The World Bank began its involvement with housing and urban programmes in 1972, offering a new theory and practice. This new theory emphasised “affordability” and the recovery of costs from the beneficiaries of programmes. It stood in contrast to the conventional way of doing things, with government providing “permanent construction” housing with extensive subsidies. “Affordable” housing would take the form of serviced plots of land on which the occupants arranged their own building (i.e. sites-and-services schemes), and in situ slum upgrading. In Madras, policymakers and senior public servants had a positive attitude to housing, especially for low-income groups. Consequently Madras contains much interest for developing countries generally in an evaluation of World Bank experience there, commencing in 1977.  相似文献

The paper investigates recently launched plans to privatize solid-waste management in Cairo, focusing on its adverse effects on the sustainability of the associated recycling economy and urban settlement system of the garbage collectors communities (Zabaleen) located within the Muqattam mountain area which is adjacent to Cairo's old historical quarters. According to official development strategy, the privatization of solid-waste services is regarded as fundamental to overall government plans for Old Cairo's rehabilitation. The objectives of the rehabilitation programme tend to favour tourist-orientated projects, whilst ignoring the local population's interests through the removal of informal Zabaleen settlements in Muqattam mountain, and through the clearing of the Eastern Cemetery of its tomb dwellers and shanty town buildings.The study examines the consequences of recent official intervention in the sustainability of the Muqattam Zabaleen settlement in terms of physical and demographic growth, infrastructural development, and changes in land tenure system. The paper takes into consideration early 1980s programmes funded by the World Bank to improve the Zabaleens’ environment and to upgrade their settlement. These aimed to maintain the existing informal settlement pattern and to develop urban service delivery systems.The empirical study adopts a qualitative analysis employing ethnographic techniques of informal discussions with secondary stakeholder agencies (local municipality, planners, NGOs activists). A field survey of the primary stakeholder group (garbage collectors) involved in-depth interviews with householders and with community leaders in the Zabaleen settlement. The analysis explores narratives expressed by members of the Zabaleen community in response to the threat of enforced eviction resulting from potential state-controlled gentrification programmes for urban development and land speculation in the area.The findings emphasize the significance of local participatory mechanisms in restructuring solid-waste collection and in developing the recycling industry whilst putting vacant and under-used areas into productive use. These mechanisms would support the management of built environment and local resources and would build local capacity through developing new channels for co-operation and partnership between the garbage collectors’ association (Gamm’yya) and grass roots organizations together with the local authorities and multi-national companies. In order to promote sustainable livelihoods and better opportunities for the urban poor the study concludes that there is a need to draw on the sustainable flow of local resources within low-income garbage collectors groups, whilst seeking new means of supporting land acquisition and its development for improved housing standards, basic services and environmental quality.  相似文献

Although there are well-known theories of adolescent development in the West, there is a notable lack of theory and empirical support for understanding the outcome of Chinese adolescent development. This paper examines the cultural themes that account for Chinese–Canadian parents’ and adolescent’s construction of adolescent development outcome. A qualitative study approach was used to explore the experiences and views of 19 adolescents and 10 of their parents. Four major themes identified reflect deep-rooted cultural effects. These themes include: be a good person (self-cultivation), be a good child (filial piety), be a self-reliance person to honor family (Chinese familism), and be a mature person (the quest for harmony and other-related attributes). A concept of “self in relational networks” is therefore proposed for understanding the unique outcome of Chinese adolescent development in the Chinese–Canadian context. “Self in relational network,” in this context, refers to the development of a web of good fitting, harmonious, appropriately positioned, and socially acceptable interpersonal relationships in the adult world. The view reflects the indigenous concept of “guanxi” in Chinese culture.  相似文献

The development of initiatives for Local Agenda 21 for the cities of Peru, their documentation for the “best practices” programme of HABITAT II, and the demand for a formalized programme of support, capacity building and technical assistance has stimulated the establishment of the Peru Urban Management Education Programme (PEGUP). The PEGUP represents an innovative approach to capacity building, working through different mechanisms of education and training, technical assistance to municipal development of Local Agenda 21 and the promotion of networking and experience exchange. The experiences to date indicate that the set of support mechanisms is in line with the requirements of local governments which need a variety of support on the long road to develop urban management capacities that allow the solution of their urban and environmental problems. PEGUP offers a variety of services which are part of the development strategy of “Forum of Cities for Life” network.  相似文献

