Lipsky's analysis of the implementation gap in welfare policy in ‘Street-level Bureaucracy’ focuses on the problem of front-line discretion but ‘brackets off’ the discretion of senior managers. In this paper I draw on a qualitative study to argue that senior managers can also exercise significant discretion and that their discretion can contribute to the conditions of policy confusion and contradiction, and resource inadequacy that characterise ‘the corrupted world of service’ of front-line discretion. In this context front-line discretion may be used by front-line staff to bridge the policy implementation gap created by senior managers.  相似文献

Migration-information campaigns informing potential migrants about the risks of the journey and the harsh life conditions in the destination countries have emerged as prominent tools of migration management in the last decades. Despite their growing importance, little is known about their local implementation in countries of transit and origin as well as their influence on potential migrants' perceptions and experiences. The central objective of this paper is to understand how migration-information campaigns are implemented on a local scale and how they shape the perception and discourses of migration in the region. We pursue a multi-scalar analysis of international migration management policies and their outcomes in a specific place and link them with local migration aspirations. The paper is based on qualitative empirical research carried out in Harar, a medium-sized city in the Harari regional state of Ethiopia. Drawing on interviews with government officials, NGOs, city dwellers, and return migrants, as well as the analysis of policy documents and scientific literature, we show how the local implementation of migration-information campaigns shapes the local perceptions and discourses on migration within which migration aspirations are embedded. We found that information campaigns did not take into account the complexity and multifaceted nature of local socioeconomic and political conditions which reflects the discrepancy between policy discourses at large and people's perceptions.  相似文献

The importance of high salaries to circumvent bureaucratic corruption has been widely recognized in the policy debate. Yet, there appears to be much reluctance when it comes to the implementation. In this paper, we argue that deterring corruption through wage incentives may become prohibitively expensive that the government finds it optimal to accept higher net revenues at the expense of honesty. Deviating from the existing literature, we set an endogenous monitoring technology that allows us to capture the dual role of auditing, as a complement with and as a substitute for wage incentives to deter bribery. We find that the government is better‐off either completely eliminating corruption or accepting corruption by offering wages lower than the market wage. Offering public wage premium that does not deter bribery is suboptimal. When it is optimal to deter bribery, the government can do it either through wage incentives or monitoring. The role of wage incentives decreases in societies with higher level of dishonesty. (JEL D73, H26, J33, J41)  相似文献

This article focuses on the implementation of evidence‐based parenting programmes (EBPPs) in a small sample of urban local authorities in England. The first part discusses the development of government policy, guidance and implementation issues. The second part presents findings from an exploratory study, which focused on the implementation of EBPPs in terms of programme eligibility, fidelity and intensity in six urban local authorities. Implementation was not necessarily in line with policy or guidance. Issues associated with programme fidelity along with concerns about sustainability as a result of cuts in funding are discussed and implications for policy and future research considered.  相似文献

Abstract

‘Building bridges’ is a metaphor we have used to describe a collaborative research process involving social work academic and senior practitioners from government and non-government child protection and family service organizations in Victoria, Australia. The purpose of the research was to develop a ‘practice-generated approach to policy implementation’ in child protection practice. The research sought to explore the appropriateness of social constructionist approaches for child protection practice that might enhance the existing risk paradigm. This article aims to critically evaluate the process of ‘building bridges’ and its outcomes, by focusing on how potential and actual differences between organizational contexts, namely universities and various service-providing organizations, may influence relationships between theory and practice. We critically reflect on our research process comparing it with idealized forms of collaborative research discussed in the literature.  相似文献

The article analyses the network of interlocking directorates as a part of public policy analysis of nuclear energy policy in the Netherlands. This network represents an interorganizational communication structure on the policy decision level. An organization's position in this structure reflects its position in policy formulation and implementation. Semi-governmental bodies function as important mediators between central government and private actors, of which the engineering and electricity companies have been the most influential.  相似文献

