Migration, Return, and Development: An Institutional Perspective   总被引:2,自引:0,他引:2  
The development community has been rather reluctant in the past to integrate migration as a parameter for development policies, as often advocated by politicians and the migration community. The following analysis demonstrates that the position of development institutions on this matter has evolved, e.g., in the direction of increased interest among development practitioners to look at remittances as a tool for development. The article discusses the importance of brain drain and possibilities for using return migration as a brain gain. It introduces the concept "migration band" as an aggregate expression of Martin's "migration hump" for individual countries. Furthermore, it suggests policy options for a foreign input policy mix to developing countries composed of foreign direct investment, trade liberalizations, aid, remittances, return migration, and improved governance.  相似文献

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.  相似文献

The root causes of international migration have been the subject of many studies, a vast majority of which are based on development theories dominated by economy-oriented perspectives. An underlying assumption is that poverty breeds migration. The results, and the conclusions drawn from these studies, differ widely. For instance, whether emigration increases when poverty becomes more extreme, or less extreme, or why it reaches certain levels, are issues on which research still offers a mixed answer.
This article investigates the relationship between economic development and migration by taking into consideration the degrees of economic development that form thresholds for migration. It focuses on recent evidence on the development-emigration relationship in Turkey which reflects a dimension of the dynamics and mechanisms facilitating or restricting migratory flows from the country.
Using data from the 1995 District-level Socio-economic Development Index of Turkey (DSDI) and the 1990 Census, the principal aim of the article is to provide an analytical base which identifies degrees of local level of development in Turkey, relate these to international migration flows, and examine patterns of the development-migration relationship.  相似文献

Since the end of the Cold War era, Western capitalist countries have experienced increased immigration of highly trained professionals from former socialist Eastern European countries and from socialist countries such as China and Cuba. In studies of the determinants of international migration, the focus has repeatedly been on demographic, economic, social network, and political explanations. This study addresses the migration of highly trained professionals from the People's Republic of China (PRC) to the United States of America (USA). Logistic regression analyses of longitudinal data collected between mid‐1988 and the beginning of 1992 show that, in addition to the explanatory power of the above predictors, transvaluation—the shift emphases from the socialist collectivist and interdependent ideological orientations to individualistic, independent, and competitive ideological orientations contribute to the migration decisions of the Chinese intellectuals. The results of field interviews and longitudinal comparisons suggest that the academics who come from an oppressed bourgeois‐class origin, and who experience more independent and competitive lifestyles in China, are more likely to acquire individualistic and independent ideologies than those who come from privileged and working‐class origins in China. The transvaluation is thus argued as a determinant of international migration, rather than as the post facto justification or the assimilation effect that was argued in previous migration studies. The modest erosion of the socialist‐collectivist and interdependent orientations among Chinese academics in the 1988 to 1992 three‐and‐half‐year time frame further enhanced their migration decisions. The longitudinal analyses suggest that the modifications of the individual ideological orientations among the Chinese academics may have occurred before the migration movement, rather than after. This finding thus challenges previous research regarding the determinants of international migration.  相似文献

Mexico and Turkey are among the world's leading labor‐sending nations, with about 11 million Mexican‐born and 3.5 million Turkish‐born persons abroad in 2006. After two decades of uneven growth and job creation as well as persisting poverty and inequality, there are debates within both countries asking whether economic reforms have gone far enough to put the economy on a stable footing for sustained and equitable growth, or whether emigration (pressure) will continue. Some Mexicans are seeking to deepen North American Free Trade Agreement, while most Turks support entry into the European Union as a way of speeding economic growth.  相似文献

The article explores development and migration. Based on a comparison of investment‐related behaviour of participants of the Canadian Mexican Seasonal Workers Programme from eleven Mexican villages, the article explores the impact of the nature of the migrants' community of origin on development. Contrary to the findings reported by the “new economics of labour migration” theorists, it was found that migrants from the least endowed communities, not from the best endowed communities, are likely to invest in agricultural land. This pattern is related to variable prices of land and the composition of the participants of the Canadian guest worker programme, most of whom are poor. The article draws attention to the importance of considering composition of migrant workers in an analysis of the impact of migration on community development. Development is analysed in the article from both the “growth” and the “quality of living” perspectives and it is found that regardless of the perspective used, the nature of the community does not affect the impact of migration on development.  相似文献

