Abstract This article emphasises the role of empire in explaining the emergence of “liberal nationalism” in Scotland and Québec in the early twentieth century. That period witnessed a relative decline in the British Empire's geopolitical standing. In response British governments implemented policies which sought to redress its decline. The article focuses on three policies – the South African War, tariff reform and imperial defence – and the response of the Young Scots' Society and the self‐ascribed Nationalistes. Both groups espoused a “liberal nationalism”. Yet their liberal nationalism was expressed differently: emphasis was placed on “liberal” in Scotland, and on “nationalism” in Québec, reflecting contrasting relationships with empire.  相似文献

The idea of the nation has been considered to have delivered political modernity from its native Europe to the rest of the world. The same applies, though more implicitly, to those paradoxes inherent to the nationalist ideology – that between universalism and national particularity and that between liberal nationalism and imperialism. This article seeks to complicate these theses by looking at the interpretations of nationalism, imperialism, and cosmopolitanism provided by Liang Qichao, one of the most influential Chinese intellectuals in early twentieth century, during his exile in Japan when increasingly exposed to the encounter between worlds. This reading also engages with the wider debates on modernity/modernities in non-Western societies through showing that neither the “consumers of modernity” approach nor the “creative adaptations” approach can be easily applied here. I argue that the various tensions, contingencies and historical situatedness in Liang's accounts of the nation-state structure represent and constitute the paradox of the structure itself. They also shed light on contemporary debates about the limits of our political imagination in the misnamed “global politics” beyond the false opposition between nationalism and cosmopolitanism.  相似文献

This article discusses how the approach towards sexual minorities has shifted from exclusion to inclusion between the mid-1980s and the present, and explores how the view that Japan is more tolerant of sexual minorities than the USA and Europe actually limits discussions on citizenship. An examination of the AIDS crisis and the Fuchu Youth Center court case in the 1980s and 1990s shows that gay men were regarded as a threat to national identity, seen to endanger Japan and whose sexuality was deemed to be unintelligible. In a word, their citizenship was denied. In the 2010s the ruling Liberal Democratic party issued a report on sexual orientation and gender identity (SOGI) issues, which examined measures aimed at achieving equality for those who suffer from SOGI discrimination. While sexual minorities became an object of inclusion, only partial and circumscribed citizenship was granted. Although the report ostensibly aims to promote SOGI diversity, it relegates the existence of minorities to the private sphere, and limits diversity by demanding the acceptance of a “tolerant culture” predicated on heterosexism and gender norms. By positioning their diversity effort in Japan's “tolerant traditional culture,” the party inadvertently incorporates nationalism and renders it central to their approach towards SOGI diversity. This article concludes that the discourse that the Japanese state is tolerant of sexual minorities undermines the recognition of sexual minorities’ citizenship.  相似文献

Kurds make up about a fifth of Turkey's population. Turkey has taken steps – albeit slowly and reluctantly – towards increased recognition of Kurdish cultural and linguistic rights. However, within Turkey there is also a steeply rising tide of Turkish nationalism, prejudice and intolerance towards Kurds, and increasing anti-Kurdish sentiment. This article brings studies of Kurdishness and Turkishness into a single conversation and traces the relationship between Turkish modernity, Orientalized Kurdishness and the construction of Turkishness as the efendi (master) identity. It does this by drawing attention to “strategies of exclusion and inclusion” in the construction of official Turkish history, and relates these to the way in which the tense borders between Kurds and Turks are maintained and currently reproduced. It also presents a normative argument in favour of “humbling Turkishness” and “solidarity trading zones”.  相似文献

Projects of official nationalism have long been understood as state-sponsored attempts at enforcing cultural uniformity within the borders of the national territory. Contemporary nationalisms tend to compartmentalize minority cultural groups in a way that marginalizes those who are not seen as belonging to the core of the “modern” nation. Contemporary official Taiwanese nationalism promotes the “ethnic Taiwanese” (Hokkien) majority as the modern center of an otherwise diverse nation, primarily through the funding and ‘preservation’ of non-Hokkien cultural traditions. Though these programs that celebrate local cultures are more inclusive than earlier nationalisms in Taiwan, the terms of inclusion nonetheless function as a form of neoliberal state control of minorities, such as the Hakka (kejia ren). This article examines how Hakka “culture workers” (wenhua gongzuozhe) resist state attempts at spatial and symbolic marginalization. From producing ethnographies that create a Hakka neighborhood to organizing a parade route that symbolically links that neighborhood to Taipei's government and financial centers, Hakka culture workers resist multicultural nationalism by making Hakka spaces that are resistant to state attempts to marginalize them. I argue that their work is a prime example of how communities and individuals can successfully negotiate the cultural and spatial politics of the neoliberal state.  相似文献

