This research set out to establish evidence about the scale and impact of and response to parental substance misuse in child care social work teams in a city social services department in England. The article draws on some aspects of the data collected in the research, which includes: a snapshot survey of all child care social work caseloads in the city; group interviews with practitioners and parents in recovery; individual interviews with parents using a pilot project that focused on parental substance misuse. The research provides evidence of parental substance misuse as a key factor that needs greater consideration within child care social work assessments and as an issue to target in developing preventative responses to child welfare concerns. Collaboration on children at risk is essential, but our knowledge about inter-professional collaboration between social workers and educators is limited. The aim of this study is twofold: (1) to describe French and Swedish teachers' social representation of social workers; and (2) to compare these social representations. The French sample group is composed of 77 secondary school teachers (of students from 11 to 18 years old), and the Swedish sample group is composed of 94. The method used was a ‘free association task’, commonly used to access the semantic content of social representation. Two different social representations of social workers were revealed, one for the French and one for the Swedish teachers. The French representation is characterised by highly positive aspects such as support, listening and competence. Swedish teachers' social representation of social workers is completely different: negative associations were common (44%), and among these, professional secrecy and law and regulations dominated. One plausible explanation is the difference of French and Swedish teachers' roles regarding collaboration with social workers.  相似文献

Not only the concept of social inclusion is widely recognized as an important basis today for making social policy, but it also provides a platform for the policing of the poor. Thinking uncritically about social inclusion prevents us from seeing how it operates to re-inscribe subordination even as we help the poor overcome their marginalization. With an awareness of the paradox of inclusion, it is possible to examine how welfare policy today operates to discipline the poor as people who must accept their plight at the bottom of the socioeconomic order. While formal policy may not make this paradox apparent, the disciplinary effects of an inclusionary social assistance policy are starkly visible when we examine its implementation, where we can see how the excluded become included in ways that perpetuate their subordination. Social assistance recipients obtain a benefit, but the way they are treated does not correspond with full social rights, which is reminiscent of Georg Simmel's discussion of the poor. As exemplified by research at one local social assistance office in Austria, welfare recipients are ultimately neither included nor excluded. Welfare, as administered today, upholds the system of social stratification by perpetuating an ‘in-between’ status for the claimants of social assistance benefits at the frontline.  相似文献

Moral panics are central to social work policy and practice. Voluntary agencies and statutory bodies (including governments) create and sustain moral panics in order to raise awareness of, and win support for, their own understandings of social issues and problems. This is not a neutral enterprise; on the contrary, moral panics often have consequences that are negative, whether intended or unintended. Far from leading to greater social justice and a more equal society, they may reinforce stereotypes and lead to fearful, risk-averse practice. This paper discusses one such moral panic in 2013 that centred on the story of ‘Maria’, a Bulgarian Roma child living in Greece. The paper explores the meaning and use of the concept of moral panic before unpacking this case-study example in more detail. We argue that the moral panic over ‘Maria’ has much to tell us about ideas of welfare and protection, institutional racism and children and childhood, as well as the connections between ‘private troubles’ and ‘public issues’. We conclude that social work as a profession must stand up to complexity, and in doing so, be aware of its own role in relation to moral panics.  相似文献

The present paper deals with post-separation child positions in two domains of practice in the Swedish welfare state: welfare benefits such as financial aid and child contact. The area of concern is financial oppression in the context of parental separation. Empirically, the study draws upon three types of material: interviews with victimised mothers, court orders in welfare benefit appeals and court orders in contested contact cases. Findings suggest that financial abuse in the context of parental separation is a non-question in the domain of welfare benefits, and in the domain of child contact framed as a conflict between equal parties. Object without voice and with needs ignored was the typical child position in welfare benefits cases, whereas incompetent subject was more prominent in child contact cases. Age order as a form of domination may be reinforced by the practice of both domains.  相似文献

