Knowledge about the parents of older first-time entrants into foster care is embedded in fictions created by media images, anecdotal stories of professionals in the child welfare system, as well as reports and observations of youths who have experienced foster care. Even though there are caring and effective nonrelatives who are foster parents, the public perception of non-relative foster parents is sometimes quite negative. In order to separate some of the facts from some of the fictions about the parents/caregivers of older first-time entrants to foster care, this article will describe the parents and relative caregivers (grandparents and others) of older first-time entrants to foster care in an urban public welfare agency by examining maltreatment data.  相似文献

Older youth preparing to emancipate from the foster care system are often served in residential treatment settings where they have limited opportunities to practice skills for independent living in a community setting. Stepping these youth down to less restrictive environments such as treatment foster care is a growing trend, especially for youth with mental health issues. Yet, few studies have explored the youth's perspective on making this transition. This study utilized qualitative interviews with youths who were participating in a treatment foster care intervention study (n = 8) to gain their perspectives on the process of transitioning from residential care. Youths were interviewed right before they exited residential care and two months after placement in the new foster home. Youths reported hopes for gaining family in the new home as well as fears of placement disruption. Findings point to the need to enlist youths in discussion and problem solving about difficulties they anticipate in the new home and expectations for their relationship with the new foster parents. In addition, the struggles described after two months in the home point to the need for youths to build specific skills to better manage ongoing relationships with foster parents and for foster parent training on how to help build these skills.  相似文献

Foster parents play a pivotal role in the child welfare system. A study that employed focus groups with foster parents was conducted at a private foster care agency with the initial purpose of understanding the characteristics of foster children that foster parents both preferred and not preferred. In the qualitative research tradition, their answers addressed the topic of characteristics and expanded to provide additional data on their experience as foster parents. Using theme analysis, the following themes were generated: foster care as service; foster parents' preferences of foster children's characteristics; foster parents do not feel valued or trusted; increased caseworker and foster parent partnership; problems in the foster care and related systems; and focus group as support. Implications for research and practice are forwarded.  相似文献

The current focus on preparing youths in foster care for emancipation has largely ignored the critical role foster parents have always played in preparing youths to leave their homes and take their place as successful adults in our society. To assure that programs to enhance youths' skills and abilities to function responsibly are fully effective, they must include foster parents. In doing so, they will exponentially increase the hours of service and training available to eligible youths and develop a resource that will be available to future youths after funds are redirected. It is unrealistic, however, to expect foster parents to provide all of the help that most youths in foster care need. Foster family support and training must be seen as one dimension of an integrated approach that provides all youths with a variety of resources but is specific to the needs of each youth. With appropriate support and training, foster parents can assume professional responsibility for assuring that such plans are implemented, and that youths leaving foster care have what they need to emancipate successfully.  相似文献

The study explores the risk factors for child maltreatment and self-reported child maltreatment among a population-based sample of parents with disabilities. Drawing on a nationally-representative, population-based data file that oversampled people of color, income-adjusted odds ratio tests were conducted to establish population differences among parents with and without limitations in activities of daily living (ADLs). Results suggest that parents with disabilities were more likely to report many of the risk factors associated with child maltreatment than parents without disabilities, including witnessing interpersonal violence as a child; experiencing violence, neglect or a foster care stay as a child; mood or substance use disorders; and engaging in or receiving interpersonal violence as an adult. Before controlling for income, parents with disabilities had only a negligibly higher rate of engaging in violence against their children. After controlling for income, parents with disabilities were 2.5 times more likely to engage in violence against their children. Parents with disabilities who did engage in violence against their children had greater amounts of some of the child maltreatment risk factors in comparison to parents with disabilities who did not engage in violence, particularly their own childhood experiences of maltreatment, witnessing of interpersonal violence as a child, childhood stays in foster care, and experiences with interpersonal violence as an adult. Findings add to the understanding of the risk factors for child maltreatment that are related to the collateral effects of having a disability, and through the use of income-adjusted data, help disentangle why parents with disabilities are over-represented in the child welfare system. The findings highlight the need for the child welfare system to increase its disability competence in working with both children and parents with disabilities.  相似文献

Foster parents care for our nation’s most vulnerable children and adolescents. Their ability to provide care is impacted directly and indirectly by their interactions with public child welfare agencies and workers. This study examines the perspectives of 1095 foster parents in a southwestern state in the U.S. regarding what they believe child welfare workers are doing well and their suggestions for ways to improve relationships between foster care providers and child welfare workers. Foster parents commended caseworkers who were responsive to their needs and provided ongoing concrete and emotional support, and believed there was a need for improved communication and enhanced teamwork. Foster parents consistently acknowledged an overwhelmed child welfare system and the impact on child welfare workers and child welfare-involved families. Understanding the perspectives of foster parents can improve relationships between child welfare workers and foster parents, improve recruitment and retention efforts of foster parents, prevent disruption of children from foster homes due to license closure, and improve the overall well-being of child welfare-involved children and families.  相似文献

