This analysis suggests a theoretical refinement of migrant acculturation theories to deal specifically with refugee acculturation experiences. Using the case of family dynamics among Somali refugees in Minnesota, we find that the same factors that are theorized to affect voluntary migrants are also important for refugees. Specifically, the nature of exit from the sending society, the reception in a new location, and group characteristics all appear to be important. However, within the category of exit from the sending society, there are specific concerns that will be more relevant to refugees than to “voluntary” migrants. Specifically, the ongoing condition of the sending society and the effects of any transitions on transnational ties are critically important in the refugee context. We demonstrate how the societal upheaval that created the Somali refugee community also affected culture and connections within Somalia, and how this has an ongoing impact on the US Somali refugee community. We argue that it is valuable to refine the acculturation framework when considering refugees.  相似文献

ABSTRACT

Commercial sexual exploitation of children has emerged as a critical issue within child welfare, but little is currently known about this population or effective treatment approaches to address their unique needs. Children in foster care and runaways are reported to be vulnerable to exploitation because they frequently have unmet needs for family relationships, and they have had inadequate supervision and histories of trauma of which traffickers take advantage. The current article presents data on the demographic characteristics, trauma history, mental and behavioral health needs, physical health needs, and strengths collected on a sample of 87 commercially sexually exploited youth. These youth were served in a specialized treatment program in Miami-Dade County, Florida, for exploited youth involved with the child welfare system. Findings revealed that the youth in this study have high rates of previous sexual abuse (86% of the youth) and other traumatic experiences prior to their exploitation. Youth also exhibited considerable mental and behavioral health needs. Given that few programs emphasize the unique needs of children who have been sexually exploited, recommendations are offered for providing a continuum of specialized housing and treatment services to meet the needs of sexually exploited youth, based on the authors’ experiences working with this population.  相似文献

SUMMARY

A policy for priority admissions and subsequent care of unaccompanied refugee entrant minors was established in 1978 in response to the influx of Southeast Asian refugee minors. This article describes the child welfare system's response and workers' experiences in meeting the needs of this population. Lessons learned can be applied to permanency planning for children from varying cultural backgrounds.  相似文献

Of the estimated 35.3 million refugees around the world (UNHCR, Figures at a Glance, 2022), approximately 50% are children under the age of 18. Refugee adolescents represent a unique group as they navigate developmental tasks in an unstable and often threatening environment or in resettlement contexts in which they often face marginalization. In addition to physiological, social, and psychological changes that mark adolescence, refugee youth often face traumatic experiences, acculturative stress, discrimination, and a lack of basic resources. In this consensus statement, we examine research on refugee adolescents' developmental tasks, acculturative tasks, and psychological adjustment using Suárez-Orozco and colleague's integrative risk and resilience model for immigrant-origin children and youth proposed by Suárez-Orozco et al. Finally, we discuss recommendations—moving from proximal to more distal contexts.  相似文献

ObjectiveThis study seeks to understand trans-cultural aging and stressors for aging refugees. It describes the experiences of Cambodian refugee women as they age in the United States.MethodExperiences of 16 Cambodian refugee women (ages 44–60), participants of a Cambodian community health center support group, were examined over a year.ResultsAnalysis revealed complex experiences of aging in the U.S. including these: (a) loss of role as respected elder, (b) fear of living separate from children, (c) feeling devalued by children, and (d) feeling self-blame for intergenerational cultural gap. The women described years of employment interrupted by the exacerbation of post-traumatic symptoms later in life preventing further employment.DiscussionAn ethnographic trans-cultural perspective of the experiences of aging for Southeast Asian refugees. Aging refugees face stressors even 20–30 years after resettlement. Findings show decrease in functioning as survivors of torture age. The negative impact of childhood maltreatment, which can often extend well into adulthood, consistently appears to be ameliorated if victimized children possess several resiliencies or strengths. However, little is known about how vulnerable children's outcomes are affected by different levels of strengths across different out-of-home placement settings. Hence, this study examined the association of two factors — children's strengths and placement type, with outcomes at two time-points during out-of-home care. The Child and Adolescent Needs and Strengths (CANS) tool was used to assess the outcomes of 285 children placed in residential homes or foster care in Singapore. Multiple regressions were conducted on CANS domain scores to evaluate whether level of baseline strengths and placement type predicted outcomes at two time-points after controlling for race, prior placements, age, gender, interpersonal trauma, and baseline needs scores. Results indicate that relative to residential care, foster care children are reported to be younger, with lower baseline needs, more prior placements, fewer baseline strengths and suffered fewer types of interpersonal trauma. After controlling for covariates, higher baseline strengths significantly predicted lower baseline needs of children across 3 of 4 CANS domains, regardless of placement settings. However, at reassessment 1 year later, there were significant interactions between strengths and placement type, whereby baseline strengths significantly predicted lower life functioning needs only in foster care. To conclude, in both residential and foster care, the protective effects of high strengths against child maltreatment were similarly apparent at baseline, despite clear differences in children's profiles across placement types. Over time, these initial benefits appeared to persist somewhat for children in foster care but seemed to diminish in more restrictive, residential settings and this warrants further investigation on children with more similar profiles. Nonetheless, it is clear that the continual development of children's strengths should be prioritized in case planning.  相似文献

