Gender equality work in local government carried out during the 1980s presents a valuable site to explore the interaction between professional and feminist working. In the history of the Women's Liberation Movement (WLM) and feminist organizing more broadly in the UK, professional working has often been positioned as antithetical to feminist working, and relatively little scholarship has examined the interface between the two. This article argues that the individuals involved should be considered ‘professional feminists’ as opposed to ‘femocrats’, drawing from across feminist, social movement and organizational theory, and interviews carried out in 2011 and archival texts from three UK councils. It also suggests their work (undertaken between the beginning of the 1980s and the beginning of the 1990s) serves to blur the boundaries usually marked between social movement and state. This contributes to the existing literature by exploring the specific understandings and practices put to work by those working on gender equality professionally, but not in an elected capacity, within local government, and how their work can be positioned in relation to feminist organizing more broadly.  相似文献

Hochschild described the “stalled revolution” in the late 1980s: women made great gains in labor force opportunities, particularly in stereotypically “masculine” fields, yet men did not move comparably into “feminine” roles. This article examines the current “stalls” in the gender equality movement regarding gendered experiences at work and home, including occupations, the gender wage gap, career trajectories, and the division of household labor. This article also discusses efforts to “unstall” the gender revolution. Pop culture solutions on the individual‐level and academic research on structural/cultural barriers often focus on women's access to historically “masculine” roles (e.g. representation in STEM fields). There is far less emphasis on men's involvement in historically “feminine” roles. Gender scholars examine hegemonic masculinity as the narrowly constrained expectations for men's “appropriate” behavior. While efforts to “unstall” the gender revolution focus largely on expanding women's opportunities, this article addresses why the gender revolution will remain incomplete and “stalled” without redefining hegemonic masculinity. Cross‐national research demonstrates that changing views of masculinity are critical for greater gender equality at work and home.  相似文献

Recent analyses have highlighted that poverty reduction in Bangladesh has been accompanied by growing inequality in society, measured by household income. This article considers what the implications are for development actors who are concerned with empowering the poor in society, and who understand poverty from a gender and women's rights perspective. We draw on experience from BRAC's work to address these issues, focusing on the Gender Quality Action Learning (GQAL) programme. A focus on women's self-employment alone does not result in challenging the structures of patriarchal inequalities. Gender inequality and its link to economic inequality needs to be much more centrally positioned than it currently is in development discourse. Currently economic empowerment is widely seen as a potential route to gender equality, but the GQAL programme shows work to challenge gender inequality is necessary as an entry-point to ensure effective economic empowerment.  相似文献

Gender mainstreaming is the major global strategy for the promotion of gender equality. Clear intergovernmental mandates for gender mainstreaming have been developed for all the major areas of work of the United Nations and the European Commission, including disarmament, poverty reduction, macro-economics, health, education and trade. The evaluation of equal opportunities mainly focuses on qualification measures for unemployed women and improvements in childcare facilities, and on consideration of gender mainstreaming in other policy areas as well as macro-economic effects on employment and unemployment of women. It is evident that the promotion of qualification measures and childcare facilities increases the activity rate of women, although there remain doubts about the quality and sustainability of many measures and the impact on families. In particular this article focuses on the relation between gender mainstreaming and equality issues to examine whether and how the debate on the topic is a real way to improve equality without missing gender differences and women's rights.  相似文献

Gender inequality within non‐governmental organizations (NGOs) is constructed on a daily basis through the gendered norms, attitudes and practices of individuals within them. The continual re‐invention of a gendered organization ensures the maintenance of the status quo and therefore the privileging of male/masculine interests over female/feminine interests. Gender mainstreaming is an approach designed to alter the status quo and facilitate women's empowerment. In Malawi, many NGOs have adopted gender mainstreaming as a strategy to address gender inequality both within their organizations and with the communities where they work. Gender mainstreaming initiatives involve a variety of activities including hiring more women staff members, designing policies within the organization to promote gender equality and educating staff members about gender issues through training workshops. While these strategies represent important steps forward for gender equality, it is not clear to what extent these policies and initiatives are translating into meaningful change within the organization.  相似文献

This article examines how migrant parents' gender affects transnational families' economic well‐being. Drawing on 130 in‐depth interviews with Salvadoran immigrants in the United States and adolescent and young adult children of migrants in El Salvador, I demonstrate that the gender of migrant parents centrally affects how well their families are faring. Gender structurally differentiates immigrant parents' experiences through labor market opportunities in the United States. Simultaneously, gendered social expectations inform immigrants' approaches to parental responsibilities and remitting behaviors. Remittances—the monies parents send—directly shape children's economic well‐being in El Salvador. I find that even though immigrant mothers are structurally more disadvantaged than immigrant fathers, mother‐away families are often thriving economically because of mothers' extreme sacrifices.  相似文献

This study examines collective action by men and women in operational military units deployed on Israel's borders. Gender integration is generally perceived by soldiers and commanders in these units as a trivial matter rather than an issue for discussion or a disadvantage. The integration results from organizational qualities, which include military leadership with accumulated experience in gender integration; division of labour between men and women that gradually develops during protracted training; screening processes within the units; and professional development of commanders. Our findings negate a large corpus of sociological literature on gender integration in military organizations. We discuss the micro‐social processes that enable or deter mixed‐gender integration in operational units. Our findings are presented as an alternative to arguments on the inevitable marginality of women in the military and that equality is neither a prerequisite of a cohesive mixed‐gender unit nor a barrier for the inclusion of women into combat units.  相似文献

Men's limited movement into female occupations has been identified as a key barrier to future declines in occupational sex segregation and achieving greater gender equality. So why are men so reticent to enter jobs normatively regarded as female? Drawing from qualitative interviews with multiple stakeholders in four female‐dominated occupations in Australia, this article documents the processes that influence men's employment in gender‐atypical jobs. Gender essentialism is central to many processes that generate and/or stall changes in men's representation in female‐dominated occupations. While gender essentialism's role in producing and reproducing occupation sex segregation is well known, its role in reducing occupational sex segregation is a critical process which has previously received limited attention.