Temporary care foster parents, that is, foster parents who specialize in the care of infants, provide an invaluable service to child welfare agencies. They are a unique group among foster parents, and it is important to understand what motivates them to care exclusively for infants. In infant care, separation and loss experiences are repeated more often than in any other kind of foster care. The article identifies five motives most often seen in temporary care foster parents and explores as well the impact of repeatel separation and loss on the foster family. This article presents findings from Maryland KEEP, a replication of KEEP (Keeping Foster and Kinship Parents Trained and Supported), a foster and kinship parent training intervention. We examined child behavior change, changes in caregiver parenting style, and permanency and placement stability at baseline and then after the KEEP intervention. The KEEP intervention was provided to 65 foster and kinship parents providing care for children ages 4–12. Children who participated in the study were referred due to behavior problems, as reported by foster parents: they all scored in the clinical range for externalizing behavior on the Child Behavior Checklist (CBCL). Baseline and posttest analyses assessed for child behavior and parenting style changes. Permanency data, including placement moves and exits from child welfare were examined. Overall, foster and kinship parents reported significantly fewer child behavior problems at posttest; severity levels on the CBCL and scores on the Parent Daily Report decreased. However, there were not any changes in parenting styles from baseline to posttest. Placement stability significantly increased between baseline and post-KEEP intervention. The results provide support for the effectiveness of KEEP for a child welfare population with a high level of behavior problems and for the effectiveness of KEEP as a training program for foster and kinship parents.  相似文献

A voluntary foster care placement (sometimes referred to as a voluntary placement agreement) is an agreement, entered into without court involvement, between a state or county child welfare agency and a child's parents to place a child into out-of-home placement. When a child enters foster care through this type of placement, state and federal programs that cover children who enter child welfare due to a court order become the custodians of the voluntarily-placed-child's placement, care, and supervision. In this cross-sectional, exploratory study, data from the Adoption and Foster Care Reporting System (AFCARS) was used to examine the characteristics and experiences of children who enter foster care through a voluntary foster care agreement, and to compare them with those of children who enter foster care through a court order. Findings indicate that children who are placed through a voluntary placement agreement differ from children who enter through a court order in their personal characteristics, as well as in their placement settings, length of placement, and manner of discharge from foster care. This study provides a baseline for future research into this area of child welfare practice.  相似文献

Most Dutch foster children live permanently in foster families. It is often assumed that foster children have ambivalent loyalties and attachments to their birth parents and foster parents and are torn between the two. In this study 59 children between 10 and 18 years placed in long term foster care completed standardised questionnaires on the relationship with their parents respectively foster parents and their wellbeing. Results show that, on average, foster children have positive feelings of loyalty and attachment towards both their foster parents and biological parents. However, their wellbeing appeared mainly related with stronger attachment representations towards their foster parents. This study found no indications for a competing position of biological parents and foster parents from the perspective of the child. Nevertheless, foster children who see their foster and biological parents as more vulnerable or experience stronger normative boundaries, feel worse compared to children who experience this feelings less.  相似文献

Given the increased number of children from racialized groups requiring foster care and the decreasing number of foster parents from racialized groups, transcultural foster placements are on the rise. Addressing racial and cultural diversities within the context of transcultural foster care placements is one of the most pressing dilemmas of contemporary child protection practice, in Canada. In this qualitative exploratory study, the perspectives of regular non-kinship foster parents in two Canadian provinces, who provide foster care to children and youth from racialized groups, were explored through open-ended semi-structured interviews. Participants consisted of nine foster parents, between the ages of 30 and over 60 years old, who were asked to share their experiences regarding transcultural foster care placements. The results of this study indicated foster parents were culturally receptive and ‘fostering cultural development’ in their homes as well as their respective communities.  相似文献

This study explored youths' and parents' perceptions of family interaction processes as well as the broader social and cultural factors that influence family functioning in a multiethnic sample of inner-city families with delinquent youth. In-depth interviews were conducted with 61 male youths and 33 parents predominantly from minority families. Guided by an ecological framework, qualitative data analyses were employed to explore individual and contextual factors that were perceived either to foster or to impede individual and family functioning. Findings supported previous empirical research highlighting the importance of family interaction processes in the lives of delinquent youths. Analysis of parent and youth data revealed important relationships among the individual, family, and community domains. The emphases placed on these interrelationships, however, varied in distinct and notable ways for parents and youths. The implications of these divergent patterns for family-level interventions are addressed.  相似文献

With a growing number of children living in kinship foster care, it is important to understand how youths are faring in kinship care compared to youths in non-kinship care. In the present study, we first evaluate teacher ratings of problem behaviors exhibited in school by youths in kinship and non-kinship foster care. We then examine whether correspondences between parent and teacher ratings of problem behaviors across home and school settings differ by kinship status. The youths in the study represent an ethnically diverse sample (N = 185), with significantly more children of color in kinship placements. Across the majority of problem behavior scales on the Teacher's Report Form (TRF: Achenbach, 1991), teacher perceptions of youth behavior did not differ significantly according to kinship or non-kinship care placement. Furthermore, the youths in this study had elevated scores relative to general population norms on only a few TRF problem behavior scales. A sub-sample (N = 122) with foster parent assessments on the Child Behavior Checklist (CBCL: Achenbach, 1991) permitted comparison of perceptions of youth behavior across the home and school settings for youths in kinship and non-kinship placements. Correlations between the TRF and CBCL composite scale scores (internalizing, externalizing, and total problem behaviors) indicated slightly higher agreement between teacher and foster parent ratings for kinship placements. The non-kinship foster parents reported higher levels of problem behavior at home relative to school. The paper interprets these results and suggests implications for practice and future research directions.  相似文献

