Since the 1990s, the European Union has launched different programs to promote urban development plans. Implementation and outcomes evaluations have resulted in a “European urban acquis” concerning the importance of comprehensiveness, collaborative governance, and participation to promote “good plans.” However, the evaluation of the quality of local plans, has received less attention. This article analyses quality of local plans developed under the framework of European Policies in Spain applying the plan quality evaluation approach, as well as factors explaining quality levels of these local plans. A scale to measure plan quality is proposed based on five main dimensions (fact base, objectives, policy actions, plan governance, evaluation). 64 local plans are analyzed applying content analysis. RgW and AD tests are used to measure codification reliability. Confirmatory factor analysis (CFA) is used to assess the validity of plan quality scale. Lineal regression is applied to analyze the impact of different aspects of planning process included in the ‘European urban acquis’ on plan quality. Main results show that CFA validates the scale proposed to measure local plan quality as a second-order factor; and point out objectives and policy actions as the most important first-order factors. Public participation during planning process, and more comprehensive plan across different policy areas, are the main factors explaining ‘good plans’. Therefore, the importance of the ‘European urban acquis,’ is confirmed in order to produce ‘good’ urban development plans; and the article provides a validated scale to evaluate the quality of urban development plans, and their main dimensions.

Over the last decades, the European Statistical System has developed many European statistics and indicators to measure social progress and sustainable development. Initially only in a few cases the measuring instruments contained questions on subjective issues. With the adoption of its Communication on “gross domestic product and beyond” the Commission has given an impetus to the development of subjective social indicators. This has led to the establishment of a first set of indicators on quality of life and well-being and to a new instrument (the 2013 EU-SILC ad-hoc module for measuring subjective well-being). This new step in European statistics creates an important potential for researchers to engage in in-depth analysis and for national and European Union policy makers to use the resulting indicators—and in casu subjective well-being indicators—for developing and monitoring policy strategies and programmes.  相似文献

In recent years, the concept of social cohesionhas received great attention in scientificresearch as well as in politics. It representsa central policy goal at the national and thesupranational level as declared for example bymany policy documents of the European Union.The present paper integrates social cohesioninto the components of quality of life anddistinguishes two essential goal dimensionsinherent in the concept: the inequalitydimension and the social capital dimension. Thefirst dimension incorporates the goals ofreducing disparities, promoting equalopportunities and combating social exclusion,while the second dimension deals with allaspects aiming at strengthening socialrelations, interactions and ties. When evaluating the various aspects of the welfare state, people assess some aspects more positively than others. Following a multidimensional approach, this study systematically argues for a framework composed of seven dimensions of the welfare state, which are subject to the opinions of the public. Using confirmatory factor analyses, this conceptual framework of multidimensional welfare attitudes was tested on cross-national data from 22 countries participating in the 2008 European Social Survey. According to our empirical analysis, attitudes towards the welfare state are multidimensional; in general, people are very positive about the welfare state’s goals and range, while simultaneously being critical of its efficiency, effectiveness and policy outcomes. We found that these dimensions relate to each other differently in different countries. Eastern/Southern Europeans combine a positive attitude towards the goals and role of government with a more critical attitude towards the welfare state’s efficiency and policy outcomes. In contrast, Western/Northern Europeans’ attitudes towards the various welfare state dimensions are based partly on a fundamentally positive or negative stance towards the welfare state.  相似文献

Health and social indicators that capture the distinct historical, social, and cultural contexts of Indigenous communities can play an important role in informing the planning and delivery of community interventions. There is currently considerable interest in cataloguing and vetting meaningful community-level health and social indicators that could be applied to research and health promotion activities in Indigenous communities in Australia, Canada, and New Zealand, inclusive of conventional indicators as well as measures developed specifically for use in or with Indigenous communities. To avoid haphazard selection of indicators, and to assure the comprehensiveness and relevance of any given set of indicators, a framework that can accommodate and conceptually classify indicators representing a full range of domains is required. We report here on the development of a conceptual framework, by which Indigenous community indicators, and more general community-level social indicators, can be sorted, catalogued, and systematically classified within four hierarchical levels. The indicator framework was developed across Canada, Australia and New Zealand in consultation with academic researchers and Indigenous community stakeholders, building from established health and social indicator systems. The Indigenous indicator framework permits Indigenous communities, public health researchers, and funding agencies to compare and select the most appropriate indicators for application in specific contexts from the multitude of existing indicators.  相似文献

