In this article we examine the emergence of social worker training in the Nordic countries and discuss the possible effects that the social democratic welfare regime has had on such training. We also discuss the development in recent decades of the academisation of the training and the establishment of social work as a subject of research and teaching. The early history of social worker education is based on archival material, national inquiries and secondary sources. Our presentation of the recent history of social work education is based on the responses to a questionnaire sent to teachers of social work in 33 Nordic social work programmes, and on a survey of course syllabi and prospectuses. It is also based on the reading lists for the social work courses in these programmes.  相似文献

This article is a follow-up to our article 'Revisiting social work as art' and in part a response to Karen Healy's reply [both published in IJSW 17(2)]. It is, however, also a significant extension of this material since it engages with more general concerns about the critical project that is intrinsic to social work. Social work is not just about self-foundation based on knowledge, values and skills formation, but also about self-assertion. Crucially, it is through this notion of self-assertion that social work can be best understood as an agent of change. This transformative aspect of social work is our central focus. We are not concerned with structural conditions of power and domination but with theorising what a transformative politics would look like for social work using the lens of the French political philosopher Alain Badiou as a conceptual medium for permitting the return of the political for social work.  相似文献

During the last decade, the concern about poverty has turned into a key issue in the government discourse, and participatory poverty programs have multiplied all over Latin America. Nevertheless, poverty and social unrest keep growing. The objective of this article is to explain this apparent paradox. First there is an analysis of the relationship between structural adjustment, the growth of poverty, and the reorientation of broad social policy away from social rights towards selective and targeted poor relief. In order to illustrate the content and operation of a typical Latin American poverty program, the Mexican National Solidarity Program is examined. The initial question posed is whether this program alleviates poverty and grants a social minimum for the poor in view of the magnitude of poverty, the quantity of resources and their allocation. Next the participatory approach of the program is analyzed in relation to the empowerment of poor groups and communities. Finally, there is a reflection on the place of social work in this program and how the role of the social worker has been transformed.  相似文献

In assessing the appropriateness of contemporary social work education to its context, the article assumes that social work practice and education must relate to its social reality. The article argues that, since the 1970s, that reality has changed in relation to the role of the welfare state, perceptions of economic growth and the independence of the state. As a result, the roles of civil society, the community and welfare personnel have changed, with implications for social work. At the same time, the earlier tendency of social work to avoid the major social issues of the day is no longer appropriate, and the article outlines five major issues needing to be addressed by social work. In conclusion, the article presents four options that social work education should, as a total profession, address, if the profession is to play the roles demanded of it by its contemporary social reality.  相似文献

This article considers the complex relationships between law, welfare policy and social work practice, in order to address the question of what role legal frameworks might play in achieving welfare policy and professional practice goals. It traces how law has developed as a core component of professional practice, and challenges some of the false expectations placed upon it. It then draws on findings from an international knowledge review of law teaching in social work education to propose a model for understanding how professional practice incorporates legal perspectives, and proposes ways in which legal frameworks can provide positive and constructive vehicles for accountable practice.  相似文献

Social work is frequently described as a problem-solving activity. Social workers are expected to identify social problems, thoroughly investigate them and take proper measures to solve them. Superficially, this kind of definition is unassailable and harmless (and, of course, partly valid), but in a deeper sense it denies us access to important concepts, perspectives and, hence, possibilities of interpretation, regarding the activity we call social work. Following this line of thought, there is a blind spot in the self-understanding of social work. This article outlines an alternative perspective on social work emphasizing making visible new possibilities of interpretation and action rather than solving problems. In connection with a recently reported research project, Organization and Human Change in Social Work, specific features of social work are suggested and discussed. The aim is to contribute to the development of a theoretical identity of social work, based on its own specific characteristics.  相似文献

This article seeks to contribute to a better understanding of the factors that are associated with social work students' willingness to engage in policy practice. It examines a model according to which the willingness to engage in policy practice is linked to the importance that students attribute to the goals of social work and to their views on poverty. The sample consisted of 138 social work students in one of Israel's leading universities. The measures consisted of four questionnaires developed specifically for this study. The findings revealed strong relationships between students' views regarding the causes of poverty and their attitudes towards the preferred ways to deal with poverty. In addition, strong relationships were found between the importance that students attributed to the goals of social work and their willingness to engage in policy practice. However, no significant relationships were found between students' views on poverty and their willingness to engage in policy practice. Different explanations for these findings are advanced in the article.  相似文献

This article examines changes to non-government social welfare, their impact on service delivery and on the social work profession. To redress the legacy of the past and the consequent inequalities in social welfare, in the first decade of democracy the government allocated the bulk of its welfare resources to transforming the social security system at the expense of social service delivery. As a result, South Africa has a costly social security budget with social services on the brink of collapse, leaving social workers and other social service professionals with low morale in the face of the huge challenge of providing welfare services with scarce resources, especially in the non-government sector. Nevertheless, social work remains an important role player in social development. From its marginalised position in the first decade of democracy, in the second decade it is repositioning itself as a recognised contributor to reconstruction and development in South Africa.  相似文献

This paper examines the progress of the social service professions delivering developmental social welfare in South Africa, a subject we have followed closely over the last 20 years. Being policy-driven, developmental social welfare stemmed from expert social analyses that resulted in technically oriented solutions, including the broadening of social service professions. Twenty years on, it is hard to see developmental social welfare, as envisaged in government policy, in action, since the practice reality does not differ drastically from the prior apartheid system with the government's heavy reliance on social security as a poverty-alleviation measure. The expanded social security budget has led to underfunded services and a crisis for social service professionals. This paper focuses on the regulated professions of social workers, and child and youth care workers. Our examination of critical issues for these occupational groups revealed that South Africa still has a long way to go in building a strong social service workforce.  相似文献

