相似文献

Since 1979 the local state in Britain has experienced a period of considerable restructuring in which the power of elected local government has been severely diminished. As a new system of local governance, characterized by self-organising networks transcending the state, private and voluntary sectors, has emerged, so elected local government has had to re-imagine its role. This paper suggests that one strategy that has been adopted has been to re-position local councils as ‘pressure groups’, lobbying external actors on behalf of local interests. Furthermore, it is argued that in rural areas the restructuring of the local state has coincided with a wider social and economic restructuring and hence an intensified contesting of rurality. As such, it is argued that rural local government has become concerned not only with advocating local interests, but with advocating particular discourses of rurality. These assertions are discussed in the context of a case study concerning strategic planning for housing development in the district of Taunton Deane in Somerset.  相似文献

This paper examines community attitudes and distinctive practices that shape local responses to integrated rural tourism (IRT) development in the lagging rural region of the English/Welsh border area. The focus is on how actors acquire attributes as a result of their relations with others and how these assumed identities are performed in, by and through these relations. The location of this lagging rural region is particularly interesting as it is divided by a national boundary which not only impacts on administrative, planning and tourism marketing structures, but also contributes to the construction of fluid place identities (Murdoch and Pratt, 1997 describe ‘fluid space’ as having ‘no fixed points of reference, no privileged points of view, simply a swirling, viscous, partially stable, partially enclosed movement of social entities’ (p. 64) that may be described as Welsh, English, or a mixture of both. In order to reflect the variety of opinions and concerns in the region, responses were drawn from different actor-groups: local businesses, resource controllers, gatekeepers, institutions, community members and visitors. Results indicate that, while most were in favour of a greater integration of tourism with actors' aspirations, local resources and activities, there was an element of longing for a deux ex machina to put in place real change in the region.  相似文献

There is a notable absence in contemporary rural studies – of both a theoretical and empirical nature – concerning the changing nature of rural local government. Despite the scale and significance of successive rounds of local government reorganisation in the UK, very little has been written on this topic from a rural perspective. Instead research on local political change has tended to concentrate on local governance and local partnerships – on the extra-governmental aspects of the governance system – rather than on local government itself. In contrast, this paper draws upon strategic-relational state theory to explore the changing structures and institutions of rural local government, and analyse how these can be related to the changing state strategies of those groups which are politically powerful in rural areas. In this respect, the paper draws on current and previous rounds of local government reorganisation to illustrate how new objects of governance, new state strategies and new hegemonic projects are emerging as a consequence of such restructuring processes.  相似文献

This article examines the fate of rural migrants in Shanghai, China's largest metropolis. Relying on data from a representative survey, it provides a profile of recent rural migrants and analyzes the pattern of occupational and income determination among them. The economic status between migrants and local residents is also compared. The authors show that despite a marked income improvement, rural migrants in Shanghai are still segregated from urban residents and argue that the social divide between urban and rural areas created under socialism has continued to function and may contribute to the formation of a dual society in urban China.  相似文献

This article uses the city of Shanghai as a case study to analyze the changing institutional mechanisms for the new urban poverty stratum in China. Specifically, the article examines urban poverty in relation to economic restructuring and the transformation of the welfare provision system in three stages of market reforms. The article first examines the overall economic growth strategies at the national level, and then examines local government policy outcomes at the city level. The impacts of institutional changes on urban poverty and social inequality are subsequently. Finally, the article assesses the current poverty reduction policies and proposes a “social inclusion” framework to alleviate urban poverty in China.  相似文献

Drawing on data relating to some 500 households, taken from local government records and questionnaire surveys, this paper examines the processes of migration and social change associated with the resale of former local authority dwellings in a rural part of the East Midlands, England, UK. Legislative change principally stemming from the Housing Act (1980) has given tenants a `right to buy’ their rented dwelling from the local authority landlord. By focussing on the longer term impact of this process the findings of this study reveal a radical discontinuity with the past, as new households with contrasting characteristics to previous occupants move in when these dwellings are resold on the open market. The study shows that the relative affordability of the dwellings in a highly competitive rural housing market is creating an opportunity for comparatively young, dual-career and largely urban families to move to the countryside. Their movement into former local authority dwellings has important implications for the future provision of local needs housing in rural areas.  相似文献

