As federal, state and local governments continue to allocate a significant share of their resources to law enforcement and correctional spending, concerns have risen that spending in education and welfare is declining. With fiscal pressure in the United States mounting, it is important to determine the effectiveness of public spending in deterring crime. This paper compares the effectiveness of the impact of government spending on welfare and education with that of law enforcement and correction on crime. Using panel data from 50 U.S. states over a time period of 1994–2014, results of linear regression with panel corrected standard errors as well as GMM estimation reveals that public welfare and education spending can potentially lower violent and property crime rates but law enforcement spending can only deter property crime. However, correctional spending can exacerbate both types of crimes. There is little to no evidence of the presence of crowding out of one category of spending by another. This results in the policy implication that more resources be allocated towards welfare and education programs.  相似文献

This study investigated whether in times of budget constraints and in countries with relatively large family policy spending, family policy has an advantage in the budget competition with old‐age expenditures, compared with countries with a lower level of family policy spending. We employed pooled time‐series cross‐sectional analysis of 24 OECD countries from 1998 to 2011. Our findings suggest that the initial level of family spending tends to moderate the crowding‐out effect of old‐age spending, indicating that the more mature a family spending policy is, the more it resists budget competition from old‐age policy. Furthermore, the size of government debt was found to have an insignificant effect on welfare budgeting. Our findings indicate that retrenchment in welfare spending for old age cannot be fully explained by budget constraints. Politics among interest groups associated with different welfare programmes can be an important determinant in explaining changes in spending on each welfare programme.  相似文献

Objectives. Contrary to conventional wisdom, Census data show a substantial local role in providing health, housing, and public welfare services. I evaluate two models to explain local social welfare: an intergovernmental model, based on federal and state funds, and an interjurisdictional model, based on measures of local monopoly power. Methods. I estimate a panel data model of local redistributive expenditures from 1992–2002 to test between these alternative explanations for local redistribution. Results. I find that vertical arrangements tend to drive local redistributive spending. Conclusions. Intergovernmental factors drive local social welfare policy and suppress the local welfare race to the bottom.  相似文献

Objective . In this article we investigate why traditionally conservative social groups show less support for spending on drug rehabilitation programs than for drug control spending in general. Methods . Using data from the 1984 through 1998 General Social Surveys, we first estimate logistic regressions of support for drug control spending across five sociopolitical cleavages. We then estimate effects of three types of sociopolitical attitudes on support for drug spending within traditionally conservative groups. Results . Resistance to rehabilitation spending among conservatives is related to their opposition to the welfare state, punitive attitudes toward criminals, and among whites, racial attitudes. Conclusions . Our findings suggest that citizens may withhold support for a social policy to the extent that it evokes negative associations with other salient sociopolitical issues or attitudes. We discuss the importance of these associations for understanding the relationships among political debate, public opinion, and policy outcomes.  相似文献

This paper presents a review of the range of policies and programs that currently direct resources to disadvantaged communities in New South Wales, with a specific focus on the western Sydney region. These ‘place‐focused initiatives’ are the main sources of funding for community renewal from a range of government agencies at federal, state and local government levels. The research on which this paper is based identified thirty‐six programs administered or managed through thirteen government agencies or departments with a combined budget in excess of $163m in 2000/2001. It is argued that this diverse range of programs, while important, is highly fragmented, lacks a coherent spatial targeting framework, is poorly related to either local social or physical planning processes, and is poorly integrated in terms of its local outcomes. Moreover, beyond the public housing estates, existing policies lack the capacity to address the poor housing market conditions that generate local concentrations of disadvantage. A number of alternative policy ideas are presented that, if developed, might offer a better framework for the delivery of integrated policies to address the problems of social disadvantage and exclusion at the local level.  相似文献

As sustainable development is becoming more important to ensure the economic success and social well-being of any government, without regard to its level, the efficient use and protection of natural resources has increased in importance. And local governments are at the forefront of developing sustainability policy in many ways. This study investigates the factors that influence the variation in local sustainability practices in one critical area, water conservation. The variation in adoption of water sustainability programs in municipalities across the U.S. is hypothesized to rely on three key factors: environmental condition, form of government, and fiscal condition. Our findings from an ordered logistic regression model indicate that municipalities with high drought level, high environmental policy priorities, and high community wealth are likely to adopt more water conservation programs.  相似文献

Objective. This study examines how defense spending in the 1980s and early 1990s affected economic growth in metropolitan and nonmetropolitan counties in the southeast. Methods. Using county‐level Census and other government data, the study employs a spatial lag regression model to predict how defense spending interacts with manufacturing growth to affect county economic growth during the business cycles of the 1980s and early 1990s, while controlling for other measures of regional processes. I supplement the regression analysis with brief case studies of five counties in this region. Results. The analysis shows that there is a positive interaction effect between federal defense spending and manufacturing growth on measures of income and employment growth. However, the interaction effects are much stronger and more consistent in metropolitan counties. Conclusion. As predicted, defense spending created regional variations in economic growth across the metropolitan‐nonmetropolitan divide in the southeast during the business cycles of the 1980s and early 1990s. Moreover, documented economic growth in nonmetropolitan counties is partly a function of spatial integration with metropolitan counties. The results have implications for current trends in defense spending.  相似文献

