The notion that employment is a precondition for personal wellbeing and social inclusion is almost sacrosanct in Australian culture. Yet, the working and living conditions of Australia's low paid workers tells a different story. While labour market participation is a cornerstone of the Federal Government's Social Inclusion Agenda, it is recognized that low pay and poor job quality often derail this key objective. Indeed, the difficulty of ‘making work pay’ at the bottom end of the labour market is a social inclusion challenge that has yet to receive the policy or public attention that it warrants. This article considers what the Fair Work Act means for the social inclusion of disadvantaged workers, in the context of wider‐ranging strategies to address low pay. It concludes with some considerations of the challenges that a carbon‐constrained economy is likely to present for labour force participation as a remedy for social exclusion.  相似文献

The importance of social circumstances for middle-age women's general subjective wellbeing (SWB) was investigated in a representative sample of Swedish women, aged 43 (N = 369). The results showed non-existent to moderate relationships between a number of social circumstances variables and general SWB. The strongest relationship was found between marital status and global life satisfaction. Being off work because of illness and household income were the strongest predictors of negative affect. A moderate relationship was found between a cumulated social disadvantage index and SWB, indicating that extreme differences in this index were related to fairly large differences in SWB. In person-oriented analyses, social circumstances were compared between women with a typical profile of generalised low SWB and women with a typical profile of generalised above-average SWB. The results indicated stronger relationships between SWB and the cumulative disadvantage index and unemployment than was the case in the variable-oriented analyses. When personality factors were controlled for, they eliminated nearly all relationships between the social circumstances variables and SWB, except for those between global life satisfaction and marital status or unemployment.  相似文献

This paper reviews recent studies of loneliness in order to assess whether it is becoming endemic in Australian society. It develops the idea that loneliness is an embedded social structural feature of contemporary Australian life likely to affect people through the life course, creating psychological stress, ill health and social dysfunction. Zygmunt Bauman's writing on liquid modernity is used to trace a sequence of less binding social bonds from the community the workplace, intimate relationships, friendship and kinship that may account for a more generalised distribution of loneliness. Empirical evidence from recent national surveys in Australia demonstrates how Bauman's gloomy prognosis is particularly applicable in Australia. The paper argues that it has been invisible as a social issue until recently, but that its scope and scale have grown such that robust policy initiatives are now warranted. It argues that Australia's gendered pattern of loneliness indicates that Bauman's broad theory of liquid modernity must be mediated by several factors relating to national cultures, historic patterns of family formation, and the gender role distribution in the creation and maintenance of social bonds.  相似文献

A significant body of research and analysis concerning wellbeing has emerged across a number of social research disciplines, yet the concept of wellbeing does not admit of any unified meaning. Philosophical accounts of wellbeing are traditionally divided into three categories: hedonistic, desire‐satisfaction and objective list theories, reflecting longstanding doctrinal divisions in normative ethics. Rejecting the foundational monism associated with these approaches, Amartya Sen has proposed a pluralist ‘capabilities’ approach to personal wellbeing based on freedom of choice and the Aristotelian notion of a ‘function’. Recent Australian wellbeing research also shows promising signs of moving beyond reductive income‐based metrics towards plural indicators of poverty and social disadvantage. This paper reprises Aristotle's distinctive account of perfect wellbeing (eudaimonia) in the Nicomachean Ethics and investigates Sen's approach in its light, suggesting that future Australian research in the spirit of Sen's pluralism may benefit from Aristotelian insights into the ‘thickness’ of freedom implicated in personal wellbeing.  相似文献

How do we know if Australian children and young people are having a ‘good life‘? What about their lives compared to children and young people in other countries? To answer these questions, the Australian Research Alliance for Children and Youth (ARACY) produced a Report Card to compare Australian average, Indigenous Australian average, and international or Organisation for Economic Co‐operation and Development (OECD) average for a number of measures of child and youth wellbeing. The ARACY Report Card shows that Australian results are average when compared to other OECD countries in most areas of child and youth wellbeing. Most importantly for nearly all indicators, Indigenous Australian children fare substantially less well than the Australian average and the majority of children in other countries. It is argued that community attitudes and behaviours toward children and young people, and our society's focus on wealth creation, are detrimental to children's and young people's wellbeing. The need for a better balance between economic progress and a socially and environmentally sustainable society is discussed, along with a strategy to better meet the emotional needs of children and young people.  相似文献

