Citizen Review Panels (CRPS) are groups of volunteers mandated by United States federal law to examine policies, procedures, and practices of public (e.g., state) child welfare agencies, and make recommendations for systemic improvements. To date, several researchers have made clarion calls for training frameworks and approaches for CRP members. Despite the federal mandate, millions of dollars in resources allocated to these panels, and the potential to positively impact the child welfare system, no published training frameworks exist. This brief documents the evaluation of an online training for CRP members (N = 21) in one southeastern state. The training was developed based on needs identified in existing CRP literature, and delivered via an online learning platform. A pre-experimental (pre/post) approach was used to evaluate the training. Results indicate a significant improvement in knowledge associated with serving on the CRP, and overall, participants viewed the training as being positively impactful to their work as a CRP member. The brief will provide an overview of the training, evaluation approach, and briefly discuss salient implications derived from the results.  相似文献

This paper adds to the growing body of research examining the experiences of youth aging out of the child welfare system. Through a comparison of youth aging out with two other groups of child welfare-involved youth—those whose families received child welfare services but were never placed out of home and those who were in out-of-home placement but did not age out—it presents a profile of their care careers and other system involvement (e.g., mental health, justice system). Analyses indicate that young people aging out of care have experienced significant amounts of time in out-of-home placement, a great deal of placement instability, and high levels of other system involvement. In general, their involvement is more extensive than that of the two comparison groups. However, the justice system involvement of youth who experienced out-of-home placement but did not age out is just as high as that of youth who have aged out. This finding highlights the importance of devoting resources not only to youth aging out of care but also to similarly-aged young people with prior child welfare involvement.  相似文献

In international comparison, the Nordic countries are characterised by similar policy goals and institutional contexts in child welfare. But is it also possible to talk about a common Nordic model in child welfare at the level of social work practices? And if so, to what extent do the results match the ideal model of ‘preventive and family service oriented Nordic child welfare’? This article investigates similarities and variations in Nordic social workers' assessments concerning child welfare problems and possible interventions by using vignettes and focus group interviews in case studies in four capital areas: Copenhagen, Helsinki, Oslo and Stockholm. The results seem to confirm the assumption of a preventive and family service oriented Nordic child welfare system regarding social work practices with smaller children, but not when adolescents are concerned.  相似文献

In child welfare, there is sometimes a false dichotomy between child safety and family preservation. In an evaluation of Family Group Decision Making in four child welfare jurisdictions, worker surveys were administered to caseworkers, supervisors, program directors, and program coordinators asking about worker perceptions, demographics, organizational culture and climate, and job characteristics. The surveys contained the Dalgleish Scale, an instrument designed to measure the perspectives of workers across the continuum of child safety versus family preservation beliefs. Assessing a number of worker characteristics, an analysis of the Dalgleish Scale revealed that staff who have worked in child welfare longer are more likely to be oriented toward family preservation, whereas staff working in the field for a shorter time period or rating the shared vision among staff higher are more likely to be oriented toward child safety. Evidence has demonstrated that caseworkers' perspectives influence disposition decision making, and that child and family outcomes, such as maltreatment recurrence or out-of-home placement, are not solely determined by family and case characteristics. The potential utility of developing a better understanding of staff orientation has implications for organizational culture, compliance with policy mandates, workforce development, and most importantly, outcomes for child welfare-involved families.  相似文献

For young people who come into contact with the juvenile justice system, how they are sentenced following an arrest may profoundly influence the course of their development and adjustment as adults. Much of the research to date has focused on racial and ethnic disparities in juvenile justice sentencing policies and practices, and less is known about sentencing disparities based on other youth characteristics. Using Los Angeles County administrative data, this study investigates the effects of gender and child welfare statuses on sentencing for young people who are arrested for the first time (N = 5061). Results indicate that both young men and women are sentenced more harshly dependent upon the disposition, such that girls were more likely to be sentenced to group homes compared to boys, but boys were more likely to be sentenced to correctional facilities compared to girls. Child welfare-involved youth with a recent placement history are prone to more punitive sentences compared to their non-child welfare counterparts. Further, child welfare young women were not more likely to be sentenced to a harsher disposition compared to child welfare young men or non-child welfare young women. Implications for practice and future research are discussed.  相似文献

