ABSTRACT

The paper describes one of the Italian sprawl drivers: the circle triggered by the use of urban charges to solve budget problems. From 2005 to 2018, Italian municipalities could use urban charges to solve normal budget problems: they could plan new urban areas to provide new urban charges, new building and services, and they could manage old and new services at the expense of normal budget. The planning of unnecessary urban areas was effectively influenced by budget problems. The paper illustrates this issue during a period without open data sources in order to improve land management and environmental sustainability.  相似文献

The purpose of this research is twofold: to explore the complexity of spatial plan preparation and implementation in Ghana using Kumasi as a case study; and second, to examine the contradictions of spatial plans and ‘actual development’ occurring in Kumasi. Using social science research methods (semi-structured interviews) and physical survey (land use plans), findings indicate that spatial planning in Kumasi is a bureaucratic process hijacked by urban planning agencies with limited involvement of urban residents. As a result, urban development is considerably influenced by spontaneous informal development patterns (i.e. self-organization). This phenomenon of self-organization is expressed in a context of uncertainty created by weak spatial planning system which encourages haphazard development. Regrettably, in Kumasi, self-organization is often overlooked by spatial planning agencies as they focused on rigid and exclusionary spatial plans. This paper advocates consideration and integration of self-organization processes in spatial planning efforts to respond adequately to the urban development challenges confronting Kumasi.  相似文献

The effectiveness of planning groups that used normative planning approaches and heuristics were investigated. The quality and innovation in plans developed using each planning approach were compared. Two studies were carried out in three organizations. In the first study, a ‘behavioral’ planning approach and a heuristic were used in a single organization. In the second study, a ‘systems’ planning approach and the heuristic were applied in two organizations. The field experiments demonstrated that the normative planning methods produced plans with superior quality and higher information levels. No differences in plan innovation were observed. Some guides for practice were derived from these findings.  相似文献

Researchers investigating human settlements from an archaeological perspective have long recognized that the urban landscape provides a particular set of challenges and demands. Building on the formative Arup study [Ove Arup and Partners (1991) York Development and Archaeology Study (London: English Heritage)], urban deposit modelling as a heritage planning tool has been developed for some time; however, its use has not become widespread. There are however recent intellectual and technical developments that enhance integrated deposit modelling and reveal potential as a curatorial tool for the management of the historic environment. These relate to three key developments: the improvement and enhancement of 3D modelling and visualization techniques, conceptual changes around categories such as ‘made ground’ and the formation of research agendas for the urban historic environment. This paper will explore an example of the difficulties inherent in combining differently scaled datasets whilst also outlining the potential and the significance of urban deposit modelling in, often deeply stratified, historic northern European cities.  相似文献

As the role of government has expanded in various countries, standard distinctions between the public and private sectors have become blurred. This paper explores the special context within which strategic planning must take place in organizations with a very high dependence on government. Four types of government dependency are considered: ownership dependency (public enterprises); regulation dependency (private, regulated firms); input-dependency (e.g. non-profits dependent on state funding); and output-dependency (e.g. defence contractors who sell a considerable portion of their output to governments).Despite their seeming differences, all four types of government-dependent organizations (GDOs) experience five distinctive problems that seriously limit the relevance of traditional planning models (or what are often referred to as ‘rational, comprehensive models’). They are: fragmented strategic decision-making authority; heightened goal ambiguity; politicization of strategic decision-making; short-term orientation and internal bureaucratization.The concepts of strategy and strategic planning are as relevant to Government dependent organizations (GDOs) as they are to other kinds of firms, although the planning system has to be designed somewhat differently. Six tentative guidelines for designing the planning system in GDOs are presented in the paper: (1) plans must be ‘negotiated’ rather than ‘formulated’ in GDOs; (2) outsiders must be involved in the planning process; (3) socio-political issues must be integrated with technoeconomic tissues; (4) top management must play an active role in running the system, especially in managing interfaces with government; (5) the planning system should emphasize flexibility over discipline or rigor and (6) plans must be written up with the expectation that much of their contents could become public knowledge.The paper concludes with the view the GDOs may have a lot to learn from one another despite superficial differences in institutional status (public vs private) and nature of goals (for- profit vs not-for-profits).  相似文献

