ABSTRACT

Limited attention is given to how the poverty alleviation benefits children’s development and breaking the transmission of intergenerational poverty in China. Based on two pilot programmes, Chunyu and Qianshou, in Shan’xi province, this study presents the potential effects of an asset-based family intervention that incorporates Child Development Accounts (CDAs) and parental support services on children and families. This study finds that the implementation of the programmes has positive financial and nonfinancial benefits for children and their families. The CDAs may serve as a key mechanism to integrate and strengthen the effect of asset building and parental involvement.  相似文献

Microcredit is an influential intervention used to alleviate poverty and improve social well‐being in rural communities in Sabah, Malaysia. This study examined the effects of a microcredit scheme, Amanah Ikhtiar Malaysia (AIM), on the well‐being of these communities. Using a survey method, a pre‐tested interview schedule was administered to 277 AIM recipients in Sabah, Malaysia. Social well‐being was examined based on the three indicators of Midgley's social development approach: the management of problems, the fulfillment of basic needs, and social opportunities provided. AIM microcredit schemes were successful in improving the well‐being of AIM recipients, although the recipients faced a number of problems, including unemployment, lack of education, and access to public services and healthcare facilities. The findings of this study represent a useful guideline to the AIM authority, development practitioners, policymakers, and governmental organization and non‐governmental organization workers.  相似文献

The article analyses the Child Support Grant (CSG) in South Africa as a measure of poverty alleviation. Introduced in 1998 amid a great deal of controversy and fanfare, the CSG was a means-tested cash benefit for poor children between the ages of 0 and 6 years, most of whom were located in the poorest of South Africa's nine provinces, i.e. the Eastern Cape, Kwazulu-Natal and Limpopo (formerly known as the Northern Province). South Africa's unique history is discussed to show how the CSG became an important poverty alleviation measure. Debates surrounding the introduction of the CSG are discussed, not least its reliance on effective inter-sectoral collaboration, research and the provision of developmental welfare programmes.  相似文献

This study aims to contribute to the literature exploring the parents' perspective on what parenting in poverty means in their everyday life and how they are able to cope with the challenges that arise from a condition of economic deprivation. Forty parents living in different Italian regions had been interviewed. Data gathering and data analysis were conducted as a simultaneous and iterative process, oriented by the constructivist grounded theory. Our findings provide a clear picture of the parents' constant struggle to protect their children from an environment in which structural conditions and dominant narratives lead to normalize and personalize disadvantages. Parents described enabling and disabling processes that interplay at a material, relational and symbolic level, influencing their movement along a continuum that depicts different experiences in different moments of their lives, as the output of processes where vulnerabilities and strengths are combined. The parents' knowledge helps to explain the wider social processes and the day-to-day social interactions that influence the flow along this continuum. The final purpose is to allow their voices to be heard and to learn from their perspective, as it is essential in designing policies and services that are supposed to help them.  相似文献

Scholars have always disagreed about the definition and measurement of poverty. This article looks at these issues in the light of Finnish poverty research. The chief target of the methodological criticism is the use of equivalence scales or units of individual consumption in the comparison of individual people's disposable income. The main argument against this method is that it tends to be based on the implicit assumption that "people with low incomes need less money". Another major concern is to demonstrate the key significance of the empirical definition of poverty. In this paper we carry out a systematic review of the evidence from CGE models regarding the effect of trade liberalisation on income inequality and poverty in developing countries. The evidence suggests quite strongly that trade liberalisation tends to reduce poverty, but is more likely to increase inequality than reduce it; however, the predicted effects are relatively small. Variation in the size and direction of effects can be explained by the choice of outcome measure, the fiscal response to liberalisation, the type of CGE model, and certain country characteristics – but not the method used to link the CGE model to the distribution of income.  相似文献

This paper explores the degree of educational poverty in European countries using data from OECD Programme for International Student Assessment (PISA). This research adopts the class of additive multidimensional poverty measures proposed by Alkire & Foster (2011) and investigates the degree of educational poverty in terms of incidence, breadth, depth and severity. Also, we analyse the impact of students’ characteristics and school-level factors on the probability of being educational poor in various learning dimensions. The findings reveal that between 2006 and 2015 the incidence of educational poverty became more relevant in many European countries, while most of them experienced a reduction of poverty depth and severity. Therefore, several policy scenarios are simulated in order to highlight the school factors that can be activate to alleviate the risk of educational poverty in the European countries that experienced the highest incidence of educational poor student.  相似文献

