Past research has not looked directly at how parental working conditions are affecting the lives of school-age children living in or near poverty. This study examines the effects that the working conditions faced by low-income parents have on the care their school-age children receive and on parental involvement in their children's education and development. In-depth, semistructured interviews were conducted with 74 families with school-age children, including 44 families living at or below 150% of the federal poverty level and 30 families living above 150% of poverty. Teachers at every public afterschool program in the city were interviewed. One out of two low-income working parents faced barriers to becoming involved in their children's education. Two out of five faced barriers to participating in school meetings, school trips, or school events. Many parents had difficulty finding any time to spend with their children, let alone time to assist them with their schoolwork. The difficulties they faced are described in detail. Implications for educational and labor policy are discussed.  相似文献

Parental substance misuse is a significant child welfare issue and associated with increased risk of child maltreatment. The aim of the present study was to understand what social care outcomes children who live with parental substance misuse have, and to assess factors associated with those social care outcomes over a two-year period. The paper reports on a retrospective longitudinal study of 299 children all living with parental substance misuse and referred to one local authority in England. Data were collected from children's social work case files about procedural social care outcomes and factors which may be associated with those outcomes. Using cluster analysis, a new typology of children's longitudinal trajectories through the children's social care system was developed, consisting of five distinct types. Analysis indicated that some children received too little intervention from children's social care despite ongoing concerns, while other children were potentially unnecessarily caught up in the social care system. Factors associated with children having the poorest outcomes were: caregiver instability resulting from substance misuse, parenting capacity and household instability. The study's findings indicate that some children who live with parental substance misuse are at significant risk of harm, but others are not and may be better supported through non-statutory services such as early help.  相似文献

Contemporary expectations of good parenting hold that focused, intensive parental attention is essential to children's development. Parental input is viewed as a key determinant in children's social, psychological and educational outcomes, with the early years particularly crucial. However, increased rates of maternal employment mean that more parents are juggling work and family commitments and have less non‐work time available to devote to children. Yet studies find that parental childcare time has increased over recent decades. In this paper, we explore the detail of this trend using data from the Australian Bureau of Statistics (ABS) Time Use Survey (TUS), 1992 and 2006. To investigate whether discourses on intensive parenting are reflected in behaviour, we examine a greater range of parent–child activities than has been undertaken to date, looking at trends in active childcare time (disaggregated into talk‐based, physical and accompanying care activities); time in childcare as a secondary activity; time spent in the company of children in leisure activities; and time spent in the company of children in total. We also investigate whether the influence of factors known to predict parental time with children (gender, education, employment status and the age of children) have changed over time. We contextualize our analyses within social and economic trends in Australia and find a compositional change in parental time, with more active childcare occurring within less overall time, which suggests more intensive, child‐centred parenting. Fathers' parent–child time, particularly in physical care, increased more than mothers' (from a much lower base), and tertiary education no longer predicts significantly higher childcare time.  相似文献

Regardless of their economic background, most working parents face the task of arranging childcare at some point. The decision-making process they experience is often complex, and this complexity is intensified for particular groups of families with limited financial and social resources. In this paper, we present findings from a three-year qualitative study of the childcare choices of low-income working families, many of whom were immigrants, had limited English proficiency, were parents of children with special needs, or represented some combination of these factors. The study explored families' current care arrangements, their reasons for selecting a particular form of childcare, and the characteristics of their ideal arrangements. Data were coded to identify themes in parental preferences, decision factors, and the barriers families faced in accessing their preferred care arrangements. Most significantly, the parents studied described their preferences for an environment where their children could learn and be in the presence of caring and trustworthy caregivers. About a third of the families said they preferred relatives as caregivers, and selected relatives to provide childcare. Other parents selected care according to cost, location, and availability of the provider; they described the challenges of locating affordable, high-quality care that met their nonstandard schedules. These findings have important implications for childcare policy.  相似文献

Using the nationally representative Early Childhood Longitudinal Study, Birth Cohort (2001–2006; N ?7,900), the authors examined child‐care arrangements among teen parents from birth through prekindergarten. Four latent classes of child care arrangements at 9, 24, and 52 months emerged: (a) “parental care,” (b) “center care,” (c) “paid home‐based care,” and (d) “free kin‐based care.” Disadvantaged teen‐parent families were overrepresented in the “parental care” class, which was negatively associated with children's preschool reading, math, and behavior scores and mothers' socioeconomic and fertility outcomes compared with some nonparental care classes. Nonparental care did not predict any negative maternal or child outcomes, and different care arrangements had different benefits for mothers and children. Time spent in nonparental care and improved maternal outcomes contributed to children's increased scores across domains. Child‐care classes predicted maternal outcomes similarly in teen‐parent and nonteen‐parent families, but the “parental care” class predicted some disproportionately negative child outcomes for teen‐parent families.  相似文献

