In voting, the main idea of the distance rationalizability framework is to view the voters’ preferences as an imperfect approximation to some kind of consensus. This approach, which is deeply rooted in the social choice literature, allows one to define (“rationalize”) voting rules via a consensus class of elections and a distance: a candidate is said to be an election winner if she is ranked first in one of the nearest (with respect to the given distance) consensus elections. It is known that many classic voting rules can be distance-rationalized. In this article, we provide new results on distance rationalizability of several Condorcet-consistent voting rules. In particular, we distance-rationalize the Young rule and Maximin using distances similar to the Hamming distance. It has been claimed that the Young rule can be rationalized by the Condorcet consensus class and the Hamming distance; we show that this claim is incorrect and, in fact, this consensus class and distance yield a new rule, which has not been studied before. We prove that, similarly to the Young rule, this new rule has a computationally hard winner determination problem.  相似文献

It is not uncommon that a society facing a choice problem has also to choose the choice rule itself. In such situations, when information about voters’ preferences is complete, the voters’ preferences on alternatives induce voters’ preferences over the set of available voting rules. Such a setting immediately gives rise to a natural question concerning consistency between these two levels of choice. If a choice rule employed to resolve the society’s original choice problem does not choose itself, when it is also used for choosing the choice rule, then this phenomenon can be regarded as inconsistency of this choice rule as it rejects itself according to its own rationale. Koray (Econometrica 68: 981–995, 2000) proved that the only neutral, unanimous universally self-selective social choice functions are the dictatorial ones. Here we introduce to our society a constitution, which rules out inefficient social choice rules. When inefficient social choice rules become unavailable for comparison, the property of self-selectivity becomes more interesting and we show that some non-trivial self-selective social choice functions do exist. We study the choice of multi-person bargaining protocols in the context of politics. In politics, citizens are increasingly involved in the design of democratic rules, for instance via referendums. If they support the rule that best serves their self-interest, the outcome inevitably advantages the largest group. In this paper, we challenge this pessimistic view with an original lab experiment, in which 252 subjects participated. In the first stage, these subjects experience elections under plurality and approval voting. In the second stage, they decide which rule they want to use for extra elections. We find that egalitarian values that subjects hold outside of the lab shape their choice of electoral rule in the second stage when a rule led to a fairer distribution of payoffs compared to the other one in the first stage. The implication is that people have consistent ‘value-driven preferences’ for decision rules.  相似文献

Using computer simulations based on three separate data generating processes, I estimate the fraction of elections in which sincere voting is a core equilibrium given each of eight single-winner voting rules. Additionally, I determine how often each rule is vulnerable to simple voting strategies such as ‘burying’ and ‘compromising’, and how often each rule gives an incentive for non-winning candidates to enter or leave races. I find that Hare is least vulnerable to strategic voting in general, whereas Borda, Coombs, approval, and range are most vulnerable. I find that plurality is most vulnerable to compromising and strategic exit (causing an unusually strong tendency toward two-party systems), and that Borda is most vulnerable to strategic entry. I use analytical proofs to provide further intuition for some of my key results.  相似文献

We characterize completely ordinal and onto choice rules that are subgame perfect of Nash equilibrium (SPE) implementable via randomized mechanisms under strict preferences. The characterization is very operationalizable, and allows us to analyse SPE implementability of voting rules. We show that no scoring rule is SPE implementable. However, the top-cycle and the uncovered correspondences as well as plurality with runoff and any strongly Condorcet consistent voting rule can be SPE implemented. Therefore our results are favourable to majority based voting rules over scoring rules. Nevertheless, we show that many interesting Condorcet consistent but not strongly Condorcet consistent rules, such as the Copeland rule, the Kramer rule and the Simpson rule, cannot be SPE implemented.  相似文献

The vulnerability of a social choice function to coalitional manipulation of preferences is defined as the proportion of voting situations in which the social choice function can be manipulated by a coalition of individuals. In this paper, we provide exact relations giving the vulnerability of four specific social choice functions (plurality rule, anti-plurality rule, plurality with runoff, anti-plurality with runoff) in three-alternative elections. Plurality with runoff appears to be less vulnerable than the other three rules.  相似文献