Ethnographers' long-standing interest in migration has taken on new significance as researchers grapple with globalization on the ground. Building on the transnationalism literature, I explore how recent appeals to use local archival work and revisits to achieve historical depth can be applied fruitfully to ethnographies of migration. I argue for multi-sited fieldwork in countries of migrants' origin and destination and the removal of national blinders so that both domestic and international migrations are brought into the same frame for comparison. Finally, I amend the extended case method by arguing for the engagement of case studies with theoretical research programs in ways that attend to the representativeness of the case. The utility of these strategies is demonstrated with examples from the migration literature and five years of ethnographic fieldwork among Mexican migrants.

Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

This article provides an attachment theoretical perspective of long-distance romantic relationships (LDRs). Attachment applies specifically to the separation-reunion cycle that is an inherent aspect of LDRs. Attachment theory components and normative functioning are presented along with illustrative examples from LDR reports to demonstrate the theory’s relevance. Counseling implications, related to proximity maintenance and separation protest, the attachment-caregiving interface, and other issues (e.g., culture), are followed by research considerations and the conclusion.  相似文献

Au Canada, la recherche sur la migration des autochtones vers les centres urbains a mis en avant l'importance de facteurs économiques, les mou‐vements de retour étant expliqués comme un échec lié aux difficultés d'adaptation. Les facteurs sous‐tendant la migration vers les villes ont été peu étudiés, et des études récentes ont mis l'accent sur l'ampleur des mouvements plutôt que sur d'autres théories. Cet article suggère des voies selon lesquelles on peut avoir recours à une approche systémique pour intégrer des facteurs des contextes politique, économique et social ainsi que des liens individuels, institutionnels et de culture de masse. The migration of Canadian Aboriginal people to cities has usually been understood as economically motivated, with return migration to Aboriginal communities resulting primarily from failure to adapt to urban life. However, the reasons underlying migration have rarely been directly addressed, and recent studies of migration have focussed on the size of flows, rather than relating this migration stream to theories of migration developed in other contexts. This paper suggests ways in which a systems perspective on migration can be used to incorporate elements of the political, economic and social context, as well as individual, institutional and mass culture links between the two areas.  相似文献

This article studies repeat or circular migration between the host and home countries using panel data for Germany, distinguishing between factors generating single moves, circular migration, and absorption. Migrants are more likely to leave early after their first arrival in Germany, and when they have social and familial bonds in the home country, but less likely when they have a job in Germany and speak the language well. Once out‐migrated, the return probability is mainly affected by remittances and family considerations. Circular migration is fostered by vocational training in the host country and older age. Whereas male migrants are 9 percent more likely to return to their home country than female migrants, gender is not significant for predicting the return to move back to Germany.  相似文献

Five decisions by supermarket operators have important dietary implications: the location of their outlets; the foods they sell; the prices they charge; the promotional strategies they use; and the nutrition‐related activities they implement. These decisions influence food accessibility, availability, prices and desirability, which in turn influence the decisions consumers make about food. Based on a comprehensive literature review, this article finds that the dietary implications are both positive – supermarkets can make a more diverse diet available and accessible to more people – and negative – supermarkets can reduce the ability of marginalised populations to purchase a high‐quality diet, and encourage the consumption of energy‐dense, nutrient‐poor highly‐processed foods. Overall, the most universally applicable dietary implication is that supermarkets encourage consumers to eat more, whatever the food.  相似文献

Community developers have long understood the importance of local participation in the events and processes that shape communities. Effective, democratic, and people-and-place-centered development strategies have the potential to achieve such participation. This article suggests that cooperatives can be an effective participatory strategy to bootstrap low-income people into the socio-economic mainstream. Woolcock and Narayan's (2000) social capital and poverty transition model is adapted to demonstrate the development potential of cooperative businesses. We hope to stimulate discussion among community development scholars and practitioners, policymakers, and the public on the potential of cooperative business as a community development strategy, particularly in resource limited communities.  相似文献