It is well recognised that children and young people in the care and youth justice systems typically present with significant and diverse mental health needs. Much has been written about this challenging area of professional practice but the focus has been primarily on the young people themselves rather than professionals' experiences of working in this challenging context. In this study, focus groups and individual interviews were conducted with 26 professionals working in the care and youth justice services in Ireland, representing a range of disciplines, to capture professionals' perspectives of working in this field. A thematic analysis was conducted on the transcribed data. Professionals described frustration and helplessness in the face of what they perceived as inadequate system responses and poor interagency working. Their experiences are conceptualised here as reflecting a traumatised and traumatising system. The implications for practice emphasise the need for staff support through training, collaboration between agencies, and addressing vicarious traumatisation.  相似文献

ABSTRACT

Facilitating the adjustment of refugees can be a challenging task for social workers because these involuntary migrants are often both culturally different and psychologically traumatized. Powerful stories about the refugee experience can, therefore, be valuable tools in the preparation of social workers. They can be used to build background knowledge, because they document the experiences of refugees and the sociopsychological effects of those experiences. They can also be used to complement and illustrate theory and are especially valuable, because they permit us to see the receiving country and its agencies from a refugee perspective. Last, they can effectively raise issues for discussion and/or further investigation. This pedagogical potential is illustrated by reference to eight short stories, one biography and a collection of first-person narratives.  相似文献

Although ‘refugees’ are frequently represented in visual media, it is predominantly as the central subject matter and rarely are they positioned as the photographers of their own journeys. In this article, we present photographic images that have been taken by refugee background youth portraying their experiences of the first years of settlement in Australia. We consider how, in our longitudinal research conducted with 120 refugee background youth, visual materials can provide equally important yet different insights in comparison to written or spoken narratives on the experiences of refugee settlement. Through an examination of the photograph’s visual content, we explore the ways in which they portrayed their early experiences of external suburban settlement environments and their depictions of interior spaces and home-making practices. We discuss how these visual insights capture an alternative way of seeing the experiences of becoming at home as the youth become emplaced post-resettlement in Australia. We argue that the photographs taken by these refugee background youth illustrate how visual methods and materials can provide equally important but often overlooked insights into early settlement experiences. Importantly, the photographic images offer a way of portraying the people, places and sentiments that are central to the everyday lives of refugee background youths in ways that oral and written narratives cannot.  相似文献

This article reviews the creation of Somali Bantu ethnicity as an object of humanitarian intervention during Somalia's civil war. A variety of local, regional and international actors combined to create the ethnonym Somali Bantu for a group of refugees identified as a persecuted minority by the UNHCR and the US government and selected for resettlement in the United States. I track the emergence of the name and its affective dimensions for those who embrace Somali Bantu identity and assess criticisms of its authenticity and legitimacy. The creation of Somali Bantu identity reveals critical dimensions of how race is translated across time and space. Since a fundamental dimension of Somali Bantu identity is based on presumptions of racial difference, the article traces the salience of constructed difference for social hierarchies within Somalia, colonial projects in Somalia, refugee camp life in Kenya, US resettlement policy and diaspora politics in the United States.  相似文献

