对完善失业保险制度促进再就业功能的思考

失业保险是指通过建立失业保险基金,使因失业而暂时中断生活来源的劳动者在法定期间内获得失业保险金,以维持其基本生活的一种社会保险制度。目前,我国的失业保险制度更注重事后补偿,其抑制失业及促进再就业的功能没有得到发挥,加强失业保险促进再就业的功能就显得尤为重要,同时也是国际上失业保险制度发展的趋势。     

《贝弗里奇报告》对我国失业保险基金管理的启示

失业保险基金是失业保险制度运行的重要物质基础。《贝弗里奇报告——社会保险和相关服务》是社会保障发展史上重要的著作,是西方现代福利国家制度产生的理论基础。我国社会保障事业正处于改革与发展的关键时期,失业保险基金管理问题突出,研究《贝弗里奇报告》对于更好地加强失业保险基金管理,促进我国社会保障理论的发展和社保制度的完善,构建和谐社会具有重要的意义。

The Use of Telematics Devices to Improve Automobile Insurance Rates

Most automobile insurance databases contain a large number of policyholders with zero claims. This high frequency of zeros may reflect the fact that some insureds make little use of their vehicle, or that they do not wish to make a claim for small accidents in order to avoid an increase in their premium, but it might also be because of good driving. We analyze information on exposure to risk and driving habits using telematics data from a pay‐as‐you‐drive sample of insureds. We include distance traveled per year as part of an offset in a zero‐inflated Poisson model to predict the excess of zeros. We show the existence of a learning effect for large values of distance traveled, so that longer driving should result in higher premiums, but there should be a discount for drivers who accumulate longer distances over time due to the increased proportion of zero claims. We confirm that speed limit violations and driving in urban areas increase the expected number of accident claims. We discuss how telematics information can be used to design better insurance and to improve traffic safety.     

Macroeconomic Determinants of Equilibrium Unemployment Insurance

This paper proposes a new modeling strategy as regards the definition of an optimal level of unemployment benefits. While the traditional methodology privileges labor market equilibrium to derive optimal employment, wage and unemployment benefit levels, we present a model in which the optimal level of unemployment benefits is a function of the government’s macroeconomic objectives in terms of inflation and output fluctuations. In a second stage, the model allows for the investigation of unemployment insurance effects on labor market equilibrium.     

The Effect of Unemployment Insurance Generosity on Unemployment Duration and Labor Market Transitions

This paper examines the impact of unemployment insurance (UI) benefit generosity on labor market transitions in Turkey from 2002 to 2012. Using a unique administrative dataset, I take advantage of a sharp discontinuity in treatment assignment at 900‐paid‐premium‐days to identify the impact of generosity on the outcome variables. I find that unemployment benefit duration is increased by approximately 0.07 weeks per additional week of UI. However, more generous benefits lead to lower probabilities of transition to employment and the impact is greater compared to developed countries. In addition, workers who are entitled to longer UI periods have lower probabilities of cheating the system and rejecting the services of the Turkish Employment Agency.     

失业保险给付期限差异下的失业持续时间研究

本文对享受不同失业保险给付期限的失业者的失业持续时间差异进行了实证研究。根据工作搜寻理论,应用存活分析方法建立了含有失业保险给付期限因素的失业持续时间模型,并对青岛市失业者登记数据进行了实证研究。结果表明:享受失业保险者的失业持续时间明显长于不享受失业保险者的失业持续时间,在失业保险给付额度相同的条件下,失业保险给付期限与失业持续时间成同向变动关系。     

Unemployment Insurance and the Timing of Layoffs and Recalls

This note provides the motivation to fill a gap in the empirical literature by showing that the optimal firm response to workers’ job search behaviour (Mortensen, Industrial and Labor Relations Review 30: 505–517, 1977) is to lay off those workers with high unemployment insurance and recall workers as they approach expiry of their benefits.
