The Human Development Index (HDI), introduced in 1990 by the UN Development Program, offers an alternative to the gross national product and consumer utility in its ability to measure relative socioeconomic progress over time and identify priorities for policy intervention. On the other hand, as an overall development index, the HDI is unable to reveal disparities based on gender, race, social class, and region. Its failure to incorporate disaggregated variables has impeded government awareness that particular subgroups experience very different levels of socioeconomic development concealed by the HDI. Only when the HDI is more gender-sensitive will it be an accurate measure of human development. The creators of the HDI are urged to ensure that their data base of critical measures such as employment, income, mortality, education, consumption, and housing are disaggregated by sex. Moreover, models should assign an economic value to women's unpaid domestic labor as well as their underpaid, under-reported work in the formal and informal sectors.  相似文献

This article explores various relationships between the elderly's psychosocial well-being and components of aging-friendly community (continuity, compensation, connection, challenge, and contribution), in order to understand their perception of a matured estate and to discuss implications in housing neighborhood urban design. Interviews with elderly residents living in Bukit Merah (Redhill), one of the matured housing estates in Singapore with a high percentage of elderly residents, were conducted to understand how eldercare infrastructure and social spaces developed within the fabric of a high-rise, high-density public housing estate can support or inhibit their psychosocial well-being, as indicated by the Geriatric Depression Scale (GDS). Our results postulate that different groups of elderly form friendships and participate in activities in both formal social service centers and informal public spaces. The friendships formed in these places and the convenience of amenities around their houses may affect their perception of their current residences. While the elderly residents are generally satisfied with physical infrastructure, a comprehensive, integrated urban design is further needed to facilitate physical activities, social interactions, and active aging in the elderly in order to enhance their psychosocial well-being.  相似文献

Since its introduction in the first Human Development Report in 1990, the Human Development Index (HDI) has attracted great interest in policy and academic circles, as well as in the media and national audiences around the world. Its popularity can be attributed to the simplicity of its characterization of development - an average of achievements in health, education and income – and to its underlying message that development is much more than economic growth. The index was originally conceived by the late Pakistani economist Mahbub ul Haq, in collaboration with Amartya Sen and other scholars, as a response to their dissatisfaction with GDP as the standard measure of development. As Haq noted, “Any measure that values a gun several hundred times more than a bottle of milk is bound to raise serious questions about its relevance for human progress.” Yet the HDI’s very simplicity prompted critiques from the start, with some contending that it was too simplistic, while others who accepted its self-imposed limitations still questioned its choice of indicators and its computational methodology. This article discusses the concept and key insights learnt from the HDI, provides a detailed review of key critiques of the HDI, today and in the past, and explains the recent changes introduced to the HDI formula and indicators. Recent controversies are highlighted and placed in the context of longer running debates. The innovations to broaden the measurement of deprivations and disparities in human development are introduced, with some key global and regional insights.  相似文献

Research evidence that might either support or deny the substantive contribution of positive life experiences on health and well-being would be of great value. Regrettably clinical research has been concerned primarily with the disruption in well-being and adjustment associated with stressful or otherwise aversive events. While positive events and their effects have not been ignored altogether, investigators traditionally have given them short shrift in developing and testing models of mental health and psychopathology. This paper evaluates some of these beginning efforts at testing the positive events on psychological functioning, and suggests some new directions for future work in this area.  相似文献

This paper arises from research, funded by the Housing Corporation and the Thomas Pocklington Trust, which investigated the housing needs and priorities of visually impaired people of working age, a population that has received little public policy attention. We report on the housing circumstances and aspirations of 121 people living in London. In-depth study discovered that people of working age who have vision impairment can be disadvantaged by inflexible procedures that adversely affect their transition to independence, as well as their self-determination with respect to family issues. The study also learned that this population has particular needs in relation to domestic and outside space, home location and safety and security measures. Furthermore, the interviewees indicated that specialist supported housing may develop a stronger role if it diversifies and provides non-institutional stepping stones towards greater autonomy.  相似文献

There have been three distinct phases in the evolution of non-governmental organisations (NGOs) in Colombia. The first was dominated by foundations supported by the church and by private benefactors attending to society's welfare needs. In the second, associations created and sponsored by the state assisted in the efforts of small, neighbourhood communities, women's groups and labour unions. A final, recent, phase has been dominated by economic development and housing agencies, NGOs' involvement in education centres and community development, and research centres concentrating on social issues. At the current time, corporations, associations and foundations are the legal structures through which NGOs are constituted. Beyond providing these legal structures, the 1991 Colombian Constitution recognises the role of NGOs and establishes that the state has the obligation to support them and to recognise them as legitimate actors in the policy process. Changes currently affecting NGOs in Colombia include their increasingly close links with the state, and difficulties arising from a relative lack of funds from sources promoting international co-operation.  相似文献

While it is possible to purchase or copy machines and technology, their very interchangeability means they fail to cre-ate a sustained competitive advantage for an organization (Barney, 1991). The research directions this paper offers are intended to develop firm knowledge that allows creation of inimitable human resources. Importantly, in the rush to embrace new information technologies, organizations must remember the fundamental principle that workers will invest in firm goals in the presence of shared values and a commitment by the firm to make their well-being a priority. We urge continued attention to fulfillment of the psy-chological contract, and to the "people issues" that frequently seem less critical than issues of hardware or technology.  相似文献