This article examines how professions behave in periods of social change. The article considers whether professions take positions vis-à-vis broader social discourse, and explores the relationship between the professions’ positions and those of the government. The article examines these questions through the case of the Israeli architectural profession’s behavior after the 1967 war in both the newly occupied territories, over which Israeli control is under dispute among Israeli Jews, as well as the pre-1967 areas, in which Israeli sovereignty enjoys a consensus among Israeli Jews. The article traces both design and construction activities, as well as the discourse that followed in their wake. The article’s conclusion is that changes in professional discourse are a way to understand the profession’s position regarding a given set of social changes. We argue that the transition from an inward-facing professional discourse to an outward-facing professional discourse that addresses the larger society is both an indication of that profession’s condition as well as the condition of the social group to which it belongs.  相似文献

In a time when globalization has escalated the migration of groups of people there is still little known of the families and communities that stay behind. Based on over five years of ethnographic research with campesinas (rural Mexican women) in a highly migratory part of Central Mexico, this article examines the manner in which campesinas who stay behind as their husbands migrate are implicated in global processes. As a result of the movement of spouses to and from the United States new ideas, capital, bodies, and information are introduced that alter the roles and perspectives of women who stay behind. From a gendered glocal framework that links global and local processes and considers power relations stretched across various spaces and amongst gender relations, the author examines how women learn to accommodate, contest, and transcend their transmigrant state and changing ideologies. Women's integration in a non-governmental organization, reliance on family networks and cultural traditions, among others, help maintain their integrity and wholeness as single mothers, group leaders, and community participants.  相似文献

This paper aims to describe and explain the changes which have taken place in the rural areas of Israel by focussing on a particular type of community—the moshav, which is a planned smallholders’ settlement, based on family farms and legally organized as a cooperative society. An analysis of the changes that have taken place in the moshav in the past few decades reveals a process of rural restructuring, similar to that which is occurring in many developed countries. New economic activities have replaced farming as sources of income, and newcomers, mostly of urban origin, have invaded rural communities in search of a better quality of life. These changes derive from a combination of structural changes in agriculture, changing government policies and cumulative decisions of rural households. The result is a more heterogeneous moshav—physically, economically and socially, and growing regional, inter-village and intra-village disparities. These developments have a direct impact on the organizational structure of the moshav, its environmental qualities and its exchange relations with the urban sector. As part of the ongoing process of change the moshav is gradually losing some of its unique features, which formed the basis for its identity as a special type of rural community. This leads to the question of whether the moshav will be able to develop a new identity as a distinct type of rural community, or turn into a suburban or urban community. The answer will depend largely on the direction taken by government policy.  相似文献

Rural development is a multidimensional phenomenon. The political dimension, relating as it does to power, resources, accountability, priorities and choice, is a pivotal aspect of rural development. Local government is often the centrepiece of rural political systems. Interventions to reconfigure local government are therefore quintessentially rural development initiatives. They serve to supplement, neutralize or detract from other development initiatives. One way to critically examine local government restructuring policies and programmes is to determine the extent to which they accord with commonly held principles of rural development, both in terms of outcomes and process. This research critically examines a particular public policy intervention in rural Ontario, Canada. Through the application of rural development principles and criteria, it concludes that the process was antithetical to rural development, and in terms of outcomes, of dubious value. It poses several questions and challenges for rural development theory, including governance, and practice.  相似文献

Research studies of the problems of rural life in Britain have often been based on concepts such as ‘deprivation’ or ‘disadvantage’. In this paper we explore the basis of these conceptualizations and note claims that they have been appropriated by government at local and central levels, suggesting that criticism of such appropriation should not lead to a neglect of material privation of opportunities caused by changes to the structure of rural life, brought about by economic restructuring, social recomposition and the political-economy of deregulation. Rather, we draw on studies of rural poverty to suggest that the changing material base of rural life has been accompanied by a range of discursive strategies which obscure rural problems and even filter them out altogether in the various constructions of idyll-ized rural life as the spatial expression of self-supporting, self-sufficient, happy, healthy and problem-free existence in a market place economy. Using some of the findings from the Rural Lifestyles research programme in England and Wales we discuss some of the different experiences of opportunity privation in rural areas, and some of the different ways in which cultural constructions of rural life can lead to a range of expectations from imagined rural geographies which are variously met and not met in day-to-day rural lifestyles. We suggest that rural problems are associated with a wide range of experiences of marginalization — economic, political, social, cultural — which cannot be mapped out according to normative or cultural expectations, but which occur differently at the intersection of material and experiential elements of rural lifestyles.  相似文献