Risk assessments allow child and youth services to identify children who are at risk for maltreatment (e.g., abuse, neglect) and help determine the restrictiveness of placements or need for services among youth entering a child welfare system. Despite the use of instruments by many agencies within the U.S. to determine the appropriate placements for youth, research has shown that placement decisions are often influenced by factors such as gender, age, and severity of social–emotional and behavior problems. This study examined ratings of risk across multiple domains using a structured assessment tool used by caseworkers in the Rhode Island child welfare system. The relationship between ratings of risk and placement restrictiveness was also examined. Risk levels varied across placement settings. Multivariate analyses revealed that lower caseworker ratings of parent risk and higher ratings of youth risk were associated with more restrictive placements for youth. Implications for the child welfare system are discussed.  相似文献

Foster youth evidence shows elevated rates of risk behaviors, including sexual risk‐taking (e.g., unprotected sex). Some studies have identified child maltreatment, particularly sexual abuse, as a risk for later sexual risk‐taking, but none have examined how child welfare placement experiences relate to youth's sexual risk‐taking. This study investigated relations among child maltreatment, child welfare placements, and sexual risk‐taking among 114 recently emancipated female foster youth. Sexual abuse and failed reunifications with parents were associated with greater sexual risk‐taking. Moreover, dissociative symptoms exacerbated the relation between sexual abuse and sexual risk‐taking. These findings highlight the need for greater consideration of risks associated with emancipated youth's sexual risk‐taking and for more research to understand how youth experience unsuccessful family reunifications.  相似文献

Rates of pregnancy and parenthood among current and former foster youth are two to three times higher than non-foster youth peers. Repeat pregnancies among young mothers aging out of foster care also occur at higher rates than peers not involved with the child welfare system. Furthermore, mothers aging out of foster care demonstrate high levels of parenting stress and risk for child maltreatment. Indeed, this population is in significant need of help; however, beyond anecdotal evidence, little is known about the needs and day-to day experiences of this population. In order to tailor interventions to meet the needs of parents aging out, the perspectives of stakeholders must be taken into account. Using qualitative data gathered from separate small group interviews with parents aging out and service providers, this study examined participants' perceptions of parents' daily experiences, strengths, and needs. Findings indicated that parents aging out face overwhelming adversity and stress with little outside financial, emotional, or parenting support from family or friends. Yet, parents also expressed motivation to be good parents, resilience, and the desire to gain effective parenting skills. Although similar themes arose among parent and provider interviews, perceptions differed. Parents expressed hope and optimism in providing for their children while providers expressed systemic failure in preparing parents for independent living. Based on these findings, we conclude that parenting interventions specific to parents aging out may need to address three fundamental and key components: basic needs, social support, and effective parenting techniques.  相似文献

The mass migration from German‐speaking lands after 1933 has led to huge research projects, but the fate of the refugees in Britain has for long been neglected. The focus in this article on Wilhelm Sternfeld reveals that his career was exemplary. As a German refugee escaping to London, like so many others, by way of Prague, he became involved in many of the London refugee organizations. After 1945 he helped produce the first bio‐bibliography of exile literature. Exile Studies have been slow to start in Britain, but now Sternfeld's example is being followed at the London Research Centre for Exile Studies.  相似文献

Out-of-home placement in the child welfare system is related to justice system involvement. Yet, few studies address the similarities and differences of child welfare placement types in relation to justice system involvement within the same sample of youth, which can provide a more nuanced understanding of the relationship between the two. Utilizing a sample of child welfare youth with substantial out-of-home placements (N = 794), we investigate trajectory group experiences on each of three child welfare placement types, and cross-tabulate each with justice system trajectory groups to examine subgroups. The five-group model fits best for foster homes and group homes; four groups for residential facilities. Relationships between justice system groups and placement types were significant. Youth with chronic justice system involvement had more experiences in group homes and residential facilities; youth with less justice system contact tended to have foster home experiences. Abstract