This research note illustrates how European national delegates to the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) perceive the challenges, needs, gaps and opportunities related to the policy implementation of “Nature’s contributions to people (NCP)” in their nation. Until now, only little information has been available on how IPBES delegations perceive national policy-uptake and the implementation of the IPBES core concept of NCP. Based on an online survey with IPBES delegates, we aim to provide a stock-take of how IPBES delegations see NCP currently being incorporated in national government policies in Europe and how these policies are being implemented through programmes. Survey results show IPBES delegates consider a lack of relevant data and methodologies for NCP assessments to be a major obstacle to the uptake and implementation of NCP concepts in Europe. We wonder if availability of data and methodologies are the most prominent challenges to make IPBES a success, and consider the need for policy uptake and implementation to be more prominently addressed within the IPBES process.  相似文献

As the participation of children and young people in policy decision‐making has spread in the UK, participation work is facing hard questions on its translation from principle to effective practice. The participation literature has been largely self‐referential in its consideration of policy influence. This paper considers the potential usefulness of the UK literature on policy networks, which categorises the relationships between government actors and other interests in policy‐making. A brief introduction is given to this literature. Then a participatory project is examined in light of certain key concepts within the policy network literature. The paper concludes by considering how both the participation and the policy networks literature might learn from each other in future conceptual and empirical work.  相似文献

National disability strategy implementation is challenging. Competing needs and interests of government and different stakeholders mean that implementation is rarely straightforward. This study undertakes a critical framing analysis of publically available responses to the draft implementation plan for Australia’s National Disability Strategy (2010–2014) provided by five peak disability organisations. We seek to understand the frames that peak bodies advocate in order to further the interests of people experiencing disability while mapping these against the broader Australian disability policy context and good policy practice more generally. Our research reveals that the peak bodies promote frames which focus on consistency, responsibility, resourcing, inclusivity, co-production, innovation, leadership, accountability and language. In relation to these frames, the final government implementation plan demonstrates a shift in which process-related frames of resourcing and innovation are incorporated into the plan while the other predominantly actor-oriented frames are excluded and thus represented as natural and incontestable.  相似文献

Conclusion The United States economic crisis of the past decade has precipitated a debate over future economic strategy. The alternative positions are whether it is better to try to save old industries or develop new ones. Nevertheless, worker control of firms through Employee Stock Ownership Plans (ESOP's) and state government investment in new high-tech companies have one thing in common. They both represent a turn toward the microeconomic level of firms in influencing economic policy rather than the traditional macroeconomic level of monetary or fiscal policy.However the Reagan administration continued the federal tradition established during the Roosevelt era of influencing the economy on the macroeconomic level. This squelched the move toward a microeconomic industrial policy that was emerging toward the end of the Carter administration. Responsibility for industrial policy, never explicitly assumed by the federal government, is currently being assumed by state governments. Support for science, a responsibility the federal government assumed during the post-war era, is currently being undertaken by the states to address economic development needs.During the Reagan era, as the federal government continued to focus on macroeconomic policies, state governments created microeconomic policies designed to renew regional industrial infrastructures. The various state government initiatives oriented toward developing new technology for civilian purposes assumed responsibility for industrial and science policy. It is noteworthy that these programs for shaping the relations among science, technology, and economic development have been supported by governors and legislators across the political spectrum. Perhaps ironically, a national consensus on industrial and science policy has been achieved, but implementation has been largely limited to the regional level. Given the broad base of support for state science/ industry initiatives it is reasonable to predict that it will become national policy in some form as a new generation takes political leadership on the federal level in the post-Reagan era. Perhaps in the future we shall see a reprise of what happened during the depression when the Roosevelt administration inaugurated, on a larger scale, programs that Wisconsin and New York had pioneered during the Progressive era.  相似文献

This article offers a theoretical framework for understanding the Canadian energy policy of the last two decades. Starting with a review of the Canadian literature on the topic, the article reviews the main constitutional features of Canadian federalism, which attributes complementary powers to both the central government and the energy-producing provinces, in this strategic area of economic activity. He suggests that major changes in the international environment and new domestic determinants, such as the aboriginal issue, brought about a breakdown of Canada's traditional equilibrium between national and provincial jurisdictions. The article also discusses the main implications of the North American Free Trade Agreement since its implementation in 1989, concluding that a thorough process of “globalization” of the energy market is well under way between Canada and the United States.  相似文献

