Active aging is established as the leading global policy strategy in response to population aging. In practice, however, the term active aging serves as a convenient shelter for a wide range of policy discourses and initiatives concerning demographic change. The twin purposes of this article are, first, to examine its European origins and how it has been applied in the world's oldest region. This policy analysis illustrates the contrast between the primarily European discourse on active aging, which emphasizes health, participation, and well-being, and the U.S. discourse that prioritizes productivity. The application of active aging in Europe has, nonetheless, been predominantly in the productivist mold. The examination of the emergence of this key policy concept in Europe is contextualized by an outline of the changing politics of aging in this region. The second purpose of the article is to set out a new, comprehensive strategy on active aging that is intended to realize the full potential of the concept. Understanding of the need for this broad vision of active aging is facilitated by the historical policy review.  相似文献

This ethnographic account of a love story of two elite-level bodybuilders addresses the ways in which broad cultural histories are relevant to understanding contemporarily situated problematics of sex and sexual identity. Specifically I argue that strategically placed historical and cross-cultural studies are useful in understanding in this context how: (1) subjects are configured as gendered, sexed, and sexually-oriented; (2) subjects make love; and (3) attempts to remake love outside the episteme of sexuality are confined. The love story, configured as a ‘paradise lost’ narrative, provides evidence suggesting that the occularcentric and muscularcentric practices of bodybuilding within this specific setting combined to offer the featured couple the material grounds upon which to venture temporarily beyond the pleasures circumscribed by the historical shift in subjectivity associated with Modernity. I conclude the piece by looking to the 1960's European revolutionary aesthetic movement of the Situationists to suggest how a ‘situationist ethnography’ might be used to create conditions of possibility for progressive work in the area of sexuality.  相似文献

Local economic institutions (systems of property rights and rules of land use) influenced the course of economic change in European history, as well as state formation and religious change. In this paper, I outline the theoretical implications of these regional effects. None of our existing macrolevel theories and explanations of the "rise of the West" can adequately incorporate them, so I present an alternative theory, based on rational choice premises. Yet the existence of these regional effects also highlights the deficiencies of a rational choice theoretical approach. First, the approach is unable to explain historical contexts, institutional legacies, or the effects of timing, which were vital for outcomes of social change but that lie outside the model itself. Second, although it can be very useful, the model of the actor motivated by material self-interest often proved inadequate in historical situations. Solutions are suggested.  相似文献

Interest in older workers has recently expanded due to concerns over labor force “graying.” Research and policy on aging adults' labor market participation have, thus far, framed the decision to labor as one shaped solely by the desires and capacities of older workers themselves. This perspective fails to recognize how multiple employer‐side barriers play a large role in defining – and limiting – available choices. In this review, I synthesize the multi‐disciplinary literature on employer‐side barriers to older workers' labor market participation. In particular, I identify and discuss individual‐, meso‐, and social structural‐level barriers that uniquely affect this group, noting where gaps in understanding remain. I consider older workers primarily as a whole to demonstrate how age operates as a distinct, important identity; however, I also reflect on how age overlaps with both other identities and cohort membership. Next, I briefly consider the relationship between these employer‐side barriers and aging adults' life chances, particularly in an era of austerity. Although I focus on the United States case, I also note key cross‐national similarities and differences. Finally, reflecting upon the foregoing review, I suggest that a redirection of public policy is necessary to effectively respond to this contemporary demographic shift.  相似文献

If we are to believe the proponents of the Theory of Practice and of Rational Choice, the gap between these two paradigmatic approaches cannot be bridged. They rely on ontological premises, theories of motivations and causal models that stand too far apart. In this article, I argue that this theoretical antinomy loses much of its edge when we take as objects of sociological investigation processes of historical change, that is, when we try to specify in theoretical terms how and in which conditions historical actors enact and endorse shifts in patterns of relations as well as shifts in the symbolic and cognitive categories that make these relations significant. I substantiate this argument in light of the distinction between two temporalities of historical change: first, the long waves of gradual change and, second, the short waves of moments of breaks and ruptures. Along the way, I develop an argument about the conditions of emergence of self-limiting norms and the centrality of epistemic beliefs in situations of high disruption.  相似文献