We analyze single binary-choice voting rules and identify the presence of the No-Show paradox in this simple setting, as a consequence of specific turnout or quorum conditions that are included in actual rules. Since these conditions are meant to ensure a representative outcome, we formalize this concern and reach our main result: no voting rule can ensure representation if abstention is possible, unless restrictive assumptions are made on the preference domain of abstainers. We then focus on the main referendum systems and show that appropriate restrictions do make them compatible with representation. The main purpose of our paper is, however, to provide a tool for referendum design: rather than imposing arbitrary restrictions on the preference domain of non-voters, we recommend instead that a conscious choice be made on how abstention is to be interpreted and that this choice be used to derive the corresponding referendum rule.The idea for this paper started with some jocose but insightful notes written by José João Marques da Silva at the time of the first referendum held in Portugal (1998). This paper combines social choice theory with mathematical optimization by applying various group decision concepts to a classical problem of combinatorial optimization, namely the famous traveling salesperson (salesman) problem. The aim of the latter is to find a tour through all vertices of a given graph along edges of minimal total cost. In this contribution we replace the measure of additive edge costs by the social acceptance of different edges and the resulting tours. In particular, for four different voting rules, the Borda rule, Approval voting, Plurality rule and Simple Majority rule, we will investigate the social acceptance of tours derived from global and local decisions. It will be shown that these two decision approaches can lead to widely varying results.  相似文献

We consider a society confronting the decision of accepting or rejecting a list of (at least two) proposals. Assuming separability of preferences, we show the impossibility of guaranteeing Pareto optimal outcomes through anonymous referendum voting, except in the case of an odd number of voters confronting precisely two proposals. In this special case, majority voting is the only anonymous social choice rule which guarantees Pareto optimal referendum outcomes.  相似文献

 This paper studies the topological approach to social choice theory initiated by G. Chichilnisky (1980), extending it to the case of a continuum of agents. The social choice rules are continuous anonymous maps defined on preference spaces which respect unanimity. We establish that a social choice rule exists for a continuum of agents if and only if the space of preferences is contractible. We take a decision theoretic approach to the classic social choice problem, using data on the frequency of choice problems to compute social choice functions. We define a family of social choice rules that depend on the population’s preferences and on the probability distribution over the sets of feasible alternatives that the society will face. Our methods generalize the well-known Kemeny Rule. In the Kemeny Rule, it is known a priori that the subset of feasible alternatives will be a pair. We define a distinct social choice function for each distribution over the feasible subsets. Our rules can be interpreted as distance minimization—selecting the order closest to the population’s preferences, using a metric on the orders that reflects the distribution over the possible feasible sets. The distance is the probability that two orders will disagree about the optimal choice from a randomly selected available set. We provide an algorithmic method to compute these metrics in the case where the probability of a given feasible set is a function only of its cardinality.  相似文献

A large amount of literature in social choice theory deals with quantifying the probability of certain election outcomes. One way of computing the probability of a specific voting situation under the Impartial Anonymous Culture assumption is via counting integral points in polyhedra. Here, Ehrhart theory can help, but unfortunately the dimension and complexity of the involved polyhedra grows rapidly with the number of candidates. However, if we exploit available polyhedral symmetries, some computations become possible that previously were infeasible. We show this in three well known examples: Condorcet’s paradox, Condorcet efficiency of plurality voting and in Plurality voting vs Plurality Runoff.  相似文献

Self-selectivity is a new kind of consistency pertaining to social choice rules. It deals with the problem of whether a social choice rule selects itself from among other rival such rules when a society is also to choose the choice rule that it will employ in making its choice from a given set of alternatives. Koray [3] shows that a neutral and unanimous social choice function is universally self-selective if and only if it is dictatorial. In this paper, we confine the available social choice functions to the tops-only domain and examine whether such restriction allow us to escape the dictatoriality result. A neutral, unanimous, and tops-only social choice function, however, turns out to be self-selective relative to the tops-only domain if and only if it is top-monotonic, and thus again dictatorial. This article considers the provision of two public goods on tree networks where each agent has a single-peaked preference. We show that if there are at least four agents, then no social choice rule exists that satisfies efficiency and replacement-domination. In fact, these properties are incompatible, even if agents’ preferences are restricted to a smaller domain of symmetric single-peaked preferences. However, for rules on an interval, we prove that Miyagawa’s (Soc Choice Welf 18:527–541, 2001) characterization that only the left-peaks rule and the right-peaks rule satisfy both of these properties also holds on the domain of symmetric single-peaked preferences. Moreover, if agents’ peak locations are restricted to either the nodes or the endpoints of trees, rules exist on a subclass of trees. We provide a characterization of a family of such rules for this tree subclass.  相似文献