Abstract

This paper presents a case study of a campaign developed around sexuality education policy by a national youth-focused organization, Advocates for Youth, and its network of youth activists. The paper provides an overview of the national sexuality education debate and the specific strategies youth and adults use in partnership to advocate for a comprehensive approach to the education. The case study of the My Voice Counts!Campaign provides insight into the creation and evolution of a youth-adult partnership approach to community organizing, beginning with an online activism campaign and resulting in local youth-led projects to improve sex education policies and curricula. Following an analysis of the Campaign's accomplishments, the paper lays out recommendations for action and research to demonstrate the positive effects of this form of community practice.  相似文献

This paper analyses the community values of residential neighborhoods in the southwestern region of Saudi Arabia as an approach to a new theory in urbanism. The indigenous masterbuilders and tribemen incorporated planning decisions pertinent to climatic, cultural, social, economic and religious factors when designing physical elements in their built environment. This is what makes every traditional settlement in the southwest region of Saudi Arabia unique in terms of urban form and social structure. As a step to examining and evaluating the process of residential neighborhood development, three stages of practiced urbanism are discussed. These stages are labelled “vernacular”, “transitional” and “new vernacularism”. These are planning concepts used worldwide in the development of residential neighborhoods throughout history until the present. “New Vernacularism” is envisioned in this investigation as a design/planning objective implemented in most recently planned neighborhoods in Al-Horaidhah, Southwest Saudi Arabia. The achievement of successful urbanism underlies the political goals of urban planning practice. The Al-Horaidhah planning concept is conceived in the light of preservation of community values in neighborhood design/planning as a critical issue.The paper aims to investigate and reconcile the conflicts in the planning of residential neighborhoods in a changing world. The conflicts are restricted between retaining traditions of architecture, urban design and planning with the necessary social, economic, and technological changes in urban formation, mainly, the vernacular and modern. The paper illustrates the concept “New Vernacularism” by presenting Al-Horaidhah scheme as a model for community development in three administrative regions along the Red Sea coastline. “New Vernacularism” as a planning concept looks at the community development in Al-Horaidhah in the light of Sharicah, the Islamic Law and Customary norms by emphasizing the importance of the involvement of local residents in the planning process and gives suggestions of how this might best be achieved and later implemented into new communities.  相似文献

Urban open spaces are highly valued for their contribution to the quality of life in the cities [Tenkel (1963). Cities and space: The future use of urban land. Third world cities, for example, Chiang Mai (Thailand), are no exception with regard to the role of urban open space in achieving such a goal [Tantayanusorn (2003). Unpublished doctoral thesis. However, the provision of urban open space as a social public facility is coming low in priority in comparison to other market-demanded facilities in the form of roads, car parks, clean water, electricity and the like. Such a fact was corroborated by a study conceived by Thailand's Social Research Institute (1996) which reveals that 73% of Chiang Mai population wanted more public open space.This paper aims at exploring the revitalization of existing traditional open spaces (kuang)—which is usually categorized as ‘religious land’, hence it is a religious property—in Chiang Mai as an intermediate strategy in providing the much needed public open space. In doing so, the physical and cultural characteristics of kuang have to be elaborated, while at the same time the local aspirations on urban open space were canvassed. The combined analysis of those two inquiries resulted in a proposal of kuang wat—a variance of kuang—utilization as an agent of urban open space provision in the project of achieving quality of urban life in Thai city of Chiang Mai.  相似文献

Research in urban ecology depends on frameworks that meaningfully integrate our understanding of biophysical and social change. Although the coupled nature of urban ecosystems is widely accepted, the core mechanisms we use to integrate the social and biophysical aspects of urban ecosystems – their social-ecological feedbacks – are poorly understood. This paper considers how feedbacks are used to conceptualize social-ecological change, noting their utility and their limitations. In so doing, we suggest that coproduction provides a meaningful alternative to feedbacks, one that captures not only the structure-function relationships usually assumed in studies of biophysical landscape change, but also the structure-agency relationships that facilitate our most comprehensive understanding of social change. By addressing both the stepwise forms of transformation that a feedback approach captures and the simultaneous forms of transformation captured by a coproduction approach, a more comprehensive assessment of the ways that social and ecological change take place is afforded. We contend that thinking in terms of coproduction is essential for moving beyond the interdisciplinary approach that usually guides urban ecology models, toward a more integrated, trans-disciplinary approach.

