The measurement of poverty as ‘consistent’ poverty offers a solution to one of the primary problems of poverty measurement within Social Policy of the last three decades. Often treated as if they were synonymous, ‘indirect’ measures of poverty, such as low income measures, and ‘direct’ measures, such as indices of material deprivation, identify surprisingly different people as being poor. In response to this mismatch, a team of Irish researchers put forward a measure which identified respondents in as being in poverty when they experienced both a low standard of living, as measured by deprivation indicators, and a lack of resources, as measured by a low income line. Importantly, they argued that the two measures required an equal weight. In this paper, I present a reconsideration of the consistent poverty measure from both conceptual and empirical perspectives. In particular, I examine the claim that low income and material deprivation measures should be given an ‘equal weight’. I argue that, from a conceptual perspective, the nature of the indicators at hand means that a deprivation-led measurement approach might be understood to align with the definition of poverty which Nolan and Whelan outline and, from an empirical perspective, that it is the material deprivation measure—and not the low income measure—which is particularly effective in identifying individuals at risk of multiple forms of deprivation. However, I argue that greater attention needs to be given to the question of whether indicators of material deprivation provide a sufficient measure of material poverty and suggest that advancing the measurement of material deprivation beyond its relatively rudimentary state represents an important priority for poverty research.  相似文献

The paper presents a data-based comparison of three indicators of social isolation that are frequently used in contemporary social research: (a) low frequency of social contact with friends, relatives, and neighbors (social contact indicator); (b) absence of a discussion network (discussion network indicator); (c) absence of social support (support indicator). All three indicators are in line with an understanding of social isolation as the absence of close personal relationships. However, as shown in this paper, they are correlated only weakly to each other and lead to different results concerning the overall share of social isolation, age disparities, and gender differences of social isolation. Against this background, the paper proceeds with considerations on the content validity and criterion validity of the three indicators. Different versions of each indicator are scrutinized to gain insights on content validity. Conclusions on criterion validity are drawn from an examination of the correlations between the indicators and health, poverty, satisfaction with family life, and satisfaction with social life. Findings suggest a higher validity of the social contact indicator compared to the other two indicators. Data source is the German Socio-Economic Panel. Discussions of content validity are additionally based on analyses using the German Family Survey and the German Aging Survey.  相似文献

One way of making the capability approach (CA) operational uses fuzzy poverty measures. In this paper, we present a new approach to applying these measures in the South African context using responses to a questionnaire on ‘The Essentials of Life’ in conjunction with a methodology for dealing with the vagueness of poverty. Our results suggest very low cut-offs for people or households to classify as definitely poor for some social indicators. These cut-offs are far lower than those Klasen used in his application of the CA. The attempt to apply the CA using Cheli and Lemmi’s ‘totally fuzzy and relative’ poverty measure in conjunction with our approach to specifying cut-offs can lead to incoherence. This measure can, nonetheless, be useful when social indicators have a ‘relativist component’. While the Cerioli and Zani measure does not lead to such incoherence, it also has a serious weakness.  相似文献

Environmental equality, social justice and well-being are national headline indicators for the United Kingdom (UK), and community vibrancy is a rural headline indicator. All four of these indicators were designated as headline indicators prior to any robust definition or methodology for their measurement was articulated. Prior to the establishment of social justice and environmental equality as headline indicators, research commissioned by the Department for Environment, Food and Rural Affairs indicated that, at least in the foreseeable future, it would not be possible to operationalise these concepts as indicators of sustainable development. Research into well-being and community vibrancy also illustrated significant problems with their measurement, but in terms of these two indicators that research was carried out after their establishment as headline indicators. These findings illustrate problems with dialogue between the government and relevant experts: difficult to measure concepts have been erroneously designated as headline indicators for the UK.  相似文献