The Early Development Instrument (EDI; Janus and Offord in Canadian Journal of Behavioural Science 39:1–22, 2007) project is a Canadian population-level, longitudinal research project, in which teacher ratings of Kindergarten children’s early development and wellbeing are linked to health and academic achievement variables at the individual level, and to demographic, cultural, and socioeconomic variables at the community level. In this article, we draw from Bronfenbrenner’s bioecological theory of human development to create a coherent theoretical framework for guiding validation research within a population-level approach to child development research in general and for the EDI project in particular. The discussion draws from a range of social and health sciences as well as validity theory. The paper seeks to align complex conceptual, theoretical, methodological, and psychometric considerations, to provide specific design, methodology, and validation recommendations for a population-level approach to studying children’s development and wellbeing, and to discuss the strengths and challenges of this approach.  相似文献

In this study, an integrative analysis involving social support and core self-evaluations (CSE) as concurrent predictors of psychological distress among unemployed adults was conducted. The main aim of this study was to evaluate the relationship between perceptions of social support and CSE with psychological distress among unemployed adults, as well as whether levels of CSE moderated the relations between social support and psychological distress. Results indicated that, along with the expected direct and additional influence, a significant social support × CSE interaction was found in explaining several dimensions of psychological distress beyond the independent effect of socio-demographic variables, social support and CSE independently. Specifically, we found significant interaction for social support × CSE in explaining stress and anxiety symptoms. Our data provide empirical support for theoretical and conceptual work connecting social support, CSE and psychological distress associated with unemployment suggesting that alone, but also in combination, these contextual and personal resources may be particularly relevant for leading to reduced psychological distress during unemployment. Finally, theoretical implications of the joint study of these constructs and their relation with psychological distress in unemployed people are discussed.  相似文献

Social tolerance, i.e. the tolerance for the intrinsic diversity of large social groups, can be viewed as a synergic effect of the features of both individuals and socio-economic environment. This paper proposes a twofold contribution to the literature. First, it advances a conceptual framework in which tolerance at individual levels is explained by social polarization—in the form of income distribution—and the perceived quality of the social relationships and structures. Second, the regression analysis—involving micro-data from World Values Survey covering a time span between 2010 and 2014, for 48 countries—provides robust evidences for a non-linear impact of income distribution on social tolerance. This impact appears to be U-shaped and displays a pronounced degree of asymmetry. Also, labour market position, education, class self-identification, gender, age, marital status, levels of individuals’ personal security and sharing of post-materialist values matter in explaining social tolerance. The same main determinants contribute to the formation of both social tolerance and social capital. The differences are related to the amplitude as well as to the degree of symmetry for the corresponding non-linear transmission channels.  相似文献

This paper presents a conceptual‐based discussion dealing with social and geo‐political concerns associated with the tourism experiences and travel encounters of ethnic minority citizens living in member‐states of the European Union (EU). Although EU legislation emphasises that its citizens have freedom of movement throughout member‐states, the prevalence of racialised situations transpiring within, across and beyond EU borders suggests that this commitment is socio‐politically ambiguous. The popular hysteria that has developed towards increased immigration from non‐EU countries extends to those minorities who have legal status of entry, residency and/or citizenship – as they too are visibly different from Europe's white majorities. The paper thus reflects on ways in which the 11 September 2001 attacks in America have had a detrimental impact on people's tourism and travel experiences, particularly in instances where individuals have been treated with high levels of suspicion from institutional bodies and ethnic (white) majorities. The work firmly emphasises that racial prejudice, institutional racism and xeno‐racist practices restrict ethnic minority citizens from appreciating cosmopolitan‐based tourism experiences and engaging in congenial exchanges with other European cultures and societies. One of the main contentions asserts that racialised movements limit ethnic minority citizens from achieving full rights to social and (multi)cultural forms of citizenship. The conclusion suggests ways in which researchers ought to respond to the study of tourism and racism within the EU.  相似文献

