Information technologies have been important in the emergence of new forms of control and surveillance of welfare recipients and of those who administer labour market programmes. These technologies have often appeared at the margins of accounts of welfare reform, for example as means of increasing the efficiency or consistency of services, or as constraining frontline discretion. Henman has argued, however, that information technologies need to be analysed not just as administrative tools, but as “non-human actors,” shaping policy development and implementation in ways beyond the intentions of their human creators (Henman, Governing Electronically: E-government and the Reconfiguration of Public Administration, Policy and Power, Palgrave MacMillan). This paper explores the way that the use of government information systems has shaped employment services in remote Australia where over 80 per cent of those included are Indigenous people. The article describes how the production and use of administrative data within employment services have supported and extended the framing of Indigenous people in remote communities as non-compliant and as needing external direction.  相似文献

This paper draws on a small‐scale study examining the experiences of highly vulnerable families with complex and enduring needs. The previous UK government and the current government have sought to develop policy and service initiatives that target families who present high levels of need and require high cost services. However, to date remarkably little is known about family perspectives and experiences. In this paper, family accounts of their experiences are presented and it is suggested that from these come some difficult practice questions. The family data reveal evident gaps in existing practice and challenges social work to ‘think family’ in new ways. The paper explores how families understand they are understood at the point of engagement, the assumptions that are made about family knowledge, and how families share and withhold information about their needs and experiences. In the discussion, the argument is made for the development of nuanced practice capable of recognizing and working with the ways highly vulnerable families ‘do family’, and the processes that support and inhibit professional interventions.  相似文献

Social policy appeared to be a key battleground at the 2004 Australian Federal election. Opposition Leader Latham announced major policies on Medicare, family support and taxation, and schools funding during the election campaign. Using sample survey data from the Australian Election Study 2004, this paper analyses how these policies may have influenced voters. In brief, although a significant proportion of electors identified these issues as being extremely important to them when they were deciding about how to vote, many made up their mind about how to vote around the time of the announcement of the election or before. This mitigated the potential effect that these major policies could have on the election outcome. Nevertheless, these policies were important and Labor had a significant policy advantage amongst those who were late deciders about how to cast their vote.  相似文献

In the past three decades, there has been an explosion in research to understand the mechanisms of brain function. Recent advances in psychophysiology and neuroscience, while still limited, have sparked great interest in developing technologies that could peer into the brain and be used to identify or indicate certain behaviors. The polygraph (lie detector) represents an old technology used for discerning clues to the human brain; functional magnetic resonance imaging (fMRI) represents one of the newest efforts. The use of these technologies in intelligence and counterintelligence in the field without validation represents a major concern about its usefulness. Both research on this new technology and subsequent use on public raise ethical challenges. This article will address the overall ethical issues associated with these new technologies. The report identifies the ethical and cultural challenges in conducting research on these new tools, explores the possibility of using current U.S. regulatory requirements regarding drugs and devices as a model for regulating these new technologies, and suggests approaches for the future.  相似文献

Many agencies actively recruit bilingual social workers. This study presents the reactions of 10 Chinese bilingual social workers to the expectations and demands of their agencies. The study employed a qualitative design with a phenomenological approach. The participants’ responses provide insight into how they manage ethnic and cultural mental health issues in Chinese populations. This study aims to improve social service delivery for clients with limited English proficiency by identifying effective, culturally competent services. The findings suggest that when hiring bilingual social workers, it is just as important for them to be culturally competent as it is for them to be an ethnic or language match with the client base. Having all of these qualities will result in staff members who can provide more effective services by making accurate diagnoses and identifying appropriate treatment plans. In addition to employing bilingual social workers, it is important to maintain good supervision as this will allow supervisees to have a unique perspective on what is involved in providing effective delivery of services to clients with limited English proficiency. Implications for research, practice, and policy are discussed.  相似文献

