Disabled citizens are overlooked and ignored in the Treaty on European Union and as a result the European Community has limited competences to address disability related issues, and specifically disability discrimination. This article argues that this situation needs to be remedied at the present Inter Governmental Conference, which is being held to review the Treaty. There are sound justifications, based on political, economic and social grounds, for extending the competences of the Community in this way. Disability discrimination results in many disabled citizens being unable to fully exercise the rights conferred on them by Community law, such as the right to free movement and the right to vote: furthermore, European economies are suffering as disability discrimination artificially restricts the contribution which disabled citizens could make as both consumers and workers; and, lastly disability discrimination is leading to poverty and social exclusion throughout the European Union today.  相似文献

This article analyses the facilitating and hindering factors that have affected the implementation of gender equality interventions in research and innovation in Europe. It applies the evaluation framework developed in the EFFORTI project that recognizes the complexity of evaluating gender equality interventions in R&I, the importance of factoring in context to any sound evaluation as well as the need to distinguish between the design and implementation of interventions in evaluations. It is based on the analysis of 19 empirical case studies carried out throughout Europe and focuses on those structural and procedural factors that have either facilitated or hindered the implementation process of these interventions. Findings include how the governance framework; top-management commitment; bottom-up participation; framing synergies with other initiatives, strategies for tackling resistance; resources; sustainability of actions; gender competence, experience and knowledge and transparency, targets, standards and monitoring; and accessible data and information all contributed to the successful implementation of the interventions.  相似文献

The survey article analyses the impact of the return of religion on theoretical approaches to democracy and governance in the social and political sciences and spells out the normative and practical implications of a post-secular research programme on politics and religion. Reviewing the recent theoretical literature in the field, the author argues that there is a post-secular revision underway in the social and political sciences. This revision leads to a re-conceptualization of key assumptions about religion in sociology and political sciences: on the grounds of a historical and sociological criticism of the secularization thesis, secularity as condition and secularism as ideology acquire analytical significance. In a second step and drawing chiefly on works of Habermas, Rawls, Bader and Shachar, the author proposes that as a consequence of this re-conceptualization, the relationship between politics and religion in democratic theory is best interpreted in terms of a post-secular, deliberative public sphere in which religion has its place and that an appropriate research programme on religion and politics might consist in a normatively informed comparative governance approach to religion.  相似文献

Homelessness as a political and social dominion has a number of features that make it particularly difficult to tackle. In addition to being a wicked problem, homelessness offers several analytical avenues. How do these characteristics affect the evaluation of programmes and projects aspiring to combat homelessness? Dissimilar pictures and solutions regarding homelessness in the US and in European countries will likely affect recommendations given as a result of evaluations performed. For this study, the empirical base is a sample of the most cited evaluations of homelessness programmes published in professional journals between 1996 and 2010. Most of these evaluations are from the US. These US evaluations more often use large-scale national programmes and quantitative methods, whereas European evaluations more often have smaller sample sizes and qualitative methods. In both regions, the evaluators seldom use theory from social science when analysing their findings. It is suggested that European evaluation research should be noticed to a larger extent since it is probably better suited for application in a European context.  相似文献

Increasingly it is argued that feminism has been co‐opted by neoliberal agendas: becoming more individualistic and losing touch with its wider social change objectives. The neoliberalization of feminism is driven in part by increased corporate power, including the growing role of corporations in governance arenas, and corporate social responsibility agendas. However, we turn to social movement theory to elucidate strategies that social movements, including feminist social movements, are adopting in such spaces. In so doing, we find that feminist activists are engaging with new political opportunities, mobilizing structures and strategic framing processes that emerge in the context of increasingly neoliberal and privatized governance systems. We suggest that despite the significant challenges to their agendas, far from being co‐opted by neoliberalism, feminist social movements remain robust, existing alongside and developing new strategies to contest the neoliberalization of feminism in a variety of innovative ways.  相似文献

The European Union project of political integration faces three main challenges. The first concerns the constitutional make-up of the European Union as a political system. Key here is the role of subsidiarity and the question of statehood. The second challenge has to do with the opportunity structures for participation in a multilevel and supra-national context of governance. The third challenge is that of political identity. In the contemporary political debate, the first of the above challenges is discussed almost exclusively in terms of institutional mechanisms, the third in terms of symbolic identification based on culture and language. Opportunity structures for participation are thought to matter as a means of legitimacy or, alternatively, in terms of political acceptability. The underlying assumption is that policy is mainly a matter of technocratic management and politics a question of identity. This is the key problem of the contemporary discourse regarding European integration and the EU democratic deficit.  相似文献

