Homelessness is one of the most pressing social problems today. The Institute of Medicine defines the problem as a failure in the support systems created to prevent the problem and a tighter housing market. The assumption is that the support system should help to prevent the occurrence of homelessness. The Eastern Fairfield County area performed a study to look at the relationship between those services serving people who are homeless and near homeless to determine the availability, accessibility, and adequacy of services for homeless people. The study identified several barriers in the service delivery system. A strategy was then developed to address these barriers. This paper shows how a research process can facilitate a community response to a social problem. The paper presents the steps that were taken so other communities may replicate the process.  相似文献

ABSTRACT

Recent research suggests a high prevalence rate of Autism Spectrum Conditions (ASC) amongst the homeless population. Although, it is well-documented that autistic people experienced many barriers to accessing health services, little is known about their challenges in accessing homeless services. Thus, the present study aimed to measure prevalence of high levels of autistic traits, and to identify barriers that prevent autistic people accessing homeless services. Participants recruited from homeless services (n?=?65) completed the Autism Quotient-10 (AQ-10) alongside a questionnaire regarding perceived accessibility of homeless services. Results revealed that 18.5% of participants scored Above the Clinical Threshold of the AQ-10 (ACT-AQ). Moreover, the ACT-AQ group reported that encountering big groups in shared accommodation represent a significant barrier to engaging with homeless services. Further research is needed to identify the full degree of ASC representation and the factors that might prevent autistic homeless people accessing homeless services, and thus overcoming homelessness.  相似文献

A qualitative research study was conducted to obtain an understanding of the people who provide senvices to persons who are homeless and mentally ill. Selvice providers were asked about the kinds of selvices they provide, what they consider beneficial to this population, the kinds of selvices they would like to provide, and what is needed to allevwte the homeless problem. Selvices found in the study included, those that meet basic needs, psychiatric/medical selvices, social setvices, and activities. Service providers indicated the major selvice priority is housing and the necessity of: (a) a safe environment, (b) additional psychiatric/social selvices, (c) day programs, and (d) health care. It is recommended that selvice providers advocate for the necessary improvements in services including, collaborative workshops and training sessions to the public and to each other.  相似文献

This article describes the results of research on the demographic, housing, psychosocial characteristics, and service needs of a sample of homeless people with HIV disease_ Results show that respondents are similar in demographic and housing characteristics to the general homeless population. On average, respondents report high levels of stress and depression, moderate satisfaction with perceived social support availability, moderate beliefs in their ability to influence health related outcomes, moderate levels of self-efficacy, and low levels ofphysical and psychosocial disability. A range of services was identified as both helpful and useful in supporting a stable living arrangement. Implications for social policy, service provision, and research are discussed.  相似文献

The process of home-making changes over a lifetime. For many, including newly resettled homeless people, the home-making process is difficult, challenging, and sometimes unsuccessful. This paper draws on research concerning the experiences of homeless individuals and families in New York and studies of single homeless adults in London and Dublin. It argues that there are supports and barriers to the home process, which include social, physical, environmental, financial, and practical factors. Central conclusions are that home does not arrive with a roof over a person's head, but rather that home-making is a complex social psychological process. Developing supports to home-making may offer tangible ways to enable this process to flourish.  相似文献

Abstract

Since the mid-1990s, the number of homeless in Taiwan has been increasing. Politicians, policy makers, and service providers frequently debate whether the government should provide services for the homeless. Democracy and economic change have increased the number of homeless in Taiwan. However, the current homeless problem is also a product of a conservative welfare ideology based on family values and moral judgments. This study has implications for social workers and policy makers. (1) A universal principle for nationwide homeless delivery systems is required. (2) Restrictions that prohibit adults and youths with families providing little support from entering shelters should be eliminated. (3) Employment consultation and housing compensation should be provided to assist street people in re-entering mainstream society. (4) Supportive relationships with mainstream- based outreach services should be developed.  相似文献

