I examine the role of rural development strategies in a new member state (Romania) of the European Union and, in particular, analyse the case of the metropolitan area of the Bucharest-Ilfov region. The analysis concerns the selected strategies for rural development in the programming period 2007–2013. It must be noted that Romania is divided into nonadministrative development regions and that the process of land privatisation is not yet concluded. These factors could have a negative influence on the implementation of the interventions. The analysed region is situated in the Southern part of the country and in the central part of the Romanian Plan. The total surface is about 1.8 square kilometres, of which 12.5% are occupied by the town of Bucharest and 87.5% by Ilfov County; however, approximately 88% of the population is concentrated in the urban center and only 12% in Ilfov County. The case study is characterised on the one hand by a high growth rate of the gross domestic product, a relatively low unemployment rate, and increasing consumer good sales (mainly food and beverages); on the other, by some marked disparities in macroeconomic indicators among regions and between rural and urban areas and an enormous lack of infrastructures. The case study thus calls for a local approach in order to identify the strategies required to improve the quality of life of the regional inhabitants (both in rural and urban areas) and to prevent pressure from the urban centre from compromising the rich rural heritage   相似文献

Using the settled areas of South Australia as a case study, this paper seeks to demonstrate the specific importance of rural population and settlement density as an important variable in understanding the social, population and settlement geography of sparsely settled rural regions, where sparse and falling density presents both practical and conceptual problems for rural planners. After a review of the literature on population density, the case is argued for the use of net rural rather than gross density in the analysis of settlement patterns. The paper then tests a series of hypotheses on the empirical relationship between rural density as independent variable and selected demographic and socio-economic indicators as dependent variables, at two specific points in time. For the same region, points in time and set of indicators, it goes on to compare the predictive power of rural density as an independent variable with that of three other important qualities of rural settlement patterns (remoteness, settlement size and urban concentration). Rural density is found to be a significant explanatory variable, both in its own right and in comparison with the three other variables tested. In conclusion, the findings are related to policy development measures for rural Australia.  相似文献

Negative perceptions on the value of informal rural finance or credit which are prevalent in a number of developing countries are compounded in the case of Tanzania because of the country's Ujamaa and socialist policies. Consequently, informal rural finance has been neglected both in terms of research and policy planning. This paper attempts to fill part of the research gap on informal rural finance in Tanzania, and to contribute to the growing body of knowledge on this subject in the developing countries. The paper briefly investigates the policy and perception scenario on informal rural finance in Tanzania in the last two decades. Based on empirical data collected through village surveys in three regions of the country, the paper describes the sources of informal credit for smallholder farmers in those areas, and assesses the use, repayment, terms and conditions of such credit.  相似文献

Abstract This research focuses on pathways by which national level macro‐social transformations are transmitted to local communities. Our case is Hungary where we examine the relationship between post‐socialist economic restructuring, widespread industrial dislocations, and urban‐rural migration. Using secondary data from the Hungarian Central Statistical Office (KSH) and survey data from a study of 49 villages in 4 distinct rural regions, we demonstrate that post‐socialist population deconcentration involved both suburbanization and net movement to villages, especially villages that are located relatively close to cities. Contrary to our expectations, movement to villages was from nearby settlements, not from large industrial centers. Moreover, migrants to villages were substantially better off than longer term village residents in terms of their human capital and attachment to the labor force. Consequently, post‐socialist population deconcentration is not contributing to rural poverty as feared by some scholars.  相似文献

Abstract Research has thoroughly documented how out‐migration of the educated and skilled from rural areas leaves behind a poorer population and creates pockets of rural poverty. Recently, studies have recognized that the poor are also geographically mobile and that poverty migration patterns can reinforce rural poverty concentrations. In this process, certain impoverished rural communities in economically depressed regions receive a disproportionate share of poverty migrants, concentrating poverty in certain locations. This paper examines the conditions and processes through which poor rural communities become likely destinations for a highly mobile segment of the rural poor and near‐poor. Utilizing case studies of depressed rural Illinois communities, it investigates how the interplay of community factors and the behavior of migrants transforms rural communities from residentially stable to highly mobile, impoverished places.  相似文献

Although there is recurring empirical evidence of gentrifier families with young children, the importance of education-related factors in the migration and residential decision-making of rural gentrifiers have yet to be fully examined. Using the case study of Cranbrook, Kent, processes of education-led rural gentrification are revealed that are dominated by ‘counter-Londonising’ in-migrants paying premium property prices to buy into exclusive rural school catchment areas. A rural expression of circuits of education is identified, which, to date, are represented as urban-specific strands of gentrification. Conceptually, the paper sheds light on links between education-led urban and rural gentrification; illuminating counterurban population movements tied to the prioritisation of familial relations and domesticity in perceived child-friendly rural environments.  相似文献