This paper analyses poverty and inequality in South Africa based on data from a comprehensive multi-purpose household survey undertaken in 1993 to provide baseline statistics on poverty and its determinants to the new government. The paper shows that South Africa has among the highest levels of income inequality in the world and compares poorly in most social indicators to countries with similar income levels. Much of the poverty in the country is a direct result of apartheid policies that denied equal access to education, employment, services, and resources to the black population of the country. As a result, poverty has a very strong racial dimension with poverty concentrated among the African population. In addition, poverty is much higher in rural areas, and particularly high in the former homelands. Poverty among female-headed households and among children is also higher than average. Moreover, poverty is closely related to poor education and lack of employment. The poor suffer from lack of access to education, quality health care, basic infrastructure, transport, are heavily indebted, have little access to productive resources, and are heavily dependent on remittances and social transfers, particularly social pensions and disability grants. The paper uses an income-based definition of poverty for most of the analysis. In addition, it develops a broad-based index of deprivation including income, employment, wealth, access to services, health, education, and perceptions of satisfaction as its components. While on average the two indicators correspond fairly closely, the income poverty measure misses a considerable number of people who are severely deprived in many of the non-income measures of well-being. This group of severely deprived not identified by the income poverty measure consists predominantly of Africans living in rural areas, concentrated particularly in the province of KwaZulu/Natal.  相似文献

Child poverty has been widely discussed in Germany since the publication of the third official Poverty and Wealth Report of the German government in 2008 which—inter alia—focused on the situation of children and families. However, child poverty is not only caused by low household incomes and impacts of child poverty are not only restricted to financial consequences. The capability approach takes into account this multidimensionality of well-being and poverty of children. It conceptualizes human well-being as not only depending on financial means but also gives the same importance to the personal and social conversion factors which determine how far financial means can be converted into personal well-being. Before 2008 the capability approach had only been applied to the well-being of adults in Germany, but not specifically to the well-being of children. However, there are several reasons why a capability analysis for children will differ from a capability analysis for adults. Adults’ capability sets comprise dimensions that are less relevant for small children while other valuable capabilities have to be added. Furthermore the capability set depends to a large extent on the age of the child. The paper focuses on a multidimensional poverty analysis in the capability perspective of 5–6 years old children. In the domains of “Education/Leisure”, “Health”, “Social Participation” and “Income” child poverty is measured by predefined indicators. The relationship to the social and personal conversion factors of the caretakers is then evaluated. Additionally, a multidimensional poverty measure is analyzed.  相似文献

The aim of this paper is to highlight some key issues and challenges in the analysis of poverty at the local level using survey data. In the last years there was a worldwide increase in the demand for poverty and living conditions estimates at the local level, since these quantities can help in planning local policies aimed at decreasing poverty and social exclusion. In many countries various sample surveys on income and living conditions are currently conducted, but their sample size is not enough to obtain reliable estimates at local level. When this happens, small area estimation (SAE) methods can be used. In this paper, a SAE model is used to compute the mean household equivalised income and the head count ratio for the 57 Labor Local Systems of the Tuscany region in Italy for the year 2011. The caveats of the analysis of poverty at the local level using small area methods are many, and some are still not so well explored in the literature, starting from the definition of the target indicators to the relevant dimensions of their measurement. We suggest in this paper that together with the universally recognized multidimensional, longitudinal and local dimensions of poverty, a new dimension must be considered: the price dimension, which should take into account local purchasing power parities to correctly compare the poverty indicators based on income measures.  相似文献

Within the debates on poverty measurement among experts as well as the discussions about Sustainable Development Goals (SDGs) an interesting shift has taken place in recent years, away from uni-dimensional measurements (based on a poverty line) and towards multi-dimensional approaches. Any multi-dimensional approach is, by definition, dealing with the complexity of poverty across a range of aspects which need to be assessed separately before they can be combined (weighted) to produce an overall, synthetic measure. This measure, in turn, if it is going to be more than a theoretical curiosum, must be translated for and presented to the public at large and decision-makers in order to impact programs and policies to reduce and eliminate poverty. In this paper, all the steps involved in the last two sentences are explored. This is done in the context of the measurement of Child Poverty that was initiated over a decade ago by UNICEF. After a brief review of the history and evolution of the measurement of Child Poverty, three consecutive sections dealing with the issues raised above are introduced. First, based on the experience of over 70 countries from all developing continents, the selection of indicators is discussed. This is followed by a simple simulation showing the pitfalls of endogenous weights. The third of these sections explores the challenges in presenting these results to a wide, lay audience which are shown to be less intractable than the issues faced by weighted composite indexes and the “dollar-a-day” uni-dimensional metric. An additional section deals with the problem of embedding the Child Poverty measurement within the larger poverty picture of the country (i.e. comparing and complementing metrics of adult and overall poverty). The final section summarizes the main results and conclusions of the paper.  相似文献