Abstract

Identifying educational interventions for and teacher perceptions of children experiencing homelessness are important issues for the long-term well being of these children. This study examined relations among classroom behaviors, mothers' reports of academic achievement, and teacher perceptions of behavioral and emotional functioning for a group of elementary school-aged African American children experiencing homelessness. Results of regression analyses indicated that classroom behavior and reported achievement were significantly positively related to teacher perceptions of the children's functioning. Findings also demonstrated that older children, especially boys, were at risk for poor teacher perceptions. Findings for this study are useful for professionals interested in designing classroom interventions and measuring outcomes for these children.  相似文献

Experiences of 298 children with their caregivers in after-school programs (ASPs) were examined as predictors of social–emotional functioning across the first through fifth grade. Moderating effects of previous social–emotional problems, child gender, family income, quantity of care, and program regulatable features were also estimated. On average, ASP experiences negatively predicted externalizing problems and positively predicted social self-control and assertion. Interestingly, positive ASP experiences did not predict decreased externalizing behaviors, but instead children with negative experiences had higher levels of externalizing behavior problems. Changes in ASP experiences positively predicted changes in self-control scores, but only for boys. Finally, staff experience, staff wages, and changes in child-to-caregiver ratios predicted children's ASP experiences and levels of social–emotional development.  相似文献

Instability in child care arrangements can negatively affect children's development, especially in low-income families. However, few studies have examined what predicts changes over time in child care arrangements. This paper presents findings from a unique multiyear study tracking child care use in low-income families. We estimate rich quantitative models to analyze the relationships among child, household, and care provider characteristics and four different types of changes. We find turnover in child care arrangements to be common in this low-income population. Over a period of six months, half of the children changed primary provider. Child care changes were frequently related to job loss, changes in family composition, or the changing availability of caregivers. While concerns have been raised that short spells of child care subsidy receipt cause child care instability, we found that subsidy use was not associated with higher rates of change. In addition, we found that the lower a parent's assessment of the child's experience in a particular arrangement in the prior time period, the higher the likelihood of changing providers by the next survey wave. These results indicate that low-income parents recognize quality factors and change arrangements to improve the quality of care.  相似文献

The current study examined whether there are differences between gay father families (n = 36) and heterosexual families (n = 36) on father‐child relationship, fathers' experiences of parental stress and children's wellbeing. The gay fathers in this study all became parents while in same‐sex relationships. They donated sperm to lesbian couples and then shared the child‐rearing with them in kinship arrangements. It was also examined whether aspects that are related specifically to gay fathers (i.e., experiences of rejection, having to defend their family situation, with whom the children live, and conflicts with the children's mothers) are also related to the father‐child relationship, parental stress and children's wellbeing. Data were collected by means of questionnaires filled in by the fathers. No significant differences between the family types were found on emotional involvement and parental concern in the father‐child relationship, parental burden (as an aspect of parental stress) or the children's wellbeing. However, gay fathers felt less competent in their child‐rearing role than heterosexual fathers. For gay fathers especially, experiences of rejection and the feeling that they have to defend their situation were significantly related to father‐child relationship, parental stress and children's wellbeing.  相似文献

We describe the development and validation of a quantitative measure of community resource fit; i.e., satisfaction with the extent to which community resources meet the needs of working families of school-aged children. The measure has good psychometric properties, and preliminary results suggest that the measure warrants further study. The measure is composed of six moderately intercorrelated subscales assessing resource fit in the areas of work, public transportation, school, school transportation, after-school programs and after-school transportation resources. We found interesting patterns of results linking community resource fit, especially in the areas of work and school resource fit, to a variety of quality-of-life and well-being outcomes among employed parents of school-aged children. These outcomes include work-to-family and family-to-work conflict and enhancement, psychological distress, job–role quality, likelihood of losing or leaving one's job and likelihood of leaving one's line of work.  相似文献