This article discusses a court directed parenting and risk assessment of a mother who has a chronic history of trauma and abuse. It addresses the complex unconscious dynamics that need to be managed by social workers when working with parents in court proceedings regarding their children. Often such parents present with their own complex histories of trauma and abuse and despite their conscious intentions to do so this has contributed to their inability to provide adequate care for their own children. An understanding of the powerful unconscious processes in operation more effectively gauges the risk factors that such parents present. However, such cases and enactments on behalf of parents can be bewildering to social work practioners. This may potentially lead to the social worker feeling persecuted during the process, resulting in impulsive, unprocessed and poor decision-making despite their best conscious intentions. To mitigate these challenges there is discussion of the support needs required for social workers, who engage with such complex unconscious dynamics.  相似文献

This study examined the relationships between work–life balance and several job-related factors among 573 public child welfare workers in a northeastern state in the United States of America. It explored job-related correlates of work–life balance and the possible mediating role of work–life balance between these factors and job satisfaction. Multiple regression analysis demonstrated that the job-related factors organizational support, job value, work time, and income were significantly associated with work–life balance among child welfare workers. It also confirmed that work–life balance partially mediated the associations of organizational support and job value with job satisfaction. Implications for child welfare research, policy, and practice are proposed based on the empirical findings.  相似文献

Child welfare professionals (CWPs) have historically been ignored as a potential delivery system of relationship and marriage education (RME). Based on a sample of 1015 CWPs from two states, the current study shows that CWPs believe promoting healthy couple and marital relationships is relevant to the families they serve and their work, and that they are open to receiving RME training. Results from structural equation modeling indicate that CWPs' beliefs about the relevancy and appropriateness of RME may be influenced by their current RME ability and comfort level, their beliefs about the state of marriage and the prevalence of couples in their current caseload of families they serve. Implications related to promoting RME within child welfare and engaging CWPs in RME training are discussed.  相似文献

This article examines the impact of professional certification on worker performance as well as the incremental validity of key facets of the national child and youth care practitioner certification (e.g., education, years of experience, certification exam, and professional portfolio) sponsored by the Association for Child and Youth Care Practice and administered by the Child and Youth Care Certification Board. Findings reveal that certified practitioners receive higher performance ratings from their supervisors than non-certified practitioners. Education, experience level, certification exam result (pass/fail), and successful completion of the application packet including a professional portfolio were all significant predictors of performance (as reported by supervisors). Each component progressively accounts for additional variance in the performance criterion. Certified practitioners are 2.7 times more likely to be high performers than non-certified practitioners after accounting for the effect of race, gender, education, experience and certification exam result.  相似文献

It was concluded that vicarious trauma was the cause. This study aims to advance the knowledge base by investigating where foster youth are placed in terms of neighborhood characteristics and whether specific neighborhood characteristics were associated with delinquency for adolescents in the child welfare system. This study followed the placement experiences of 2360 foster youth in Chicago from birth to 16 years of age. The study used State administrative data, census data, and the community survey of the Project of Human Development in Chicago Neighborhoods. The results indicated that foster care placements cluster in neighborhoods characterized by high concentrated disadvantage, low ethnic heterogeneity, low collective efficacy, prevalent neighborhood disorder and violent culture. The results indicated that neighborhood ethnic heterogeneity is positively associated with delinquent offending. The implications for policy and practice are discussed.  相似文献

This article explores the relationship between the child protection systems and the Nordic welfare state in Denmark, Finland and Norway. Despite an ideological focus on prevention and provision of a fair amount of universal services and in-home child protection services for families and children, there is, nevertheless, a relatively high number of children in the child protection system, even children placed out of their home. The outcome of child protection seems to be relatively poor. One of the problems in the present child protection systems is related to questionable service provision within the system. Other problems are about the normative foundation for the system, for example, family orientation and the least intrusive principle. Such principles are closely related to the logic of universal services, and may as such ignore the diversity of needs, rights, risks and ages of children needing protection and related services. Consequently, many principles of the present child protection systems are – and will remain – challenged by a child-centric orientation, in which valuing children's needs, rights and voice in situ are central.  相似文献

Implementation of evidence-based programs in child welfare has progressed slowly, with the majority of services in child welfare settings lacking empirical evidence for effectiveness. In other settings, research has identified providers' attitudes about evidence-based practices (EBPs) as a potential barrier to adoption of EBPs. As little research has focused on the role of attitudes in influencing use after training in an EBP in child welfare, the potential for attitudes to impede implementation efforts in child welfare is unclear. This study addressed this question in a sample of 55 caseworkers and therapists randomly assigned to enhanced support to use an EBP following training or a training-only condition. Information on providers' use of the intervention after training and their attitudes about EBPs were measured for up to five time points. Results indicate that attitudes did not predict providers' use of the EBP, and attitudes did not change overall or in the enhanced condition that provided greater exposure to the intervention. Providers perceived of requirements to use a practice as more influential in their use than their openness to EBPs. However, those who were more open to EBPs were more likely to participate in implementation support after the training, suggesting that openness facilitates participation in activities that support use of a new intervention.  相似文献