The advent of the Global Financial Crisis reminds us that modern epidemiological research has consistently demonstrated links between the socio‐economic circumstances of families and children's health and development. Drawing on data from the Longitudinal Study of Australian Children, this article firstly examines the evidence for intergenerational transmission of socio‐economic disadvantage from parents to young children. It then examines parents' jobs as another source of social inequality. Results confirm that children's healthy development is affected by family income, by parents' hours of work and by the quality of parents' jobs. Job combinations that include long work hours of mothers and fathers and poorer quality jobs are associated with elevated rates of parental mental health problems, less time spent in developmentally important activities with children, and socio‐emotional developmental difficulties for children. The evidence suggests that these effects are greater within low income families. These findings highlight the need for social and economic policies to move beyond simplistic notions of promoting parental workforce participation as a way of reducing the adverse effects of social disadvantage. A more nuanced approach is required that considers the additional impacts of the quality and characteristics of jobs, especially for the parents of young children.  相似文献

Relatively short‐term verbal therapies and other forms of intervention may help people to overcome difficult passages in life, but studies in recent decades have pointed to the salience of social and economic conditions in shaping life satisfaction and happiness. The present study contributes to our knowledge of this field by extending the range of social factors considered, but also, crucially, by the employment of statistical analyses that serve to disentangle the often overlapping variables associated with life satisfaction and happiness. Our results support previous ‘demographic’ findings as well as new results including education, marriage, children, human rights and, particularly in the context of Australian society, perceived choice in life. Establishing what the major contributing factors are can assist the formulation of social policy. Moreover, it can alert practitioners to the value of consolidating their work by encouraging service users to utilise community sources that enhance life satisfaction and/or happiness. Key Practitioner Message: ● The informed linking of service users to sources of life satisfaction and happiness can ‘value add’ direct service interventions;The salience of exercising individual choice to achieving life satisfaction reinforces the importance of the practice principle of self‐determination;A person's sense of physical wellbeing is a relevant part of social assessment and subsequent planned actions.  相似文献

The Australian economy has weathered the storm that followed the global financial crisis (GFC) better than most other OECD countries. The reasons for this are complex, although the fiscal stimulus measures introduced by the federal government in 2008 and 2009 boosted domestic consumption and investment and helped to sustain economic growth. However, even with these measures, concerns have been raised over the social impact of the financial crisis, with a number of studies suggesting that those with lowest incomes and/or reliant on welfare services for support were most adversely affected. This paper presents new estimates of the social impact of the GFC using data from two national surveys, conducted in 2006 and 2010 – before and after the crisis hit Australia. The impact is assessed using a range of different approaches, including people's own perceptions of the impact, changes in their subjective wellbeing, reported changes in financial stress and changes in deprivation and economic exclusion. The results suggest that the social impact of the crisis has been small, although some evidence suggests that those already facing the most severe levels of social disadvantage were most adversely affected. In this sense, the GFC may have led to greater inequality in living standards, at least in some dimensions.  相似文献

Based on a large‐scale survey conducted with parents from Japanese language schools in Sydney in 2015, this paper aims to review multiple dimensions of social cohesion in the Japanese ethnic community in Australia. Looking at several indices such as economic, political, and cultural integration, the paper describes the social profile of the Japanese ethnic community, questioning the generic perception of the community as a coherent body of middle‐class migrants in Australia. This was achieved through a comparative analysis with outcomes of a national survey of the Australian population on social cohesion and draws attention to the ways in which a particular sense of social cohesion with Australian society is constructed by Japanese migrants. The study found a differentiated sense of belonging to the local community, country of residence (Australia), and nation of origin (Japan). It found communal diversity in the Japanese community resulting from there being a majority of women migrants who were part of cross‐border marriages and their children living in multicultural family circumstances. It was concluded that this configuration within the community leads to advocacy related to a re‐identification as a possible ethnic group of migrants that should be recognized in an inclusive migration settlement policy in Australia.  相似文献