This article explores the development of the Good Relations Measurement Framework (GRMF), the first attempt in Britain to create a framework designed to measure how people experience their lives, specifically in relation to their interactions with each other. It provides a reference point for others seeking to construct social indicator measurement frameworks which capture the experiential in the social policy field. In a wider sense, it provides a case study of the use of social indicators within the policy process in the modern polity. The overall objective of the GRMF is to measure the state of Good Relations in Britain. Seven key areas emerged as being crucial for the development of measurement frameworks during the construction of the GRMF. Firstly, a decision has to be taken about the extent to which social measurement frameworks are confined to measurement only or are to have a normative element. Secondly, a working definition of the subject area is needed early in the process. Thirdly, an element of consultation with the public is important. A fourth issue relates to the practical method of construction through the use of ‘long lists’ of potential indicators, and finding a balance between an ‘ideal’ list of potential indicators emerging from public consultation and a second list of existing indicators drawn from existing surveys. A fifth issue relates to the availability of social indicator data at an appropriate geographical level. A sixth issue is that social indicators drawn from different surveys are not always comparable. A final factor is that while quantitative indicators are useful as a tool of social measurement, qualitative research adds a further dimension which is especially important in particular circumstances.  相似文献

The current poverty rate and the persistent poverty rate are both included in the European Union’s (EU's) portfolio of primary indicators of social inclusion. We show that there is a near-linear relationship between these two indicators across EU countries drawing on empirical analysis of EU-SILC and ECHP data. Using a prototypical model of poverty dynamics, we explain how the near-linear relationship arises and show how the model can be used to predict persistent poverty rates from current poverty information. In the light of the results, we discuss whether the EU's persistent poverty measure and the design of EU-SILC longitudinal data collection require modification.  相似文献

The social indicator movement has realized a considerable increase in importance during the last 50 years. This happened not the least by the publications in the journal Social Indicators Research. Social indicators have been developed for many aspects of life. The scores on these indicators often are compared through time and across groups. An essential requirement for such research is that the measures used are comparable through time and across groups. The comparability through time is not such a big problem but the comparability of measures across groups is not so obvious. This requires harmonization of indicators based on objective variables and invariance testing for indicators based on subjective and objective variables. In this paper we discuss how the comparability of different types of social indicators based on subjective and objective variables can be tested using invariance testing. This is a relevant issue because the existing testing procedure is designed for only one type of social indicators and this test is not directly applicable on the other types of social indicators.  相似文献

Tackling the many negative health effects of social isolation has been identified as a policy priority in the UK and consequently many local authorities are developing strategies to ascertain its prevalence through the development of social indices. This paper provides a novel assessment of the emerging approach of developing indices to identify social isolation. It provides an overview of a selection of indices being developed by local authorities across England; considers the validity of such quantitative indices; and explores the extent to which more in-depth qualitative data collected at a neighbourhood level is additionally required. It draws on evidence of a social isolation index for older people created by a northern English local authority, assessing its validity through a qualitative sense check; an innovative approach which has not been attempted elsewhere. The paper contributes important knowledge to the growing literature in this field by further developing understanding around the most effective ways of identifying, measuring, and understanding social isolation at a local level. Our findings indicate that an index, alone, is insufficient to fully capture the multifaceted nature of social isolation as relevant indicators, unique to local spaces, which cannot easily be measured quantitatively, are often excluded. The paper offers a significant and original contribution to the debate for both academics who wish to gain a greater understanding of the role indices can play in identifying those most at risk of social isolation, as well as for policy makers and practitioners who are currently grappling with this challenging concept.  相似文献