To maintain a well-trained, competent work force and reduce turnover, child welfare agencies must use effective recruitment and retention practices. Many states use realistic job preview videos to recruit and retain appropriate, well-matched staff. The purpose of this study is to assess the content of child welfare realistic job preview videos to determine whether the content reflects current evidence on child welfare retention and turnover, and the mechanisms through which realistic job previews are most effective. The study involves content analysis of realistic job preview videos posted at the Child Welfare Information Gateway. A comparison of video content to findings from research on child welfare retention and turnover, and to research on realistic job preview effectiveness reveals some ways that the content of child welfare recruitment and retention efforts could be strengthened.  相似文献

Attempts to record, understand and respond to variations in child welfare and protection reporting, service patterns and outcomes are international, numerous and longstanding. Reframing such variations as an issue of inequity between children and between families opens the way to a new approach to explaining the profound difference in intervention rates between and within countries and administrative districts. Recent accounts of variation have frequently been based on the idea that there is a binary division between bias and risk (or need). Here we propose seeing supply (bias) and demand (risk) factors as two aspects of a single system, both framed, in part, by social structures. A recent finding from a study of intervention rates in England, the ‘inverse intervention law’, is used to illustrate the complex ways in which a range of factors interact to produce intervention rates. In turn, this analysis raises profound moral, policy, practice and research questions about current child welfare and child protection services.  相似文献

This article challenges the commonly held assumption that there is a high level of occupational turnover of social workers in all child protection and welfare agencies. By analysing occupational mobility patterns (turnover, retention and attrition) in five child protection social work teams, the article demonstrates how occupational mobility is a complex phenomenon and needs to be understood within wider shifts in employment patterns and the gendering of professions. In this paper we argue that it is important to distinguish between employee turnover and employee mobility, and that an examination of the posts taken up after leaving, at least in Ireland, may provide a different perspective on the narrative of high turnover of workers in this sector. Within the five teams, it is estimated that there was a turnover rate of 8 percent in 2006 and 11 percent in 2010, with 72 percent of child protection workers in post at the end of 2005 being retained and still in post at the end of 2010. While this should not lead to complacency, or a failure to recognise and respond to the stressful nature of child protection, it does raise questions for employers about how they might plan for occupational mobility within a stable workforce made up of largely women, aged between 25 and 35, frequently newly-qualified, who are often the main carers for children and adults outside the workplace.  相似文献

National survey data were used to assess whether child welfare agency ties to behavioral health care providers improved placement stability for adolescents served by both systems. Adolescents initially at home who were later removed tended to have fewer moves when child welfare and behavioral health were in the same larger agency. Evidence on client satisfaction deserves consideration in the design of child welfare policies, programs, and practices. Data in this study come from the National Survey of Child and Adolescent Well-Being. Clients receiving in-home services reported moderate levels of satisfaction with their child welfare workers. Caregiver reports of having less than two child welfare workers, having more recent contact, and receiving timely, responsive services were associated with higher perceived quality of relationships with child welfare workers. The child welfare workers' reports of cooperativeness by the caregiver were also associated with higher caregiver-reported relationship quality.  相似文献

Research indicates that fathers in the child welfare system provide benefits to children's well-being and positive development, yet child welfare workers often do not engage fathers in services. Previous studies in Canada and the United Kingdom have found that child welfare training perpetuates negative perceptions of fathers. The current study conducted a content analysis of 217 vignettes in the texts used in required classes for students completing a concentration in child welfare classes in nine schools of social work at the public universities in a Southern U.S. state. Coding was completed independently by three researchers with an inter-rater reliability of 79%. Findings indicated that despite men being the perpetrator in 51% of vignettes, women were portrayed in just over half of vignettes (51%) as the sole caregiver responsible for ensuring the child's safety when the abuse occurred. The data were organized into five themes of how men and women were portrayed in the vignettes: Men as Threat, Men as No Different than Women, Men as Irrelevant, Men as Absent, and Women as Default Clients (the first four suggested by Scourfield (2001), and the last by the researchers). Results indicate that the bias against including fathers in child welfare services reported in other studies seems to start at the beginning of students' learning about child welfare work, in their required textbooks. Recommendations include updating child welfare textbooks to better address the role of men and fathers in children's lives, and increasing professors' and field instructors' awareness of the bias against men and fathers in child welfare.  相似文献
