Work-related mental distress and its impact on employees’ working life is a mounting issue among Finnish social workers. This article focuses on identifying the factors associated with child welfare social workers’ occupational well-being. The occupational well-being of Finnish child welfare social workers (N?=?364) and social workers whose duties do not include child protection work (N?=?524) was explored and compared with each other using t-test statistics and logistic regression analysis. The data, collected in 2014/2015, were obtained from an ongoing longitudinal cohort study on work-related well-being among Finnish public sector employees. A multi-dimensional and holistic approach to occupational well-being was used as the outline for the analysis and comparison of the two groups. Child protection social workers reported higher levels of burnout and secondary traumatic stress than social workers without child protection duties. Despite these burdens, both groups showed a similar level of general health, compassion satisfaction and overall occupational well-being. Individual and organizational factors associated with high occupational well-being were identified. Supervision was found to be an important supporting element. This study identified multiple determinants related to social workers’ occupational well-being, comprising positive and negative elements with regard to organizational and individual factors.  相似文献

This paper explores the role of the media in influencing child protection policies in the Australian state of Victoria. Media coverage of child abuse is seen to have had both positive and negative consequences. On the one hand, media campaigns have almost certainly helped to produce more equitable and effective child protection policies and practices. On the other hand, much media coverage (particularly in the tabloid media) has been sensationalist and simplistic. Such coverage arguably has a broader social conservative political agenda, which is to defend traditional institutions and values such as the family, rather than being primarily concerned with identifying necessary reforms to child protection policies and legislation. Attention is drawn here to the local coverage of recent high‐profile child abuse cases and debates within the two daily Melbourne newspapers, The Age and the Herald Sun. Evidence is presented to demonstrate that the tabloid Herald Sun has consistently pursued a broader social conservative agenda based on defending traditional nuclear families from allegedly subversive or deviant groups such as incompetent and/or authoritarian state social workers or, alternatively, individually abusive parents. In contrast, the quality daily The Age has generally eschewed simplistic coverage of individual cases in favour of broader structural reform agendas. ABSTRACT

This paper explores professional judgement of social workers working to protect children. Based on 22 in-depth interviews with social workers, a grounded theory methodology is adopted. The policy context for child protection practice is outlined and analysed. This study then explores how information, responsibility and in particular anxiety, are transacted between social workers and other professionals. Additionally, this study explores the delicate balances social workers are required to negotiate, focussing on two elements of the findings, ‘closeness- distance’ and ‘power over- power together’. The delicacy of the balances negotiated by social workers leads to a powerful analogy of social workers as tightrope walkers, and strategies to seek balance are identified. The implications for practice are explored. The internal mental processes of social workers require closer attention, a cautious approach should be taken to rational-technical solutions and social workers should be better prepared to respectfully challenge other professionals.  相似文献

Social workers are an important source of reports to child protective services in the United States (US). However, it is unclear what role social work education plays in preparing social workers for this responsibility. The current study explores how undergraduate and graduate social work programs in the US prepare students as reporters. This study found that while almost all programs that participated in this study provide students with some content related to their role as reporters of child maltreatment, there are varying ways such content is provided, and many avenues for improvement. Child and family practice and child protection are extraordinarily complex. They require in-depth understanding of intra- and inter-personal skills and intricate service systems, and capacity to operate in a constantly changing policy environment. One way of meeting the needs of such practitioners is facilitating their access to experts working across direct practice, management and leadership and policy-making contexts. This article discusses the rationale for collaboratively delivered post-qualifying courses for child and family practitioners, and discusses a highly successful example of such courses delivered through La Trobe University. It outlines the unique developmental process and model of delivery adopted by the consortium responsible for the postgraduate programme. It concludes with reference to early evaluative findings indicating it as a promising pedagogical model.  相似文献

Introduction

To ameliorate high turnover in child welfare, researchers have attempted to identify factors that lead to undesirable turnover. While this has been studied extensively, little attention has been paid to turnover based upon job roles. Like social workers in child welfare, the field of child care also experiences high turnover. Child care workers employed in child welfare settings are no exception. The current study seeks to understand differential factors that impact intent to leave for preventive and child care workers employed in child welfare agencies.

Materials and methods

Data for prevention workers (n = 538) were obtained from all preventive service programs under contract with the City. Data for child care workers (n = 222) were obtained from three voluntary agencies located elsewhere in the State. The instrument was a modified version of a survey developed to examine job satisfaction and potential turnover among public child welfare workers. Domains measured included job satisfaction, intention to leave, career commitment, and agency investment. Data were analyzed using bivariate analysis and Structural Equation Modeling (SEM).

Results

Child care workers had more positive perceptions of child welfare and planned to stay in child welfare longer. Despite this, prevention workers felt more invested in their work. Child care and prevention workers had different levels of satisfaction with their jobs although overall job satisfaction did not differ nor did their intention to leave. Tenure at the agency was predictive of career investment. Investment, perceptions of child welfare, satisfaction with nature of work, and contingent rewards were associated with career commitment. Commitment and satisfaction with supervision were the greatest predictors of intention to leave.