The instrumental role of government in the development of social work in China has led to questions about its political function. So far, little has been reported on how the government has “made” social work in China. To fill this gap, we first provide a brief chronological review of major policies and activities of the Chinese government in its making of social work in China. The state's intervention has indeed been massive and crucial although, politically, it may limit the mandate of social work in China. Yet, we argue that the development of the social work profession in China is generating institutional space for the emerging civil society to take a more active role in welfare service delivery. Situated and mediating between the state and the emerging civil society, the social work profession in China will need to constantly negotiate its mandate to meet the needs of both sides.  相似文献

Training of social workers according to the changing needs of the society is important. To this end, we decided to review the adequacy of mental health training in postgraduate programme in social work. The Mental Health Care Act 2017 defines psychiatric social worker (PSW) in India to have additional higher qualification beyond post‐graduation in social work. The number of such qualified PSWs appears to be limited due to small number of institutes that offer advanced training in the country. Though, the number of available PSWs with such qualifications is rising, the manpower in proportion to the mental health needs in the country continues to remain low. It is therefore, relevant to review the quality of psychiatric social work education at postgraduate level if this level is to be considered as the desirable qualification for PSW. In this context, postgraduate social work syllabi from 71 universities including autonomous institutions were reviewed using semi‐structured assessment. The results show a lack of uniform teaching components, training methods and insufficient skill orientation towards mental health interventions. These observations suggest that curricula and training are modified with strengthening and enhancing the quality of training of mental health at post‐graduate level in Social Work.  相似文献

This paper is concerned with the link between studies of welfare typologies and studies of international social work. Its objective is to show how welfare typologies could be used to strengthen the role of international social work practices to support international exchange of ideas on welfare issues. To meet this objective, three analytical tasks are implemented. The first task is to show that professional imperialism could weaken the potential of international social work practices to promote international exchange of ideas on welfare issues. The second task is to discuss the importance of welfare typologies in supporting the development of international social work by challenging professional imperialism. The third task is to discuss a research project on a defamilization typology. This project provides empirical evidence of the contributions made by welfare typologies to international social work practices.  相似文献

David Cox (1995) argues that social work educators need to engage with social issues if they are to move social work away from the doldrums in which it has become trapped. Although this is true, changes of a greater magnitude are required if social work practice is to remain relevant in the twenty-first century. In a globalizing world, social work educators have to play a key role in internationalizing the social work curricula (academic and practicum) and socializing practitioners to embrace emancipatory approaches to social work if they are to counteract the brutalizing forces of industrialism and militarism. Engaging with social change to empower excluded groups requires social workers to work with "clients", policy-makers and international welfare organizations in ways that link the personal and structural dimensions of social life. In short, practitioners need to go beyond the state of the art if their interventions are to respond to the "person-in-their-situation" in a modern context.  相似文献

Abstract

As a subfield of social work studies, social work for ethnic minorities has drawn the attention of academics and practitioners in recent years. In Mainland China, hardly anyone is involved in social work concerning ethnic minorities, and barely a handful of practical research papers on ethnic minority social work are available. This paper seeks to study practical social work for ethnic minorities from the perspective of social distance. It describes the major social distance scales and the main causes behind the formation of social distance, as well as several strategies in response to the social distance in ethnic minority social work.  相似文献

Social work education has experienced three stages since its introduction to China in the 1920s: introduction, abolishment and reinstatement. Theoretically, there are four types of social work in China: official–educational, official–practical, voluntary–educational and voluntary–practical. In practice, all four types of social work have not necessarily been embodied in each developmental stage, and the order of their historical development is not the same as the order of their logical development; i.e. some types are lacking in some of the stages. Each type of social work has its own characteristics, which are integrated into each development stage. Today, Chinese social work faces two major interrelated tasks: the professionalisation and the institutionalisation of social work. The former refers to the development of standardisation in Chinese social work; the latter has to do with the development of the social welfare institution in general and the development of institutional welfare in particular. In general, the dramatic development in Chinese social work largely depends on the accomplishment of the two tasks.  相似文献

This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

The relationship between children's material circumstances and child abuse and neglect raises a series of questions for policy, practice, and practitioners. Children and families in poverty are significantly more likely to be the subject of state intervention. This article, based on a unique mixed‐methods study of social work interventions and the influence of poverty, highlights a narrative from practitioners that argues that, as many poor families do not harm their children, it is stigmatizing to discuss a link between poverty and child abuse and neglect. The data reveal that poverty has become invisible in practice, in part justified by avoiding stigma but also because of a lack of up‐to‐date research knowledge and investment by some social workers in an “underclass” discourse. We argue, in light of the evidence that poverty is a contributory factor in the risk of harm, that it is vital that social work engages with the evidence and in critical reflection about intervening in the context of poverty. We identify the need for fresh approaches to the harms children and families face in order to support practices that engage confidently with the consequences of poverty and deprivation.  相似文献

Throughout the war and the post-war period, the field of social work in Croatia has developed at an accelerated rate. The involvement and assistance from international agencies and individuals created numerous fora for exchange, collaboration and mutual learning among all the helping professions. The research process represented a collaborative effort of faculty, lecturers and students in the Study Center for Social Work in the University of Zagreb's Faculty of Law. The sample was convenient, composed mainly of the urban population of Croatia. The instrument consists of two main parts, one regarding the content of a social worker's work, and the other regarding the attitudes toward that profession. We believe that the results of our study demonstrate that social work, as a profession, is relatively well known among the citizens of Croatia. Those markers pertaining to the attitude towards social work profession, which are negative in nature, are ranked by our participants as lowest in importance on the scale.  相似文献