This paper analyzes the positions of Mintzberg and planning experts on the extent to which managers plan and the importance of planning to management. Mintzberg contends that managers do not plan. The ‘planning literature’ contends that planning leads to effective management. In a replication of Mintzberg's study, the authors found support for the planning literature's position. The discrepancy between Mintzberg and the planning literature is explained by the shortcomings of the observational method used by Mintzberg. A suggested modification of Mintzberg's method is given.  相似文献

Although the term ‘quality’ has a universal positive connotation and typically is framed by a focus on improvements, its application includes as well as excludes the access, values and world views of particular actors and interests. In this article, we highlight the relevance and implications of such ‘inherent politics’ through a case study of a widespread approach to operationalizing quality in urban green space management. We conclude that adoption of any quality model has both limiting and enabling implications for public participation and decision-making and that a critical stance is needed within both research and practice for the development of quality models that connect to values of broader societal relevance.  相似文献

The paper complements Abu-Orf's theory about violent settings by setting out a theory of fear in urban planning in ordinary urban contexts around three arguments: spatialization of fear; (modernist) spatialities and the encounter and political economies of urban fear. The three theoretical arguments are used to re-frame the planning history of Chelas, an affordable housing district in Lisbon, Portugal, and debate the way fear shapes, and is shaped in turn by, planning practice. Confirming that (growing) fear in ordinary urban contexts is not just an effect of the contemporary organization of cities, the paper argues for a theorization of fear that combines global (hegemonic) and a local (discursive/contingent) perspectives in the theorization of urban fear, and advocates for the need to put fear, and its capacity to create a crisis in urban policy, at the heart of planners' agendas.  相似文献

Abstract

This study presents a novel approach to design and evaluate ‘last-mile’ solutions – encompassing the social and economic perspectives of key stakeholders. While urban system initiatives have been implemented in practice, theoretical gaps remain at the operational design level. A theoretical framework is developed, based on design criteria identified from a critical synthesis of supply chain and operations management literature, and ‘operationalised’ using an in-depth case study demonstrating implementation of a Consumer Choice Portal-Package Consolidation Centre solution, within a densely populated urban geography. Findings suggest that there is a need to re-define the role of institutional actors beyond that of the traditional governance task, to one of being able to facilitate performance outcomes. Similarly, industrial efficiency dimensions need to be reorientated to include consumer participation, social considerations and multi-stakeholder service outcomes. Finally, implications for operations theory and practising managers in city logistics are highlighted, with suggested directions for future research.  相似文献

This paper presents an integrative model for strategic local planning based on the concept of spatial capital. The model bridges the gap between vision and reality by stimulating actions that are directed at mitigating challenges to the vision. The model uses the concept of ‘spatial capital,’ which is based on the accumulated assets and capabilities of a region. In addition, ‘development engines,’ which are alternative macrostrategies designed to help achieve the major goals set by the plan’s vision, are offered for use by the model. The developed model aims to achieve a better integration of the region’s overall capital resources.  相似文献

This paper proposes a methodology for investigation of the space–time relations of accessibility to public services and collective mobility. The paper assesses the space–time efficiency of local public transport facilities and makes an accessibility analysis as a baseline for evaluating future changes. It explains the potential for improvement and the effects on planning paradigms. Public transport accessibility greatly changes during day and night time so they should be assessed through multi-scaled and diachronic maps as a contribution to the timetable plan and overall planning strategies. The case study of Brescia, Italy is used to test the methodology. The new light rail system of Brescia entered into operation in 2013 and could change the entire form of urban mobility.  相似文献

Corporate planning models frequently consist of integrated pro forma income statements, statements of financial position, and cashflow statements. When implemented by utilizing computer-based planning systems, these models allow managers to explore potential decisions in ‘what if?’ planning analyses.The logic of an integrated financial statement planning model can be arranged following either a ‘funds needed to balance approach’ or a ‘direct approach’. With a funds needed to balance approach total assets are set equal to total liabilities plus equities to satisfy this fundamental accounting identity. Logic in such models is often difficult to validate. In the direct approach, total assets are calculated independently of total liabilities plus equities providing an extremely strong test for model validation prior to using the model to assess ‘what if’ alternatives.In this paper, the author discusses the logic of integrated financial planning models and their implementation with computer-based planning systems. The funds need to balance approach and the direct approach are described and contrasted to assist corporate planners in evaluating and selecting a method for constructing the logic of corporate planning models.  相似文献