This paper investigates the invention of a Chinese National Day from 1949 through 1987 in Taiwan to illuminate the significance of mnemonic work in nation‐building. The 1949 Retreat after the Chinese Civil War resulted in a serious legitimacy crisis for the government of the Republic of China; thus, (re)inventing the National Day became an important mission to maintain and even strengthen this shaky regime. While the role of the standardized commemorative narrative in influencing people's collective memory is granted, this article emphasizes the aspect of embodied memory in nation‐remembering. I point out that the official Chinese nationalism constructed its National Day as “inevitably” bustling, memorialized, accepted, heroic, familial‐ized, blessed, and pivotal‐ized to shape the impression of a sacred and memorable day. This paper—while essentially consistent with Billig's argument of banal nationalism—suggests that national identity is accumulated by many symbolically encoded elements found in daily life; it goes further to argue that banal nationalism needs the “hot” nationalism found in special occasions to encode, refresh, and redefine the symbolic meaning of entities. That is, the oscillations between sacred and profane are needed to guarantee that patriotic emotions can be continually created and maintained.  相似文献

Gogol'’s “A Few Words about Pushkin” has traditionally been viewed as evidence that Gogol' idolized Pushkin as a national poet par excellence. This article argues that behind Gogol'’s deference for Russia’s greatest poet lie layers of polemic and subversive iconoclasm. Though he initially proclaims Pushkin Russia’s national poet, Gogol' goes on to use his trademark rhetorical tools to effectively strip the poet of the honour. In doing so, he attempts to influence the reception of his own writings, which at the time predominantly concerned Ukrainian themes, in ways that would encourage his Russian audience to consider him—and not Pushkin—as Russia’s premier national writer. Countering Pushkin’s Russocentric model of national culture, Gogol' champions instead a centrifugal conception of national-imperial identity that places Russia’s imperial periphery at the center of the “Russian” experience.  相似文献

North Sea oil discoveries introduced a qualitative divide that gave rise to at least the prospect of an economically viable Scottish independence, insofar as it made the “Scottish economy” a legitimate point of contestation on constitutional lines. In turn, this problematised the nature of minority nationalism in advanced, developed, post-imperial capitalist regional economies. The research assesses how economic factors – most notably oil – materially affected the prospects of asserting power, and thus the possibilities for imagining collective agency as a national (i.e. Scottish) project. Oil helped shift “New Left” thinking away from assimilationist and modernising projects of assimilating regional consciousness into “national” projects, while also inspiring outright nationalists to define their own project in relation to the earlier phases of nationalism. The study thus contributes to recentring the study of Scotland, with a smaller emphasis on the local dimension and identities, as against the role of national actors in untangling relationships with wider geopolitical and geo-economic forces. The claim is not simply that global forces formed the qualitative divide that made nationalist action possible; but also that these were conscious considerations of actors in the aftermath of North Sea discoveries.  相似文献

This article focuses on the special and prominent place that the “Jewish question” occupied in the general discussion about Russian modernisation in the pre‐1914 period, both in American society and in the arena of US–Russian relations. It analyses the role that anti‐Jewish violence in Russia had in effecting a dramatic shift in the way Americans viewed the Russian Empire, which was being depicted by the American Jews and the leaders of the crusade for a “Free Russia” as a barbarous oppressor of political dissent and a savage persecutor of religious, national, and ethnic minorities. American society’s reaction to anti‐Jewish violence in the Russian Empire at the turn of the twentieth century helped, on the one hand, to shape the idea of the American belief that the United States bore special responsibility for carrying out reforms in Russia, and, on the other hand, to place relations between the two countries within such binary oppositions as “light and darkness,” “civilization and barbarity,” “modernity and medievalism,” “democracy and authoritarianism,” “freedom and slavery,” “the West and the Orient.” The article uses a broad range of verbal and graphic sources from the American press and new sources from archival collections. These sources help to illustrate one of the author’s principal tenets which holds that the United States’ view of the foreign policy of the Russian Empire was a result of the Americans’ projection of their own vision of the nature of the US foreign policy. In their official and public discourses, Americans considered Russia’s foreign policy an extension of Russia’s political regime. This study examines US foreign policy as a vital sphere in which national identity is redefined and reaffirmed and gives an opportunity to draw attention to the cultural and ideological dimensions of Russian–American relations, to understand the origins of dualistic American myths about Russia that have proven so enduring, and to demonstrate how a demonised Russia serves to revitalise American nationalism and how the Russian “Other” was used, in part, to construct the American “Self.”  相似文献

