State and federal governments in Australia have developed a range of policy instruments for rural areas in Australia that are infused with a new sense of ‘community’, employing leading concepts like social capital, social enterprise, community development, partnerships and community building. This has encouraged local people and organisations to play a greater role in the provision of their local services and has led to the development of a variety of ‘community’ organisations aimed at stemming social and economic decline. In Victoria, local decision-making, before municipal amalgamations, gave small towns some sense of autonomy and some discretion over their affairs. However, following municipal amalgamations these small towns lost many of the resources—legal, financial, political, informational and organisational—associated with their former municipal status. This left a vacuum in these communities and the outcome was the emergence of local development groups. Some of these groups are new but many of them are organisations that have been reconstituted as groups with a broader community focus. The outcomes have varied from place to place but overall there has been a significant shift in governance processes at community level. This paper looks at the processes of ‘community governance’ and how it applies in a number of case studies in Victoria.  相似文献

This study investigated socio-economic impacts of land use change, giving explicit attention to the relationships between independently observed land use change and associated socio-economic changes, perceived land use change and socio-economic change, attributed cause of change, and experienced impacts of change. Using a case study region in south-east Australia, we examined the impacts of growth in use of land for dairy farming, cropping, blue gum plantations and rural residential development on (i) rural population trends, and (ii) the amount and nature of employment available in the study region. Perceptions and impacts of change were assessed using multiple qualitative and quantitative methods. Results demonstrate that local residents were not always aware of the extent and nature of land use change, and had difficulty attributing social changes and their impacts to the land use changes that underlie them. Furthermore, the felt impacts of land use change appeared dependent on a person's awareness of that change, and on their beliefs about the causes of social change. These findings highlight avenues for theoretical development to better specify the processes by which social change processes are experienced as human impacts. The findings also have implications for land use policy and social impact assessment, illustrating the importance of understanding both perceived and actual social change.  相似文献

This paper focuses on the introduction of a suitable method for the measurement of social capital in the context of rural development policies. We present an empirical application of the method to four case studies from the south of Italy. In order to overcome some limits affecting previous empirical research, we have grounded the measurement framework upon a clear decomposition of the concept of social capital characterizing three main dimensions: structural, relational and cognitive. This has allowed us to build five direct indicators for the core components of social capital created within the EU local agencies for rural development (the Local Action Groups). Moreover we have set a synthetic measure capturing the specific configuration of the internal social capital of the groups as a whole.  相似文献

Although there is recurring empirical evidence of gentrifier families with young children, the importance of education-related factors in the migration and residential decision-making of rural gentrifiers have yet to be fully examined. Using the case study of Cranbrook, Kent, processes of education-led rural gentrification are revealed that are dominated by ‘counter-Londonising’ in-migrants paying premium property prices to buy into exclusive rural school catchment areas. A rural expression of circuits of education is identified, which, to date, are represented as urban-specific strands of gentrification. Conceptually, the paper sheds light on links between education-led urban and rural gentrification; illuminating counterurban population movements tied to the prioritisation of familial relations and domesticity in perceived child-friendly rural environments.  相似文献

When a bank grants a loan, it takes the risk that the borrower will not honor his debt. To reduce this uncertainty, banks have created instrumental evaluation methods in order to try to evaluate the risk more objectively. An analysis of financial counselors’ practices shows the limits of these methods. To obtain information needed for the financial risk evaluation and to reduce the information asymmetry between bankers and borrowers, financial counselors integrate social networks to establish bonds of trust and to accumulate social capital. The quality of the social bond determines the quality of the gathered information and therefore the quality of the risk evaluation. Bank management is aware of the limits of instrumental methods and the importance of social risk evaluation. To improve their economic efficiency, they modify their work organization and their management practices so as to facilitate the emergence of a bond of trust and the accumulation of social capital by their financial counselors. The analysis of economic actors’ speech and behavior involved in activities of credit shows that behind the claimed altruism nature of the trust relationship exists an economic rationality whose social and temporal horizons of optimization differ from the model of the trade exchange seen in conventional economic theory.  相似文献