Owing to the widely accepted limitations of resource-based poverty measures, multiple aspects of children’s agency offer a more appropriate means of investigating this subject. Accordingly, in this paper the capability approach (CA) to studying Taiwanese poor adolescents’ wellbeing situations has been adopted. Two questions are addressed concerning the exploration of both the functionings and capabilities of poor adolescents as well as the determinants in relation to the combination of these facets. The research outcomes demonstrate a marked diversity in disadvantaged adolescents’ wellbeing and lead to the identification of some important factors underpinning this variety. Finally, the research findings have profound implications for reforming child welfare services so as to cater for these adolescents’ needs better.  相似文献

Abstract

Although global poverty is one of the world's most pressing contemporary problems, there is a lack of political will to address it, and much of the work is left to non-governmental organizations (NGOs)-many of which have religious connections. However, religion's role in this area is surprisingly understudied. In attempting to fill the gap, this study explores what makes religion effective in mobilizing civil society actors to engage in transnational poverty relief and development. The paper examines the salience of religious actors in the field, before developing a theoretical framework to explain this prevalence, employing sociologically based theories of religious social capital, content, and cultural power. Finally, these issues are investigated practically through case studies of two religious NGOs, World Vision New Zealand (WVNZ) and TEAR Fund New Zealand. The findings corroborate the theoretical framework, demonstrating the considerable potential of religion to mobilize civil society in the fight against global poverty.  相似文献

This study examines the causes and effects of childhood poverty in Korea using longitudinal data from the Seoul Child Panel Study. In the study, we find that not living with two parents or full-time employed parents are significant risk factors for child poverty in Korea. We also find that poverty is a risk factor lowering children's school achievement, and that family process factors such as family relation and parental monitoring are strongly related to children's internalizing and externalizing problem behaviors. The article concludes by suggesting policy approaches to reduce child poverty and the negative impact of poverty on children's development.  相似文献

The socio-economic literature has focused much on how overall inequality in income distribution (frequently measured by the Gini coefficient) undermines the “trickle down” effect. In other words, the higher the inequality in the income distribution, the lower is the growth elasticity of poverty. However, with the publication of Piketty’s magnum opus (2014), and a subsequent study by Chancel and Piketty (2017) of evolution of income inequality in India since 1922, the focus has shifted to the income disparity between the richest 1% (or 0.01%) and the bottom 50%. Their central argument is that the rapid growth of income at the top end of millionaires and billionaires is a by-product of growth. The present study extends this argument by linking it to poverty indices in India. Based on the India Human Development Survey 2005–12 – a nationwide panel survey-we examine the links between poverty and income inequality, especially in the upper tail relative to the bottom 50%, state affluence (measured in per capita income) and their interaction or their joint effect. Another feature of our research is that we analyse their effects on the FGT class of poverty indices. The results are similar in as much as direction of association is concerned but the elasticities vary with the poverty index. The growth elasticities are negative and significant for all poverty indices. In all three cases, the disparity between the income share of the top 1% and share of the bottom 50% is associated with greater poverty. These elasticities are much higher than the (absolute) income elasticities except in the case of the poverty gap. The largest increase occurs in the poverty gap squared – a 1% greater income disparity is associated with a 1.24% higher value of this index. Thus the consequences of even a small increase in the income disparity are alarming for the poorest.  相似文献

Children's school enjoyment and satisfaction with their teachers is crucial to their quality of life. Still, we have little knowledge about what shapes positive outcomes in this respect, and to what extent groups of children and youth differ from each other. This article compares immigrant children with Norwegian children from low-income families and with a reference group of children from normal-income families. The children were interviewed at age 10–12 years, and again at age 13–15 years; thus, we can follow changes over time. Immigrant children from income-poor families express significantly higher school and teacher satisfaction than any other category of 10–12-year-olds. However, for the 13–15-year-olds, there are no systematic differences between group averages, but there are more signs of polarisation among low-income immigrant children. Explanations for these patterns are sought in the literature on social capital in immigrant families.  相似文献

