Using microdata from the European Union Labour Force Survey (EU-LFS) and aggregate indicators of labour market institutions, this article compares the job quality of native and non-native workers across European countries and analyses the impact of the institutional settings on the job quality differential between both groups. The LFS is used to measure a job quality index for the period 2005–2017. We find that some immigrant groups fare worse than natives, the contribution of the “composition effect” to explain this differential is large, and the institutional framework affects the immigration gap in job quality. In particular, some labour market institutions (more centralized wage bargaining, stricter employment protection legislation) tend to be detrimental for immigrants relative to natives, while integration policies seem to work well in reducing these differences.  相似文献

Many European countries during the 1990s and early 2000s tried to raise labor market flexibility by relaxing their employment protection legislation. This paper investigates whether the reforms have influenced job and employment stability for labor market entrants in Germany and Italy. Duration models are estimated using comparable administrative data for the two countries. The results provide, to some extent, evidence of a decrease in job stability. However, this is not accompanied by a compensating increase in employment stability during the first 3 years after labor market entry.  相似文献

The Nordic countries have been renowned for labour markets with high-quality jobs. The key question for the article is whether this also holds in the current financial and Eurozone crisis. Focus is on the initial years of the crisis, and indicators from the European Working Conditions Survey are used to trace changes in job quality. Physical job demands are on a lower level in the Nordic region compared to the European level. Instead, time pressure and working to tight deadlines are more common. In general, the downturn in the economy seems to have decreased the intensity in the work situation of employees. Temporary employment and job insecurity are more present in Finland and Sweden than in Denmark and Norway. Still, the Nordic employment regime is characterized by a large proportion of jobs where employees have influence and autonomy, and are rather satisfied with their job. One possible explanation for these encouraging results is the high level of unionization that has persisted through the crisis.  相似文献

Based on Eurostat data on wage employment for the period 1999–2006, this article investigates the dynamics of job tenure across the European Union. The authors’ analysis shows no generalized decline in job tenure, but a trend towards shorter tenure among young workers (aged 15–24 years) in many European countries. Their regression results indicate that this trend is associated with the weakening of employment protection provided by law and by trade unions. Given young workers’ weak individual bargaining power, the trend towards individualization of the employment relationship may thus affect them disproportionately.  相似文献

This paper examines the use of self‐employment among people with disabilities in Europe. Using data from the European Community Household Panel for the period 1995–2001 for 13 European countries we found that people with disabilities were more likely to be self‐employed than people without disabilities. Self‐employment provides flexibility and a better adjustment between disability status and working life. Moreover, the levels of satisfaction with job, type of job and working conditions of self‐employed disabled people are higher than those reported by disabled people who are wage and salary earners. Policy‐makers must encourage self‐employment to increase the levels of well‐being and employment of people with disabilities in Europe.  相似文献

Two of the most notable trends in labour markets in Europe are the rise in the number of atypical job contracts (e.g. fixed‐term contracts and temporary work) and the increase in job turnover. The concept of “employment vulnerability” can be used to describe these trends, which weaken the employer–employee relationship. In this article, the authors measure this employment vulnerability, for individual European countries, by creating two indices – an “employer‐related vulnerability index” and a “job‐related vulnerability index” – which are then aggregated to form an overall employment vulnerability index.  相似文献

We investigate whether non-cognitive skills – in particular Locus of Control – are important determinants of mobility processes for male workers at the low-wage margin. Our results reveal a significant amount of state dependence in low pay even after controlling for non-cognitive skills. Furthermore, compared to individuals with an external Locus of Control, individuals with a more internal Locus of Control have a significantly higher probability of being higher-paid instead of low-paid. Conditional on being low-paid, individuals with an internal Locus of Control have a significantly higher probability of moving to higher-paid employment in the following year than individuals with an external Locus of Control. Our results suggest that having an internal Locus of Control is an important non-cognitive skill in the context of low wages. It may help individuals to avoid low-wage jobs and to move from low-paid jobs to higher-paid jobs.  相似文献

The authors provide new evidence on youth earnings and labour market volatility, including flows into and out of employment, across Europe during the Great Recession. EU‐SILC data for the period 2004–13 reveal large disparities in volatility levels and trends across European countries. As expected, the Great Recession increased youth labour market volatility, offsetting the trends observed over the previous years of economic prosperity. A variance decomposition exercise points to greater exposure to worker turnover in southern Europe. Fixed effects regression on labour market institutions relates higher unemployment benefits and more stringent employment protection legislation to lower earnings and labour market volatility.  相似文献