The understanding of the European Union poses a challenge for Sociology and its traditional conceptions of the state. In particular, the impact of the social dimension has been underestimated and undervalued. This paper explores the implications of the developing social dimension of the European Union for European social relations in the context of globalization which allegedly reduces the power of states to act effectively in the social realm. It argues for a broader conceptualization of the social dimension and for a new conception of the regulatory state. It argues that the significance of a politico-legal project social justice. ABSTRACT

This paper introduces a preliminary conceptualisation of ‘austerity common sense’ in order to understand why austerity policies, despite the social harm they cause, have support not only from the economic and political establishment but also from the wider population including members of the social work profession. Building on the Gramscian concept of common sense, ‘austerity common sense’ refers to the set of beliefs circulated by the ruling elite and adopted by members of the leadership of the Professional Association of Social Workers (SKLE), as well as others within Greece and the European Union, to understand austerity policies. Through this framing, austerity measures are largely accepted as inevitable rather than challengeable. The paper maintains that the concept of austerity common sense provides an analytical framework for understanding the acceptance of austerity measures in Greece and elsewhere, since similar ‘austerity common sense’ framing is encountered in many countries. Furthermore, it is maintained that the concept of ‘austerity common sense’ can facilitate the interrogation of the socio-economic construction of ideas and phrases. This is an important process with which the social work profession needs to engage.  相似文献

This article explores the inadequate funding of women's organizations, cites examples of their contribution to political processes, and argues the implementation of the political rhetoric of supporting women's organizations. Information was taken from the 1996-99 research, which employed in-depth interviews and gender analysis of records of public funds. At the start of the 21st century, women's organizations have emerged to address the health care, law, child care, education and employment legislation. However, failure of social policy in addressing the priorities of women could be attributed to the lack of acknowledgement among male leaders when making peace agreements. A call for public funding for women's organizations from government agencies was deemed important. Moreover, insufficient funds, understaffing, and marginality to mainstream economic and social development undermines organizational development and capacity to influence political agendas and development policies. In conclusion, monitoring of public investment, deemed as important in realizing women's equality, is necessary in offering opportunity to expose the inadequacy of the investment and find solutions for these problems.  相似文献

This article uses the debates of the Working Group ‘Social Europe’ of the European Convention for the Future of the European Union that drafted the Constitutional Treaty to explore the views on the European social model among representatives of the European political class. The debates within the European Convention on basic social values, social objectives, the Union's competences, the open method of coordination, the coordination of social and economic policies as well as the role of social partners provide insight into the emerging visions of European solidarity at the crossroads between welfare regime ideologies and Europeanization. It is argued that, despite an overall consensus regarding a greater future role of the European Union in social policy, the contours of the European social model and the scope of the Union's competences remain contested. However, the observed cleavages are to be found mainly on the left–right political scale, and this suggests that we might gradually be observing a re-politicization of the social policy discourse at European level. Nevertheless, the holding on to arguments of subsidiarity and especially sovereignty represents a barrier to envisioning European solidarity and developing a stronger European social agenda.  相似文献

Research on social movement frames has been cumulative. Recently, scholars started studying the structural incentives and constraints for claim-makers by relying on the concept of discursive opportunity structure (DOS) while bringing the public sphere and the media to the centre of analysis of political contention. This article draws on these literatures to investigate social movement campaigns against genetically modified (GM) crops and pesticides in Argentina, Brazil and Mexico. First, it argues that there is a transnational DOS that provides structural incentives and constraints to frame risks in symbolic struggles to define GM crops. Next, based on a content analysis of national newspapers, it describes the use of risk frames in national public discourses. Finally, it addresses the question of how this transnationalized DOS is framed by the media by looking at the discursive opportunities for social movements as well as other collective actors in their framing disputes. The study provides evidence of a transnationalization of public debates and offers explanations for national variations by resorting to other components of the DOS such as national policy discourse, timing of political agendas, media structure and culture. It concludes by recognizing the need to consider the various dimensions of opportunity structures for movement action, i.e. political, discursive, and economic, and their relative degree of transnationalization or autonomy over global forces.  相似文献

This article argues that since the recovery of democracy in Chile in the early 1990s, the state has been reshaping the Indigenous socio-political landscape by adopting neoliberal multiculturalism as a governance model. By not posing significant challenges to the state's neoliberal political and economic priorities, Indigenous cultural activity has been carefully channelled to meet state expectations of what constitutes urban indigeneity. Drawing on the minority and multicultural studies literature and ongoing ethnographic fieldwork, this article analyses how Mapuche civil society navigates the complexities of two relational models of state/ethnic minority interaction: ethno-bureaucracy and strategic essentialism. Although Mapuche associations have tried to accommodate their interests within the limits of neoliberal multiculturalism, the article argues that this governance model has established incentives for inclusion and exclusion in the socio-political apparatus, resulting in a fragmentation of the Mapuche associative landscape in urban Chile.  相似文献