Scholars have theorized interrelationships between family members' health and well‐being. Though prior research demonstrates associations between parents' and children's health, less is known about the relationship between parental health limitations and children's behavioral and academic outcomes. This article uses data from the Fragile Families and Child Well being Study (N = 3,273) to estimate the relationship between parental health limitations and four aspects of children's well‐being. Findings reveal that mothers' health limitations, especially when they occur in middle childhood or chronically, are independently associated with greater internalizing and externalizing behaviors, lower verbal ability, and worse overall health at age 9. Fathers' health limitations are not associated with children's well‐being. Fathers exert influence in other ways, as the relationship between mothers' chronic health limitations and children's internalizing behaviors is concentrated among children not residing with their fathers. These findings support the development of policies and interventions aimed at families.  相似文献

In Sweden, government-mandated paid parental leave has been available to both mothers and fathers since 1974. By 2006, each parent had two non-transferable leave months and nine additional months to share. From the beginning, parental leave was presented as a policy designed to promote gender equality, with women and men having equal opportunities and responsibilities to contribute economically to the family and care for children. Sweden thus provides a unique setting to explore whether social policy can be an important instrument for changing the gender contract. Analysing survey data from 356 fathers working in large private companies, we found that the amount of parental leave days taken had positive effects on several aspects of fathers’ participation in childcare and on their satisfaction with contact with children, controlling for other factors contributing to fathers’ participation in childcare. Our findings suggest that the full potential of Sweden's parental leave policy for degendering the division of labour for childcare will not likely be met until fathers are strongly encouraged by social policy to take a more equal portion of parental leave.  相似文献

Studies suggest that a substantial proportion of low-income working mothers experience work disruptions and parental stress related to child care, which may lead to increases in the risk of physical and psychological abuse and neglect of children. However, little research has examined the relationship between child care burden and the risk of child maltreatment among low-income working families. Using the Fragile Families and Child Wellbeing Study 3-year data, this study explores how child care burden is associated with the risk of child maltreatment (physical aggression, psychological aggression, and neglectful behavior) among low-income working mothers. We find that instability in child care arrangements is likely to increase mothers' physical and psychological aggression, while not having someone reliable for emergency child care is likely to increase mothers' neglectful behaviors. Findings also show that the risk of child maltreatment related to child care burden measures is more significant for single mothers than married mothers. Potential policy implications are discussed.  相似文献

Framed within contextual systems model, this study examines how home and school operate together to shape behavioral and academic outcomes for 544 low-income African American (56%) and Latino/a (44%) elementary school-aged children (mean age?=?7.88 years, SD?=?1.46, 50% male). Using data from Welfare, Children, & Families Study: A Three City Study and multiple group path analysis, we found that for children in kindergarten through third grade, the adequacy of the home resources was positively related to applied problem scores (e.g. math literacy) and negatively associated with externalizing behavior. For fourth- to sixth-graders, the adequacy of classroom resources was negatively associated with applied problem scores. For both age groups positive teacher–child relational quality was also a positive predictor of externalizing behavior. Results revealed that barriers to parental involvement in school were a negative predictor of applied problem scores for low-income children in early and later elementary school. Implications for policy and practice aimed at strengthening opportunities for children and families from marginalized communities are discussed.  相似文献

Although an extensive literature has shown that family structure is linked with child well‐being, less well understood is how the dynamics within families affect children, in particular the extent to which positive mother–father relationship quality is linked with children's outcomes. In this study the authors used data from the Fragile Families and Child Wellbeing Study (N = 773) to examine how couple supportiveness in stable coresident families is related to children's externalizing and internalizing behavioral problems over ages 3 through 9. Using latent growth curve and fixed effects models, they found that parents' greater supportiveness has a slight association with lower levels of children's behavioral problems. Using cross‐lagged structural equation models to examine the direction of the association, they also found some evidence that parents' relationship quality and children's behavioral problems are reciprocally related. Overall, this study suggests that more positive couple interactions are beneficial for children residing with both of their biological parents.  相似文献