In the United States, ethnic minorities are disproportionately represented in the foster care system and underrepresented among potential adoptive parents. The need to find permanent homes for foster children has led to an increase in the controversial practice of transracial adoption (TRA), wherein ethnic minority children are placed in adoptive homes with Caucasian parents. While many child welfare scholars and dependency stakeholders support TRA as a positive alternative to foster care, others are concerned that such adoptions may inhibit the ethnic identity development of transracially adopted children. This article documents the large number of ethnic minority children who are adopted through TRA prior to the onset of ethnic identification and how age influences which children are adopted out of foster care. The findings indicate that young ethnic minorities are significantly more likely to be adopted through TRA compared to older children, an effect especially prominent among African Americans. Implications for the child welfare system are discussed.  相似文献

This paper compares the attitudes of special foster parents and residential staff towards children in their care. The exercise was carried out as part of a comparative study of care practice in ‘special’ foster homes (accommodating children traditionally considered too old or difficult for fostering) and ordinary community or children's homes. Overall, care practice in the foster homes was significantly more child oriented than in the children's homes. This finding cannot, however, be explained in terms of attitudinal differences between foster parents and staff. Staff attitudes generally appeared more conducive to the provision of child oriented care than those of the foster parents.  相似文献

Family foster care is a valuable, but vulnerable type of out-of-home placement. Adequate support of foster parents is an important factor for placement success. This requires an accurate assessment of the support needs of foster parents. This paper focuses on the support needs of foster mothers concerning difficult behavior of the child and their own parenting behavior. Data were gathered from 282 foster mothers. 46 % of the foster mothers needed support on at least one behavior of the child, 40 % on at least one parenting behavior. Foster mothers, who felt less competent to deal with the child, expressed a higher support need on both areas. A high support need concerning difficult behaviors was further predicted by the foster mother’s age, the type of foster care, and the number of biological children. A high support need concerning parenting was further predicted by the quality of support by the foster care worker and the number of foster children. Careful monitoring of all types of foster care situations with special attention to problem behaviors and how to handle them could make this type of out-of-home-placement more effective.  相似文献

A sample of 63 licensed foster parents who had fostered a child who was diagnosed with a disorder in the fetal alcohol spectrum were asked “What would make you consider ending a placement with a child who has a fetal alcohol spectrum disorder?” The responses to this question were grouped together by foster parents. The grouping data were subjected to multidimensional scaling and cluster analysis. Results indicated that foster parents would consider ending a placement if they felt they were being taken for granted, burned out, had insufficient information about the child, or if the child had serious behavior problems, caused harm to others in the home, or did not comply with household rules and routines. Discrepancies between the literature and study results were described and suggestions for future research were made.  相似文献

Rates of pregnancy and parenthood among current and former foster youth are two to three times higher than non-foster youth peers. Repeat pregnancies among young mothers aging out of foster care also occur at higher rates than peers not involved with the child welfare system. Furthermore, mothers aging out of foster care demonstrate high levels of parenting stress and risk for child maltreatment. Indeed, this population is in significant need of help; however, beyond anecdotal evidence, little is known about the needs and day-to day experiences of this population. In order to tailor interventions to meet the needs of parents aging out, the perspectives of stakeholders must be taken into account. Using qualitative data gathered from separate small group interviews with parents aging out and service providers, this study examined participants' perceptions of parents' daily experiences, strengths, and needs. Findings indicated that parents aging out face overwhelming adversity and stress with little outside financial, emotional, or parenting support from family or friends. Yet, parents also expressed motivation to be good parents, resilience, and the desire to gain effective parenting skills. Although similar themes arose among parent and provider interviews, perceptions differed. Parents expressed hope and optimism in providing for their children while providers expressed systemic failure in preparing parents for independent living. Based on these findings, we conclude that parenting interventions specific to parents aging out may need to address three fundamental and key components: basic needs, social support, and effective parenting techniques.  相似文献

This study focused on foster parent perspectives of foster care privatization in the state of Florida. Ninety-nine members of Florida's foster parent associations were surveyed with a special attention toward their stance on privatization policy and their views of the local private agencies that deliver services in the privatized system. Results identified no clear consensus on the topic of privatization policy. Policy support was more likely to be seen among foster parents who had not served prior to privatization and among foster parents who viewed the local private agency to be competent and responsive. Views of local private agencies were most strongly influenced by the foster parents' satisfaction with foster parent training, their involvement in case decision-making, and the kindness of the foster care worker. These results have implications for practice in the privatized foster care system and for research in the evaluation of these systems.  相似文献