In the current moment of social, political, economic and environmental disquiet, unprecedented numbers of children have been forced to leave their homes and settle in new communities. As schools worldwide receive increasing numbers of refugee youth, there is a pressing need for thoughtful educational research that inquires into the unique individual needs and experiences of displaced learners. Given that students’ journeys are shaped by movements across physical, cultural and linguistic spaces, we suggest that related scholarship might benefit from Third Space theory. Within this theoretical framework, neither language nor culture is static. Rather, both are continuously shaped through interactions – including those that are non-verbal. For students who may be learning in an unfamiliar language, visual methodologies offer a means and venue for communication. To explore how refugee youth might benefit from Third Space theory and visual methodologies, we first review scholarship that examines how children and schools negotiate educational space. We then describe a series of methodologies that scholars might consider when conducting research with refugee youth, including photovoice, fotonovela, digital storytelling and quilting. Significantly, pairing a Third Space theoretical framework with visual and participatory methodologies may address issues of language, power, vulnerability and ethics.  相似文献

Abstract

The right to education of children and youth from asylum seeker and refugee families is currently being threatened in Europe. Two factors explain this: the sudden and disorganised arrival of large numbers of asylum seeker families, and the inconsistent integration of those seeking refugee status and those who have gained such status. The actual implementation of the right to education for asylum seekers and refugees is a result of a complex combination of factors related to the asylum seeking process: demographic, psychological, economic, legal and sociological. Asylum seeker and refugee education are impacted significantly by these factors. This paper tries to explore whether EU Member States are coping successfully with such dimensions. We provide information on the current situation in Europe, as well as a summary of the latest policy recommendations aimed at improving the present situation.  相似文献

Abstract

This article explores unaccompanied young refugees’ participation in various learning contexts beyond school. Drawing from a qualitative study based on interviews with unaccompanied young refugees, educators and social workers in Norway, the findings emphasise the need for a holistic approach to refugee education in and across contexts of learning. The refugees originate from countries where access to formal schooling was difficult or disrupted. Many of them have been exposed to traumatic events prior to arrival. As the educational and psychosocial needs of resettled refugees are diverse and complex, it is unlikely that schools are able to meet them all. Participation in diverse settings, activities and practices beyond school may expand young refugees’ opportunities for meaningful learning as well as promote their social inclusion. Facilitating access to adequate learning contexts, along with supporting their own commitment to succeed, is decisive for young refugees’ educational achievement, psychosocial adjustment and inclusion in society. The paper emphasises the need for reconceptualising refugee education as inclusive of diverse learning contexts in and outside of school. Enhanced collaboration between schools, local community organisations and wider society will facilitate and support resettling young refugees’ opportunities to achieve their fullest potential.  相似文献

The aim of the study was to identify the unique support needs and preferences of African refugees in Canada. In‐depth interviews were conducted with Sudanese and Somali refugees (n=68) living in two cities in central and western Canada. Refugees were interviewed individually to identify their support needs, current sources of support, available support programmes, barriers to access to support resources, and preferred support interventions. These refugees reported major support needs, depleted social networks, and barriers to accessing services and supports. They identified distinct preferences for support from peers from the same country of origin and professionals. Participants wanted group‐level support supplemented by one‐to‐one support. Transportation, child care, meals, and peers matched by language and gender were recommended to enhance accessibility to support programmes. These findings can inform the design of support intervention research and enhance the relevance and supportiveness of services and programmes for recent refugees.  相似文献

This review covers 46 research studies from 2007 to 2019, which examine the inflow of asylum seekers and refugees in Hong Kong after the Vietnamese refugee influx in the early 2000s. By analysing existing research studies, the authors summarise three themes, namely refugee law, asylum policies,1 and lived experiences of refugees and asylum seekers, on refugee and asylum studies in contemporary Hong Kong. While further research is needed, scholars can examine the potential possibilities of the legal reform of statutory insufficiencies, the development trajectory of asylum policy instruments with a more appropriate framework, and the protection mechanism of refugees’ and asylum seekers’ children.  相似文献