This article analyses the results of a European ‘research and demonstration’ project promoting multifunctional and sustainable agriculture in Alpine regions through a participatory approach. It focuses in particular on initiatives undertaken by a local farmers group in the Italian Alpine area of Val di Sole, the purpose being to draw attention to the role of social dynamics in fostering sustainable rural development in a participatory context. In order to accomplish this objective, two key sociological approaches to the study of rural development, namely social capital and the sociology of translation, are considered. The former focuses on the relational capital available to a group of actors and which can be mobilised in a development initiative. The latter views change in social practices as resulting from a cycle of phases where the problem, its solution, and the identity of the actors are constantly transformed and negotiated. By contrasting the two theoretical approaches in relation to the outcomes of two specific actions implemented in the valley we suggest that the sociology of translation offers a more effective tool with which to capture the complexity of social dynamics involved in a rural development initiative.  相似文献

This paper discusses the degree and type of stress experienced by adults and young adults, coping strategies used, and their family, financial, and community satisfaction in economically distressed rural counties. Data were analyzed from questionnaires completed by 447 adults and 118 young adults. Results indicate greater perceived stress, use of some less effective coping strategies, and less satisfaction among young adults. The article critiques Halfacree's conceptualisation of rural space for masking the workings of power within ‘black boxes’ such as structural coherence and trial by space. One consequence is that rural change's social activities and also their social and personal consequences are cloaked, thereby rendering the localised fault lines of rurality analytically out of reach. Halfacree's conceptualisation is developed further by attaching a conceptual extension comprising three hubs: an immaterial hub, a material hub, and a personal hub. This is done as an attempt to give Halfacree's tool for deconstructing the social production of rural space analytical sensitivity to the actors engaged in the processes implied by social production. In order to demonstrate the analytical potential of the extended Halfacree approach, the conceptual model is applied to a case study: data from two communities undergoing rapid change, as they shifted from being dominated by primary industry to becoming tourism destinations.  相似文献

As part of the process of examining their theory of change (TOC) and reflecting on grant making activity, one Midwestern foundation employed a multipronged strategy to assess 209 community-based mental health grants across seven years of funding. This article details the evaluation approach, which comprised these areas of the TOC: grantees’ use of evidence-based interventions, cultural competency, quality improvement, community collaboration, and use of integrated care. Inductive analyses identified grantees’ use of innovative practices, trauma-informed care, and use of validated instruments. In an iterative exercise spanning multiple years, the foundation and researchers found ways to gather information about community capacity and impact while simultaneously minimizing grantee data collection/reporting burden. Findings revealed that community agencies were improving in their uptake of evidence-based interventions and use of validated instruments. Community grantee use of trauma informed care also improved over the study period. Grantee desire to collaborate and coordinate services within the community was also strong. The research also revealed that in multiple domains (such as technology and non-profit operating costs) grantees needed support in building agency capacity. These findings shed light on which aspects of the foundation’s TOC were being addressed through funding, and which areas of the community needed additional support.  相似文献

this paper analyzes social class inequalities in access to social capital. Quantitative methodology was used with data from the PI-Clases “Reproduction and social mobility in family trajectories and life courses” survey, conducted in the Metropolitan Area of Buenos Aires in 2015 (n = 1065). Social capital measures where derived from the Position Generator (Lin, 2001) to identify the volume, status and range of the respondent’s networks. Results show that there are class inequalities in access to social capital in terms of the number of contacts, mean status of contacts, range of contact’s status and highest status of contacts. Also, the working class is more heterogeneous in its access to social capital, suggesting it has a sector that has network ties with people from the middle class and a sector with lower social capital. The observed trend is of gradational differences between class strata, with more marked inequalities between the service, intermediate and working class, but with fluid class boundaries without social segregation. Also, social capital is conditioned by intergenerational mobility trajectory, showing a trend of elasticity in the class composition of social relationships. The upwardly mobile can increase their access to social capital but don’t reach the same level as the intergenerationally stable, while the downwardly mobile retain some social capital from their class origins.  相似文献