When “History” is called to represent silence, its metaphysical position is symptomatically felt. Tracing what Fasolt calls “the historian's revolt”, this paper identifies the political impetus behind it as the symptom dictating Foucault's own silences/silencings (regarding Derrida's intervention in his History of Madness). In naming such a symptom/silence – in taking “Derrida's position” – this paper performs its own violence/decision by, both “justifying,” and betraying, this position; by installing itself in, instead of “above,” this curious “debate”. “The last refuge of the scoundrel” appears then as the reflective exteriority of a political antagonism that's based on a metaphysical difference with regards to the legitimate “seat” of authority (in Fasolt, an antagonism between the historian and the Catholic Church). Finally, this trajectory is installed within a wider – metaphysical and historical – context, where Hegel's famous saying, that the University is the Protestant's Church, might yet echo that distant metaphysical decision – still looming, like a “genealogical specter,” over Academia and its Social Sciences.  相似文献

Introduction     
This paper will study the role that new media plays in shaping social memory by exploring China's grass-root narratives existing in blogs. By conducting a content analysis, the main features of China's storytellers are illuminated. While emphasizing the role of narratives in shaping a nation's social memory in China, explanations for the source of a new social memory are being searched. In doing so, the linear-model of cause and effect between technology and social change, including McLuhan's term “digital village” are being questioned. The author predicts that, under today's circumstances, China's memory policy including an internalized self-censorship will still have its effectiveness.  相似文献

This article examines Valentin Yves Mudimbe's work form the early 1970s, in the neo-colonial era, to the present day, a period marked by the advent of “Empire”, as conceived by Michael Hardt and Toni Negri. The investigation appraises the way in which Mudimbe's epistemological excavation of African discourses and discourses about Africa serves wider ethical and political objectives resonating with critiques of anthropology as formulated by Benoît Verhaegen and Johannes Fabian in the 1960s and 1970s. Part I focuses on Zairian nationalism (“Zairianization”) and the ambition, on the part of the Mobutu regime, to develop an authentic national culture. This examination of the birth of a Zairian “community” is developed through a comparison between Mudimbe's little-studied Autour de la “nation” (1972) and Kangafu Kutumbagana's Discours sur l'authenticité (1973) and is argued on the basis of a number of propositions formulated by Jean-Luc Nancy in The Inoperative Community (1991). The second part of the article focuses on Mudimbe's On African Fault Lines (2013); it examines Mudimbe's attempts, in his analyses of contemporary works by Deepa Rajkumar and Geert Hofstede, to reflect on globalization and to assess the political and ethical relevance of critical tools developed in the neo-colonial period to denounce the unequal basis of anthropology.  相似文献

The purpose of this article is to analyze representations of “the West,”“Japan,” and “the Periphery” in the discourse of research on Lafcadio Hearn (“Hearn studies”) from pre‐war Japan. The nature and construction of nationality will be analyzed by examining where the representations of “the West,”“Japan,” and “the Periphery” intersected. During the 1900s, researchers in the field of Hearn studies recognized that “Japan” lacked—and thus sought—a universality similar to what existed in “the West.” The tone of the discourse shifted during the 1910s through 1920s however, and what came to be emphasized was “Japan's” peculiarity. By the 1930s through 1940s, “Japan” aimed to show to “the West” a new universality that was different from what existed in Europe and America. Yet simultaneously, in order to legitimize its representation of its self, “Japan” portrayed “the Periphery” as an object that was both excluded and absorbed or appropriated into that image. On the one hand, “Japan” received and internalized the Orientalist viewpoint of “the West.” In fact, “Japan” was always conscious of its self‐image as something to display to “the West.” On the other hand, in order to create that self‐portrayal, both a representation of “the Periphery” and a reflection from that same “Periphery” were essential. While representations of “Japan” were produced, reproduced, and reinforced through interactions with “the West” and “the Periphery,” the intersecting behavior of these three entities also points to a residual ambiguity in “Japan's” nationality. By analyzing the discourse in Hearn studies, this paper reveals how the interaction between “Japan” and the two others of “the West” and “the Periphery” helped construct and destabilize its nationality.  相似文献