Although not part of its stated aims, current welfare legislation is assumed to benefit children through increased parental employment and self-sufficiency. Research findings on the extent to which parental welfare participation improves child well-being are inconclusive. This study investigates the behavioral outcomes of young children whose mothers have received TANF using data from the Fragile Families and Child Wellbeing Study (N = 2169). Controlling for maternal demographic characteristics, current financial status, and health risks, we found that the difference between children's externalizing behaviors in families of former TANF recipients relative to children of mothers who had never been on welfare decreased the longer mothers had been off welfare. However, overall, externalizing behaviors were significantly higher among children of former TANF recipients relative to children whose mothers had never received welfare. The findings suggest that ensuring healthy development for children requires long-term supports to help mothers as they transition off welfare.  相似文献

The present randomized controlled trial examined the four months follow-up effectiveness of Parent Management Training Oregon (PMTO) for parents with foster children (aged 4–12) with severe externalizing behavior problems in long-term foster care arrangements. The aim of PMTO, a relative long and intensive (6–9 months, with weekly sessions) parent management training is to reduce children's problem behavior through improvement of parenting practices. We specifically investigated whether PMTO is effective to reduce foster parenting stress. It was expected that PMTO would reduce parenting stress in foster parents, improve the quality of parenting practices, and reduce children's problem behavior. Multi-informant (foster mothers, foster fathers, and teachers) data were used from 86 families. Multilevel analyses based on the intention to treat principle (retention rate 73%) showed that PMTO, compared to care as usual, had no significant direct, nor indirect or sleeper effects at follow-up on parenting stress, parenting behavior and child behavior problems. Earlier reported immediate effects of PMTO on reduced parenting stress at posttest disappeared at follow-up. Additional analyses on the role of non-specific intervention factors in PMTO effects showed that higher therapist fidelity scores resulted in stronger effects of PMTO on parenting responsiveness, parental explaining and autonomy granting. Unexpectedly, higher fidelity scores also predicted less decrease of parenting stress at follow-up.  相似文献

Child homelessness and educational well-being is an area of national research that requires more precise investigation to address mixed findings. The aim of this study was to extend the investigation of the relations between homelessness and educational well-being by determining if timing and frequency of homeless episodes are differentially associated with children's academic and classroom engagement outcomes. This investigation used a comprehensive research model to study the effects of these homeless episode characteristics within a large urban student cohort. Additionally, this study accounted for co-occurring early risk factors. Findings indicated that having a first homeless episode in early childhood was associated with non-proficiency in mathematics and academic engagement problems. Also more frequent homeless episodes were related to truancy in third grade. These results stress the importance of early intervention for homeless children and underscore the need to further understand the variation in young children's homeless experiences.  相似文献

We investigate the degree of correspondence between parents’ reports on child behavioral and educational outcomes using wave four of a rich Danish longitudinal survey of children (the DALSC). All outcomes are measured at age 11 when the children are expected to be in fifth grade. Once discrepancies are detected, we analyze whether they are driven by noisy evaluations or by systematic bias, focusing on the role of parental characteristics and response heterogeneity. We then explicitly assess the relative importance of the mother’s versus the father’s assessments in explaining child academic performance and diagnosed mental health to investigate whether one parent is systematically a better informant of their child’s outcomes than the other. Our results show that parental psychopathology, measured as maternal distress, is a source of systematic misreporting of child functioning, that the parent–child relationship matters, and that mothers are not necessarily a better informant of child functioning than fathers. This last finding should not only be valid for Denmark but also for many other countries, where the father’s role in childcare has been growing.  相似文献

The school readiness of a large sample (n = 2682) of ethnically and linguistically diverse, low-income children was examined as a function of whether children remained in family childcare (FCC) or center-based care (CBC) throughout their three and four-year-old preschool years, or whether they switched to the other type of childcare or to a public school pre-K program at age four. Children's pre-academic development (cognition, fine motor, and language) was assessed with the Learning Accomplishment Profile — Diagnostic (LAP-D), and teachers and parents rated children's social skills and behavior concerns with the Devereux Early Childhood Assessment (DECA) at three time points over two years. All children, regardless of childcare sequence, demonstrated some gains in school readiness. However, children receiving stable CBC over the two years made moderate gains in pre-academic skills and teacher-reported social skills. Children in stable FCC exhibited some gains in fine motor, language, and teacher reported-social skills but lost ground relative to national norms in cognitive skills. Children who switched between CBC and FCC did not show as much pre-academic growth (with those who switched to FCC gaining the least); however, children who switched from CBC to FCC did demonstrate strong teacher-reported social skills. Children who switched to public school pre-K programs at age four showed the strongest school readiness and were the only group to score above national averages in language and cognition.  相似文献