Social enterprises are businesses with primarily social objectives that reinvest their surplus in the community rather than seeking to maximise profit for shareholders. However, there is a debate regarding the drivers and the role of the social enterprise, the outcome of which is expected to have serious implications for the future of the institution [Brady, C., 2003. Social Enterprise development and the Role of the Social Economy in Scotland. CBS Network, Edinburgh]. A ‘reformist’ view supports the position that social enterprises are simple extensions of existing economic systems, whereas a ‘radical’ stance sees them as the embodiment of an alternative vision of running local economies. Development Trusts (DTs) are social enterprises that focus on community regeneration. Our research explored DT stakeholder views regarding the role of DTs in regenerating rural Scotland. Using Q methodology [Barry, J., Proops, J., 1999. Seeking sustainability discourses with Q methodology. Ecological Economics, 28, 337–345], we drew on ‘rurality’ discourses [Frouws, J., 1998. The contested redefinition of the countryside. An analysis of rural discourses in The Netherlands. Sociologia Ruralis 38(1), 54–68] expressed by DT stakeholders in order to investigate how these discourses informed their views. Radical positions were mostly associated with a hedonist rurality discourse and were split into three sub-discourses, whereas reformist positions mostly reflected a utilitarian rurality discourse. There was consensus between discourses in rejecting a primary DT contribution to rural regeneration by substituting state and local authority functions in rural Scotland. Results suggest that stakeholders prefer that DTs develop their own agendas and activity rather than try to substitute unsuccessful state or local authority provision of rural services. Social enterprise strategies and support policies promoting a service-providing role for DTs in rural Scotland should consider this issue if they are to avoid stakeholder objection and contribute to the success of DTs in becoming active vehicles of rural regeneration.  相似文献

The economies of size in Norwegian dairy farming are far from exploited. There is increasing pressure on cost savings through faster farm restructuring. Such a structural transition could have severe effects on other concerns (rural employment and social well being, landscape preservation, biodiversity, heritage values, etc.) valued by the society. A simulation model is developed to study effects of alternative rates of structural change on the social costs of milk production, farm employment and farm subsidies. The model is based on economic conditions at the farm level for various size groups and regions. Changes in the model's farm structure depend on the exit rate of existing farms in various size groups and the size of newly established farms. When new farms are substituted for existing farms, a rapid change in farm structure and a new herd size of 60 cows (the largest evaluated) results in the lowest costs. Approximately 60% of the cost savings achieved by larger farms can be attributed to lower labour input, resulting in considerable losses of employment. Job losses will have the greatest negative family and community impacts in areas located far from urban centres, because a large share of the milk is produced is such areas, farms are smaller and there are fewer non-farm employment opportunities. Government support is necessary to preserve small farms’ provision of multiple benefits. The balance between cost-saving pressures and the rationales for retaining small farms under increasingly liberalized market regimes is bound to be a complex issue.  相似文献

Several studies suggest a positive relationship between social capital and generalized trust. Employing a network understanding of social capital (Lin, 2001), this study questions which aspects of social networks may be linked with generalized trust. It investigates whether the diversity of social networks and the socio-economic status of one’s contacts are linked with generalized trust in the Norwegian, egalitarian context. The analyses examine these patterns in relationship to both kin and non-kin contacts. The study employs data from the first Norwegian survey that includes the position generator (PG). The empirical analyses show that extensive social networks are indeed linked to higher levels of generalized trust, but that this relationship is limited to non-kin contacts. Concerning the link between network resources and generalized trust, there is evidence of a more general association with generalized trust that holds when considering both kin and non-kin contacts. These results are a first step in developing a more nuanced discussion of the mechanisms associated with generalized trust and highlight the importance of employing measures that account for the homophily of networks when investigating their relationship to trust.  相似文献