Despite an expansive literature relating the social and political characteristics of cities and states to the economic outputs of legislators and administrators, there has been no comparable study of the impact of local environmental factors on economic policy outcomes of either state or federal trial courts. Neglect of this topic is especially unfortunate, given that exploratory analysis of federal district court judges' decision making in an urban context has suggested a link between federal district court policies and those of other local government institutions (Dolbeare, 1969).This article begins to fill the research lacuna by examining the impact of local environments on federal district courts' economic policy making. Substantial variance in economic case outcomes among courts in cities serving as district court points is explained by certain characteristics of the courts' social and political environments. Patterns of support for business in the district courts is examined to illustrate possible consequences of environmental influences on trial court outcomes. Conclusions regarding the impact of environmental factors on district court policy outcomes are offered along with a comparison of this research with the larger and more developed body of state and local policy research.  相似文献

This article gives an account of the organizational history of the German federal ministry of health (and its predecessors) since the beginnings of public policy intervention in health care. In doing so it analyses the role of ministerial organization and examines the functional and political rationale underlying acts of reorganizing the tasks and resources of federal ministries. This analysis has two sides: the first concerns the expressive function of organizational form, as revealing something about the scope and perceived importance of the policy field, while the second interrogates the policy‐shaping role of organization and the political influence of the federal health ministry in health policy‐making. The article thus considers the organizational location of health issues in the central executive from the perspective of what it reveals about government goals and priorities. Then it examines possible policy implications. It looks at resources and the size of the ministry as a first attempt to learn something about the ministry's political weight. The question of policy implications draws our attention away from organization and resource allocation and back to a focus on policy‐making and policy outcomes. The final section therefore examines substantive policy implications that might have emanated from the organizational consolidation of the federal health ministry. It concludes that one such policy implication might be the erosion of the social insurance model as a regulatory idea in health‐care services and financing.  相似文献

This paper sets out to document and explain the major structural changes which have taken place in Canada's social security system since the mid-1980s. Most major programs have been cut back one way or another, in response to a combination of pressures. Foremost amongst these has been the commitment to reduce federal and provincial government deficits. In addition there have been the consequences of high unemployment and increasing job insecurity, demographic and social changes, and "tax fatigue" on the part of the public. The paper documents major recent changes of social policy both in general—with regard to the changed approach evident at federal level and its effect on social transfers to the provinces—and in respect of key programs, including unemployment/employment insurance, old age pensions/the Canada Pension Plan, and child benefits. The paper next identifies "currents and undercurrents" common to all of the developments commented on: the decline of universality, the practice of "social policy-making by stealth", the evidence of the contemporary Canadian public's "collective ambivalence and loss of memory" in respect of the major, historic social programs. It concludes by urging the case for social reinvestment in genuinely sustainable social policy, in the currently more favourable fiscal climate.  相似文献

Objectives. Previous research on redistribution by local governments has not accounted for spatial context. I develop a model of local own‐source redistributive spending that accounts for the economic characteristics and policy decisions of geographic neighbors. Methods. I estimate a modified spatial 2SLS equation of own‐source redistributive spending that accounts for endogeneity between neighboring policy decisions and own policy decisions. The data set spans the 48 contiguous states and utilizes data from the 2000 Census and the 1997 Census of Governments, among other sources. Results. I find that the policy choices and economic characteristics of jurisdictional neighbors are significantly related to own‐source housing and community development spending decisions. Jurisdictions reduce their redistributive policies to prevent unwanted movers from entering and produce redistributive packages similar to surrounding jurisdictions. Conclusions. The nuances of geographic context are a critical determinant of local redistributive spending decisions.  相似文献

Objective . This research note compares the views of the federal government held by federal government workers, their family members, their close friends, and state and local government workers to the views held by other U.S. citizens. Methods . We analyze data from a 2000 survey of Washington, D.C. metropolitan-area residents. Results . Respondents employed at any level of government—not only federal but also state and local—trust the federal government more than respondents with no ties to government. Being the family member or friend of a federal government employee has no impact on trust in government. Conclusions . A confidence gap divides government employees from the rest of the public.  相似文献

This article analyses the introduction of Norwegian local government social security programs for the elderly, disabled persons, widows and single mothers in the 1920s. The role of local government as an agent and initiator of welfare state development has been for the most part neglected within the welfare state literature. Indeed, the first social security programs in Norway were introduced by local governments, affecting nearly half of the population. Even if these programs were not very generous compared with the social security programs of our time, many of them were equal to, or even more generous than, the national pension scheme introduced in 1936. This article examines what distinguished the social security municipalities from those that did not implement such programs, and the variation in generosity profiles. The conclusion is that the main determinant regarding the implementation and generosity of the local social security programs is the political strength of the two Norwegian socialist parties at the time – the Social democratic party and the Labour party – both being too impatient to wait for a national social security plan, and both being willing to mobilise economic resources through taxation and borrowing.  相似文献

