Abstract

This paper reports on a study funded by the Criminology Research Council, Australia, which set out to investigate the intersection between the child protection and criminal justice systems and the extent to which children before the Melbourne Children's Court on child protection matters had a parent currently in prison, awaiting sentencing, or previously in prison. Magistrates identified 156 children as meeting these criteria during the study period June to December, 2006. Analysis of court records gathered quantitative and qualitative data about parents' offending, why the children had been brought to the attention of the court, and the health, welfare, and behavioural concerns the child protection service expressed about the children. There was no coordinated response by the child protection and justice systems to managing these children's situations. Early intervention and the development of child protection service protocols with the corrections system for children whose parents enter prison is essential, to better address the instability and disruption in care these children experience.  相似文献

ABSTRACT

The impact of parental incarceration on minor children has been well documented. Children with at least one parent in prison are at greater risk to suffer from anxiety, depression, sleeplessness, anger, and attention deficiencies. In comparison to the research on children, less emphasis has been placed on how mothers are affected when they are incarcerated away from their children. The current research focus is how children's visitation programs and parenting classes can improve the relationships between incarcerated women and their children. Female prisoners participating in a specialized children's visitation program were interviewed to gain their perceptions of their relationships with their children and how the program had affected this bond. A comparison group of women not in the program were also questioned about their relationships with their children. The authors suggest that incarcerated mothers respond positively to institutional efforts to keep them in touch with their children.  相似文献

Abstract

A model integrating prevailing perspectives on children's functioning following divorce was used to predict children's behavior problems. The data were collected from 30 custodial mothers, 30 custodial fathers, and 30 married parents with children 6 to 10 years of age, using face-to-face interviews and standardized questionnaires. Results using path analysis indicated that marital status and parental control had significant direct effects on children's behavior problems. Sex of parent, economic strain, co-parental conflict, coping with roles, and parenting indirectly influenced children's behavior through parental control. The findings suggest that the pressures inherent in raising a child alone, combined with too few resources for coping with role demands, are disruptive to both parenting and parental control, and that children in single-parent families appear to respond to these deficits with disruptive behaviors. Implications for family practice and policy are discussed.  相似文献

The present paper reports on the findings of a research project involving a literature review and telephone interviews with children whose parents had separated or divorced. The aim of the research was to hear children's accounts of their experiences and needs during the transition in order to inform the development of a child-centred model of service delivery. ObjectivesThis study examines, from the caseworkers' point of view, which needs of children are the most difficult for parents in neglectful contexts to respond to and which risk factors make this response more difficult.MethodA sample of 55 parents being followed by child protection services for neglect or high risk of neglect accepted to participate in the study. Their caseworker filled out a grid regarding the response provided to the children's needs and the risk factors in the family environment.ResultsThe results indicate that the children's age is related to the difficulties of responding to their needs. The caseworkers are particularly concerned about guidance and boundaries provided to preschool-age children, but less so about that provided to school-age children. When the children's age is controlled for, parents' mental health problems explains a significant proportion of the variance in parents' response to their children's need for stimulation, emotional warmth, and guidance and boundaries. Caseworkers' worries about drug and alcohol misuse also explain a significant proportion of their concerns about the mothers' ability to ensure their child's safety.ConclusionCaseworkers are more worried about the parental response offered to preschool children than to school-age ones. However, a constant and coherent response to growing children is still important for their developmental trajectories. Moreover, mental health and substance abuse explain caseworkers' concerns about mothers' engagement toward their child. These data raise questions about which type of services to offer, because intervening in families where parents deal with personal issues while addressing child neglect is complex.  相似文献

ABSTRACT

Court-ordered custody evaluations are conducted primarily to assist courts in making decisions regarding the best interests of children in the context of parental disputes over custody and access. They also represent the most common means through which children's wishes in relation to custody and access are presented as evidence. This article reports on a qualitative research study of young adults' recollections of participating in custody evaluations ordered by the Family Court of Australia. In-depth interviews were conducted with 18 young adults, aged 18 to 26. Two major areas of inquiry are addressed in this article: (1) participants' recollections of interviews conducted by social workers and psychologists for the purpose of custody evaluation, and (2) their suggestions for ways in which professionals working with children in this context might make the process easier for children. Taken together, their experiences point to some useful principles for practice in this field.  相似文献