Abstract The concept of the food desert, an area with limited access to retail food stores, has increasingly been used within social scientific and public health research to explore the dimensions of spatial inequality and community well‐being. While research has demonstrated that food deserts are frequently characterized by higher levels of poverty and food insecurity, there has been relatively little research examining the relationship between food deserts and obesity, particularly in rural areas. In this article we use Geographic Information System (GIS) techniques to identify food desert areas in rural Pennsylvania. We then analyze student body mass index (BMI) data along with census and school district‐level data to determine the extent to which the percentage of a school district's population residing within a food desert is positively associated with increased incidence of child overweight among students within the district. We find that school districts with higher percentages of populations located within food deserts are more likely to be structurally and economically disadvantaged. Net of these district‐level structural and economic characteristics, we additionally find a positive relationship between increased rates of child overweight and the percentage of the district population residing in a food desert.  相似文献

Since April 1996, Wales has possessed one principal tier of local government: 22 unitary authorities. Below this tier of administration, a second level exists: community and town councils. The statutory duties of these authorities are severely limited but they do perform a valuable advisory and consultative role with the principal authorities, particularly in rural areas. The recent reorganization of Welsh local government has prompted commentators to reconsider whether community councils could be afforded more statutory powers in rural governance. This paper discusses the potential for enhancing their role within one service area, namely the planning process. Planning is a function of local government where changes to responsibilities could be enacted. The paper discusses the findings of two research projects: first, a survey of senior planning officers in Wales towards awarding planning powers to community councils; and secondly, a more detailed examination of the perceptions of community councils in rural mid-Wales towards their powers and duties, their planning links with the principal authorities, and their duties within local communities to generate public involvement in rural policy-making. It argues that allocating planning responsibilities to community and town councils lacks the support of both planning professionals and community council representatives themselves. However, in the dual-push for unitary councils to operate both strategically and locally, there is further scope for a reorientation of rural policy-making and for local planning authorities to provide more extensive consultation opportunities to the councils.  相似文献

Positioning such changes within a context of wider discussions on local government restructuring and regulation theory, attention is focused on some key local responses to social housing restructuring in two areas of rural Wales in the early 1990s. River basin planning has existed in one form or another since the third millenium B.C. when some of the earliest civilizations evolved in the great drainage basins of Mesopotamia, Egypt and north-west India. It has, however, undergone several modifications before finally culminating in the comprehensive planning for simultaneous development of all resources of a river basin.The idea of river basin planning was first mooted in Nigeria by the Food and Agriculture Organization in the late 1960s. Beginning in the early 1970s, the Federal government of Nigeria also came to the belief that river basin planning could play a significant role in the country's development. At the height of the ‘oil boom’ in 1976 and with the incipient manifestation of structural problems in the national economy, the government took a giant step in river basin planning by the establishment of 11 river basin development authorities. River basin planning is viewed as a ‘new approach’ to rural development and has involved more substantial capital outlay than all the other rural programmes combined.This paper examines the implementation and impact of these projects, which are large-scale and capital intensive, and which may be incompatible with a strategy aimed at improving the lot of the peasant farmers. The projects have wrought havoc on the prevailing rural economy and social-economic structures. Even if they were to achieve the primary objective of increasing rural productivity, this may be at a great cost to the rural populace and the environment.Perhaps more important is that river basin planning has the potential of substituting one form of dependency for another (food importation being substituted for the importation of fertilizer, pesticides, herbicides, equipment, machines and foreign experts). The projects are thus benefiting a powerful combination of interests comprising local and foreign contractors, land speculators, bureaucrats, rural elites and incipient capitalist farmers who have not borne any losses in the process of implementation.  相似文献

