Insufficient attention has been paid to behavioural influences on the implementation of the ‘Workload Control’ (WLC) concept – a Production Planning and Control (PPC) approach for small and medium sized Make-To-Order companies – and there is an implicit assumption that managers are rationalistic in their decision-making. This paper analyses the effects of both managerial decision-making behaviour and the size of a company’s order book, affecting the number of decisions that have to be made, on two case study implementations of a WLC system. The Recognition-Primed Decision (RPD) model from the Naturalistic Decision-Making literature is used to unpack the first case where implementation failed. This highlighted a misalignment between how the company’s owner-manager initially made operational decisions and how a rationalistic WLC system functions. But the company is studied over six years, allowing us to show how the owner-manager was forced to transition from the RPD model to a more rationalistic approach to PPC as the size of the order book increased. A second case study is then briefly presented in which WLC system implementation was successful; the RPD model was not strongly evident and the size of the order book was greater to begin with. The paper helps to understand the decision-making behaviour of managers in small companies and how it may conflict or be misaligned with the rationalistic assumptions underpinning the WLC concept. This provides a possible explanation for why few successful implementations of the concept have been presented in literature.  相似文献

Protecting throughput from variance is the key to achieving lean. Workload control (WLC) accomplishes this in complex make‐to‐order job shops by controlling lead times, capacity, and work‐in‐process (WIP). However, the concept has been dismissed by many authors who believe its order release mechanism reduces the effectiveness of shop floor dispatching and increases work center idleness, thereby also increasing job tardiness results. We show that these problems have been overcome. A WLC order release method known as “LUMS OR” (Lancaster University Management School order release) combines continuous with periodic release, allowing the release of work to be triggered between periodic releases if a work center is starving. This paper refines the method based on the literature (creating “LUMS COR” [Lancaster University Management School corrected order release]) before comparing its performance against the best‐performing purely periodic and continuous release rules across a range of flow directions, from the pure job shop to the general flow shop. Results demonstrate that LUMS COR and the continuous WLC release methods consistently outperform purely periodic release and Constant WIP. LUMS COR is considered the best solution in practice due to its excellent performance and ease of implementation. Findings have significant implications for research and practice: throughput times and job tardiness results can be improved simultaneously and order release and dispatching rules can complement each other. Thus, WLC represents an effective means of implementing lean principles in a make‐to‐order context.  相似文献

A lead time that is short, predictable, and reliable is an increasingly important criterion in supplier selection. Although many companies may achieve this through lean implementation, high‐variety manufacturers, for example, small and medium‐sized make‐to‐order companies, have found that lean's planning and control techniques do not apply. This article outlines a planning and control concept known as workload control (WLC) that integrates customer enquiry management, including a due‐date setting rule, with order release control. Simulation is then used to assess its impact on shop performance. Results demonstrate that an integrated WLC concept can reduce the percentage of tardy jobs—so short lead times can be realistically quoted—while also reducing and stabilizing workloads. WLC can level demand and production over time when work is not standardized and it is not possible to synchronize flows on the shop floor. Results are shown to be robust to changes in routing characteristics, the mix of orders with due dates specified by the customer and proposed internally, and the strike rate (or order‐winning probability). Hence, an integrated approach to WLC represents an important step toward achieving lean in make‐to‐order companies.  相似文献

In the context of TQM, it is essential that the organizations identify a few key critical success factors, which should be given special attention for ensuring successful implementation of TQM program. The concept of critical success factors (CSFs) and their use in supporting planning efforts was originated from the approach associated with the development and implementation of management information systems. This paper represents a review of the literature on CSFs and supported by various philosophies of TQM. Such factors are considered as conducive to the success of TQM implementation. In times of saturated markets and decreasing product life cycles, the continuous development and successful launch of innovations are essential for profit-oriented organizations of any kind. Interorganizational cooperation enables companies to get better access to knowledge and capabilities in order to generate and successfully introduce innovations. While scientific research and management practice have acknowledged the importance of cooperation, little research effort is dedicated to empirically determine the effectiveness of cooperation intensity within different stages of the innovation process (cooperation stage) and with different partners (cooperation type). This article aims to fill these gaps by empirically examining the effects of cooperation intensity with different kinds of partners (horizontal, vertical and institutional cooperation) in different stages of new product development (concept and product development as well as implementation stage) on innovation capabilities and success of individual companies. Drawing upon a sample of 154 high-tech companies from the German B-2-B sector, our results reveal that it is in general beneficial for a company to cooperate. However, cooperation in concept and product development primarily improves a company's innovation capabilities while cooperation in the implementation stage primarily enhances innovation success of a company. With respect to cooperation type, vertical, horizontal as well as institutional cooperation significantly enhance innovation capabilities and success of a company. However, cooperation with institutional partners was found to be the most important contributor throughout all stages.  相似文献