In the context of sustained interest in the mobilization of diasporic identities, I consider how and why diasporic identities might be demobilized over time. I use the case of an Indian Pakistani community in the UK and the USA (sometimes referred to as ‘Bihari’) to examine how historical memories of conflict are narrated in diaspora and the impact this has on the presence or absence of ‘diasporic consciousness'. The significance of memory in diasporic and transnational communities has been neglected, especially where the narration of historical events is concerned. The impact of forgetting has received particularly scant attention. I argue that, in the absence of this story, important lessons about the role of history in the formation of community are obscured. In this example, the ‘latent’ identities created on diaspora's demobilization help us to unpick the dyadic relations of ‘home’ and ‘away’ at the heart of essentialist conceptualizations of the concept.  相似文献

Abstract

In this paper, I will lay out some useful conceptual/theoretical markets that will help us to understand, and resolve, significant political challenges to ‘action’ on climate change migration. Thus, while this paper is concerned with climate change and migration responses, it is also concerned with understanding how we understand migration in the context of climate change, and how climate change forces a radical shift in such understandings. To do so, I pick up on the work of Robert W. Cox and push it in a different direction. In particular, I am interested in his work on civilizations, and how this civilizational account of world politics opens up space for thinking about climate change broadly, and climate change migration specifically. I argue that Cox’s account of ‘inter-civilizational’ politics helps us to solve a pressing analytical problem: how to rethink the coordinates of contemporary cosmopolitics in the ‘Anthropocene’, and reconsider the frames of analysis that we adopt to understand and respond to climate change migration. I demonstrate this by considering two distinctly different ‘civilizational’ accounts of migration and mobility in the Asia-Pacific/Oceania region (one territorial and the other maritime), and consider how these might reveal an important source of future change. By sketching out this approach, my intention is to mobilize the resources offered by Cox in order to further his project of envisaging alternative world orders, and post-hegemonic political relations therein.  相似文献

Twitter provides a useful tool for studying public conversations about climate change, an issue that crosses international boundaries and stirs political and scientific debate. This review presents what is currently known about the way climate change is discussed on Twitter, acknowledging advantages and limitations and suggesting future areas for study. As an accessible platform, Twitter allows public expression of opinions on climate change and provides data on how these fluctuate over different times and places. Moving forward, studies assessing climate views can be improved by better linking them to demographic and other data indicating the population that Twitter users represent. The open‐ended content of tweets provides additional information, such as which topics are associated with climate change and which terms are used to discuss it. Future studies can build on these results to capture a wider range of climate‐related discussion. Finally, researchers are using Twitter to understand who initiates and participates in climate change dialog and how, by categorizing users as different actors—such as politicians, celebrities, NGOs, or the general public. Future research could consider how effective these efforts are, and how Twitter activity translates to offline outcomes.  相似文献

In this article I consider the relations between historical and contemporary forms of transnational political networks. I contest accounts that counterpose a networked present against a more settled and bounded past, arguing that this contrast rests on a problematic temporalization of difference in the construction of political identities. I consider how this temporalization produces particular accounts of relations between space, politics and identity. Drawing on the insurgent imaginative geography of resistance in C. L. R. James's The Black Jacobins, I argue for a focus on the dynamic geographies of connection formed through transnational networks. I develop this position through a discussion of the relations of the London Corresponding Society, formed in London in 1792, to transnational routes of political activists, organizational forms and ideas. This account highlights the multiple political identities crafted through transnational political networks. I conclude by outlining elements of a ‘usable past’ for contemporary counter‐global struggles.  相似文献