A new chapter in health policy presents both challenges and opportunities for aging policy analysts and advocates concerned with long-term care. Millions of long-term care recipients and providers live today in a pubic policy netherworld, one principally associated with Medicaid. I suggest here that moving policy forward will entail three key steps: (a) to overcome structural lag in key home and community-based care (HCBC) policy arenas; (b) to reverse a contemporary pattern of risk-shifting from institutions to individuals; and (c) to inform and empower caregivers to have their own pressing needs recognized. Recent developments in Washington provide new optimism on these fronts. Voluntary long-term care and community-based care (LTC/HCBC) proposals are on the table within the broad context of health care reform. Whether they remain will be, in large, part a function of how far we have moved along the fronts described: modernizing policies, recognizing risks, and activating neglected policy constituencies.  相似文献

ABSTRACT

Hajer and Wagenaar (2003. Deliberative Policy Analysis: Understanding Governance in the Network Society. Cambridge: Cambridge University Press, xiv, 16) advanced a conception of policy analysis – “Deliberative Policy Analysis” – that “rests on three pillars: interpretation, practice and deliberation.” This form of policy analysis, they argued, supports “more direct, participatory forms of democracy” involving “democratic deliberation on concrete issues” (xv, 29). Since their writing, empirical research on such initiatives – “democratic innovations,” for short – has blossomed. However, while deliberative policy analysis is itself post-positivist in orientation, many researchers bring a (quasi-) positivist orientation to their work on democratic innovations. A key challenge for deliberative policy analysts is, then, how to participate in this field of inquiry while maintaining a post-positivist orientation. Pragmatist philosophy, I submit, can help them to meet this challenge. Pragmatism rejects a number of positivist assumptions about the nature of empirical inquiry. Relatedly, it supports the claim that policy analysis should be interpretive, practice-oriented, and deliberative. Indeed, it suggests that policy analysis cannot avoid being so. By way of illustration, I indicate how pragmatism points to an approach to case study research that rests on the three pillars.  相似文献

Few studies have considered how labour activation programmes affect participants’ identity construction, particularly from a gender comparison perspective. Using qualitative data and recognition theories, this exploratory study of the Norwegian Qualification Program examined how gender may affect labour activation recipients’ identity construction and sense of social value. The findings suggest that women experience labour activation as an enabling process, facilitating an enhanced sense of social value and status. In contrast, men experience either no such change or a diminution of their sense of worth and status. The study shows how cultural values regarding gender, work and employment are embedded in social work practice and activation policy implementation. Underscoring how activation may be intertwined in such cultural values and norms, the study calls for further research to understand these processes, as they may affect outcomes in labour activation policy.  相似文献

In this paper we analyse the interactive relationship between technology, administration and policy in social security. Focusing on new and emerging information and computing technologies, we show how they have been shaped and adopted by social security institutions in different countries, and explore their differential impact on recipients and staff, on organizational structures, and on policy and practice. We conclude that similar technologies have been adopted in a variety of ways to address different economic, social, political and organizational objectives and that, although these differences are becoming more blurred, different patterns have been associated with different welfare state regimes.  相似文献

ABSTRACT

This opening paper outlines the rise of public sector performance measurement and performance governance from New Public Management, its trajectory from an administrative tool for organisational monitoring and management, to its insertion into service performance and accountability, to a policy tool defining policy itself. Four key conceptual ways of approaching public sector performance measurement are outlined, and the significance of understanding performance measurement as a socio-technical policy instrument is argued. The paper thematically reviews the papers that follow and how they demonstrate new points of critical analysis in policy studies, including the multiple, mixed and sometimes contradictory purposes for performance measurement, the formation of performance measurement tools, the linkages of performance numbers and governance structures from macro to micro, and the reconfigured roles of professionals in public service delivery. The paper issues a clear challenge to policy researchers to take performance measurement more seriously in understanding the dynamics of policy performance, the achievement of policy objectives, the reframing of policy and the experience of citizens.  相似文献