This article considers whether the 2016 EU referendum can be perceived as an English nationalist movement. Specifically, attention is given to examining how memories of the former British Empire were nostalgically enveloped in anxieties regarding England’s location within the devolved UK state. The comments and work of Enoch Powell and George Orwell are used to help explore the link between nostalgia and anxiety in accounts of English nationalism. Despite their opposing political orientations, when considered together, it is argued that both men provide a unique cross-political perspective on Englishness, empire and nostalgia. By way of exploring these themes in relation to the EU referendum, Aughey’s assertion that English nationalism can be perceived as both a “mood” and “movement” is used to highlight how a sense of English anxiety regarding its lack of national sovereignty (mood), as well as a desire to reclaim this sovereignty by renegotiating trade relations with the “Anglo-sphere” (movement), were conjoined in the popular referendum slogan, “take back control”. In conclusion, it is argued that the contextualization of the referendum can be predicated upon an orientation to empire that steers away from glorifying pro-imperial images of England/Britain, towards a more positive and progressive appropriation of the EU referendum as a statement of national change and belonging.  相似文献

As a sequel to China Can Say No, China Is Not Happy is the bestseller of 2009 in China. The book praises China's post-80s generation for their act of patriotism, condemns the West, in general, and the United States, in particular, for exploiting the Chinese and for causing a global economic crisis. It also criticizes the Chinese liberal elite and overseas returnees for being Western-influenced mental slaves and traitors. The authors of the book call for an abandonment of “literary tone”, advocate a tough stand against Western countries, and envision China as the leader of the world through its economic and military power. This paper examines the major themes and belligerent rhetoric employed in the book through an application of Kenneth Burke's rhetorical concepts of identification, terministic screens, and representative anecdotes. The author of this paper contends that such use of rhetoric demonstrates the language habit of China's political discourse in its modern history, escalates blind nationalism, and widens the gap in intercultural understanding between China and the US.  相似文献

My aim in this auto-ethnography paper is to explore particular visual images that invent and secure the power of the nation. Looking at a specific photograph that portrays my daughter's classmates during a school trip, I inscribe the relations between seeing, memory and the culture of national stereotypes. The triangular/pyramidal structure of the picture and its warm-eye (low-angle) perspective – a common depiction of heroic nationalism –instantaneously activated in my mind a specific chain of ‘super icons’ representing Jewish-Israeli images of wars and settling of the land. By recognizing the paradigmatic structure of Zionism photographing itself, my analysis discusses the way in which a corpus of national iconic images casts the ‘empty’ denotative image of the trip photo into the national order, producing the photo's unseen violence as simulacrum in the process of subjection and identification.  相似文献