Discussion

There is a gap in literature addressing child care workers in child welfare, and future study of this group is needed. Child care workers are just as likely to intend to leave their jobs as prevention workers. For both groups, it appears that investment in their jobs increases commitment to the field which reduces intention to leave.  相似文献

Out-of-home placement in the child welfare system is related to justice system involvement. Yet, few studies address the similarities and differences of child welfare placement types in relation to justice system involvement within the same sample of youth, which can provide a more nuanced understanding of the relationship between the two. Utilizing a sample of child welfare youth with substantial out-of-home placements (N = 794), we investigate trajectory group experiences on each of three child welfare placement types, and cross-tabulate each with justice system trajectory groups to examine subgroups. The five-group model fits best for foster homes and group homes; four groups for residential facilities. Relationships between justice system groups and placement types were significant. Youth with chronic justice system involvement had more experiences in group homes and residential facilities; youth with less justice system contact tended to have foster home experiences. The child welfare service (CWS) in Norway represents a growing field. In 2011 about 52,000 children received help. Families mainly received supportive services in their homes while around 8000 children were taken into the custody of the CWS. Although most actions taken by the CWS are deemed to be supportive and have the consent of the parents, many parents find being assessed by the CWS to be distressing, and there is a widespread feeling that there is a stigma attached to receiving help from the CWS. This article discusses the importance of parents' emotions, and how these emotions can influence their cooperation with the CWS by using the concepts of recognition and trust. The data are based on analyses of 385 interviews with parents in which they describe their emotional encounters with the CWS. The results show that certain emotions can create a barrier between the family's need for assistance and the CWS's actions and initiatives. The article concludes by discussing how the emotional encounter challenges child welfare practice.  相似文献

Drawing on in-depth, semi-structured interviews with a sample of 24 child protection workers in the northeastern United States, we analyze how workers engage with non-citizen immigrant families. Confirming findings from previous scholarship on immigrants' fears when interacting with Child Protection Services (CPS), workers reported encountering different fear factors—the organizations, events, or people that instill fear in immigrant families. These included fear of deportation, fear of CPS workers as the people who remove children, and fear of CPS as a potentially repressive government agency. We also found that workers seek to minimize or leverage these fears in the engagement process—we refer to this process as fear management. Most of the workers interviewed seek to minimize immigrant families' fears, and we show that they employ four strategies to do so: providing knowledge, brokering services, doing dignity and status work, and learning culture.  相似文献

While professional social workers are clearly obligated to pursue social justice, controversies abound surrounding what that means in theory and practice. Perhaps nowhere are the paradoxes inherent in practice for social justice seen in sharper contrast than in the field of child welfare. Intended to protect the rights of children, child welfare systems themselves have been characterized as instruments of oppression. This article hopes to enrich that discourse through an examination of how these issues are conceptualized and acted upon by front-line child welfare social workers. Through in-depth interviews with 25 child welfare workers, and 3 focus groups, in two Canadian provinces, and employing grounded theory strategies for data collection and analysis, we have explored understandings of the social justice mandate and how it is expressed in practice. Participants in this study conceptualized social justice in terms of both wider societal goals of fairness and equality, and of the quality of interactions and relationships between social workers and those with whom they work; conceptual emphasis on one or the other of these we found to be associated with differences in practice. We reflect on the implications of each of these emphases for effectiveness in advancing social justice aims in the child welfare context, and make recommendations regarding a grounding for educators and practitioners in theoretical orientations that includes attention to the linkages between macro and micro opportunities to advance social justice.  相似文献

Objective

This article describes empirical results on how practitioners understand the concept of child-centered approach and how it is applied in practice, extending knowledge of the unresearched phenomena in Estonian child protection practice.

Method

A small-scale study included twenty child protection workers from different regions in Estonia, exploring the child-centered approach in assessment practices through in-depth semi-structured interviews.

Results

Results indicate that child-centered approach in the child protection workers' practice is characterized, firstly, by doing work for the child, and less by working with the child, including the fact that some practitioners are somewhat unclear about the meaning of child-centered principle. Majority of the participants underscored the importance of child involvement and partnership in the decision-making process, nevertheless, their case reflections showed that most of them did not include the child in the assessment.