While the issue of giving women their human rights has been firmly placed on the agendas of international conferences, the plight of refugee women has gone largely unrecognized. Refugee women face rape, sexual abuse, sexual extortion, and physical insecurity. Such violations precipitate their flight, characterize their attempts to gain refugee status, and continue during their tenure in refugee camps, where they are excluded from positions of authority. Because the definition of refugees in the 1951 UN Convention Relating to the Status of Refugees omits sex as a grounds for determining refugee status or as a grounds on which it prohibits discrimination based on sex, the UN High Commissioner for Refugees decided in 1985 that such claims must fall under the classification of membership of a particular group. Unfortunately, agreement with this is discretionary for states. It has been argued that states which protect aliens from discrimination based on sex must afford the same privilege to refugees, but, again, such behavior is subject to debate. Concerns about the human rights of refugee women should be strengthened by being addressed in the existing framework of human rights conventions in international law, such as the Commission on the Status of Women and the Committee on the Elimination of All Forms of Discrimination Against Women (CEDAW). One recent advance in this area was the establishment of the Yugoslav and Rwanda War Crimes Tribunals which will investigate the sexual abuse of women during the armed conflicts. The issue of violence against women in every situation must remain on CEDAW's agenda. In addition, the Fourth World Conference on Women provides a welcome opportunity to place these issues in the forefront of global efforts to protect women.  相似文献

The Bruneian Government has set an ambitious target to achieve a top 10 ranking on the United Nations Development Programme's (UNDP) Human Development Index (HDI) by 2035. To achieve its objective (described in a national strategy document called the Wawasan 2035), Brunei's economy needs to grow by 6% to 7%. Is setting an HDI target a good way to govern Brunei's policy‐making? Is it a good way to govern any country's policy‐making? In this article, we look at the role of HDI‐rank targets in economic and fiscal policy. We show that such a headline target (much like a profit target in a private company) automatically sets targets for growth in various economic sectors and fiscal policy targets. As such, HDI‐rank targeting may provide a useful mechanism for co‐ordinating development policies and for monitoring progress against a wide range of development goals using only one number.  相似文献

In 2010 the UNDP unveiled a new methodology for the calculation of the Human Development Index (HDI). In this paper I investigate the normative and practical properties of this change vis a vis the original formulation of the HDI in 1990. The main conceptual innovation of the new index can be summarized as follows: the new HDI penalizes both low and uneven achievements across all dimensions of human development, whereas the old formulation is not sensitive to such uneven development. In practice, however, both methodologies agree considerably in terms of how they rank countries, but when they differ, the new methodology produces results more consistent with what the HDI is intended to measure: human development and capabilities, as conceptualized by Sen (Commodities and capabilities. Late-life stressors often require individuals to make substantial alterations in behavior and lifestyle and can affect their overall health and well-being. Relocation is a significant life stress, regardless of age. The primary aim of this study is to elucidate the push-pull factors associated with moving into congregate senior housing. The secondary aim is to investigate the decision-making processes and stresses associated with moving into a congregate living environment. Interviews were conducted with 26 women who were new residents in congregate senior housing. Relocation, as expected, was considered to be stressful, although individual differences were found among perceptions of relocation stresses. Women who had made the decision to relocate on their own showed evidence of better psychosocial well-being at the time of the move. One-quarter of the sample chose to move to provide care to another person. As the options for senior housing continue to evolve and the number of adults reaching advanced age continues to increase, it is important to understand the factors that contribute to successful adaptation. This knowledge will enable facility administrators to implement programs and procedures to assist incoming residents with acclimating to their new homes.  相似文献

The Hong Kong government has pledged to deal with the imbalance between supply and demand of housing. Given the innate constraints of limited land resources in Hong Kong and the extensive and expedient control enforced through lease conditions, the Hong Kong government can alleviate the long-recognized problem of housing shortage by modifying specific development conditions. Therefore, the supply of housing units can be changed at a faster pace to satisfy the requirement of private dwellings. Other factors affecting the property market in Hong Kong include land supply, economic issues, population growth, and income growth. Many studies, for example, Hui et al. (Monograph, Department of Building and Real Estate, Hong Kong Polytechnic University and Hong Kong Government (Study of Housing Demand, Hong Kong Government Printer, Hong Kong and Study of Housing Demand Model, Hong Kong Government Printer, Hong Kong), have investigated in detail the impacts of these factors on the property market. However, little or nothing is known about the planning and development control through lease conditions. Therefore, this study particularly attempts to examine how the Hong Kong government exerts its influence in the local private residential market through changing the development conditions. These conditions will be studied separately and distinctively in order to capture their unitary effects upon the local private residential real estate market. Section 1 looks at Hong Kong's tenure system, followed by the deliberation of how planning and development control is done through lease conditions (in Section 2). 3 and 4 set out the analytical framework and report on the findings of how lease conditions affect property supply. The place of community development within social work varies across nations and time. The tensions in the 1970s in the UK gave way to decades when social work has been dominated by issues relating to protecting and caring for individuals. We now have a resurgence of community development activity, bringing together varied disciplines such as urban planning and health promotion as well as social work. Within the UK there are now requirements for community development knowledge and skills within qualifying social work training. This paper reflects on experiences in promoting community development practice learning in social work qualifying placements within Health and Social Care Trusts in Northern Ireland. Issues are raised about the diversity and complexity of expectations on qualifying training, and the challenges that face universities, colleges and employing organisations in developing practice learning in this curriculum area. The prospects for improving community development learning within both qualifying and post qualifying education and training are considered particularly in the light of inter-professional and inter-organisational initiatives that put community development in the context of health promotion, housing, crime, poverty and other social issues that might be addressed at community level to improve the health and social well-being of citizens.  相似文献