In this study, I examine the strategies interracial organizations use in the twenty‐first century, where color‐blind ideology dominates. Much theoretical work on racism examines how it has evolved during different historical periods, but this work does not address how these changing forms of racism affect social movement organizations, particularly those on the left. While the literature on color‐blind ideology has examined how it is expressed by African Americans and European Americans separately, my work investigates how color‐blind ideology operates when European Americans and people of color are working together in the same organizational setting. Studies of social movements have examined how organizational culture affects strategies but have neglected how external racist culture and color‐blind ideology impacts organizational strategies. Findings from 3 years of ethnographic data collected on an interracial social movement organization and its corresponding coalition suggest that activists in interracial organizations use racism evasiveness strategically to maintain solidarity. I conceptualize racism evasiveness as the action resulting from color‐blind ideology within a larger system of racism. While activists perceive advantages to these strategies, there are also long‐term negative consequences. Without explicitly naming and addressing racism, progressive organizations may be limited in their ability to challenge systemic racism.  相似文献

This paper examines Ireland's 2004 Constitutional Amendment which removes birthright citizenship from any future Irish‐born children of immigrant parents. I argue that for particular historical reasons, the ability of the state to convince its citizens of the necessity for this Amendment was remarkable and I suggest that it was able to do so by constructing citizenship as a moral regime and foreign‐nationals and their foetuses as ‘suspect patriots.’ I describe how the notion of immorality is laminated upon black bodies — specifically black pregnant women — and how the presence of black migrant workers, refugees and asylees consequently comes to be experienced in Irish national space as transgressive, their political subjecthood constrained by the supposedly legible abjectivity of their bodies. The issue of race remains unenunciated, and yet, as the Minister for Justice stated during the referendum debate, ‘anyone with eyes can see the problem.’ The Irish government's privileging of moral rather than cultural incommensurability is strikingly similar to culturalist rhetorics of exclusion that are often invoked when race is at issue in European public debate on immigration. Configured upon, and therefore experienced as a type of body, immorality becomes an alibi for race and is naturalized as a form of exclusion and as a potential site of state intervention in the form of xenophobic legislation and policymaking. Reading this decision as merely racist however, fails to give voice to the experiences of Irish Citizens who voted for this Amendment. Their struggle to build a “New Ireland” and to accept a multiculturalist framework in the face of neo‐liberal restructuring policies and a European‐wide retreat from the welfare state must be considered as being in dialectical tension with the ideological smearing of immigrants if we are to fully grasp the complex interaction between relations of power and the privileging of difference.  相似文献

This article addresses the perplexing instance of Iceland effectively extending a franchise in 1998—scientifically and fiscally—to deCode Genetics to archive the population's medical records, combine them with extensive genealogical records and ongoing genetic research, and use the information for research and commercial yield that is essentially the private provenance of deCode Genetics. After an overview of the special historical context of Iceland, which is paradoxically a principal value of the deCode enterprise and also the source of the acrimony over its progression, I consider how this case might exercise (and thereby extend) the reach of interactionist conceptions of time.  相似文献

Historical scholarship suggests that a robust cult of the saints may have helped some European regions to resist inroads by Protestantism. Based on a neo-Durkheimian theory of rituals and social order, I propose that locally based cults of the saints that included public veneration lowered the odds that Protestantism would displace Catholicism in sixteenth-century German cities. To evaluate this proposition, I first turn to historical and theoretical reflection on the role of the cult of the saints in late medieval history. I then test the hypothesis with a data set of sixteenth-century German cities. Statistical analysis provides additional support for the ritual and social order thesis because even when several important variables identified by materialist accounts of the Reformation in the social scientific literature the presence of shrines as an indicator for the cult of the saints remains large and significant. Although large-scale social change is usually assumed to have politico-economic sources, this analysis suggests that cultural factors may be of equal or greater importance.  相似文献

This article aims to explore how the role of education as an aide in the process of “European” identity formation is being articulated in the European Union's (EU) policy of “The European dimension of education”. After having located the EU's views on education in the context of the neo‐liberal discourse on economic globalization, the article goes on to trace EU discussions of the European dimension of education historically. Subsequently, it deliberates on the understanding of European culture and identity which the European dimension of education endeavours to advance. Here a critique is developed of the policy's ethno‐culturalism, thereby excluding delineation of a collective identity in the EU. Basing itself on a notion of cultural identity which, implicitly, includes only those who fit certain versions of European historical “roots” and cultural “heritage”, the policy, it is argued, impedes a discussion of how a trans‐ethnic identity formation could be created in today's EU. Towards the end of the article, a scrutiny of the European dimension's perception of the so‐called “language diversity” in the EU seeks to illustrate this issue further.  相似文献