Homelessness is one of the most pressing social problems today. Society has responded to the problem with the creation of homeless shelters. yet, the nature of the operation of the shelter is not defined. This study explored the operations of two single adult homeless shelters to understand how they operate in addressing the problem of homelessness. The study identified two different types of services, one called "house" and the other ((home." House services provided basic food, shelter, and linkage to social services, which fulfilled the basic definition of the problem of homelessness as defined by the Institute of Medicine. Home services provided the basic services of house but also went one step beyond by providing these services within the context of a supportive environment, thus creating informal social supports. The study discusses the implications of each of these modalities in addressing the problems associated with people who are homeless as well as the differences in policies and structures which contribute to one shelter providing house and the other home services.  相似文献

This paper aims to understand how people who are homeless respond to advanced liberal social services that endeavour to promote their autonomy and responsible actions. We prioritize the experiences and positions of people who are homeless, and what agentic action means to them. Sociological literature is selective about what accounts are deemed agentic. Agency is associated with accounts that resist or subvert dominant neoliberal framings of homelessness as failure of individuals. When people experiencing homelessness or poverty themselves foreground autonomy or responsibility, sociologists treat them as cultural dopes who have internalized neoliberal discourse. Our analysis is driven by an ethnographic study in an Australian homelessness shelter. We demonstrate how people who are homeless neither outright reject nor completely embrace advanced liberal practices to influence their actions and promote autonomy. People engaged in relational reasoning. Paternalist and advanced liberal social services were both lauded and rejected for their capacities and limitations to realize a good life. We contribute to the discussion for sociology to value people's accounts and experiences, rather than broader social process explaining their accounts. From the perspectives of people who are homeless, we show that just because something appears neoliberal does not mean it should be automatically rejected.  相似文献

Service providers' perceptions of the system of care for homeless youth are described. Face-to-face structured interviews were conducted with staff at homeless youth agencies in Los Angeles County (L.A. County) regarding organizational and staff characteristics, issues affecting youth, types of available services, gaps in services, and barriers to service delivery.Overall, agencies were large, well established, and provided multiple services. Most agencies (62%) were concentrated in Hollywood, a cruise area of L.A. County. Clear distinctions emerged between large and small agencies; large agencies had more resources, more professional staff, were established longer, and were policy advocates. Typical of other US metropolitan areas, services for homeless youth in L.A. County are located in cruise areas, and are not as readily available in other geographic areas. Such geographic barriers to providing a comprehensive and coordinated system of care can affect youth's pathways out of homelessness.  相似文献

The aging-in-place agenda supports the right of seniors to live in their preferred environment, as the place where they can retain a sense of independence and control in old age. This right is compromised for vulnerable seniors who are homeless or at risk of becoming homeless. Causes of homelessness in old age are complex, and pathways into and out of homelessness are multifaceted, including financial insecurity, relationship breakdown, and addiction, compounded by barriers to accessing services, shrinking social support networks, and complex health challenges. Addressing the multidimensional nature of homelessness in old age requires holistic solutions that bring together the knowledge and expertise of multiple stakeholders, not least seniors themselves. With this aim, this paper reports on findings from multistakeholder community dialogue sessions conducted across Metro Vancouver with seniors’ organizations, service providers, and local government to prioritize the challenges of senior homelessness in Metro Vancouver and propose strategies and solutions for addressing the issue. The paper highlights some of the ways in which services and housing supports can be designed to support older adults who are homeless or at risk of becoming homeless.  相似文献

The purpose of this study was to compare young people seeking homeless services in two distinct geographic locations (Austin, Texas and St. Louis, Missouri). To determine differences between the two populations, the study used a guiding conceptual model of social estrangement that included four domains: institutional disaffiliation, psychological dysfunction, human capital, and identification with homeless culture. A sample of homeless youth (N = 96; 46 from St. Louis, 50 from Austin) were recruited through youth-serving agencies. Findings indicate two unique samples of street-involved youth in regards to affiliation with formal institutions, family support, and informal peer networks, suggesting distinct service needs.  相似文献