Abstract The effects of the economy on political attitudes is a longstanding sociological issue that is receiving renewed attention in the face of recent U.S. economic downturns. While the impacts of the farm crisis on financial and household well-being of farm operators have been addressed by a number of studies, few have explored its political outcomes. Four perspectives that consider how economic forces translate into political beliefs are outlined, two reflecting objective economic position (class location and financial pressure) and two indicating subjective appraisals (feelings of economic uncertainty and subjective deprivation). Data from a sample of Ohio farm operators for 1987 are used to analyze how the perspectives are related to progressive beliefs about farming, the domestic nonfarm economy, and third-world food production. Indicators of objective economic position and subjective appraisals have relatively limited impact on farmers' political attitudes. Of these indicators, subjective appraisals were more closely related to attitudes. In addition, operators' stances on farm political issues also affect their views on domestic nonfarm and third-world policy agendas. Implications were found for studies of farmers' political attitudes as well as for broader sociological theory regarding the development of progressive attitudes during periods of economic decline.  相似文献

Master-planned estates are a major source of new housing for growing cities. Much research finds these residential developments lack genuine social connections between residents despite marketing of ‘close-knit’ community. Selandra Rise is a new residential development on the urban fringe of Melbourne, Australia. The estate was planned with a focus on community infrastructure and resident well-being. The resident population was younger and more culturally diverse than most other master-planned community case studies. A longitudinal research design was used to explore resident understanding, experiences and needs relating to place-based community. Interviews were conducted with residents before moving to the estate and 9–18 months after moving. Some residents considered community as an amenity provided by the master-planned environment that did not require their social participation. Others aspired to make social connections with neighbours but had varying levels of success. Past experiences which contributed to aspirations for connecting with local community, and the ways that these aims were realised or hindered, are discussed. Understanding diverse resident expectations of community and insights from their lived experience are used to make recommendations for planning new neighbourhoods and designing community development programmes.  相似文献

In the wake of welfare reform, many poor people have exhausted their benefits and must now live with less government support. While all of these former welfare recipients are struggling, some are experiencing housing problems that are quite severe. This article uses survey data on former welfare recipients who have used up the maximum time limits for receiving welfare to better understand three core explanations for rural housing problems among the poor: community, individual, and family factors. We estimate models to weigh the relative effects of these factors on the likelihood of experiencing several housing outcomes, finding that rural location is the most consistent predictor of housing outcomes, predicting home ownership, and whether families reside in low‐quality housing. We also find that individual and family factors affect the type of housing one has. We conclude that housing policies must be tailored to improve specific housing outcomes.  相似文献

This article is part of a study on single mothers who were welfare recipients in Georgia, US (n?=?53,323) in the year 2000 which used the Human Development Index (HDI) to measure their quality of life (QOL) and that of the overall Georgia population by race. The United Nations created the HDI in 1990 to compare QOL across nations, but the HDI has also proved to be suitable for sub-populations within countries. Based on the QOL study in Georgia, the first one to use the HDI to measure QOL of women on welfare, this article discusses lessons derived from the use of the HDI that can be drawn for the US welfare policy. Specifically, the discussion focuses on: (1) the role of health coverage; (2) the role of infant mortality rate; (3) the role of maternal mortality rate; (4) the mismatch between education and standard of living; and (5) the need for a welfare policy with a human development approach. These issues are also relevant to other welfare nations where their restructuring, especially welfare-to-work policies, have most affected lone mothers.

Sobriety, treatment compliance and celibacy have traditionally been behavioral requirements for housing persons who are homeless, regardless of the circumstances leading to loss of home. This remnant of the British Poor Laws is based on the premise that personal and behavioral flaws lead to housing loss and must be remediated before a person can live in permanent housing. A recent approach has reversed this logic and predicates the ability to change based on first providing stable and long-term housing. Termed “housing first,” it is both a housing philosophy or paradigm that everyone deserves a home of their own, regardless of personal circumstances, prior to engaging in any rehabilitative efforts, it also describes specific program models. A review of the research indicates that the success of “housing first” relies more on political support than wide-spread scientific evidence of “best practices”. This report examines the development and scientific evidence for “housing first” programs in North America and suggests that future housing first research examine modifications necessary for distinct geographies and groups of homeless persons.  相似文献