This paper addresses the theoretical and philosophical questions concerning how an individual identified him/herself as a member of an ethnic, racial, or national community in the context of Japanese Imperialist discourse during the 1930's. The central focus is Tanabe Hajime. Together with his mentor Nishida Kitaro, Tanabe established the so-called Kyoto School of Philosophy in the 1920's. With his background in the philosophy of sciences and mathematics, and modern European metaphysics, Tanabe created a philosophical argument for the multi-ethnic nation-state, and proposed the universalistic concept of Japanese national identity which positively evaluates and integrates individuals of different ethnic backgrounds into one. He constructed the Logic of Species (Shu no Ronri) according to which a member of the Japanese Empire could identify with Japan precisely because she or he can participate in the Japanese State which represents the whole, inclusive of all the ethnic groups. Relying upon the Hegelian concept of negativity, he explained the two different levels of belonging: particularistic belonging to the specific identity (shu) such as ethnicity, and universalistic belonging to the generic identity (rui). And he further demonstrated that ethnic identity is far from fixed, and is brought into the subject's self-awareness only insofar as the subject negates it and is free from it. In other words, the subject becomes aware of her/his ethnic origin only when s/he negates it thereby participating in a higher order of social formation, the State, under which ethnic multiplicity is subsumed. Thus the species of ethnicity is constituted only insofar as it is negatively mediated by the genus, that is, the State. Tanabe saw the essential form of human freedom in this negative relation of the subject to his ethnicity, and understood a subject's belonging to a nation as a dialectic and negative process of mediation between the species and the genus. While postwar Japan was built upon the premises of ethnic nationalism, Japanese imperial nationalism of the pre-war period was afraid of ethnic nationalisms which could challenge the Empire's rhetoric of multiethnicity and pluralism. Tanabe's Logic of Species was a response to such needs of Japanese Imperialism and it represented a philosophical attempt to undermine ethnic nationalism. Not surprisingly, it served as a metaphysical foundation for the idea of the Greater East Asian Co-prosperity Sphere.  相似文献

Nationalism and social mobilization are two of the most prominent areas of research within the social sciences since the end of the Second World War. Yet, the scholarly specialization has so far impeded a mutual exchange of the theoretical and methodological literatures of both areas. While theorists on nationalism dispute about the validity and scientific efficacy of approaches such as primordialism, perennialism, modernism, functionalism or – more recently – ethno-symbolism, scholars concerned with social movement theory have been divided about approaches commonly known as resource mobilization, political process, framing, or new social movement theories. The recent proposal forwarded by McAdam, Tarrow, and Tilly (MTT) in their book Dynamics of Contention is an important attempt to overcome the scholarly specialization by presenting a new explanatory framework that aims at opening new analytical perspectives to a better comprehension of contentious politics beyond the “classic social movements agenda.” This article on the rise and development of Basque nationalism, however, while accepting the proposal as a valid focus for the macro-analysis and comparison of broad structures and processes, is rather sceptical as far as its hypothetical productivity on the theoretical meso-level (analysis and comparison of one or a few single cases) is concerned. Instead, in the light of the historical evolution of Basque nationalism since the end of the nineteenth century, including its more recent violent dimension, it is suggested that a productive and intelligent combination of approaches coming from both areas: theories on nationalism and on social movements, is still a useful and necessary task to carry out in order to facilitate a better understanding of nationalism in particular and contentious politics in general.  相似文献

Drawing on empirical data from 37 Bulgarian students and young professionals in the UK, this article explores the intersection of the discourses produced by the European crises and migrants' national identity. In Bulgaria, the crisis narrative is embedded in the arguably never-ending democratic transition, manifested in socio-economic instability and political volatility. Simultaneously, “Brexit Britain” is enveloped in strong Eurosceptic sentiments, propelled by a combination of austerity measures and intensified Eastern European migratory flows. Both contexts subject Bulgarian migrants to stigmatizing representations. Looking at migrants' everyday practices, the data reveals that young Bulgarians draw on the related ideas of the “new” Enlightener and Ambassador to counterbalance negative discourses. Thus, the article explores the meanings and significance attributed to the Enlighteners and the Ambassadors, arguing that the participants engage in “social creativity” and “individual mobility” strategies that lead to reinvention of national identity.  相似文献

China's social credit system is an unusually explicit case where technology is used by multiple actors to turn human behavior into a test object on behalf of the state's goal of modifying the larger social environment, making it an intriguing setting for thinking about the new sociology of testing. This article considers how China's search for a usable “credit” score to both allocate financial resources and explicitly measure a citizen's trustworthiness creates an emergent experimental system of governance similar to, yet not quite captured by, the kinds of experimental processes observed in literature on the platform as a form of market-based governance. As a site where “seeing like a state” and “seeing like a market” converge, the social credit system is a vantage point for observing the changing relationship between moral and economic domains in an era of digital platforms. The article highlights the experimental quality of the system and its emerging system of governance structured around reward and punishment and argues that strategic ambiguity, institutionalized through the affordances of digital platforms, is an important part of the design of this large-scale social experiment.  相似文献