This paper uses a semiparametric model to analyze the impact of an increase in the real minimum wage on inequality in Colombia between 1995 and 1999 and in Paraguay between 1993 and 2000–2001. Simulations suggest that if the employment effects of the minimum wage increase are ignored, the underlying policies would contribute to reduce earnings inequality in Colombia and would be inequality neutral in Paraguay. By considering the drop in wages of those who lost their jobs, simulations suggest that in both countries the policy in question would increase earnings inequality under some assumptions about the employment elasticity of the minimum wage and the new level of earnings unemployed workers rely upon. While these findings do not mean that minimum wage increases in LDCs (Less Developed Countries) necessarily have adverse distributional affects, they suggest that minimum wage policy should be implemented with care depending on how sensitive employment is to wage increases. European debates on immigrant integration focus on employment because of its implications for assimilation. Although studies show that Sub‐Saharan African immigrants are most disadvantaged across Europe, cross‐national analyses do not examine labour force participation (LFP) or control for selection into the labour force before estimating employment, calling these results into question. Furthermore, studies rarely discuss visible minority status or gender making it unclear whether (1) country‐context matters for African LFP and employment and (2) visible minority status matters differently by gender. I use French and Spanish census data to determine whether Sub‐Saharan Africans are most disadvantaged in new and traditional receiving countries. My results indicate that country‐context matters, but previous employment findings likely reflect variation in LFP. Despite smaller penalties to migration characteristics in Spain, Sub‐Saharan African men are the only group significantly less likely to be employed in Spain, indicating that they experience unique barriers to job access.  相似文献

Job polarization instead of pure upgrading is emerging in European industries. This article focuses on polarization of the employment structure and contributes empirical evidence to explain patterns of occupational change in relation to four major groups: managers, clerks, craft workers and manual workers. Building on the structural approach, the author aims to analyse employment dynamics at the sectoral level and shed light on job polarization trends in Europe. Job polarization clearly emerges, mainly in service sectors, and in some European countries it is leading to a rejection of the hypothesis of skill upgrading sustained by the skill‐biased technical change paradigm.  相似文献

In countries where informal, insecure jobs are widespread, traditional labour market indicators – such as the unemployment rate, labour force participation rate and wages – are not necessarily the most meaningful. The authors use a multidimensional employment quality index to analyse the Brazilian labour market over the period 2002–11, across three dimensions: earnings, formality (measured by the existence of an employment contract and social security contributions) and job tenure. The results show a significant increase in employment quality overall, especially in the years 2009–11, but with considerable differences between wage employees and self‐employed workers, and between industries.  相似文献

The author posits that female labor force integration in Jamaica accomplishes little in alleviating poverty and making maximum use of human resources. Women are forced into employment in a labor market that limits their productivity. Women have greater needs to increase their economic activity due to price inflation and cuts in government spending. During the 1980s and early 1990s the country experienced stabilization and structural adjustment resulting in raised interest rates, reduced public sector employment, and deflated public expenditures. Urban population is particularly sensitive to monetary shifts due to dependency on social welfare benefits and lack of assets. Current strategies favor low wage creation in a supply-side export-oriented economy. These strategies were a by-product of import-substitution industrialization policies during the post-war period and greater control by multilateral financial institutions in Washington, D.C. The World Bank and US President Reagan's Caribbean Basin Initiative stressed export-oriented development. During the 1980s, Jamaican government failed to control fiscal policy, built up a huge external debt, and limited the ability of private businessmen to obtain money for investment in export-based production. Over the decade, uncompetitive production declined and light manufacturing increased. Although under 10% of new investment was in textile and apparel manufacturing, almost 50% of job creation occurred in this sector and 80% of all apparel workers were low-paid women. Devaluation occurred both in the exchange rate and in workers' job security, fringe benefits, union representation, and returns on skills. During 1977-89 women increased employment in the informal sector, which could not remain competitive under devaluation. Women's stratification in the labor market, high dependency burdens, and declining urban infrastructure create conditions of vulnerability for women in Jamaica.  相似文献

This study examines how desire for employment, employment status, and job quality associate with depressive symptoms among mothers of infants and toddlers. We use the longitudinal NICHD Study of Early Child Care and Youth Development (SECCYD) to estimate regression models with a variety of controls including prior depression. We find that employment in high-quality versus low-quality jobs is associated with reductions in depressive symptoms, both for mothers who do and do not desire employment. Furthermore, non-employed mothers have elevated depression levels only if they desire employment. Our results demonstrate that neither employment nor non-employment is best for all mothers of young children; rather mental health depends on mothers’ employment preferences and, when they do work for pay, job quality.  相似文献