What happens to rural communities in remote raw materials-rich regions when their definitions of the region's natural resources are confronted with competing and incompatible definitions presented and enforced by external actors? The social constructionist approach in environmental sociology provides an essential counterbalance to environmental determinism, but this article argues that in many contexts social construction is actually a process of the imposition of external actors' material interests over the objections of local groups. New historical materialism, via an interdisciplinary and multimethod research strategy, analyzes the changing definitions and uses of the Brazilian Amazon as a revelatory case study of the political economy and ecology of this process and its consequences for nature, rural communities, and indigenous peoples.  相似文献

The aim of this paper is to discuss the needs and demands which rural research faces at the interface between research and development. The case study area is northern Finland, which constitutes the most remote and sparsely populated areas of the European Union. This paper is based on the tradition of rural research since the 1980s in connection with the development of programme-based rural and regional policy. Rural researchers are desired actors in rural and regional development projects and programmes both at the national and regional level, but their challenge is to fulfil both academic standards of their background research organization and the often very practical needs of local and regional rural development actors. According to the opinions of rural actors in northern Finland, the definition of rural research is somewhat unclear and multidisciplinarity of rural research seems to give a free hand to carry out many kinds of research under the title. The needs and demand for rural research(ers) are quite practical and are mostly connected to the creation of new job opportunities outside primary production and development of villages via proposals given by researchers. The major result of this study is that rural research is highly appreciated both in programmes and among actors on the “field”, although the real role given to research remains unclear in most cases.  相似文献

The provision of social services in rural areas has historically presented a challenge for social workers. Rural social service disparities are presented in relation to key challenges surrounding the provision of social work services in the rural United States. Barriers that define rurality and hinder the provision of social work to rural families, a multicultural examination of rural community strengths and resiliency, and creative solutions for rural social work delivery are discussed. A case study utilizing collaborative partnerships between rural churches, schools, and community leaders to combat rural homelessness and streamline service delivery for rural families across the life cycle is presented.  相似文献

The purpose of the article is to discuss rural change and the effects of policies on the spatial distribution of welfare in Sweden. It is argued that the Swedish welfare model has had a major redistributional effect in favour of peripheral regions. The outcome is largely unintentional as the welfare system is directed to individuals rather than to regions. When recession and political change put pressure on the welfare model, a corresponding unintentional negative effect will hit the periphery. Therefore, a spatial perspective on the changing state budget is needed in order to develop a new policy for rural areas. Finally, attention is drawn to the complex pattern of rural change in Sweden. A cluster of changes are operating at different levels, giving new prospects to some regions while others will have continuing and increasing problems.  相似文献

The aim of this paper is to study place dynamics in relationships between academically-oriented young people and their local rural places. With point of departure in rural settings with less obvious flagship attractions and cultural assets compared to urban high amenity settings, the paper contributes to the limited literature on the perception of place among academically-oriented youth, who in future potentially belong to the professional category of knowledge workers. Addressing identity, place and the concept of cool in relation to rural youth, we analyse the ?ndings from 23 qualitative, in-depth interviews conducted with 49 young people in secondary education in two rural regions of Denmark to identify place dynamics in the relationships between these young people and their local places. The paper adds to the youth literature by demonstrating how rural youth produce, articulate and maintain identities and visions for desired futures with aspirations for urban lifestyles. Findings show that the interviewed youth's relationships to their local rural place are characterised by con?icting feelings of attachment, detachment, pride and entrapment, and that such feelings reflect on identity construction and seem to play an important role for future migration intentions.  相似文献

This article presents the results of an international comparative study on food self‐provisioning, an activity still widespread in the countries of the Global North. We collected the data in a sociological survey done in 2010 as a part of the household energy use research project GILDED. We selected a region with urban and rural areas as a case study in each of the five EU countries, including Scotland, the Netherlands, Germany, the Czech Republic, and Hungary. Our article raises two main research questions: (1) What is the level of food self‐provisioning in the regions? (2) Who participates in it? Additionally, we inquired into the motivations of self‐provisioners using the results of analyses of sociodemographic and food consumption habits for their interpretation. We found that the level of self‐provisioning varies considerably among the regions. Its share ranges from 13 percent in Dutch urban areas to 58 percent in German rural areas. The effects of some sociodemographic and geographic factors differ significantly among the countries. However, we can summarize that living in one's own property, living in a house or in a rural area, having a partner or children, being retired, or having a low income increases the probability of food self‐provisioning.  相似文献