This article contributes to the discussion concerning the ways in which network governance and classical-modernist government practices juxtapose and redefine the idea of publicity in planning practices. Through Finnish urban planning cases we ask what kind of publicity is being promoted. We argue that new modes of governing build and employ institutional ambiguity for ‘getting things done’. This provides possibilities to ‘skim the cream’ of the best possible ways of resolving present planning issues. The crucial question is whether the possible positive outcomes give a mandate to the process, even if the process operates in a democratic void.  相似文献

Using a unique dataset including all rights issues of new shares and other equity-like securities announced by Italian listed banks between 1989 and 2014, and exploiting the ideal setting provided by the Italian Banking Law, which allows for listed co-operative banks, we test if the ‘one head-one vote’ principle of co-operative banks and the ‘one share-one vote’ voting system of joint stock banks imply different costs of equity. Our empirical results, obtained using an event-study methodology, regressions and matching estimators, support our research hypothesis that the one head-one vote principle makes it more difficult raising new capital compared to one share-one vote principle, and contribute to the literature on demutualization and cooperative hybrids.

The planning profession struggled for urban amelioration, but avoided confronting the conflict between the redistributive public interest and the goals of industrial capital, resulting in a devaluing of social planning in the US. This article classifies social biases in planning and relates them to sanctuary cities. In the current crisis, launched by the federal government’s hostile rhetoric to immigrants, the planning apparatus is forced to confront what it has sought to avoid – planning for the just, inclusive city that has to reckon with the presence of some of the poorest urban populations.  相似文献

In a multi-project industrial R & D organization the selection of projects with potentially good payoffs has to be fitted in with the planning of on-going projects as they compete for the same expert staff, laboratory equipment, pilot plant rigs and other facilities and resources. A linear programming approach to this planning problem takes account of any flexibility possible in allocating resources to projects, and in their timing in finding the ‘best’ plan. This is the one which maximises the potential payoff for the whole ‘portfolio’ of projects and makes the most efficient use of the available resources. The principles of the formulation of such LP models and the interpretation of the results produced in terms of practical planning are discussed.  相似文献

Abstract. In the first paper the authors make a critical analysis of the interpretations and models generally used for it caso italiano(the Italian Case) and propose explanations that are not one-sided, and that take into account all the elements of continuity which characterised the various phases of these last twenty years. The second paper examines the institutional features of the Italian industrial relations system, and underlines its ‘constant characteristic’. that is. its under-institutionalisation. The author emphasises the negative effects of these institutional shortcomings, and shows concern that the much exalted ‘flexibility’ of the Italian system could be detrimental, rather than positive, as it derives from these shortcomings. The note by Guido Romagnoli. attempts to use some theoretical statements on union behaviour, as the key to interpret the events of the Italian case. The author then indicates some aspects and reasons for the crisis of Italian unions. The fourth paper examines the relationship of the unions with the Italian political system over the last twenty years. This article suggests that it is characterised by considerable continuity in stabilising this political system, both in phases of strength and in times of weakness. This stabilising role has. however, not been reciprocated; in fact, not only has the political system not stabilised the unions and industrial relations, but has become a major obstacle to their strategic reorientation. The last paper in this group of essays on the Autunno Caldo offers what could be termed an ‘institutional’ explanation of union continuity, analysing the various phases of collective mobilisation. political exchange and flexibility, and examines the relationships between the social actors during these phases. The selection of papers published here is in memoriam of our colleague and friend Guido Romagnoli, who suddenly died shortly after the conference. For this reason it includes the outline that he presented at that conference which he could not develop into a full article.  相似文献

In the broad sociopolitical discussion on education quality within the last decade, it has become apparent that education is gaining importance for urban development, as well as space and the urban context are important dimensions of education. This becomes particularly evident in concepts for local educational landscapes (Ger. Bildungslandschaften). The young field of research on educational landscapes is currently lacking empirical research from spatial and planning sciences. In the paper, the current state of scientific research on educational landscapes in Germany and Europe and first insights to contextual and spatial interfaces and linkages between education and urban development in general are presented.  相似文献