The relationship between social insurance, which provides families protection against certain risks, and child economic security is understudied. Using the 2004 Survey of Income and Program Participation (SIPP) matched to Social Security Administration benefit records, this article investigates the economic welfare effects of the child component of the US Social Security program. We examine how the poverty rate of child beneficiaries would change, absent Social Security income, and how heavily the family incomes of these children rely on it, by family characteristics. Our findings reveal that Social Security plays an important role in mitigating economic insecurity among children deprived of a wage-earning parent through disability, death, or retirement. Family structure, earnings, and employment status are identified as key factors moderating the effect of Social Security on child recipients’ financial circumstance.  相似文献

The evolution of the social work education and welfare system in Cyprus is inextricably linked to the country’s recent turbulent history. Social Work in the Republic of Cyprus, although shaped by the country’s turbulent political past and present, is also influenced by Western theory as in many other countries in the Asian and African continent [Gray, M., & Fook, J. (2004). The quest for a universal social work: Some issues and implications, Social Work Education, 23(5), 625–644; Rankopo, M. J., & Hwedie, K. O. (2011). Globalization and culturally relevant social work: African perspectives on indigenization. International Social Work, 54(1), 137–147; Yip, K. S. (2007). In contrast with social welfare which has a long history (since late nineteenth century), social work education is still at an early stage of development in Cyprus. A non-surprising situation given that social work practice and education, in its early stages, is essentially a modernist Western invention which has a history of silencing marginal voices and importing, into diverse cultural contexts across the world, Western thinking primarily from the UK and the USA (Gray & Fook, 2004). However, if an indigenous social work character is to be developed in Cyprus, and a more distinctive identity with regard to the social work academic curricula is to be demonstrated, then Payne’s [(2001). Macro-economic policy shapes and structures social welfare policy, services, and their implementation. As a result, the commoditisation of social welfare services and the use of markets as well as private sector management philosophies and tools have colonised and fashioned the design, provision and implementation of social welfare policy and structures. The impact has been far reaching, from limiting social welfare responses of elected democratic government to shaping the profession in a range of intended and unintended directions. Written from a UK perspective, this paper proposes a discussion of the impact of macro-economic neoliberal policies in the field of social welfare and explores the implications for social work practice. The paper also promotes a debate within the profession regarding the importance of macro-economic analysis and possible responses, as well as suggesting a way forward within European and, more broadly, international practice contexts.  相似文献

The involvement of parents within child and family social work has become an important research topic during the past few decades. Within this research, a lot of attention is paid to partnership, which is recognised as a dominant concept in current thinking about the parent–worker relationship in present-day practice. The debate on parent–worker relationships, however, seems to be mainly focussed on the individual relationship between the parent and the social worker. Based on a historical analysis of policy documents on a Belgian child and family welfare service, this article offers a historical and sociopolitical contextualisation of the current debate on the parent–worker relationship. The analysis reveals that sociopolitical ideas about the responsibilities of the state, the community and the private family have induced a continuous reflection on which children and parents should be seen as the most appropriate clients for a particular service, as well as an ongoing development of diagnostic instruments to legitimise inclusion and exclusion of families within child and family social work. Consequences for parent–worker relationships in child and family social work are discussed, as well as some implications for future research on child and family social work practices.  相似文献

The Victorian Child Death Review Committee (VCDRC) in Australia is a multidisciplinary Ministerial Advisory Committee established to review the deaths of children either currently child protection clients or known to the statutory child protection system. The Committee provides advice about each child death as well as insights into what are the surrounding patterns and issues. Key to this role is examining the contribution of the service sectors to the protection of children and the routine practices that are in place to respond to children and vulnerability. This paper provides a snapshot of the cases referred to the VCDRC and the key messages for practice drawn from them. What emerges is that often the threshold for when statutory child protection services must be involved in child and family matters can be ambiguous and that agreement about intervention, the level and nature of need or risk, and when cumulative harm and neglect require statutory responses are not always shared between agencies. It is clear that the lack of common frameworks about what constitutes child protection intervention challenges services. It is recommended that there be and used agreed definitions and frameworks to ensure shared understandings and collaborative responses across the service and legal systems.  相似文献