A new form of rural governance is emerging in more peripheral parts of the UK. As European Structural Fund monies come to play a greater role in financing development projects, so new ways of making decisions about rural development are being initiated. The rural development component of the Structural Funds (Objective 5b) requires that development objectives be prioritized by means of a ‘programming approach’ which brings together a wide range of actors in new institutional arrangements. This reconfiguration of rural development is examined in this paper using case study material from the Northern Uplands — the largest Objective 5b area in England. The paper concludes by drawing out a set of further research questions the Objective 5b programme raises regarding the tensions between centralization and localization, the role of rural communities in their own governance, and the new techniques and technologies of rural governance.  相似文献

This paper focuses on rural transport as a crucial factor in rural development. It examines the problems posed by poor transportation and the extent to which these constitute constraints to the mobilization of human resources for rural development. Using Kwara State. Nigeria, as a case study, the study shows the poor nature of rural transport network and its effect on the evacuation of agricultural products from the farm centres to markets. This accessibility problem was found to have negative effects on the farmers who are not in the least motivated to increase the acreage cultivated.  相似文献

Many schools of social work have targeted rural communities as critical regions for distance education (DE) facilitated degree delivery. This article reports on an initial alumni survey of DE graduates in Hawai'i, suggesting that the DE program has been successful in its mission to address workforce shortages in the number of social workers in rural areas. Not only are the majority of alumni still living and working rural areas, but they are also pursuing licensure at high rates. This study proposes that distance education not only transforms individuals, but can also be a tool of community change.  相似文献

A case study of a self-termed ‘rural business’ is used to deconstruct the concept of a rural business and shed light on specific features of ‘operating in a rural area’ and ‘serving a rural population’. Alongside ‘selling a rural product’, the paper claims that these make up three parameters for categorising rural businesses. Highlighting these unique or niche features of a rural business makes is possible to recognise values that extend beyond financial measures. As such, this research provides a mechanism to support rural policy aimed at delivering both economic and community development objectives.  相似文献

The development of European Community administrative authority has greatly influenced the development of an evaluation culture among the southern and central member states of the European Union. The present case study from Spain provides an example of this diffusion through the use of an empowerment evaluation approach to build evaluation capacity within the context of rural development. The study focuses on the evaluation process over a 10-year period of three local development programs run by three local partnerships created in the rural areas of the Madrid region through the European LEADER initiative. Critical components of empowerment evaluation are discussed, as well as the impact, limitations, difficulties, and applicability of the approach to rural development in the European Union. Conclusions are presented concerning evaluation capacity building and the development of an evaluation culture.  相似文献

Many so-called structurally disadvantaged rural regions are characterized by an ongoing demographic change, low economic productivity, and an insufficient infrastructure. Paradoxically, citizens of such regions are often urged to address local challenges by developing innovative ideas, products, or services. Innovation is becoming a “message of salvation” and imperative to local action due to a rise of an innovation regime that conceptualizes innovation as reflexive and ubiquitous. Unlike cities, however, disadvantaged rural regions are often seen as not conducive to innovation. And older adults are rarely ever regarded as potential innovators. This article will examine how innovations emerge in disadvantaged rural regions and what role older adults play in this context. It focuses on social innovation which is important for processes of rural renewal. Drawing on insights gained through the “Innovation in Rural Municipalities” research project, the paper illustrates the resourcefulness of older adults in the context of socially innovative community development. Older adults can in fact act as drivers of innovative projects, actively participate in and make use of social innovations. Their specific role, however, depends on their personal motives, community-related interests, and available resources.  相似文献

The world’s population is ageing, with forecasts predicting this ageing is likely to be particularly severe in the rural areas of more developed countries. These forecasts are developed from nationally aggregated census and survey data and assume spatial homogeneity in ageing. They also draw on narrow understandings of older people and construct the potential impact of ageing (such as increased dependence on the health care system) as negative. The construction and reinforcement of such stereotypes have obscured public policy debate about ageing and also the rural. This paper considered how, through using a mixed method approach, narrow understandings of rural ageing could be extended and refined. Using a case study of grey nomads in rural Australia, the strengths and weaknesses of various research approaches were reviewed. The investigation concluded that both quantitative and qualitative data could be used to extend contemporary understandings of rural population ageing and move constructions of this phenomenon beyond an impending rural crisis.  相似文献