Objective. This study examines the effect that county government structure has on county spending in an environment of rapid population growth. In particular, it looks at the consequence of changing from a traditional commission noncharter form to an appointed administrator/elected executive commission type with a home rule charter. Methods. This study uses a pooled time‐series design to analyze the spending behavior of seven rapid‐growth counties in Florida that adopted a modernized structure between 1980 and 1990. Results. The findings indicate that changing the form of county government leads to a statistically significant increase in total spending as well as for spending for traditional and regional services. Conclusions. In addition to the theoretical implications for studying government structural impacts, there are practical implications for county officials in rapidly growing areas who view the adoption of modernized structures as a means to facilitate the expansion of current services and/or the addition of new services.  相似文献

The European Union has a federal structure, in which each citizen is subject to two governments. The position of social policy within the federation is contested, but the EU has gradually developed powers through the extension of its competence, direct intervention in social welfare issues and the push for “convergence”, or agreement on minimum standards. Consistent with its federal nature, the European model of the welfare state is based on convergence, integration of the excluded and social protection through the gradual extension of solidarity. The precise role that the federal government will take on within this is unclear, but it is already having a major impact on social welfare and its influence is likely to increase.  相似文献

Objective . Variations in childhood poverty are primarily responsive to changes in family structure and economic conditions. Some research also suggests that federal and state programs may help alleviate poverty among children. This research incorporates measures of family characteristics, economic conditions, and policy variables in estimating changes in childhood poverty among the U.S. states. Methods . The research design is a pooled time series for all 50 states for the years 1987–1996. Results . Economic and family circumstances indeed are the major forces affecting children in poverty among the states. The unemployment rate for females, the percentage births to unmarried mothers, and the percentage of single-parent families are especially useful estimators. Public policies are important as well: the state or federal minimum wage, Aid to Families with Dependent Children/food stamp payments, the Earned Income Tax Credit, and two measures of state child support effort. Conclusions . Although at times controversial, actions by the states and federal government can help reduce childhood poverty among U.S. states.  相似文献

The Education Reform Act 1988 in England proposed by the Conservative Party caused over 1100 public schools to “opt out” of local school authority control by becoming autonomous grant-maintained schools. Using a regression discontinuity design, this paper finds a causal effect of party control on school autonomy with British local election dataset. That is, a Labour party (not a Conservative party) win would consequently stimulate a considerable increase in local schools opting for autonomy. This could be the first empirical evidence of a remarkable cross-party consensus in education policy, which has so far been stressed only on theoretical grounds. Our findings not only improve the understanding of current government education policy but also suggest the role that government would play in future policy-making process.  相似文献

Objective. The diversity of campaign finance laws in the U.S. states allows the effects of these reforms to be measured. I investigate the impact of contribution limits and public financing on campaign spending in gubernatorial elections. Methods. I conduct a multivariate regression analysis of general election spending in races for governor from 1980 to 2000. I analyze levels of spending per voter, as well as challengers' share of total spending. Results. State contribution limits do not hold down overall spending. Candidate acceptance of public funding and spending limits reduces spending by incumbent governors more than it reduces that of challengers. As for challengers' share of spending, I find that public funding programs improve challengers' ability to match incumbents' spending dollar for dollar. Conclusions. State programs that offer public funding to candidates effectively favor challengers. This points to the potential of these reforms to make federal elections more competitive.  相似文献

In this article, we argue that intergenerational tensions in the United States reflect a strategy for serving the aged that stresses the underlying values of individualism and self-reliance. Using national survey data, we examine the extent to which Americans' view of public responsibility for the aged has shifted between the mid-1980s and late-1990s, a period characterized by the intensification of "generational" politics, as well as a growing hostility toward "big government." We consider four factors that may be responsible for the escalation of intergenerational tensions as they are manifest in the erosion of public support for programs and policies serving the elderly: (1) Declining intergenerational solidarity with the aged ; (2) Increasing concerns over age-inequity in public programs ; (3) Increasing concerns over resource-inequity in public programs; and (4) Increasing opposition to big government . Results indicate that the public has generally grown more apprehensive about the value and costs of government programs serving both the elderly and the poor. Yet, the fact that Social Security enjoys far more support than social programs serving the poor suggests that the elderly are perceived as more deserving of their benefits than other dependent groups in society. The public also appears increasingly reluctant to redistribute old age benefits according to need. Age-group contrasts revealed little evidence of direct tension between the generations. The results suggest that growing distrust of government and reluctance to help the poor has indirectly fueled opposition to public spending on the older population. Proposed changes to programs and policies affecting the elderly will need to take into account the ambivalence felt by many Americans toward a government they expect to make good on its promise to care for all older citizens, but to use fewer resources in doing so.  相似文献