In this paper, we examined dimensions of child health-related quality of life in Greece in relation to parental assessments of neighbourhood social capital and social support networks. For the analysis, two main measures were used: (1) child self-reported health-related quality of life in ten dimensions, as measured by the KIDSCREEN questionnaire; (2) subjective measures of parental neighbourhood social capital and social support. Parental assessments of neighbourhood social capital and social support were both independently and positively associated with child self-reported health-related quality of life. However, they were not associated with the same dimensions of child well being, nor were they associated with all dimensions of child well being. These results suggest that greater attention in future research needs to be paid to the differential associations between the various dimensions of social capital and child health-related quality of life, with clear focus implications for social and health policies.  相似文献

The dominance of the neoliberal discourse in the sustainability debate has tended to privilege the economy over environment and social dimensions with implications for what is measured by sustainability monitoring systems. Moreover, systems to measure sustainability, including those influenced by neoliberal discourse, lack robust definitions and fail to address the interrelationship between social, economic and environmental contexts. If sustainability indicators are to help understand the interrelated forces driving change, by providing indications of sustainability, then the indicators should be derived from an epistemologically consistent conceptual framework which encapsulates clearly defined phenomena. The paper discusses whether sustainability indicators in the Australian context are derived from an epistemologically consistent framework. It is argued that the validity of current sustainability reporting systems is contestable.  相似文献

ProblemDespite long standing strategic level ambitions to increase access to continuity of carer (CoC) models in maternity services, implementation of CoC in the United Kingdom (UK) has been generally small-scale and short lived. This indicates problems in implementing and sustaining CoC as the main model of care provision, and as such a need to better understand the process of implementation itself.AimTo use normalisation process theory (NPT) to underpin development of a conceptual implementation framework for CoC in order to improve understanding of the implementation process.MethodsLiterature review on CoC implementation and NPT development and use, combined with immersion in the implementation of CoC context.Results and DiscussionA conceptual framework for the implementation of CoC is developed and individual components discussed, with a view to better understanding the implementation process for CoC models. The will of a critical mass of midwives to work in a CoC model and the provision and maintenance of the ‘organisational space’ required for CoC within the National Health Service (NHS) emerge as key barriers to mainstreaming CoC in the UK.ConclusionThere is utility in NPT as a means of understanding and conceptualising large scale implementation of CoC. With testing and further development into a practical tool, the conceptual framework developed here could become a useful aid to those involved in implementing and evaluating CoC in the context of renewed strategic direction and Governmental level support in the UK.  相似文献

As we have seen, the Commission’s final report outlines a comprehensive framework by defining some guidelines by: (a) identifying the limits of GDP as an indicator of economic performance and social progress, including measurement problems; (b) considering what additional information might be required for the production of more relevant social progress indicators; and (c) assessing the feasibility of alternative measurement and presentation tools. The report argues that GDP should not be completely eliminated by the options for measuring progress, but must be integrated with other information. In particular, the Committee defines three major areas in which indicators should be developed: economic conditions, quality of life and sustainability. In the European scene, but not only, there are many initiatives that aim at measuring the progress of countries and well-being through different conceptual frameworks and by using several indicators. This work intends to analyze some of those relevant initiatives by comparing and confronting them to the Commission’s recommendations, in order to check what already fits the commission recommendations and what still needs to be defined in that perspective.  相似文献

This article presents a composite indicator designed to measure and compare existing structural gender equality in the countries of the European Union. The construction of an index is always a complex task which requires making a great many important conceptual, analytical and empirical decisions. This complexity explains the wide variety of gender equality indices created during the last 25?years. All the proposed indices attempt to measure the same thing, gender (in)equality, but none of them define the concept they want to measure in exactly the same way, nor do they operationalize measurement in the same manner. Taking into account the methodology of these preceding approaches, this article explains the basis for the most important analytical and conceptual decisions made in constructing the European Gender Equality Index. The article also includes the overall scores obtained by the 27 European countries on this index, on its three basic dimensions (education, work and power), and on the eighteen indicators that make up its structure. With this data, corresponding to 2009, an adequate analysis of gender equality in Europe can be established.  相似文献