Conclusions and implication for practice

Findings highlight several challenges in Estonian child protection system and suggest a need to find ways to support child protection workers' competence and confidence to conduct comprehensive assessments based on the child-centered approach, including the child in the assessment process.  相似文献

This research was undertaken at a West Coast USA sheltered retirement community where fifteen able elder residents were interviewed about their personal relationships and communication with peers, family and younger people. This paper focuses on respondent's discursive constructions of their relationships with family—particularly adult grandchildren. The analysis shows how respondents' talk about family relationships is largely positive and discusses how respondents build an image of intergenerational solidarity through their accounts of frequency and quality of contact with grandchildren. Some of the ways that intergenerational solidarity is communicated in the context of the interview are: discounting of family problems; cataloguing achievements and talking about grandchildren with pride; demonstrating that they–the elder–are valued; and accounts of how problematic aspects of their relationships are avoided in intergenerational talk.  相似文献

This study examined whether the influences of multiple maternal criminal justice involvement (MCJI), community adversity, and violence exposure on children's internalizing and externalizing behaviors were moderated by race. The study included 409 children of criminal justice and child welfare involved mothers, ages 5–15 who participated in the National Survey on Child and Adolescent Well-Being (NSCAW). Results indicated that race, defined as Black vs. non-Black, moderated the associations between multiple MCJI and internalizing and externalizing behaviors. Decomposition of the regression effects indicated that non-Black children exposed to multiple MCJI, as compared to non-Black children who were not exposed to multiple MCJI, exhibited significant increases in both internalizing and externalizing behaviors, while Black children who experience multiple MCJI, on average, showed no increases. Similarly, race moderated the association between exposure to community adversity and externalizing behaviors. The decomposition of regression effects indicated that non-Black children who experienced higher levels of community adversity exhibited increases in externalizing behaviors, while Black children showed no increases. Criminal justice and child welfare practice and policy implications are discussed.  相似文献

Research suggests that age and organizational factors are consistently linked with job stress, burnout, and intent to leave among child protection workers. However, no study has contextualized how age matters with regards to these adverse employee outcomes. We conducted a theory driven path analysis that identifies sources of employment-based social capital, job stress, burnout, and intent to leave among two age groups. We used a statewide purposive sample of 209 respondents from a public child welfare organization in a New England state in the United States. Results suggest that the paths to job stress, burnout and intent to leave differed by age group. Social capital dimensions were more influential in safeguarding against job stress for older workers compared to younger workers. Our results justify creating workplace interventions for younger workers that target areas of the organization where relational support could enhance the quality of social interactions within the organization. Organizations may need to establish intervention efforts aimed at younger workers by creating different structures of support that can assist them to better deal with the pressures and demands of child protection work.  相似文献

Findings are reported from a process study of an English multi-disciplinary team working with families with long standing and complex problems. The approaches and methods of the team are described and placed in the context of UK policy developments and of UK and USA research on professional practice with families facing multiple difficulties. Basic data are provided on all families referred in the first year and analysed with respect to the first 100 completed cases. A broadly ethnographic research approach is used for the observational study of the team interactions and decision-making on individual cases. For a one-third sub-sample of 33 cases, process and interim outcome data are analysed from information systematically extracted from case records. These are complemented by qualitative data from interviews with managers and caseworkers and by observation of ‘team around the family’ and professionals' meetings. The researchers conclude that the service succeeds in engaging a majority of the referred families who have been hard to reach or hard to change in the past and whose children are either ‘on the edge of care’ or likely to be significantly harmed without the provision of an intensive service. The researchers concluded that improvements were made in the life chances of children in 75% of the families. Aspects of the service identified as associated with more positive outcomes are: the allocation of two key workers (one for the child/ren and one for the parent/s); the centrality of relationship-based practice and flexibility of the approach rather than strict adherence to any particular practice model; the fact that the service is firmly embedded within the statutory children's services department, allowing for continuity of relationships with team around the family members when the intensive service ends; and flexibility about case duration and intensity.  相似文献

This paper traces the historical emphasis of defining the disabled child or adult as ‘abnormal’—to be made ‘normal’! Such an emphasis disempowers the child, who comes to believe that his or her difference is as ‘bad’, ‘unacceptable’, and readily allows him or her to be viewed as ‘useless’. Such disabilist attitudes have fostered the belief that child protection services would not be relevant for this child population. The experiences of disabled women are explored, and clear messages emerge that can help us consider the environment of disabilism and the effects of this on disabled children. It helps us to see that, even before the disabled child is abused, his or her experience is one of oppression.  相似文献

ABSTRACT

With efforts to create and sustain racial diversity and inclusive practices at institutions of higher education, a corollary emphasis on proactive implementations to support students of color in these environments is essential. Informed by a commitment to social justice, there are rich opportunities for social work to take leadership in strategizing new ways of approaching and prioritizing the wellness and success of students of color. This paper serves to explore the impact of racism specific to Black students by applying the theoretical lens of Racial Battle Fatigue (RBF) to challenge social work education in confronting racialized experiences within their programs. A modified, context-specific framework is proposed that (1) defines microaggressions in social work education programs, 2) prompts critically informed dialogue to enhance how social work as a profession understands the prevalence and role of microaggressions in social work educational contexts, and (3) explores considerations for the unique needs and challenges of Black social work students in an effort to inform strategies to most effectively recruit, retain, support and empower.  相似文献