Social workers' attitudes towards the unemployed in the Nordic countries In recent decades, municipal social workers have become the implementers of new types of social policy measures aimed at activating the unemployed. These policies put a greater emphasis on the individual's own responsibility for being unemployed. Little is known, however, about how social workers view the unemployed – one factor that might influence how policies are in fact implemented. Therefore, our purpose was to analyse Nordic social workers' attitudes towards the unemployed and their determinants: Do social workers' attitudes correspond with a more individualistic view on unemployment? We utilised the data from surveys of professional social workers in four Nordic countries. Our analyses showed that individualistic attitudes towards the unemployed appeared to be rather rare among Nordic social workers. A non‐comparative design and mixed‐methods approach was used to examine the resilience and wellbeing of 20 children in the full‐time care of their grandparents. A self‐report measure of self‐concept and emotional wellbeing, and a semi‐structured interview were used to explore the personal experiences and impact of children living with their grandparents. Scores derived from the self‐report measure indicated that the children's self‐worth and emotional health were within the range expected of children of comparative age and sex. Qualitative data, however, suggested a complex emotional environment and a continuum of responses. Analysis revealed three themes that captured broad issues around Emotional health, Material factors, Current issues and Past experiences and Coping strategies. The results of the study reveal the ongoing concerns associated with the children's family circumstances, as well as the notable adaptation and resilience of the children in managing their life experiences.  相似文献

Social background may affect not only individuals’ wellbeing, but also their ability to manage the typical and problematic transitions occurring during young adulthood. Hence, this article has used Finnish population register data to analyse how social background and critical life‐course factors predict the number of months of social assistance received annually among young adults aged 19–29. Special interest was given to asking whether those with a disadvantaged social background are more vulnerable to the effects of critical life‐course factors. The results showed that social background and critical life‐course factors have independent effects on social assistance receipt. Additionally, this study shows that the effects and the incidence of critical life‐course factors can be affected by social background.  相似文献

The Intergovernmental Panel on Climate Change have predicted with high confidence that the risk of bushfires will increase in the future. As this risk increases, so too does the need for appropriate policy responses. In developing these responses, costs need to be weighed against benefits. To fully appreciate the benefits of bushfire risk mitigation policies and strengthen the development of social policies around such events, it is necessary to include the psychological cost of experiencing these events. In this study, we employ the ‘life satisfaction approach’ to place a monetary estimate on the cost of Australia's Black Saturday bushfires (Australia's worst bushfires on record). Results reveal that the bushfires significantly reduce self‐reported levels of life satisfaction, with an implied willingness‐to‐pay of AUD 2,991 in terms of annual household income, or AUD 1,039 per capita, to reduce by one percent the extent to which an individual's immediate local area was affected by the Black Saturday bushfires. In doing so, we identify an apparent gap between current levels of expenditure on bushfire response and mitigation, and that amount which (with the inclusion of associated social benefits) would be welfare maximising.  相似文献

This paper begins by examining the social inclusion agenda that formed the centrepiece of the social policy agenda of the Australian Government between 2007 and 2013. It discusses several features of the agenda, including its objectives (as articulated by the government) and some of the administrative and bureaucratic mechanisms that were put in place to assist with its development and implementation. Although no formal assessment of the impact of the agenda is attempted, some of the ways in which such an agenda could make a difference are identified. The paper then summarises the social inclusion indicator framework developed by the Australian Social Inclusion Unit with assistance and advice from the Australian Social Inclusion Board, and compares its structure and content with the frameworks developed by two of Australia's leading social research institutes. Finally, data from two national surveys of poverty and social exclusion are used to examine recent changes in social exclusion and the association between the severity of exclusion and levels of subjective well‐being. These latter results show clearly that subjective well‐being is consistently lower among those who experience the greatest degree of social exclusion, suggesting that exclusion as identified and measured reflects external constraints rather than internal preferences.  相似文献