Abstract

The present paper uses a social selection and social adaptation framework to investigate whether problematic substance use normally precedes or follows homelessness. Clarifying temporal order is important for policy and program design. The paper uses information from a large dataset (n=4,291) gathered at two services in Melbourne, supplemented by 65 indepth interviews. We found that 43% of the sample had substance abuse problems. Of these people, one-third had substance abuse problems before they became homeless and two-thirds developed these problems after they became homeless. We also found that young people were more at risk of developing substance abuse problems after becoming homeless than older people and that most people with substance abuse issues remain homeless for 12 months or longer. ABSTRACT

This paper concerns preconditions for the well-being of young people with mental ill-health combined with social vulnerabilities, also referred to as youth with complex needs. Research questions are: What barriers to sustainable work practices for young people labelled as having complex needs do professionals encounter? What do professionals identify as possible ways to overcome these barriers? Sustainable work practices are reflected in three themes: empowerment, relationships and collaboration. The findings are based on semi-structured interviews with 24 professionals, 3 men and 21 women, working in psychiatric care and the social services in two Swedish municipalities in 2016 and 2017. Major barriers are lack of continuity and co-ordination in staff and support, and fragmentation of work practices. As a consequence of the increased specialization of human service organizations, young people have to interact with many different professionals which could cause disparate interventions. Possible ways mentioned to overcome these barriers are supported through good interactional skills, using keyworkers as well therapeutic alliances, wrap-around services and case management. Complexity is linked to organizations and work practices rather than to young people. An often dysfunctional service delivery system in organizations with rigid boundaries may also affect professionals’ aim for sustainable support.  相似文献

Homelessness has been associated with levels of stress beyond the normal strain of living in poverty. For mothers who are homeless, support from their social networks may provide a buffer from some of the stresses associated with being homeless. To better understand the relationship between social support and female-headed homeless families, an integrative review was conducted of 12 research articles that compare social support among low-income housed mothers and homeless mothers, using guidelines set forth by Ganong. The included studies revealed four significant attributes of social support among housed and homeless mothers: size of the social support network; composition of the social support network; contacts with members of the social support network; and perceived support from members of the social support network. Nurses who work with homeless families are in a position to help develop ways for these families to cultivate and maintain their social support networks while homeless. Nurses can be available to offer support, including the necessary mental health services or referrals.  相似文献

This paper presents findings from an online survey of practitioners working in the homelessness sector in Australia, that explored practitioner perspectives of policy and service delivery to people with impaired decision-making capacity who experience chronic homelessness. This paper identifies from the research that unrealistic, inflexible and conditional policy, program and service responses from both the public and community sectors restrict positive outcomes for people with impaired decision-making capacity who are chronically homeless. These are significantly affected by sectoral silos whereby service types could not coordinate to facilitate adequate support. Supportive practices constructed of unconditional, flexible and wrap around support are needed along with “no exclusion” eligibility criteria for access to services. New approaches are needed in developing policy and delivering human services to people with impaired decision-making capacity that redress chronic homelessness, and enhance the prosperity of social inclusion for this vulnerable group of people.  相似文献

Abstract

The present article reports on a study of the attitudes and behaviour of young people towards help-seeking during times of emotional distress and, in particular, when contemplating suicide. Twent- one young people aged between 16 and 24 years, as well as six parents and 14 youth service providers who lived in ‘Subcity’, a metropolitan community, were interviewed about their understandings of youth suicide and effective interventions. Nearly all the young people, service providers and parents identified a range of barriers that impede or prevent young people from asking for help when they need it most, including issues related to trust and confidentiality, parental support and fear, stigma and perceived loss of esteem. Implications for social work practice include an emphasis on developing parenting skills and community development related to education about suicide and the provision of appropriate support services.  相似文献

Social workers and social work have been criticized for failing to address violence against women in adequate ways, of blaming the victim and failing to recognize domestic violence as a problem. At the same time, it is the social services that are responsible for support to abused women, according to amendments in the Social Services Act (2001). This article examines abused women’s own experiences of support in connection with the police investigation of domestic violence. It is a qualitative study with six women who all have received support from the Relationship Violence Center (RVC) in Stockholm. The main findings in the article suggest that support in connection with the judicial process is important. Women’s earlier experiences or preconceptions of the social services might prevent them from accepting support or turning to the social services for help.  相似文献