This paper aims to present a theoretically based, multidimensional and comparable measurement of social cohesion, applicable in 47 European countries/regions using the most recent micro-level data of the European Value Study (EVS) from 2008 that build upon the previous research conducted on the EVS data from 1999 covering 33 countries. The analysis is conducted in five steps. In the first part, we create a set of measurable intermediate indicators that correspond to the social cohesion dimensions suggested by the theory. In the second part, we verify whether these indicators empirically corroborate the multidimensional structure of the concept proposed by the theory. The third part examines whether the obtained intermediate indicators of social cohesion form the same constructs across countries and whether they can yield a cross-country equivalent measure of social cohesion. In the fourth step, composite scores of all dimensions of social cohesion are calculated for all analysed countries/regions. The last step shows a practical application of the obtained indices and compares levels of social cohesion in six broader geographical regions of Europe to demonstrate the applicability of the measurement in comparative research.  相似文献

Income is regarded as one of the clearest indicators of socioeconomic status and wellbeing in the developed world and is highly correlated with a wide range of outcomes. Despite its importance, there remains an issue as to the best way to collect income as part of surveys. This paper examines differences in how income is collected in a nationally representative UK birth cohort, the Millennium Cohort Study, looking at variations by questions asked and by respondent characteristics before then examining the implications different methods of collecting and reporting income may have for measuring poverty. Results show that less than a third of respondents give consistent information on income between measurement tools. Using multiple questions is associated with a substantially lower response rate but this method generally results in a higher estimate of family income than using a single question. This is particularly true for certain groups of the population—those on means tested benefits, in self-employment and in part-time employment. Not surprisingly then in our analysis of poverty, using a single question produces an inflated proportion of families who could be classified as living in poverty and is less associated with other measures of financial deprivation than the more conservative poverty measure based on multiple questions.  相似文献

The interests in social indicators andsocial reporting started in the 1960s with thenew awareness of poverty in the midst ofaffluence. In this paper I first discuss thepoverty concept and its implication for socialpolicy strategy. The poverty concept should bebut one in a system of concepts that throwslight on the whole distribution of income andwealth and how income from labor as well asincome from capital is generated. The centralconcepts in the system are income and economicstandard, which I explain in differentperspectives on command over resources.The command-over-resources concept is usedto get from a narrow concept of materialwelfare that can be measured in money to awider concept of welfare that includes theuniversal common social concerns. I confess tobeing intrigued by the fact that a list ofsocial concerns can be agreed upon that seemsto be relevant across cultures, politicalsystems and times. I suggest that thissurmised universality springs from the great``life projects'' that all humans face over thelife cycle.I then discuss the role of social indicatorsand social reporting as continuous informationon these common concerns in the context of anepistemology of the democratic process. Socialreporting would serve the democratic processbest if it answers ``how it is'' and leaves theanswers on ``how it ought to be'' and ``whatshould be done'' to come about throughdiscussion among citizens.  相似文献

This paper analyses the common trajectories leading to adult social exclusion that children from disadvantaged backgrounds experience during their life courses. Moreover, it provides an assessment of whether education is effective in breaking the vicious circle of disadvantages both across and within generations. Using data from the 1970 British Cohort Study, this empirical analysis is based on structural equation modelling techniques and proceeds in three steps. The measurement model is first tested to validate three groups of theoretical constructs (childhood disadvantages, adolescent deprivations and a multi-dimensional measure of social exclusion) and their indicators. Next, a path analysis is conducted for describing the trajectories linking childhood disadvantages to social exclusion. In the third step, the multi-faceted role of education is established by measuring the extent to which deprivations in the educational domain directly or indirectly affect all the relevant social exclusion dimensions.  相似文献

In recent years, both in socialscience and policy circles, there has been agrowing consensus on the multidimensionalnature of poverty. However, theoperationalisation of the concept has notfollowed this development, as most studies arestill primarily based on income. In thisarticle, we propose to measure the concept ofpoverty using both monetary and non-monetaryindicators. To this end, a latent classmeasurement model is used, allowing us to takeaccount of the multidimensionality of the dataand the discrete nature of most availablepoverty indicators. The proposed measurementinstrument allows for poverty to manifestitself in different ways or forms for differentsubgroups in the population. Furthermore, theoccurrence of multiple deprivation, rather thana `negative' score on only one indicator, istaken into account. In addition, specialattention is paid to the feasibility ofconstructing a multidimensional poverty measurewhich can be used to study poverty dynamicswith longitudinal panel data. We presentfigures on the size and the social distributionof the `poor' population in Belgium andBritain. These figures indicate that theresults of our multidimensional measurementprocedure are both plausible and substantivelyinterpretable.  相似文献