Using data for West Germany from the German Socio-Economic Panel, we analyse the impact of transitions from unemployment to full-time employment on life satisfaction, with special focus on the influence of job quality. We apply various indicators of job quality (self-reported job satisfaction, wages, type of contract, and indicators of the fit between the worker and job requirements). We control for the influence of income changes and other factors affecting life satisfaction, using a conditional logit estimator. Results suggest that job quality only matters to some extent, and often people in bad jobs are still better off than those who remain unemployed. This effect is statistically significant for most indicators of job quality, except for workers with low job satisfaction and for those whose new job is much worse than their pre-unemployment job.  相似文献

Despite increased access to education, women's conspicuous absence from the labour market in Egypt, and the Arab world in general, has been a key issue. Building on the stock of evidence on women's employment, this study provides a qualitative analysis of the torrent of challenges that educated married and unmarried women face as they venture into the labour market in Egypt. Single women highlight constrained opportunities due to job scarcity and compromised job quality. Issues of low pay, long hours, informality and workplace suitability to gender propriety norms come to the fore in the interview data. Among married working women, the conditions of the work domain are compounded by challenges of time deprivation and weak family and social support. The article highlights women's calculated and aptly negotiated decisions to work or opt out of the labour market in the face of such challenges. The analysis takes issue with the culturalist view that reduces women's employment decisions to ideology. It brings to the context of Arab countries three global arguments pertaining to the inseparability of work and family for women; the role of social policies and labour market conditions in defining women's employment decisions; and the potential disconnect between employment and empowerment. By looking at women as jobseekers and workers, the analysis particularly highlights the intersectionality of different forms of inequality in defining employment opportunities.  相似文献

This article quantifies the levels of occupational segregation between part‐time and full‐time work using data from the European Labour Force Survey for 15 European countries. It also attempts to identify some of the determinants of segregation through regression analysis using three groups of indicators (quantity of employment, quality of employment and institutional factors). Occupational segregation by hours of work is generally higher for males than for females and is also higher for young workers versus adult workers. It is also found that segregation for men is correlated with the quantity of employment, while variables from all three groups of indicators are important for adult women and young workers.  相似文献

Men have traditionally gained more than women from access to technologies at work which bring prestige, job security, more satisfying work and higher pay. Typically female jobs have centred on technologies, if they have at all, which tend towards routine and possibly deskilled work. Typing is a prime example. It is possible that this is changing through computerization, which is extensive but also equally distributed by gender. Does the wage premium, which use of a computer has been found to confer on users, benefit women sufficiently to suggest some sort of equalization through technology, or possibly even a female advantage? This is tested using data from four European countries. There is no across‐the‐board benefit from the use of computers. For both men and women it depends on the nature of their occupation. Some, more routine usages of computers are associated with a negative outcome. However, this occupational balance itself varies by gender.  相似文献

In Europe, there are four main active labour market programs: training, job search assistance, wage subsidies and subsidized public sector employment. Literature indicates that among all four, job search assistance, which includes mentoring, is the active employment policy with the most positive results. This paper, an output of an European funded project work package, is aimed to answer the question ‘What is there that says that mentoring is effective in job place retention?’ In order to answer this question, we conducted a literature review. In terms of content, our literature review’s results could be categorized into 14 main topics: Retention, Employee, Supervisor, Leadership, Education, Health Care, Management &; Marketing, ICT &; IT, Finance, Programme, Benefits, Mentee, Mentor, Less positive about mentoring. In addition to the academic literature review, we conducted a review in four different EU countries: Cyprus, Romania, Hungary and Portugal. Based on these reviews we will discuss the recommendations considering the three types of actors present in an effective mentoring process: mentoring coordinator, mentor and mentee.  相似文献

This article addresses the question of why Portugal is an exception among southern European countries in having a high rate of female employment. Cross‐national data show an even greater gap between Portugal and its southern European neighbours in the employment rates for low‐educated women. This article presents case‐based evidence on the work orientations, gender relations and reconciliation strategies of low‐educated women working in the clothing industry in Portugal. The analysis reveals that while economic need plays an important role in their attachment to employment, their work decisions are forged by a complex set of attitudes regarding employment and the family. Traditional values regarding the role of women in the family co‐exist with more modern values regarding their employment participation. Moreover, the institutional arrangements of childcare and reconciliation also appear to be more supportive than might be expected in a southern Europe welfare state. By focusing on a particular group of low‐educated women, the findings suggest that the same welfare policies may have different impacts on the reconciliation strategies of women of different socioeconomic groups.  相似文献
