Life Planning Services for Older Children is a time-limited and intensive approach for working with youngsters who are or have been in the American foster care system. The program is designed to help children and adolescents explore the way in which their life experiences influence their selfimage as well as to examine the availability of family membership for the present and the future. The program staff work to strengthen existing family connections or to help youngsters look at alternatives. This paper attempts to illustrate how adoption is understood by children according to their developmental stages within the context of their families. Illustrations of children's thought processes and inner fantasies are presented in the form of interviews and observations. The inner thoughts and experiences of adoptive parents are also presented, from the time of the application process through infancy, toddlerhood, school age and adolescence. A major thesis is that adoptive parents who are comfortable with their own feelings about the birthparents and the child's specific history are more able to provide an atmosphere where the child feels valued when she asks questions or communicates fantasies about her story. In this manner adoption is integrated into the child's growing self-esteem and, as time goes on, the adoption becomes less important.The author wishes to thank Lynn Borenstein, L.C.S.W. for her helpful suggestions. African American children are overrepresented in foster care by more than twice their proportion in the population (U.S. Government Accountability Office [USGAO], 2007). Building upon research relating faith (religiosity) to positive health and mental health, this study utilized cognitive and religious coping theories to examine the influence of faith on choosing to adopt, achieving positive adoption outcomes, and reducing disproportionality. From Louisiana and Texas, 113 families who adopted 226 children, 48% African American, participated in a survey measuring children's behavior and parent distress (PSI-SF Difficult Child and Parent Distress Subscales) and religiosity (Hoge Intrinsic Religiosity Index). Of the respondents, 93% of the respondents belonged to a religious congregation, 86% attended church weekly. Controlling for child's behavior, religiosity predicted lower stress in adoptive parenting; church attendance was related to improvement in parental health since adopting. Faith was rated most frequently as essential in parents' decisions to adopt. The study concludes that faith may be an asset in increasing adoptions and improving adoption outcomes resulting in increased numbers of African American children adopted.  相似文献

While the majority of foster care adoptions are stable and secure, some dissolve, resulting in the return of children to the system. The purpose of this study was to identify factors associated with children’s reentry into the foster care system after adoptions are formally finalized. Using case records from the Los Angeles Department of Children and Family Services’ (DCFS) Bureau of Information Systems (BIS), we compared 123 dissolved adoptions to 74 successful ones. We found that children’s gender, history of physical abuse, exposure to drug use, and the number of foster care placements prior to adoption are associated with greater odds of dissolution. Furthermore, the odds of dissolution were higher for relative adoptive parents and for adoptive parents with prior substantiated Child Welfare cases. Implications for practice include ongoing targeted training and supportive services for families and improved screening procedures that address the unique needs of adoptive parents.  相似文献

Children in the child welfare system face renewed issues of loss as they enter adoptive placements. Every move is a loss and an exercise for the child in establishing the perception of a "safe" environment. Resilient children who have been abused develop coping skills to adapt to their abusing "unsafe" environments. When these children become part of an adoptive family, these coping skills need to be recognized as providing important cues to the child's world, rather than as challenging behaviors. The author deconstructs the words of resilient children into five themes that can help provide access into the children's world, a fresh viewpoint from which to assess the adopted children's reactive behaviors, and a foundation on which an adoptive relationship can be built.  相似文献

There were few differences between developmentally disabled foster children and those who were adopted. The foster children as a group were slightly older and more likely to have intact biological families who continued to maintain contact with them. More differences were found in the agencies' structures and practices. The major problem areas identified during the site visits appeared to be within the child welfare system itself, specifically at the interface between foster care and adoption. Bridging mechanisms were needed between units to temper the differences in perception, values, role expectations, and decision-making criteria used by the specialized staffs. When bridging mechanisms were in place, specialization of function was related to increased effectiveness in placing developmentally disabled children for adoption.  相似文献

Federal initiatives since 1996 have intensified the efforts of states to achieve adoption for children in foster care. For many waiting children, the path to adoption is long. The authors offer an economic analysis of adoption from foster care, with an emphasis on the reasons why achieving the goal of adoption for all waiting children may be so difficult. The authors then estimate the determinants of adoptions from foster care across the states using data for fiscal years 1996 and 1997. Adoption assistance subsidy rates stand out as the most important determinant of adoptions from foster care, followed by use of alternatives (e.g., intercountry adoption). Adoptive matching on the basis of race does not appear to prevent adoptions from foster care in the aggregate, leaving flaws in the matching process, such as a lack of information and difficulty using the Interstate Compact on the Placement of Children (ICPC), as a primary reason why children wait.  相似文献

This research study examined the experiences of birthparents, permanent parents, and mediators in permanency mediation following a state child welfare agency's recommendation for termination of parental rights. Permanency mediation provides participants with the opportunity to collaborate in an agreement that entails a voluntary surrender of parental rights by the birthparents and the placement of children with permanent parents in open adoption or guardianship. Findings suggested that permanency mediation has the potential to be a successful practice. Participants, however, need additional support during and after mediation to help them understand open adoption and deal with the changes in family structures and boundaries, address their own feelings and concerns, and establish reliable means of communication with each other.  相似文献