We estimate the frequencies with which ten voting anomalies (ties and nine voting paradoxes) occur under 14 voting rules, using a statistical model that simulates voting situations that follow the same distribution as voting situations in actual elections. Thus the frequencies that we estimate from our simulated data are likely to be very close to the frequencies that would be observed in actual three-candidate elections. We find that two Condorcet-consistent voting rules do, the Black rule and the Nanson rule, encounter most paradoxes and ties less frequently than the other rules do, especially in elections with few voters. The Bucklin rule, the Plurality rule, and the Anti-plurality rule tend to perform worse than the other eleven rules, especially when the number of voters becomes large.  相似文献

We consider a problem in which a policy is chosen from a one-dimensional set over which voters have single-peaked preferences. While Moulin (Public Choice 35:437–455, 1980) and others subsequent works have focused on strategy-proof rules, Renault and Trannoy (Mimeo 2011) and Renault and Trannoy (J Pub Econ Theory 7:169–199, 2005) have shown that the average rule implements a generalized median rule in Nash equilibria and provide an interpretation of the parameters in Moulin’s rule. In this article, we first extend their result by showing that a wide range of voting rules which includes the average rule can implement Moulin’s rule in Nash equilibria. Moreover, we show additionally that within this class, generalized average rules are Cournot stable. That is, from any strategy profile, any best response path must converge to a Nash equilibrium.  相似文献

We consider small committees which have to elect one of three alternatives using the simple plurality rule. Committee members have common, state-dependent preferences and receive imprecise private signals about the state of nature prior to the election. We are interested in whether the committee decision is efficient, that is whether the probability with which the committee elects the correct alternative is higher than the probability with which one single individual alone—on behalf of the others—would. It has been shown that there exists a unique efficient equilibrium in elections with two alternatives. We show that this result does not extend to elections with more alternatives. Multiple equilibria may exist for the same committee, and there may be both efficient and inefficient ones. Informative voting may or may not be an equilibrium. Also contrary to two-alternative elections, there exist responsive equilibria in which voters vote ‘against’ their signal. As a consequence, only two alternatives receive positive expected vote shares and the outcome is inefficient.  相似文献

This paper deals with the topological approach to social choice theory initiated by Chichilnisky. We study several issues concerning the existence and uniqueness of Chichilnisky rules defined on preference spaces. We show that on topological vector spaces the only additive, anonymous, and unanimous aggregation n-rule is the convex mean. We study the case of infinite agents and show that an infinite Chichilnisky rule might be considered as the limit of rules for finitely many agents. Finally, we show that under some restrictions on the preference space, the existence of a Chichilnisky rule for every finite case implies the existence of a weak Chichilnisky rule for the infinite case.  相似文献

A voting rule maps voter preferences into outcomes, and is called sophisticated if there exists a voting tree whose sophisticated outcomes coincide with the voting rule for every voter preference. As yet, no complete characterization of such rules is available. In the multilingual centres of Northern Europe's major cities, new varieties of the host languages are emerging. While some analyse these ‘multiethnolects’ as youth styles, we take a variationist approach to an emerging ‘Multicultural London English’ (MLE), asking: (1) what features characterise MLE; (2) at what age(s) are they acquired; (3) is MLE vernacularised; and (4) when did MLE emerge, and what factors enabled this? We argue that innovations in the diphthongs and the quotative system are generated from the specific sociolinguistics of inner‐city London, where at least half the population is undergoing group second‐language acquisition and where high linguistic diversity leads to a heterogeneous feature pool to select from. We look for incrementation ( Labov 2001 ) in the acquisition of the features, but find this only for two ‘global’ changes, BE LIKE and goose ‐fronting, for which adolescents show the highest usage. Community‐internal factors explain the age‐related variation in the remaining features.  相似文献