The trafficking of women has attracted considerable international and national policy attention, particularly since the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (2000), of which the Australian Government has been a signatory since 2005. The provision of health and community services for trafficked women is a central feature of this Protocol, but in Australia service provision is made difficult by how trafficked women are understood and treated in policy and legal terms. This study aimed to explore the provision of health and community services for trafficked women in the Greater Sydney region through a series of interviews with government and non‐government organisations. The findings reveal that services have been inaccessible as a result of sparse, uncoordinated, and poorly funded provision. The major obstacle to adequate and appropriate service provision has been a national policy approach focusing on ‘border protection’ and criminalisation rather than on trafficked women and their human rights. We conclude that further policy development needs to focus on the practical implications of how such rights can be translated into the delivery of health and community services that trafficked women can access and be supported by more effectively.  相似文献

Walking outdoors supports health and well-being, but some people living with dementia are at increased risk of getting lost and of harm while missing. Electronic monitoring can potentially play an important preventative role by enabling the person’s location to be continuously monitored by caregivers. However, there are considerable ethical concerns arising from electronic monitoring. This paper explores these thematically, drawing attention to its implications for autonomy and liberty; privacy; dignity; the rights and needs of caregivers and families; beneficence and nonmaleficence. Following from this, key questions for consideration in social work assessment are identified. The ethical issues necessitate assessment of the person’s unique circumstances and preferences and that of their caregivers, and careful ethical deliberation in decision-making. Social work can play an important role in facilitating inclusive assessment and decision-making, leading to consensus on intervening with electronic monitoring. The need for the ongoing review following implementation is discussed to track whether decisions need modification in light of the experience of usage. In conclusion, while legislative instruments and professional codes of ethics frame social work practice responses, there is need for a nuanced debate about ethical use of electronic monitoring and specific guidance to inform assessment, decision-making, and review.  相似文献

Over the 1980s in Western societies which have used new reproductive technologies, there has been intense argumentation about connected philosophical, ethical and economic issues. This research on I.V.F. donor egg (i.e. 'non-genetic') motherhood is based on qualitative data from partial life histories of twelve women having children by this technology through a Melbourne infertility programme. Methodology, interpretation, and discussion place it within both critical social and feminist personal identity theoretical frameworks. None of the respondent women but all except one of their respective partners are the biological parents of a total of ten children already born at the data collection stage, and in three well-established pregnancies. Two-thirds of the respondents used 'unknown' donor ova. 'Known' donors were typically the recipients' sisters. Many of these Australian births represent world 'firsts' in medical technical applications. In biographical accounts, the focus was on experiences of social pressure towards parenthood, of infertility and medical treatment, and attitudes of openness or secrecy about using donated ova. While socially and technologically acquired parenthood added a highly-desired dimension to their social identities, a sense of loss appeared to persist in most of the women's personal identities. Where a policy of secrecy towards relatives and friends about use of reproductive technology and gamete donation was maintained, this loss was reinforced by a feeling of social isolation.  相似文献

The current article explores the aspects of regulatory policy in the field of personal social services. In Israel, the government sets standards, and finances and oversees personal social services, while the services themselves are provided primarily by non‐governmental organizations. Based on a qualitative study we examined two questions. First, what characterizes the implementation of regulatory mechanisms in the field of personal social services in Israel? Second, how can we explain the outcomes of regulation in the personal social services in Israel? In a unique approach, we used the institutional analysis and development (IAD) framework to explore the regulatory practices implemented in community residences and hostels for people with intellectual disabilities and in after school programmes. The findings revealed that although there were implementation gaps in both cases, the IAD might improve our understanding of the nature and magnitude of these gaps. Furthermore, the insights gained may have implications for policymakers in their development of regulatory policy.  相似文献