Using the Vietnamese Living Standards Surveys for 2002, 2004, 2006 and 2008, we explore how provinces with differential access to trade liberalisation reforms differ in their pro-poor growth performance in Vietnam. Using both non-parametric and parametric estimation, we find strong, robust evidence of pro-poor growth in provinces with greater exposure to trade liberalisation. Using censored and uncensored regressions, the study also shows that increased wages play a critical role in this outcome. Our analysis enables identification of the core mechanisms through which the poor materialise their gains from trade-driven growth in a transition economy.  相似文献

A household is considered asset poor if its assets (financial assets or net worth, taken separately) are insufficient to maintain well‐being at a low‐income threshold for 3 months. We provide the first national‐level estimates of asset poverty for Canada, using the 1999, 2005, and 2012 cycles of the Survey of Financial Security, and juxtapose these estimates with income poverty. The analysis provides new insight into economic insecurity by showing that asset poverty rates are consistently two to three times higher than income poverty rates. In addition to the prevalence of asset poverty across socio‐demographic groups, we analyzed how the composition of the poor change over time. Age and geography shape the risk for asset poverty in distinct ways. We found that while education appears to play a comparable role in shaping both income poverty and asset poverty, immigration places Canadians at a relatively higher risk of income poverty but not asset poverty. The current study is intended to examine the asymmetric impact of inflation and unemployment on the poverty of Pakistan over the period of 1970 to 2016 by applying asymmetric Autoregressive Distributed Lag (ARDL) cointegration approach. The results revealed the presence of long-run asymmetries among inflation, unemployment and poverty. These findings also confirmed the atypical reaction of poverty to negative and positive shocks in unemployment and inflation. Furthermore, findings also confirmed negative and significant association among health expenditures (HE), population growth and poverty. The findings of the study have relevant implications for policymakers interested in the asymmetric relationship among inflation, unemployment and poverty in Pakistan.  相似文献

The 1960s saw reformulations and rediscoveries of poverty in the West. This article examines the experience of the Republic of Ireland, a state with a large network of religious charitable agencies and a predilection for voluntary over statutory services. While sociologists have identified an Irish rediscovery of poverty as occurring in the early 1970s, it is argued here that a reframing of understandings of poverty, and the services required to address it, was apparent throughout the 1960s, in the media, in the actions of voluntary, civic and political groups, and in attempts to gather data on social problems. This article investigates the extent to which external ideas influenced a rediscovery or reformulation of poverty in Ireland, placing developments in local, national and transnational contexts. It focuses in particular on the changes within Catholicism that were key to the Irish rediscovery. Dublin is used as a case study in order to examine experiences of poverty on the ground. The correspondence associated with a charitable agency and a maternity hospital reveal the nature of the welfare mix that existed in the capital city and the way in which poverty was managed at a local level. In examining poverty from these different vantage points, this article identifies how ideas of and responses to poverty evolved in this period. It argues that while calls for the further development of collective responses to poverty were key to its reformulation, the historical dominance of voluntary agencies and the complex realities of welfare provision on the ground limited the potential for transformative change.  相似文献

The factors affecting child poverty in Taiwan can be explained from the perspective of new social risks. This study analyzed the poverty reduction effects of public transfers and taxes in order to evaluate the government role in the economic downturn. This study establishes an evidence base regarding the experiences of older adults living in poverty in Beijing. Given the factors that shape the lives of low-income older adults, the findings are relevant for many middle- and low-income countries. Based on a series of in-depth interviews conducted with government officials and low-income older adults in Beijing, the study finds that poverty manifests as cumulative stress arising from four sources: financial strain, poor health, care burden and poverty-related shame. This stress is attributable to the co-existence of individual and structural factors that reflect the framing of anti-poverty policies in China.  相似文献

This paper analyzes the potential impacts of the Doha trade proposals (those of the USA, EU and G20) on agricultural production and incomes of China's farmers by region and income group. By linking a global trade model to a national policy model which itself is connected to a set of disaggregated household data, we are able to assess the effects of the proposed Doha trade liberalizations on households both at the national and regional levels. According to the results of the model, the impacts of a Doha Round agreement on households differ significantly from those of China's WTO accession. China's economy would benefit from the trade liberalization associated with the Doha Round. The overall impacts, however, are relatively minor. Although farmers will benefit at the national level, the gains among farmers vary largely by income group and province. Also, the impacts on households that produce different types of crops differ.  相似文献