Current definitions of organization/corporate cultures overemphasize long-run equilibrium and underplay short-run dynamics; they stress commonalities and overlook diversities, underscore emic analyses and lose sights of etic analyses, and separate the intangible from the tangible; plus are “model unfriendly.” As an alternative approach addressing these problems, we propose a new General Behavioral Model (GBM) and then derive two new definitions of OC that view organizational cultures as [1] accumulated choices and [2] interactions among critical masses of people. This study adopts an “inside out” approach to examine contemporary Chinese public relations and culture's effect on it, based on an analysis of the top 15 domestic Chinese public relations agencies’ Web sites and 17 in-depth interviews of public relations professionals from multinationals operating in mainland China. Results indicate an emerging trend of Chinese strategic management and a new understanding of guanxi as an ongoing process of one-on-one bonding.  相似文献

This article aims for a deeper understanding of an emerging urban-political culture that interweaves digital platforms and urban spaces, institutions and the extra-institutional. It explores political possibilities and limitations of urban activism in the context of ‘creative city’ oriented policy-making in Istanbul, Turkey. My approach highlights the production of agency/disempowerment and solidarity/isolation through socio-technical networks that assemble multifarious issues of concern and care. Activist strategies in Istanbul engaged the productive tension between (1) biopolitical apparatuses introduced with ‘creative city’ governance that extract value from the creative production and cultural participation of citizens and (2) the disregard or devaluation of citizen bodies in socially exclusive processes of urban transformation. The struggle over the impoverished Romani neighbourhood Sulukule, which faced demolition, introduced a mode of urban activism consisting in the appropriation of organizational techniques and regimes of value and visibility of Istanbul's ‘creative city’ governance apparatuses. Repurposing place branding for a technique of networked self-organization and claiming brand value for the deprived neighbourhood, activist practices transfigured the place brand into the anti-brand and nonbrand as well as into tags, queries and addresses operating in digital space. This article analyses Sulukule's struggle – and its connections and disconnections to other struggles – to explore activism's potential to challenge stratifications and inequalities between people and places engendered by ‘creative city’ projects, which themselves are often implicated in exclusive urban transformation processes.  相似文献

The process of achieving urban sustainable development is uncharted. We only know that plans should address the economic, environmental and social health of the city and this task can only be accomplished by approaching each of these issues at different scales. For rapidly developing world cities, “sustainability” is becoming an increasingly elusive objective, in part, because of impacts by forces beyond their borders. Using the Asia-Pacific region as a case study, a framework relates regional transnational flows to the state of the urban environment and the social conditions of linked rapidly developing cities. The “functional city system” within the Asia-Pacific increasingly is both the engine of urban growth and the force behind differentiating urban environmental and social issues. At the same time, while globalization forces have been particularly strong within cities in the Asia-Pacific, local factors also play a crucial role in urban development. Globalization driven growth has not translated into a single path of development, rather localities have demonstrated contextually specific paths.  相似文献