Rural populations in the United States experience unique challenges in health and health care. The health of rural women, in particular, is influenced by their knowledge, work and family commitments, as well as environmental barriers in their communities. In rural southern Illinois, the seven southernmost counties form a region that experiences high rates of cancer and other chronic diseases. To identify, understand, and prioritize the health needs of women living in these seven counties, a comprehensive gender-based community health assessment was conducted with the goal of developing a plan to improve women's health in the region. A gender-analysis framework was adapted, and key stakeholder interviews and focus groups with community women were conducted and analyzed to identify factors affecting ill health. The gender-based analysis revealed that women play a critical role in the health of their families and their communities, and these roles can influence their personal health. The gender-based analysis also identified several gender-specific barriers and facilitators that affect women's health and their ability to engage in healthy behaviors. These results have important implications for the development of programs and policies to improve health among rural women.  相似文献

Productive ageing recognises the contribution of older people to economic, social and cultural growth and helps build a sustainable community. Being involved in community life is good for individuals and good for society. However, we know very little about the participation of and contribution by people aged 50 and over in rural communities. This research aimed to develop a better understanding of productive ageing in different types of communities in rural Victoria, Australia. An anonymous self-complete postal questionnaire was distributed to a sample of households in twenty rural communities using the Australia Post Unaddressed Select Service. Those householders 50 years of age and older were invited to complete the survey. Data collected allowed examination of social and civic engagement, familiarity with community, the value placed on social relations by people aged 50 years and over, and how community involvement was linked to community sustainability. In particular it attempts to address the question ‘Does social and civic engagement differ across declining, stable and growing rural communities?’ Despite differences among rural communities, this study showed that older people develop and maintain strong community connections and well-functioning social capital and that participation in social activities was associated with feelings of being connected with community. It also identified health issues and lack of options as the main constraints on participation. A key message for policy makers is that older people play an important role in the sustainability of rural communities. There is much to be gained from actively supporting their participation in activities that are connected to ageing well.  相似文献

Adolescents’ school-based friendship networks tend to be segregated along ethnic lines. But few studies have examined whether variation in network boundaries affects the degree of ethnic friendship segregation. We use rational-choice theory to argue that ethnic homophily is more pronounced for friendships between classrooms than for those within classrooms. We empirically test this hypothesis using two-wave German panel data (N = 1258) and stochastic actor-oriented models (RSiena). In line with our theoretical argument, we find that the tendency to form same-ethnic friendships is indeed stronger at the grade level, which translates into stronger ethnic segregation in friendship networks at the grade level than at the classroom level. Implications for research on ethnic segregation in school-based friendship networks are discussed.  相似文献

This article is a qualitative study that examines the social capital in the lives of 20 formerly homeless and nearly homeless single mothers with children in their care. The findings for this study indicate that the mothers' close social ties simultaneously served as a resource and a hindrance to their progress into sustainable work or education. Findings also show that nearly all of the women in this study benefited from “weak” ties by receiving information or other kinds of resources from strangers or friends of friends. Implications for policy and practice are also discussed.  相似文献

Community currency systems attempt to empower the economically marginalized and build social capital. This research explores the role of the elderly in a local voluntary organization. The elderly are potentially very important contributors, yet we know little about their participation in these local exchange networks. Eighty-seven months' worth of transaction data from a “time bank,” which has had a total of 950 members, was examined in social network analyses. Measures of quantitative engagement in the system were constructed. The elderly were found to be as active as other members. Qualitative characteristics of the network were also explored. The organization is rather homogeneous, yet exchanges within it tend to connect diverse actors. Male and female seniors undertransact with themselves and with one another, generating bridging social capital. The evidence presented suggests that the participation of the elderly in local currencies is mutually beneficial.  相似文献