This article examines the way in which child care social work with deprived families has changed and developed since the inception of Children's Departments in 1948. It is argued that between 1948 and 1970 child care social workers enjoyed a fair measure of social support. A variety of reasons are considered for explaining this—specialization, smallness of size, privacy and a consensus about the needs of children. From the early 1970s it is argued that broader societal changes, including a shift away from social solidarity towards individualism, organizational changes and the advent of child abuse as a public concern, resulted in con?icting demands on child care social workers and a subsequent loss of credibility and con?dence. The 1990s have seen a return to emphasis on family support policies which has been further accelerated in the new millennium by New Labour's stated commitment to eliminating child poverty and creating better life opportunities for all children. The implications of these new developments for child care social workers engaged in meeting the needs of children living in highly disadvantaged families are considered. ABSTRACT

How do older adults mobilize social support, with and without digital media? To investigate this, we focus on older adults 65+ residing in the Toronto locality of East York, using 42 interviews lasting about 90 minutes done in 2013–2014. We find that digital media help in mobilizing social support as well as maintaining and strengthening existing relationships with geographically near and distant contacts. This is especially important for those individuals (and their network members) who have limited mobility. Once older adults start using digital media, they become routinely incorporated into their lives, used in conjunction with the telephone to maintain existing relationships but not to develop new ones. Contradicting fears that digital media are inadequate for meaningful relational contact, we found that these older adults considered social support exchanged via digital media to be real support that cannot be dismissed as token. Older adults especially used and valued digital media for companionship. They also used them for coordination, maintaining ties, and casual conversations. Email was used more with friends than relatives; some Skype was used with close family ties. Our research suggests that policy efforts need to emphasize the strengthening of existing networks rather than the establishment of interventions that are outside of older adults’ existing ties. Our findings also show that learning how to master technology is in itself a form of social support that provides opportunities to strengthen the networks of older adults.  相似文献

The debate continues on what constitutes core knowledge in professional work in child welfare and child protection. The aims of this article are to examine what different sources of knowledge social workers report to use in their daily work and to determine the importance of different knowledge sources in relation to their work experience, educational background and type of employment (caseworker/manager). Data were obtained from a survey completed by 390 social workers in municipal child welfare services in Western Norway. Social workers answered questions regarding their use of different knowledge sources in their daily work. The information they obtained in a particular case and their personal experiences were the most frequently used sources. Factor analysis revealed four subgroups of knowledge sources: The most frequently used were: (a) Colleagues and Supervision and (b) Personal Experience, followed by (c) Social Work Education, Courses and Municipal and State Documents, with (d) Journal Articles, Textbooks and External Sources being the least frequently used. The most important source for social workers with less work experience was Colleagues and Supervision, whereas the factor Journal Articles, Textbooks and External Sources was more often important for social workers with a master’s degree than for those without this level of education. Overall, social workers seem to rely mostly on personal experience and their colleagues as sources of knowledge in their work.  相似文献

Abstract

Computer technology is now an every day aspect of both our personal and professional lives. Recently however, concern has been raised as to the preparedness of social work students to use this tool effectively when entering the practice setting. This paper sets out to address the issue by investigating the extent and ways in which computer technology is included in four-year full time Australian social work degree programs. A national study of Australian academics was conducted and the main themes to emerge were: 1) information and computer technology was considered important for social work education and practice; 2) educators need to understand technology if they are to incorporate it effectively within their curricula; 3) the inclusion of technology in social work education should be approached with caution to ensure it is used appropriately to enhance students' learning while maintaining the guiding values and principles of practice of the social work profession; and 4) that students are aware of the legal and ethical use of technology in practice.  相似文献

ABSTRACT

In this article, I explore how emotions are displayed and dealt with on a communicative level in face-to-face encounters between social workers and parents in a child welfare setting. The analysis draws upon detailed analysis of a whole encounter between a social worker and a parental couple who have recently had their new-born daughter placed in foster care. By examining the way emotional stances are expressed and responded to I discuss how orientations toward institutional tasks and goals create constraints for the display, recognition and validation of clients’ emotion displays. I consider the communicative challenges this poses for the parents and the social worker and the implications these may have for the client–worker relationship.  相似文献