ABSTRACT

Child protection-involved youth face increased risk of criminal justice system contact. Such “crossover children” experience earlier police involvement and more serious criminal justice sanctions, yet little is known about their early offending. Using a cross-sectional sample of 300 crossover children before three Victorian Children's Courts in 2016–17, this mixed-methods study examines the nature and context of children's initial police charges. Findings indicate that crossover children are initially charged with disproportionately violent offending, and often incur first police charges around the time of initial care placement. For many, initial criminal justice contact occurred in the context of conflict with caregivers, ongoing maltreatment, and household adversity, or emotional and behavioural regulation challenges. Efforts towards preventing offending for child-protection-involved youth should focus on preventing childhood maltreatment, alongside targeting parent–child relationship challenges, and strengthening community and care system responses that address the impacts of complex trauma, mental health problems, and neurodisability.

  • Compared to all sentenced children, those from statutory child protection backgrounds are charged with more serious offending at their first criminal court adjudication.

  • Among “crossover children”, earlier police charges were seen for Indigenous children, those experiencing greater cumulative maltreatment, and children with emotional or behavioural challenges related to trauma, mental health, and neurodisability.

  • Crossover children are most often first charged by police in the year before, and after, their first out-of-home care placement.

ABSTRACT

Family involvement in school, children's relationships with their teachers, and children's feelings about school were examined longitudinally from kindergarten through fifth grade for an ethnically diverse, low-income sample (N = 329). Within-families analyses indicated that changes in family involvement in school were directly associated with changes in children's relationships with their teachers and indirectly associated with changes in children's feelings about school, with student–teacher relationships mediating this latter association. Increases in family involvement in school predicted improvements in student–teacher relationships, and, in turn, these improvements in student–teacher relationships predicted improvements in children's perceptions of competency in literacy and mathematics as well as improvements in children's attitudes toward school, more generally. These results are consistent with systems theories of child development and help answer why family educational involvement matters for low-income children. ABSTRACT

The parenting roles and responsibilities of incarcerated men have not traditionally been considered an important public concern. The impact of criminal justice policies and practices on family functioning has rarely been addressed by policy makers or family scholars and men's family obligations have not been a priority for the individuals responsible for the safety and security of correctional institutions. Similarly, and with few exceptions, fathers in prison have been out of sight and out of mind of community organizations concerned with family life and children's wellbeing. Several recent developments challenge this historical approach to handling parental incarceration and responsible fatherhood initiatives involving incarcerated fathers are being promoted. This article examines the individual and societal issues that must be addressed if responsible fatherhood among incarcerated men is to become a serious social goal. It presents an overview of the complex family roles and relationships of incarcerated men and describes ways in which individual situations and family preferences affect their ability to function as parents. Analyses of prison location strategies and communication regulations and the post-release environment are used to show how public policies influence and shape family relationships and responsible fatherhood. The article concludes with an agenda for research to guide informed and humane policy decisions.  相似文献

Abstract

The study examined the impact of parents' divorce on Chinese children's well-being. A Chinese theoretical model was tested using Structural Equation Modeling. The sample consisted of 940 Chinese children aged 6–16. The well-being of children from divorced families was compared with that of two-parent and widowed families. The results showed that children's academic performance mediated the negative impact of divorce on children's well-being. The societal discriminating attitude towards divorce and single-parent families had a strong negative effect on the children's well-being. Parenting skills of the custodial parent had more influence on the children's well-being than the marital conflicts prior to the divorce. Supports from the extended families counterbalanced some negative effects associated with divorce.  相似文献

Associations among parental behaviors, children's emotional reactivity, and dimensions of children's social competence were examined. Fourth grade children (N = 103) and their parents participated in a laboratory discussion task. Parent-child relationship qualities, parental emotion socialization behaviors, measures of children's emotional regulatory abilities, and social competence (assessed by teachers and peers) were obtained. Results indicated that parents' behaviors in the discussion task were related to both children's emotional and social competence. Both mothers' and fathers' behaviors were linked to children's emotional regulatory abilities and social competence. In addition, children's emotional regulation was related to children's social competence. Only limited evidence of the mediating role of emotion regulation was found. Implications for relative roles of mothers and fathers in the emergence of emotional and social competence were noted.  相似文献

ABSTRACT

A sample of 193 internationally adopted children from Colombia and Korea and a matched sample of 193 Norwegian-born children were tested for school competence. The results showed that as a group, adopted children had lower school performances than Norwegian-born children. The disparity within the adopted group's performances was considerable. Most of the disparity was explained by the adopted children's language skills, especially the ability to use the language at a higher cognitive level (school language), and a high frequency of hyperactive behavior. However, while country of origin also contributed significantly, the children's age of adoption did not explain much of the variance.  相似文献