Workload control (WLC) is developed as a production planning and control concept for make-to-order job shops. Effective WLC requires a profound decision regarding order release to allow balancing the workload across capacity groups. WLC design has to reflect the company characteristics, especially machine characteristics. In practice, machines that perform the same type of operations are generally not completely identical but semi-interchangeable. The importance of the load balancing function requires careful consideration of semi-interchangeability within WLC. This paper develops different control alternatives to deal with semi-interchangeability and tests them in a simulation study. The results of the study indicate that the most intuitive control option—grouping semi-interchangeable machines into a single capacity group and making the routeing decision at dispatching—does not give the best performance, despite the advantages of pooling synergy. For a low degree of interchangeability it is more attractive to place semi-interchangeable machines in separate capacity groups and to make a routeing decision at order release. This enables more detailed load balancing resulting in shorter throughput times. More generally, it is shown to be advantageous to postpone the final routeing decision until dispatching, though considering separate capacity groups for a preliminary routeing decision at the time of release.  相似文献

A recent comprehensive review of the literature identified a number of facts and principles governing risk communication. This paper evaluates several of these propositions using recent evidence from a field experiment in communicating the risks from radon in homes. At this point in the research, data relates primarily to the response of risk perceptions to different information treatments and different personal characteristics. The effect of various causal factors is sensitive to the particular test of risk perception applied. No information treatment was clearly superior for all tasks. An important implication of these findings is that risk communicators must determine what specific task or tasks the information program should enable people to do.  相似文献

This paper calls for a paradigm shift in the production control literature away from assuming due date setting and order release are two independent decision levels. When order release is controlled, jobs do not enter the shop floor directly but are retained in a pre-shop pool and released to meet certain performance targets. This makes the setting of accurate planned release dates – the point at which jobs transition from the pool to the shop floor – a key consideration when setting due dates. We develop a new approach to estimating planned release dates to be embedded in the Workload Control (WLC) concept. Our approach is unique as it anticipates the release decision as part of the due date setting procedure. This makes a second independent release decision superfluous and avoids a major cause of tardiness – deviations between (i) the planned release date used when calculating the delivery time allowance and (ii) the actual, realised release date. Simulation is used to compare the performance of WLC using two decision levels with the new single-level approach where the release decision is anticipated when setting the due date. Performance improvements are shown to be robust to uncertainty in processing time estimates.  相似文献

The role of information processing in understanding people's responses to risk information has recently received substantial attention. One limitation of this research concerns the unavailability of a validated questionnaire of information processing. This article presents two studies in which we describe the development and validation of the Information‐Processing Questionnaire to meet that need. Study 1 describes the development and initial validation of the questionnaire. Participants were randomized to either a systematic processing or a heuristic processing condition after which they completed a manipulation check and the initial 15‐item questionnaire and again two weeks later. The questionnaire was subjected to factor reliability and validity analyses on both measurement times for purposes of cross‐validation of the results. A two‐factor solution was observed representing a systematic processing and a heuristic processing subscale. The resulting scale showed good reliability and validity, with the systematic condition scoring significantly higher on the systematic subscale and the heuristic processing condition significantly higher on the heuristic subscale. Study 2 sought to further validate the questionnaire in a field study. Results of the second study corresponded with those of Study 1 and provided further evidence of the validity of the Information‐Processing Questionnaire. The availability of this information‐processing scale will be a valuable asset for future research and may provide researchers with new research opportunities.  相似文献

The number of publications on shared value strategies (SVSs) is continuously increasing. Literature does not answer the question which organisational conditions are necessary and which conjunctions of conditions are sufficient for the successful implementation of SVSs. This research aims at filling the gap by condensing empirical evidence found in the literature on successful SVSs, stakeholder management, corporate social responsibility, and positive social change. The article synthesises the findings of these streams of research into a set-theoretical framework and proposes five complex conditions necessary for successful SVS implementation: shared value-oriented entrepreneurial vision, strategic alignment (STA), shared value-oriented innovation (SVI), networking capabilities (NCs), and impact monitoring. Additional empirical evidence from cases claiming successful implementation of SVS allows the suggestion of several simple conditions constituting the complex conditions. Qualitative comparative analysis can be used for empirically testing the necessity of the suggested conditions and the sufficiency of conjunctions of complex conditions for SVS implementation success. The proposed framework enhances theoretical knowledge concerning successful SVS implementation and is an important step to support management efforts in reorienting their companies from zero-sum strategies to win-win SVSs.  相似文献