With the historical change of the socio-economic system in ex-communist European countries quality of life of the population changed dramaticaly, improving in some components and within certain social strata and deteriorationg in others. These changes are analysed within the framework of authentic development and quality of life components: economic, social, political, environmental, cultural and human. The major aspect of the changes is the enlargement of human choices in all of the components, and to different extents in different countries in transition. The future of the whole transition process lies in its sustainablity and ability to draw on its past experience as well as on the experience of the Western world.  相似文献

This paper compares theories of well-being/welfare in economics and psychology. It suggests that economists have an appropriate conceptual framework but the wrong variables for explaining well-being, whereas psychologists have a confusing framework but appropriate variables. A framework derived from “the new home economics” (Becker, 1965, 1973, 1977; Lancaster, 1966; Justeret al., 1985; Pollak and Wachter, 1975), and especially from the work of F. Thomas Juster and his colleagues, is proposed for the purpose of integrating economic and psychological variables into an account of human well-being. Essentially the framework calls for investigation of the impact of a household's economic and psychological stocks (capital account) on the psychic income flows (current account) and overall well-being of its members. It is suggested that this framework is valuable for clarifying individual and household decisions as well as for explaining variance in well-being. Empirical assessment of existing frameworks and an illustration of how the proposed framework could be implemented are made with data drawn from a 5-wave Australian Quality of Life Panel Survey.  相似文献

Numerous cross-cultural studies have focused on certain aspects of urban housing conditions and their social consequences. However, most data on housing satisfaction is restricted to Western countries. Relatively little comparison has been made between these findings and those in developing areas where rapid urbanization is occurring and where concomitant problems in urban housing are emerging. Moreover, since primary cities of developing countries in the initial stage of economic development have received extensive attention in urban housing research, it would be interesting to examine a non-primary city where relatively good standards of living have been achieved. Thus, this study investigates people’s housing satisfaction in modern and historical neighborhoods. This paper addresses some conceptual and measurement issues related to the study of housing satisfaction. We build a conceptual model, which links the multiple dimensions of housing satisfaction, measured by a modified version of Bardo and Dokmeci’s (1992, Genetic, Social and General Psychology Monographs 118(3)) housing satisfaction scale, in a causal sense. An empirical examination of the model in traditional and modern neighborhoods reveals that social and environmental living conditions positively influence overall housing satisfaction. The results also indicate that the drivers of the social and environmental living conditions constructs differ between traditional and modern neighborhoods.  相似文献

The Expert Group Meeting to Develop a Guide for Establishing a National Population Information Clearing-house and Network System met at Bangkok in September 1979 to discuss a guide to facilitate the establishing of national population information clearing-houses and network systems in the region. It was envisaged that the prototype guide would facilitate in harmonizing the efforts of international agencies called upon by government to help insdetting up information systems. The contents of the guide were to be developed under the following chapter headings: 1) introduction; 2) conceptual framework of a clearing-house; 3) setting up a clearing-house, institutional framework; 4) networking in a national population information system; 5) program development; 6) evaluation; 7) technical assistance and funding; and, 8) various approaches to developing a national population information system. Follow-up action called for a wider circulation of the draft guide, pre-testing in selected countries, and stepped-up organization of national population information systems.  相似文献

In comparative welfare state research, the question of how to measure and understand cross-country differences and similarities in extents of public welfare provision has led to a major discussion about the indicators that could be used for this purpose. Much scholarly attention approaching this so-called ‘dependent variable problem’ concentrates on social expenditure or on social rights data as indicators of ‘welfare stateness’ or ‘welfare generosity’. However, recently, micro-level data on benefit receipt as another promising but hitherto underused indicator was brought into this discussion. The article at hand extends existing knowledge about the conceptual, methodological and empirical potentials and challenges of this alternative indicator compared to the two prevailing indicators. For the empirical analysis, it uses cash benefit recipiency data from the EU-SILC to investigate differences and similarities in extents of public welfare provision between 29 European countries for the period 2003–2012. The study reveals parallels to findings from research in which indicators of social expenditure and social rights are applied, but it also adds new insights beyond their cost and paper reality. This is mainly the case where priority is given to household-related assistance benefits rather than individual insurance benefits. The main conclusion of the paper is that the benefit recipiency indicator—despite not being flawless and requiring further research—complements existing knowledge on differences and similarities in welfare provision by European welfare states.  相似文献