The need to create a new social studies course is mandated by cardinal changes in the country—by the desire to resurrect Russian statehood and overcome the "image of the enemy" in relations with other states; by substantial changes in the social sciences and opportunities that have opened up to explore the diversity of worldview positions, by perestroika in the sphere of education, designed to make it more humane and to shape citizens who are integrated into contemporary society and desirous of improving it; and by educators' and school students' vigorous rejection of the old content of the social disciplines. The old content deprived students of the opportunity to become properly acquainted with the multicolored picture of contemporary life in the country and the world; it failed to foster the correct orientation under rapidly changing circumstances and realization of one's own place in them.  相似文献

Abstract

Assuring a satisfactory quality of life for Cuba's large and fast growing older population is a national challenge. Social work plays an important part in addressing this challenge through its role in Cuba's National Program for the Care of Older Persons. This article explores the role of social work in Cuba's programs for the elderly and its implications for social work practice in the US. The information was obtained from 25 qualitative interviews with policy makers, social work practitioners, and community members in Havana, Cuba in 2003. The community oriented and interdisciplinary nature of Cuban social work with older persons distinguishes it from social work in the US and has implications for social work in this country. Despite the differences between Cuba and the US, the Cuban social work model provides important insights for social work in this country.  相似文献

In this paper I describe the relevance of philosopher Peter Sloterdijk's (1998/2011) book Bubbles for social psychology. Bubbles offers the opportunity for the development of what I call a round social psychology. This is in contrast to the flatness characteristic of some of the more influential contemporary varieties of social psychology. Flat social psychology stays close to the ground, and is focused on the coordination of action. Round social psychology describes the atmosphere that surrounds and makes interaction possible in the first place. It requires a theory that links intersubjectivity with spatiality. To describe flat social psychology I analyze the assumptions of three contemporary versions of social psychology: social cognition theory, Goffman's dramaturgy, and Gergen's relational psychology. I then describe in greater detail Sloterdijk's bubble philosophy and the characteristics of round social psychology.  相似文献

This article presents findings from an Australian study of veteran homelessness (Hilferty, Katz et al. 2019). The AHURI Inquiry into Homelessness Amongst Australian Veterans was funded by the Department of Veterans' Affairs (DVA) to estimate the number of homeless veterans and to examine veterans' pathways into homelessness, service usage patterns and ways that service responses may be improved. This article presents the prevalence findings and describes the method employed by the research team. Drawing on primary data and extrapolating results to a larger sample of veterans, the researchers estimate that approximately 5,800 contemporary veterans experience homelessness over a 12‐month period in Australia. This estimate – the first ever to be based on primary data – indicates that veteran homelessness is a much larger problem than previously estimated and deserves priority attention from policymakers and sectoral representatives.  相似文献

The influence of high‐status peers on a target individual's physical and manipulative social aggression in peer groups was examined in a diverse sample of seventh‐grade students. A total of 245 individual members belonging to 65 groups were included in analyses. Aggression was assessed by peer and victim nominations in the fall and spring semesters of seventh grade. High‐status peers rather than low‐status peers in a group had a strong influence on individual members' physical and social aggression. High‐status peers were particularly influential on low‐status individual members' social aggression. A similar pattern was found for physical aggression in boys' groups. These findings imply that high‐status members' aggression rather than the average of all members' may better represent the group norm. Special attention needs to be given to high‐status aggressive adolescents in future intervention and prevention of aggression in schools.  相似文献

本文基于2007年中国家庭收入调查数据,评估了不确定性防范对城市务工人员的影响,并获得了一些重要发现:(1)不同类型的不确定性防范措施对影响居民主观幸福感存在着显著差异,参与养老保险、失业保险和工伤保险能够显著提高城市务工人员主观幸福感,但参与医疗保险对城市务工人员主观幸福感没有显著影响;(2)四种不确定性防范手段对城市务工人员之间主观幸福感差异的总贡献率接近10%,其中参与失业保险的贡献率最大。进一步研究发现,城市务工人员主观幸福感变化符合享乐适应理论,即随着不确定性防范措施的逐步实施推广,城市务工人员的主观幸福感可能会返回到未采取不确定性防范措施前的水平。  相似文献