The Kouraku Kiln, a 150-year-old Japanese porcelain factory in the traditional rural pottery town of Arita, has been struggling with the economic decline brought by the burst of the bubble in the mid-1990s, rural migration and changes in lifestyle and tastes. Using ethnographic fieldwork, I look at the independent innovative activities that the Kouraku Kiln factory has put into place to overcome such problems: an artist-in-residence program and a treasure hunt, both coordinated by Brazilian ceramic artist and cultural agitator Sebastião Pimenta. By making use of the local history, identity, and infrastructure to attract visitors from all over the world to the production site, Kouraku Kiln has changed its focus from its products by selling knowledge and experiences. Besides contributing to the revitalization of the local economy, the constant presence of Pimenta and other international artists at the factory has added to the creation of multicultural exchanges in the local community, raising issues about social integration and local citizenship. With this case study, I aim to add to discussions about the revitalization of rural places and the regeneration of Japanese traditional crafts through the acknowledgment of globalization and mobility. By addressing issues related to the impact of transnational flows in rural communities, this article argues for the contributions of migrants in their communities of destination and examines the transforming relationships between art, society, and local development.  相似文献

Abstract A pervasive anti‐statism often blinds us to the democratic victories in the past and thus to possibilities in our future. This article argues that big government can democratize society and uses historical investigation to make the point. The study of history emancipates us from the tyranny of the present. Progressive social change has come about in the United States and elsewhere as combined bottom‐up, top‐down initiatives. I present two such cases of democratization during the New Deal era. The first is about rural sociologists' participatory‐action research with local citizens for policy planning. This program, while short‐lived, fed into the creation of the field of community development. The other is a land‐reform experiment among poor African Americans. In the 1960s these “resettlement communities” became local strongholds of the civil‐rights movement, and their descendants carry on the struggle today. I use these two historical instances to show that big states as well as social scientists have been effective agents of democracy, and suggest that they can be again. History then enable us to re‐imagine, re‐new, and re‐form our democratic tradition of rural sociology.  相似文献

This article relates the results of a study carried out on the roles and functions of pluriactivity in rural Norway. The study sought to define the effect on pluriactivity of the integration of rural areas into urban labour markets, international systems of production, and the changes in the sectoral mix in rural areas. The analysis is based on three types of data: a list of enterprises from the national register of economic units, the central register of employed workers, and information from local informants in the sample municipalities. The article concludes that the rate of pluriactivity among the rural population depends on the way in which economic sectors are classified. A further finding is that pluriactivity is an important feature of rural Norway, but is still mainly associated with agricultural enterprise. A final conclusion is that pluriactivity has other characteristics in larger labour markets than in smaller labour markets in rural areas due to the urban influence on the former.  相似文献

This paper examines the differential response of two rural districts of England (Fenland and Waveney) to changes in council house provisioning in the 1980s. It is situated in a decade when major policy shifts in social housing policy were occurring at the national level with local governments devising new social housing strategies in response. Against a fast moving legislative background, the study examines the extent to which Stoker's categorisation of policy-making behaviour helps us to understand the diversity of policy-making influences at work in rural areas. In displaying a resentment of outside influence and a vision grounded in local considerations that offered minimal support for housing association activity, both Fenland and Waveney both exhibited attributes of what Stoker (The Politics of Local Government, second ed., 1991, Macmillan, London) called a ‘traditionalist’, Conservative stance. However, contrasts in the social housing policy of each authority over the decade revealed the limitations of this categorisation. In Fenland, pressures for housing growth led to increasing problems for those on low-incomes. Nevertheless, the District's social housing policy was dominated by fiscal conservatism and a reluctance to maintain financial support for either construction or the maintenance of council housing. By contrast, the social housing policies adopted by Waveney were characterised by a paternalistic desire to maintain a higher level of support for council housing combined with a more overtly critical attitude of central government policy. By identifying different dimensions of ‘traditionalist’ Conservative behaviour, the paper underscores the need for further studies on the role played by local leadership and key actors in policy-making processes.  相似文献