The aim of this article is to provide a public relations perspective on the civil religion phenomenon through a study of Barcelona Football Club (BFC) as an institution and its public relations efforts. Cities in the Gulf region have been witnessing dramatic changes in their morphology and internal structures during the last three decades due to the successive shifts from endogenous to exogenous types of urban growth. In the past, the urban space was mainly shaped by the tribal structure and the economy of subsistence that is based on fishing, pearl trading and/or farming. After the discovery of oil, a first shift towards an exogenous form occurred. Due to the accumulation of wealth, the kingdom adopted a distributive and comprehensive welfare policy, and became a major and unique actor in shaping the city. At present, a second stage of “exogeneity” is occurring due to globalisation. The installation of large multi-national companies, the liberalisation of the economy and the integration with the world banking system are having a direct impact on the socio-economic, cultural and thus, urban morphology. Bahrain seems to reflect the three stages through the changing urban morphology of its two main cities; Muharraq and Manama. Analysed in the light of the endogenous–exogenous model, it opens a debate on the conditions for the survival of the old cities and defines a theoretical framework for the approach to management and planning to be adopted.  相似文献

This paper describes a project to inform and to elicit the views on The Children Act 1989 of forty five young people who were currently being looked after by English local authorities in out-of-home-care. The full findings are reported elsewhere (Buchanan, Wheal, Walder, Macdonald, & Coker, 1993).One of the key principles of The Children Act 1989 was that children and young people should, in the light of their age and understanding, be consulted and participate in decisions affecting their lives, provided that this approach did not jeopardise their welfare. Throughout 1991 the Department of Health in London orchestrated an impressive training initiative to ensure that all those who had a role in implementing the Act were aware of the principles that informed the legislation. Leaflets were also prepared for young people who were being looked after in foster or residential care. During this period I asked a young man in a local authority residential establishment, what he knew about the new law. “No one tells me anything”, he replied. This was worrying because without the necessary information, such young people would poorly equipped if they wished to participate in decisions affecting their lives, and more seriously they would be poorly protected should they have reason to complain about their care. During the late 1980's and early 1990's there had been a number of concerns about the welfare of young people living in residential settings. These had resulted in a spate of enquiries, (Levy & Kahan, 1991), (Williams & Macreadie, 1992), and a number of reports (e.g. Utting, 1991; Warner, 1992).  相似文献

Changes in the French political, administrative system and trends in the economy starting in the 1970s have reshaped power at the municipal level. The figure of the mayor as a “notable” has apparently taken a more entrepreneurial and managerial turn in line with changes in local government, its sources of revenue and contractual procedures. By studying the mayor through the prism of the production of public policy at the local level, this shift can be qualified: the role as a notable is tapped in mobilizing resources, while the dynamic entrepreneurial role comes into play in steering policies, timing interventions and assessing the related risks. The observation of the whole process of producing the two urban policies described in Dunkerque sheds light on how the “municipal team” led by the mayor defines the rules of the game, takes diverging interests into account and maintains an interdependence between the various actors involved in policy-implementation. This article seeks to open a dialog between a case study of a municipal government and the observation of local public policy so as to understand changes in the levers of local power.  相似文献

Mohr's (Evaluation and Program Planning 23(4) (2000)) provocative comments are examined. I agree wholeheartedly with Mohr's admonition that researchers not be too quick to assume that measurement error is random. However, I remain unconvinced by Mohr's arguments that the notion of regression toward the mean “has been a costly distraction,” that measurements of “artificial constructs” be treated as if they are free from measurement error, and that change-scores analysis generally be avoided in favor of regression analysis.  相似文献

Change in rural activities is frequently seen as: (1) reaction to changes in other areas and sectors, and (2) negative. This downplays the role and importance of entrepreneurs, both farm and non-farm, in sustaining the vitality of rural areas. The notion of entrepreneur can be extended to entrepreneurial activity by other people, e.g. local government activity, which is an integral part of rural community economic development. Both the entrepreneur and the quasi-entrepreneur in local government are critical leaders in urban fringes and other rural areas alike. Their activity in an area is partly dependent upon the broader political, social and economic environment which influences: (1) the need to change and (2) whether any “benefit” can be derived from entrepreneurial activity. A framework is presented in this paper to place entrepreneurs and entrepreneurial activity into the context first, of decision-taking generally in the rural environment, and second, of the broader “enabling” environment. It is argued that constraints originating in this broader environment are often necessary, but they may have unforeseen side-effects in discouraging innovation. Changes in such constraints or in the manner in which they are implemented may be a necessary ingredient to maintain rural vitality through encouraging entrepreneurial activity.  相似文献