Even though much research has been published in operations and information systems, both functional areas find their roots in other disciplines. While operations management evolved from operations research in the 1960s, the field of information systems is of more recent vintage and traces its original roots to computer science. Both disciplines now naturally have come closer together as information and process-technology-based changes force manufacturing firms to become more efficient and customer focused. Market and technology-driven e-commerce initiatives that are likely to dominate business strategies in the future cannot be successfully achieved without a successful integration of operations and information systems. In this paper, we present a unifying framework that can be used to better understand the management of the functional interface between operations and information systems. We also categorize and highlight the contributions of the articles that appear in this special research focus issue. Finally, research directions that emerge from our understanding of this interface are outlined in an effort to stimulate further thinking and research that can advance our knowledge of this interface area.  相似文献

In recent years, U.S.'s worldwide industrial and economic leadership has been seriously challenged by many foreign countries. In order to counter the problem, many U.S. manufacturing companies have sought effective materials management systems such as MRP and the ‘Just-In-Time’ (JIT) system as used by many Japanese companies. Even through many practitioners and academicians have been studying the JIT concept and have recommended ways of adapting the concept to the U.S. manufacturing environment, not very many organizations are enjoying benefits of JIT system in full scale because of misunderstanding of information needs in JIT system. The objectives of this paper are (1) to identify information requirements of the materials management systems under JIT concept, (2) to compare them against the requirements under MRP system, and (3) to propose an integrated management information system to support materials management system in JIT environment. Coordination efforts that access and align relevant cross‐functional expertise are regarded as an essential element of innovation success. In recent years, these efforts have been further augmented through complementary investments in information systems, which provide the technological platforms for information sharing and coordination across functional and organizational boundaries. Somewhat overlooked has been the critical mediating role of the intelligence gained through these efforts and capabilities. This study draws on the theory of complementarity to elaborate on the nature of this mediating concept. Theoretical predictions of the model are tested using instrument variable regression analysis of data collected from a sample of publicly traded US manufacturing firms. The findings suggest that the effects of both internal and external coordination on market intelligence and supply‐chain intelligence are moderated by the firm's information system capability. The effect of both types of intelligence quality on new product development performance was contingent with the effects being enhanced (attenuated) when the market conditions were dynamic (stable). The results are robust to common‐method bias, endogeneity concerns, and alternative estimation methods.  相似文献

The term ‘workforce development’ is increasingly popular in the health-care field. It appears to encompass a range of human and organizational development activity. However, there has been limited explication of the concept of workforce development in Australian health care at area health service levels. It is timely to develop a framework for workforce development and processes to guide any evaluation of the implementation of workforce development strategies. Despite considerable research examining user participation in information technology (IT) project implementation, the findings are equivocal concerning how beneficial IT user participation is for project outcomes. Likewise, evidence concerning the management of various forms of user participation is also mixed. This study posits an integrated user participation structure composed of a combination of steering committees, cross-functional teams and project champions performing different functions and supporting each other during the course of project implementation. The study builds a research model that identifies the impact of various organization behavior and human resource management (OB/HRM) issues on the ability of the user participation structure to influence IT project outcomes. It presents the results of field research in the form of nine case studies to identify various OB/HRM factors that can discriminate between different IT project outcomes. The field study leads to a revised research model that emphasizes the role of processes and dynamics within the user participation structure, as well as the role of OB/HRM variables, in influencing the relationship between user participation structures and IT project outcomes.  相似文献

Information systems for multinational companies (MNCs), referred to as international information systems (IIS), have been a problem area for many years, yet have failed to attract more than token attention from the academic information systems research community. This study applies a grounded theory method to establish a first theoretical framework dealing with the structure of IIS and the dynamics of their development and implementation. The substantive theory is based on extensive, long-term work with three MNCs and covers four key areas: (a) the dealings between the actors concerned with an IIS take place in a force field; (b) the force field is reflected in a generic two-dimensional architecture an IIS, which always has a ‘core’ of systems used by all (or many) of the regions and ‘local’ systems, different at every regional site; (c) the balance of functionality between the ‘core’ and the ‘local’ parts of an IIS follows the degree to which the operations of the MNC require synchronous access to data and processing within the IIS. (d) The interactions of IT and users in the force field follow a cyclical, self-reinforcing dialectic such that an enforced consensus process is required in order to boost acceptance and to limit the probability that continuing rejection leads to catastrophic failure. The limitations of the theory are discussed and directions for future research are given.  相似文献

For nearly two decades, electronic data interchange (EDI) has been widely viewed as a technology pivotal to supply chain management that has also provided benefits to firms on multiple levels. Despite a substantial body of literature, there are a number of conflicting and inconclusive research results in this field. In this study, we synthesize the diverse body of research in EDI by organizing the literature into an initial theoretical framework. Based on a meta‐analysis of results from the empirical literature, we seek to clarify conflicting results from the literature in order to develop a more unified theoretical framework of contextual variables associated with EDI adoption factors and outcomes. From a managerial standpoint, our literature‐based framework offers a set of guidelines for making successful EDI adoption and implementation decisions.  相似文献