'Every Child Matters' (ECM) is a government response to longstanding concerns about child welfare and protection. A key feature is the use of information and communication technologies (ICTs) to improve information sharing and inter-professional communication. One of the proposals requires the establishment of an index, ContactPoint, which is a database containing information on all children in their area, to be used by child welfare professionals to indicate their involvement with a child and, where there is 'cause for concern', to facilitate joint action. Whilst these proposals for harnessing ICTs within child welfare are a central part of the government's modernization strategy, plans for the Index have been heavily criticized for its panoptic potential to invade privacy and override professional discretion and judgement. This paper reports findings from an ethnographic study funded by the ESRC e-Society Programme. Drawing on data collected in one 'Trailblazer' local authority area during the pilot phase, it describes the introduction of a local child index and the ways in which professionals and the technologies are drawn together within the local child welfare network. For the Index to achieve its original purpose of improving information sharing and inter-professional communication it must be 'used' by child welfare practitioners. But establishing the Index as a friend to the child welfare professional is not a straightforward process. The research suggests this is dependent on a set of relations that are being constantly negotiated and accomplished in everyday practice. It is clear the deployment of ICTs in professional practice is highly contingent upon local policy implementation, the local arrangement of services and the everyday practices of busy and sceptical practitioners.  相似文献

Understanding student political attitudes—feelings about government and perceptions of its role—has long been of interest to social scientists. One factor that may influence political attitudes is belief in a just world, a complex psychological construct well established in the literature. Our study explores changes in social work students’ perception of a supportive role of government and their beliefs in a just world after one policy course using a pretest and posttest design. Student perceptions changed toward a more supportive government role, but there was no significant change for belief in a just world. The study contributes to empirical evaluation of the social work education policy class in terms of the Council on Social Work Education competencies.  相似文献

A series of major reforms implemented through the mid 1980s sought to contain residential care and expand community care in Australia's long-term care system. While this goal has been maintained, a number of new policy initiatives followed the change of federal government in 1996. This article presents a systematic account of current policy objectives, implementation measures, and outcomes in three major policy areas: changing the balance between residential and community care, targeting in community care, and support for family caregivers. This analysis shows that while there have been shifts in emphasis from time to time, concerted policy efforts over the last 20 years have contained the growth of expenditure on long-term care and realized significant change in the service system.  相似文献

In recent years, Israel has become a major recipient of documented and undocumented temporary labour migrants from many countries outside the Middle East region. The purposes of this article are to describe Israel's experience of temporary labour migration and its concomitant, illegal labour migration; and also to explore what her policies on temporary labour migration indicate about the nature of the policy-making process in this policy domain in Israel.
To these ends the article traces the evolution of temporary labour migration – legal and illegal – and recent policy initiatives of the Israeli government. It then considers some of the major conceptions of the policy-making process found in public policy literature. The article concludes by pointing to the uniqueness of Israel's experience of temporary labour migration and to the fact that her policies have been overwhelmingly reactive – inadequately considered, ill-conceived, ambivalent in relation to their ultimate purpose and, in the course of implementation, vulnerable to "privatization" (being taken over by vested interest groups).
Analysis of the most recent policy initiatives designed to reduce the number of legal labour migrants and address the problem of illegal labour migrants, reflect a policy-making process that is not followed by commensurate action.  相似文献

Government–nonprofit relations in China have transformed over the past three decades. Building on policy instrument theory, this article explores which policy instruments have been used to steer nonprofits at the central level and how the use of policy instruments has changed over time. This article is based on a content analysis of 300 central-level policy documents for nonprofits using NVivo. The results show that 22 kinds of policy instruments have been used to steer nonprofits. A steep upward trend is evident in the use of four categories of policy instruments for nonprofits: authority, incentive, information, and organization. Policy instruments for nonprofits have advanced in diversity, emphasizing indirect control. The central government continues to show a significant predisposition toward regulatory instruments, which have evolved from ex ante regulation to process and ex post regulation. This article contributes to the public management literature by identifying which policy instruments governments use to shape government–nonprofit relations.

To illuminate how race affects the usage of punitive tools in policy implementation settings, we analyze sanctions imposed for noncompliant client behavior under welfare reform. Drawing on a model of racial classification and policy choice, we test four hypotheses regarding client race, local context, and sanctioning. Based on longitudinal and cross-sectional multilevel analyses of individual-level administrative data, we find that race plays a significant role in shaping sanction implementation. Its effects, however, are highly contingent on client characteristics, local political contexts, and the degree to which state governments devolve policy control to local officials.  相似文献