ABSTRACT

We examine the implementation of the Icelandic government's policy on formal care of older adults in Iceland. The policy as expressed in legislation and other policy documents is to ensure access of older adults to the appropriate level of health and social care services. How does the actual level of formal care compare with the policy objectives? Does there exist an implementation deficit, and if so, why? We address the question by analyzing Icelandic and international statistical databases. The findings reveal a gap between the aims of the current policy and its delivery. As elsewhere in the Nordic region, the policy allows for the emphasis to be on home-care services in which the individual's needs are assessed comprehensively. Administrative problems and insufficient resources to better understand and explain the problem are identified. Current steps to address the problem include the necessity of a comprehensive evaluation of the level and quality of elder-care services in Iceland, which would help compensate for the shortcomings of the existing public statistical databases. In future research, it is necessary to analyze how services can be coordinated while increasing responsiveness to the voices of older adults and their relatives on the care of older people.  相似文献

Access to social services is a multifaceted and multifactorial process, involving social policy lines, services organization, and professional front line practices. It appears to have a crucial role in how personal social services work: depending on the way the process is handled, access to social services could provide a bridge to an inclusive and solidarizing community or worsen discrimination and marginalization. Many underline how studying the actual encounters between citizens and practitioners can provide a privileged site to highlight the interconnections between the abovementioned factors. This is the focus of our research that explored access in a specific Italian region using a case study strategy. After a pilot study, the main points of access to social services were identified, and three units were selected as best examples of different approaches. The three units were explored using mainly qualitative methods inspired by ethnography. We were able to gain in depth understanding of three cultural approaches to access, defined as the “ethical duty,” the “good organization,” and the “professional approach” and reach an in‐depth understanding of their impact on access. There is a vast literature on the power of street‐level bureaucrats, seen as similar to gatekeepers. However, our research suggests that specific organizational cultures also play an important part: different organizational cultures may impact the implementation of local social policy, the organizational procedures, and social workers' practices.  相似文献

The increase in religious diversity produced by the global movement of people and cultures and the proliferation of internal difference within religious communities raises social policy issues. Consideration of these issues is facilitated by understanding that religious groups intersect with social policy in four basic ways: as objects, sources, critics and implementers of policy. A major issue is the challenge societies face in respecting freedoms of religion and belief on the one hand and providing services to all citizens on the other. Resolving these issues requires an awareness of the religious profile of a society and sensitivity to its religious diversity and to the ways services are delivered. Research into the current status of freedom of religion and belief in Australia is used as a case study to identify issues and potential ways to address them. This research reveals that there is a lack of mechanisms for considering and resolving these issues.  相似文献

ABSTRACT

In this article I draw on a study of sensory aspects of teenagers' use of digital media, how these sensory aspects are incorporated in emerging learning strategies, and the implications of this for the same teenagers' engagement in museums. My focus is on how an ethnographic approach that attends to the senses may enable a critical review of prevailing pedagogical ideas in museums. Recent developments in museum education have led to large investments in state-of-the-art technology to produce interactive, multisensory exhibits. However, the question of how teenagers respond to these campaigns remains rather under-researched. This article shows how habitual use of digital media in teenage everyday practice incorporates learning to appropriate other people's experiences and ideas through a configuration of vision, touch, motion, and imagination, thereby enhancing non-representational learning qualities such as affect and sensation. The implications of this sensory approach open up routes to differentiate pedagogical settings in museums that on a superficial level apply the same educational technologies, but since they are based in different sensorial belief systems, different conditions for learning unfold in their use. In developing this analysis I argue that through ethnographic attention to the senses we might advance theories of learning within museum education.  相似文献

Children's services in England are undergoing their most radical transformation since 1948 following the passage of the Children Act 2004. A key part of these changes is the legal requirement to have an Integrated Inspection Framework to assess the extent to which the new Children's Services Authorities have succeeded in meeting five key outcomes—being healthy, staying safe, enjoying and achieving, making a positive contribution and achieving economic well‐being. To this end, up to ten national inspectorates have to coordinate their activities to a hitherto unparalleled extent. This article describes the nature and scale of the new remit and identifies a number of unresolved issues that could impede progress. It is argued that the policy has the hallmarks and accompanying limitations of a top–down exercise in policy formulation and implementation.  相似文献