Conclusion Just as the taking of the Bastille led to a cascade of further events, so the theoretical reflections touched off by my analysis of that event has led to a cascade of further reflections. And as the analyst must draw an arbitrary boundary to establish analytical closure to an event, so must I bring to a close an article that still seems to me radically open and unfinished. I believe I have written enough to establish that thinking about historical events as I do here - that is, treating them as sequences of occurrences that result in durable transformations of structures - is potentially fruitful. Human activities affect both the amount and configuration of habitat. These changes have important ecological implications that can be measured as changes in landscape connectivity. I investigated how urbanization interacts with the initial amount and aggregation of habitat to change dispersal potential, restoration potential, and the risk of spatially extensive disturbances. I used a factorial set of simulated landscapes and subjected each landscape to habitat loss by overlaying 66 different US urban areas. I used a common connectivity metric, CONNECT, to assess the magnitude and direction of changes for a range of dispersal distances. My results show that the relationship between habitat loss and connectivity loss is non-linear and subject to interactions between the spatial patterns of habitat distribution, urban morphology, and dispersal capabilities. The implications of a given urban form vary widely as a function of habitat distribution and dispersal capabilities. This implies that impact assessments, restoration activities, and conservation planning should consider historical habitat distribution when evaluating observed changes in connectivity. While my results clearly show that more aggregated or continuous habitats are more vulnerable to connectivity loss, this approach can also be used to identify landscapes where restoring connectivity will be particularly effective, for example through placement of stepping stone habitats.  相似文献

Estimates of household economies of scale are critical for measuring income and living standards, yet we know little about how these scale economies change over time. I use American household expenditure surveys to produce the first comparable historical estimates of household scale economies. I find that scale economies changed significantly from 1888 to 1935 for all expenditure categories considered (food, clothing, entertainment, and housing), but not all trends in scale economies are consistent with theoretical predictions. As such, our notions about household economies of scale must be reassessed in light of this historical evidence. (JEL D1, E3, I3, J1, N3)  相似文献

The question of how to control vice is ubiquitous within societies. This paper describes social issues expressed within seven small rural towns in Montana following the settlement by non-Indigenous migrants. The analysis focuses on the evolution of ecological mechanisms to control vice as external influences brought demographic and ideological change to frontier communities. Data are drawn from historical archives and census records. The solutions to the problems of that period involved discussion of the meaning of vice and of feasible strategies for controlling it according to how it was locally defined. The questions of which behaviours, drinking alcohol, gambling, and prostitution, would be publicly tolerated, even encouraged, were hotly debated political issues then, as now. The transition of development, from frontier through later stages of settlement, was neither an absolute nor a finite process. Nevertheless, there appears to have been a common process for how these communities responded to development and to vice, within a relatively limited time span. All engaged in dialogue. All sought to control vice through local statutes. All utilised spatial and temporal ecological strategies. This common process appears to have been in response to a combination of extra-local influences and local demographic transitions.  相似文献

This article is a challenge to Mary Riege Laner's exhortation to "Let sex be sex and let gender be gender" as expressed recently in the pages of Sociological Inquiry (Laner 2000, p. 471). I examine the theoretical and linguistic underpinnings of such a view, critique the sex/gender distinction on which it is based, and endorse the maneuvers of a number of poststructuralist thinkers who have sought to problematize that very distinction. I argue instead that the classic sex/gender distinction of second-wave feminism goes wrong on (at least) three counts: (1) it is ahistorical in an area where historical specificity matters; (2) it rests on a simplistic and untenable account of language; (3) the conceptual dichotomy it posits—demarcating gender from sex—is not sustainable and cannot withstand close scrutiny. Finally, I question whether the import of the poststructuralist critique necessitates a move to epistemological and ethical relativism in the field of sex/gender studies.