相对贫困的识别和测算是瞄准贫困人口和制定减贫政策的基础,但常用于识别相对贫困人口的比例收入法和测度相对贫困程度的FGT指数在理论基础、比例设定和贫困性质方面遭到质疑。采用基于社会融入成本理论的弱相对贫困人口识别方法,及与弱相对贫困线相适应的分层可加综合贫困指数,且考虑与现阶段我国绝对贫困线衔接性及国际标准的可比性,使用2012—2018年中国家庭追踪调查(CFPS)数据估计了中国城乡收入(消费)弱相对贫困线,并测算分析了中国城乡收入(消费)弱相对贫困程度及时空演变特征。研究表明,基于弱相对贫困线构造的综合贫困指数兼顾绝对贫困和相对贫困,可以避免传统FGT指数分别测度绝对贫困和相对贫困时动态变化趋势出现分歧的问题,可更为直观地综合评估经济增长和扶贫政策的减贫效应。无论城乡,尽管不平等导致相对贫困始终处于高位水平,但绝对贫困更大的下降幅度使得中国收入(消费)弱相对贫困程度仍呈稳健下降趋势。从社会融入成本角度出发,建议未来考虑住房成本和子女养育成本,分家庭类型进一步细化弱相对贫困标准。本研究有助于进一步分类瞄准弱相对贫困人口,监测弱相对贫困程度演变并综合评估减贫效应。  相似文献

Subjective indicators are often criticized since they are thought to be particularly affected by the phenomenon of adaptive preferences and social comparison. For social policy purposes, processes of downward adaptation in disadvantaged individuals are of particular importance, i.e., it is supposed that such people compare themselves with others who are in the same precarious situation or even worse off and, as a result, lower their expectations and adapt their aspirations and preferences to their material and financial constraints. Based on the 2006–2010 waves of the Swiss Household Panel study, this contribution examines whether, and to what degree, indicators of material deprivation, subjective poverty and subjective well-being are affected by such downward adaptations. Our empirical analysis demonstrates that the bias caused by adaptation processes varies considerably among different measures and that, although subjective indicators are indeed often affected by this phenomenon, there are also robust measures, notably Townsend’s deprivation measure, Halleröd’s proportional deprivation index and the subjective well-being measure of general life satisfaction.  相似文献

Normative criteria for evaluations of economic and social outcomes are often formulated in terms of social welfare functions which are essentially and importantly non-satiable. However, there are good reasons to consider certain normative criteria and many policy objectives to be capped, i.e. bounded, and thus satiable provided sufficient resources are made available for their satisfaction. Inspired by the Foster–Greer–Thorbecke class of indicators, this paper uses an interdisciplinary approach to develop a model for assessing outcomes in terms of capped objectives based on an understanding of individual shortfalls from the objective, denoted needs. We present an indicator to measure need satisfaction in a population of individuals with heterogeneous needs and highlight an aggregation problem under scarcity. For such situations, we develop three ways in which the indicator can be weighted that reflect respectively concerns over the frequency, depth and severity of the need shortfalls and show that normative evaluations based on these weighting schemes can conflict, yielding mutually inconsistent outcome rankings. The indicator can be adapted to measure a wide variety of phenomena, e.g. health needs, education shortfalls, deprivation, etc., and it is suited for targeting exercises and other policy implementations. In particular, it allows for exogenous weighting schemes, i.e. weights that can incorporate non-shortfall characteristics relevant for the evaluation, e.g. age, gender, ethnicity, etc. The indicator thus enables new ways for researchers to promote and study satiable objectives in a wide variety of contexts relevant to economic and social policy, e.g. human development programs, poverty reduction, healthcare policies, etc.  相似文献