Abstract

Approximately 500,000 children were institutionalised in Australian orphanages and other forms of children's Homes over the course of the 20th century. However, growing up in care is not just a part of childhood; it can have ongoing impact across a person's life. Access to records can be a very important way in which people who grew up in institutional care construct the story of their lives, contributing to their self-identity, and also find out practical information, such as their exact date of birth and medical history. The present article takes as its starting point a recommendation of the third of the Australian Government reports concerned with the institutionalisation of Australian children—Forgotten Australians—and draws on interviews with former residents of children's Homes aged between 42 and 76 years to examine their access to records in Australia. We discuss a case study, the unique Heritage Information Service at MacKillop Family Services, which supports former residents to access their records, and consider the implications for good practice of agencies working in this area.  相似文献

Population mobility has become an inevitable trend of social transformation in contemporary China. Parental migration has changed family structure patterns and brought great uncertainty to the psychological well-being of left-behind children. By comparing left-behind children to children of non-migrants, this study examines the impact of parental migration on children's psychological well-being and the potential support of schools for children's resilience development along three dimensions: children's school belonging, teacher–student relationships and peer support. Using a mixed-method approach, this study draws on an original survey of children (N = 605) and in-depth interviews with children, parents, grandparents, and teachers (N = 41) in Hunchun City, Northeast China. Overall, maternal migration has a negative impact on children's psychological well-being. In addition to teacher–student relationships, school belonging and peer support significantly mitigate this negative impact; qualitative data further suggest that peer support distracts from, rather than offsets, children's poor psychological well-being associated with maternal migration.  相似文献

Abstract

This research investigates white adoptive mothers' mothering related to their adopted children's racial and ethnic socialization. Drawing upon in-depth face-to face interviews with thirty-eight women who have adopted children from China, South Korea or the Philippines, this paper first examines why white mothers de cided to adopt an Asian child and then explores mothering strategies for deal ing with their children's racial and ethnic identity formation. The study contrasts "colorblind mothering," which I also call the "assimilative fitting-in strategy," and "color-conscious mothering," also referred to as the "birth-culture fitting-in strategy." This study also found significant variations in color-conscious adoptive mothers' mothering based in part on the level of the family's embracement of the adopted child's birth culture and on the level of social networking with and outreach to not only other adoptive families but also Asian or Asian American communities. Finally this study critically reviews how race matters to white adoptive mothers.  相似文献

Abstract

This paper reports on a small-scale, qualitative study on children's perspectives about their participation in decision-making processes regarding supervised contact. The paper begins with an overview of the study and a summary of findings in relation to four key research questions framed around the idea of children having a say, that is, children's views and perspectives of their participation in family law decision-making processes. These key questions include: What are children's experiences of having a say? What are children's understandings of having a say? Did children want a say in the decision for them to have supervised contact? How did having (or not having) a say feel? Discussion focuses on what importance children place on having a say in family law matters, a finding that is contrasted with children's experiences of marginalisation and exclusion from decision-making processes and of ambivalence and reluctance sometimes expressed around having a say. Children's idea of having a say as taking place in and through particular forms of dialogue and conversation, thus enabling the recognition of children and respect for what they have to say, are also explored. We conclude by reflecting on the implications of the study for professionals working in family law  相似文献

This article presents a legal analysis of the 'voice of the child' in family proceedings, both public and private. The evaluation is thus confined to civil law and is not concerned with young offenders within the criminal justice system. There have been significant legislative developments in the last decade arising from UK, European, and UN provisions. The article assesses the strengths and weaknesses of the rights to representation of children in these legal proceedings and in particular outlines the weaknesses in the proceedings of 'private' law about children. Making recommendations for future reform, the article argues that consistent implementation of the provisions requires greater attention to be paid to direct representation and advocacy for the child's views, in contrast to adult presentation of their own views about the best interests of the child.  相似文献

Abstract

This study examines the custody recommendations of a sample of Israeli social workers who advise the courts. It looks at their recommendations in relation to the child's wishes and the workers' assessments of the children's expected quality of life with each of the parents. The findings show that the social workers based their recommendations mainly on the child's preference where that was clear, and, where it was not, on the child's expected quality of life with the two parents. With this, maternal custody remained the default recommendation and paternal custody was recommended only when the quality of life the father was expected to enable was significantly higher than that the mother was expected to enable.  相似文献