Since the introduction in England of the social work degree in 2002, there have been a number of significant changes to social work education culminating with the implementation of the Social Work Reform Board's innovations in 2013. This article critically explores the role of evaluations of changes in social work education and their implications for social work pedagogy. Evaluations can be linked to wider trends in society such as modernity, reflexive modernity, and the audit society. These wider influences affect the use of evaluations. A way forward for social work is proposed. Social work education needs to develop a critical pedagogy of hope to transform the profession's relationship not only to evaluations but to practise as well. The key message of this article is that evaluation studies of social work education mirror the underlying tensions of late modernity. Therefore, social work education needs to adopt a critical pedagogic approach to the use of evaluation research.  相似文献

This article critically examines increased opportunities for youth participation in global political affairs created by the United Nations and its member states in the 2010s. Drawing on ethnographic fieldwork and interviews at three global youth conferences, this study demonstrates the operationalization of participatory governance, a current mode of global politics, that seeks to engage multi-stakeholders in a seemingly more democratic and egalitarian process. It investigates how the structure and culture of participation mechanisms found in international political processes limited youth engagement. Young people expressed both dissatisfaction with what they perceived to be their inability to participate meaningfully and their desire to fulfill their human right to participation. The author argues that this reflects the construction an ideal global youth-citizen today as marked by an individual’s exercise of compulsory participation as a self-governing and responsible subject. Participation is employed as a mode of governance so that young people may instrumentally advance thier life chances against the insecurities of social risks imposed on them in the retreat of state provisions. The study underscores the need to critically examine the institutionalization of political youth agency.  相似文献

In 2011, Portugal launched a residence permit programme to attract foreign investment from non-EU citizens, with Chinese business migrants representing those taking most advantage of this initiative. This paper analyses this policy measure and assesses its social consequences, as a new way that Chinese migrants have to enter Portugal. Firstly, we characterise this programme by identifying its principles and legal requirements, using official data from 2012 to 2018. We then describe the emergence of this type of residence permit as a response to the financial crisis of 2011, and as part of a neoliberal political rationality that has guided a governance model since this time. Next, we characterise the profile of Chinese citizens who benefit from this initiative and claim residence permits on the basis of their economic power. Finally, we discuss the social and political implications of this kind of entrance to Portugal, to provide some insights for policymakers.  相似文献

On the basis of the relevant content of the Treaty of Lisbon (rejected in the Irish referendum of June 2008), this paper examines European Union cohesion policy as a fundamental dimension of the scant European social policy. In the context of a 27-state union with a slim budget, the European Social Fund remains the main social instrument of cohesion. An analysis of its application in the Spanish Autonomous Community of Galicia affords insights into the economic and political impact of European Union economic, social and territorial cohesion policy.  相似文献

This paper examines the assumptions that commonly underpin the design of participatory monitoring and evaluation (PM&E) within development programmes through the examination of a case study of a large rural development programme in Uganda. This case study reveals a mismatch between programme assumptions and participant perceptions, which stymied the implementation of PM&E. In this case, PM&E was based on the assumptions that programme and participant goals were compatible, participants were willing to volunteer and engage themselves for the greater good of their communities, and information sharing and communication was fairly free and open. However, farmers within the programme felt that the bureaucratic and accountability requirements of the programme were not their concern, and were acutely aware of power differences between farmers and programme officials, and between farmers of varying status. The key lesson to be drawn from this case is the need for a heightened awareness of power dynamics and political factors in the design of PM&E.  相似文献

This article presents a focused comparative analysis of the institutionalization of two governance practices in the European Commission that levy distinct challenges to the gender status quo: gender mainstreaming (which overtly challenges gender bias) and evaluation (which does not have explicit feminist aspirations). With reference to five dimensions, we identify evaluation as relatively strongly institutionalized, and gender mainstreaming as relatively weakly institutionalized. We draw on the explanatory power of feminist institutionalism to unpack these findings, arguing that a feminist institutional perspective can shed light on this variation, as it provides greater insight into the formal and informal institutions that constrain, enable and shape the implementation of evaluation and gender mainstreaming. We assert that the notion of path dependency, the logic of appropriateness, and the concept of layering serve as useful tools to understand the gendered nature of the European Commission. This research provides insights into the institutional factors that impact the implementation of gender equality strategies (such as gender mainstreaming). In turn, this contributes to the development of more effective strategies to promote institutional change toward greater equality.  相似文献