This study uses repeated Cox Proportional Hazards models to explore the characteristics significant in predicting social assistance (SA) exit rates in Ontario, Canada. The results indicate that gender, age, immigration status, family structure, and presence of children significantly affect the likelihood of SA exit. Interpreting these findings through a critical feminist lens, I highlight the structural barriers that potentially influence people’s trajectories. Social policies that might better address the lives of women and other groups are explored, and a human rights framework is discussed as one avenue to advance poverty reduction efforts.  相似文献

Motivational interviewing (MI), an evidence-based approach with empathy as a key principle, effectively addresses client concerns found in the child welfare population. Training social workers in MI, and to be empathic, would increase the likelihood of better service delivery. Live supervision (LS) is a form of training that provides real-time feedback by clinical supervisors. This randomized comparison trial compared the effectiveness of LS or Teaching as Usual (TAU) on empathy in 54 MSW and BSW social work students. TAU involved students receiving online modules and assigned readings. Data were collected at baseline, after the interventions, and at five months follow-up. Differences in perceived empathy and empathic behaviors were measured by the Motivational Interviewing Treatment Integrity (MITI) and Toronto Empathy Questionnaire (TEQ). The study also assessed whether demographic variables or perceived empathy (TEQ) predicted empathic behaviors (MITI). Results indicate that, while both groups improved on empathy as measured by the MITI and TEQ, the LS group demonstrated more improvement. Demographic variables had no impact on empathy. The TEQ and MITI also did not demonstrate predictability suggesting the complexity of measuring empathy. The implications for social work education and future training are discussed.  相似文献

ABSTRACT

This paper uses a case study approach to explore issues of social work policy and practice in three sites of political conflict in Europe: Northern Ireland; Bosnia and Herzegovina; and Cyprus. It begins with a review of the international literature on social work and political conflict and then discusses the strengths and limitations in engaging with comparative case study approaches. The authors explain how they view the writing of the paper as an intellectual encounter that helped establish the beginning stages of their comparative analysis. This starts with an analysis of the existing knowledge base about the three case studies that each share similar patterns of colonial histories, political and community conflict and the social work response. The second part of the paper extends this analysis to a critique of the impact of neo-liberal social and economic policies that often adversely impact upon the role of social workers in resolving conflict and building peace. The paper concludes with an appeal for social work to rediscover its rights-based role in working with victims and survivors of political conflict, what the authors describe as: ‘social work for critical peace’.  相似文献

Social pedagogy is the discipline underpinning work with children and youth across most of Europe. The concept has struggled to find a place within social work in the English-speaking world, partly because of difficulties in translation and partly as a result of different welfare traditions. In particular there is a limited conception of education within the Anglo American Saxon tradition and a consequent bifurcation of education and care. This article argues that ideas enshrined within social pedagogy have a resonance with Scottish approaches to social welfare, which culminate in the Kilbrandon Report of 1964. We argue that there are recurrent themes in the Scottish tradition with roots in the Reformation and the Scottish Enlightenment. Foremost amongst these is the focus on education as a vehicle for both individual improvement and social cohesion. Social pedagogy or social education offers an integrating conceptual base from which to develop models of social work practice which promote social wellbeing through socio-educational strategies. The current review of social work in Scotland offers opportunities to reclaim a socio-educational tradition.  相似文献

Intergenerational transmission of welfare dependency has received increasing attention among social scientists, especially in the United States, as greater availability of longitudinal data has shed new light on this issue. It remains unclear, however, to what extent the intergenerational correlation of welfare recipiency observed in the United States reflects or interacts with unobserved variables, the racial composition of the population, and the institutional structure of social policies. This study focuses on Sweden, a country with an ethnically homogenous population and institutional social policy structures that differ from those in the United States. It utilizes an internationally unique longitudinal data set to test hypotheses on the inheritance of welfare benefit recipiency as indicated by reliance on means‐tested social assistance. A clear intergenerational effect is observed. This effect, however, reflects a combination of social assistance in the family of origin, children's school adjustment, and parental criminality. Children who lack this combination of problems do not show signs of intergenerational welfare dependency.  相似文献