Child protective services (CPS) case records of 639 children placed in out-of-home care due to maltreatment were reviewed, and substance abuse by the child's caregiver prior to the child's placement was evaluated systematically. Based on several different sources of information, 79% of the caregivers were found to meet the criteria for caregiver substance abuse (CSA). Children with and without evidence of CSA differed on age, ethnicity, family composition, and type of maltreatment. The importance of operational specificity in defining CSA and implications for policy and service delivery are discussed.  相似文献

The goals of this study were to explore characteristics and profiles of children who received out-of-home care services and to examine the relationship between their profiles and permanency outcomes. Results of latent class analysis suggest that there are three distinct subgroups of children served in out-of-home care (N = 33,092): Children with Complex Needs (6%), Children in Families with Complex Needs (64%), and Older Abused Children (30%). Of the three identified subgroups Children with Complex Needs consisted of youth who were at greater risk for adverse outcomes. These children were less likely to experience timely adoption, had the longest length of stay in out-of-home care, and were least likely to experience timely reunification. Although permanency outcomes for Older Abused Children are somewhat better than for Children with Complex Needs, they represent a vulnerable population of youth in out-of-home care who have a very low chance of being adopted. Overall, this study suggests that service provision by itself may not improve permanency outcomes for children unless both prevention and intervention efforts address co-occurring family needs and are tailored to specific characteristics of the children being served.  相似文献

Adoption research commonly uses parents' reports of satisfaction when examining openness in adoption arrangements. This qualitative study aimed to fill a gap in the adoption research by using adolescents' voices to gain a better understanding of their adoption experiences. Adopted adolescents (n = 152) were interviewed concerning their satisfaction with the openness in their adoption arrangements with their birthmothers. Results and implications from this study may affect how adoption agencies work with adopted adolescents and their families, and may influence a broader understanding of the recent trend toward open adoption arrangements.  相似文献

Although a growing number of child placement agencies are serving lesbians and gay men, a dearth of literature exists for adoption agency policies and practices related to working with this population. This article explores the unique characteristics and strengths of prospective gay and lesbian adoptive parents throughout each of the three phases of the adoption process-preplacement, placement, and postplacement-as well as provides suggestions for adoption professionals working with gays and lesbians. Data from a recent qualitative study of single, gay adoptive fathers are used to illustrate examples and expose areas of potential strengths of adoptive parents not generally explored in the preplacement or preparatory stage. Special attention also is given to the continuing needs of adoptive families headed by gays and lesbians after adoptive placement. Specifically explored are the needs for developing linkages with similar families, as well as providing resources designed to promote successful outcomes of adopted children raised by gays and lesbians.  相似文献

As the next century unfolds, adoption will be influenced by economic, social, and political factors that will influence the number of children needing adoption and the number of families seeking to adopt. For children in foster care who need adoption, these forces are likely to challenge current policy and practice and place greater demands on the child welfare system to respond to the needs of a growing number of children who cannot be reunited with their birth families. Demographic data and the sociopolitical factors impacting the adoption of children in foster care suggest that adoption demand will increase dramatically in the near future, far outstripping the current, already inadequate supply of adoptive families. While demand is not likely to be amenable to any significant level of change given the poverty-related forces already at work, supply can be more readily effected by policy and practice that embrace creative strategies to recruit and support adoptive families. The dynamics of supply and demand can provide the conceptual framework to support resource reallocation and shape a positive future for the adoption of children in foster care  相似文献

Children who have been removed from their parents need stability and permanence; this is as true for disabled children as it is for others. Yet many children are subject to extended periods of uncertainty and instability. Growing attention has been paid to the need to achieve permanence within a timescale which meets children's needs. As disabled children are over-represented in looked after (in care) populations it is especially important that their needs are considered when formulating policy and practice in this area.This review of literature covers international material related to stability and permanence for disabled children, in particular permanence achieved through fostering and adoption. A scoping method was used to identify and analyse a broad range of material. Ninety texts were included in the review, including material from the US, the UK, Canada, Australia, China and the Netherlands. Empirical research included quantitative, mixed methods and qualitative studies. Other sources included literature reviews and a small number of research-based ‘think pieces’ and briefings.Disabled children often have permanence outcomes and experiences which differ from those of other children; most often they are disadvantaged by systematic features of services and by the latent disablism of decision-makers, professionals, carers and potential carers. The findings also show that disabled children are not a homogenous group and that characteristics such as age, gender, ethnicity and impairment type show complex relationships with permanence through adoption and foster care.Important gaps in current knowledge are identified, including disabled children's views and experiences in relation to achieving permanence. Several areas of policy and practice are highlighted where effort to improve permanence needs to be made. These range from tackling negative professional attitudes about the prospects of placing disabled children to further development of non-traditional approaches to the recruitment of foster carers and adopters.  相似文献
