Rural governance in the UK and elsewhere has undergone far-reaching changes, as partnerships and other collaborative approaches have emerged to address the challenges of rural sustainable development. The legitimacy of this ‘new rural governance’ is purportedly grounded in deliberation between stakeholders, but this is problematic—it is not clear how ‘legitimacy’ is to be understood now that the criteria of legitimacy appropriate to representative democratic government are not obviously applicable.Here we propose an analysis of legitimacy as situated—that is, given meanings by actors in specific contexts—and continuously constructed through discursive processes, where it also plays a reciprocal, highly political role in shaping those processes. We use this framework to analyse decision making in three distinctive deliberative arenas for sustainable transport policy making in the Peak District National Park in England. Legitimacy claims were found to be significant elements in each arena, but no single, overriding legitimacy discourse was successfully established. Instead, each arena's legitimacy was a hybrid, justified through a complex mix of competing rationales.While no single conclusion can be drawn about the legitimacy of ‘the new rural governance’, the strongest legitimising principles remained those grounded in representative democracy. In contrast, the ‘new’ approaches rely on deliberative norms accepted only by (some of) the relatively limited circle of stakeholders directly involved. More generally, if such norms are to become accepted principles for legitimate rural governance, then more work is needed to discursively establish their acceptability both in networks of governance and with the wider population.  相似文献

A new paradigm of multi-dimensional rural development has emerged which advocates a broader conception of the rurality where the rural is no longer the monopoly of the farmer. This new, broader paradigm needs to be reflected in the methodology of social scientific research, both generic and applied. In this paper we are primarily concerned with transfer of research methodologies utilised in development studies in the South to explore their usefulness for rethinking the European countryside. Such a transfer of methodology may be helpful, because integrated rural development can build on a long legacy in the South, while it has only recently been advocated in the EU context. The paper reflects upon the application of two such analytical concepts originating from development studies, which we have applied for research on the rural geographies in the European countryside, namely Sen's livelihood capabilities approach and Chambers’ concept of participatory rural appraisal (PRA). Having the sustainable livelihoods approach as overall framework, both methodologies are qualitative in nature and address people's survival strategies and livelihood practices with a focus on micro-level analysis at individual, household (Sen) and community level (PRA), while reflecting their embeddedness in wider social, political and economic structures. Our comparative studies suggest that the prospects for bottom-up development, as orchestrated by PRA or similar approaches, is constrained by structural factors, which define the boundaries for local development. The capabilities approach is useful to detect the capabilities to act and be within which bottom-up approaches may take their—though limited—role in rural development.  相似文献

The network concept has become widely utilised in socioeconomic studies of economic life. Following the debates around exogenous and endogenous development, networks may also have particular utility in understanding diverse forms of rural development. This paper assesses whether networks provide a new paradigm of rural development. It seeks to capture a series of differing perspectives on economic networks — including political economy, actor-network theory and theories of innovation and learning — and attempts to show how these perspectives might be applied to different types of rural areas. The paper demarcates two main “bundles” of networks: “vertical” networks — that is, networks that link rural spaces into the agro-food sector — and “horizontal” networks — that is, distributed network forms that link rural spaces into more general and non-agricultural processes of economic change. It is argued that rural development strategies must take heed of network forms in both domains and that rural policy should be recast in network terms.  相似文献

Current rounds of economic restructuring together with the changing priorities accorded to agricultural production are leading to significant shifts in rural property and tenure relations. This paper analyzes these processes with reference to rural Britain; it reports on empirical evidence collected in the county of Buckinghamshire in southeast England. Two significant types of new rural land development are considered—small-scale industrial units arising out of the conversion of agricultural buildings and golf course developments and their ancillary leisure-based activities. Post-war productionist forms of regulation and particularly established types of agricultural tenure are now being modified by farmers and nonagricultural interests committed to the development of rural land. New demands and market structures are requiring more diversity and flexibility by which land is owned, occupied, and used. These emergent, more flexible macro tenures are based on new sets of social and political alliances between farmers, developers, and local planning systems. Agricultural land is increasingly being viewed as a capital rather than as a productive asset associated with more volatile and regionally defined markets whose regulation is formative.  相似文献

Many social scientists argue that the precarious future of post‐socialist societies is determined by cultural constraints to which the actors of transformation are exposed. In contrast to this approach, the paper focuses on those developmental obstacles which are inherent to the structure of post‐socialist societies. The analysis draws primarily on social systems theory, especially on the theory of functional differentiation. In the first part, the changing role of political actors is dealt with. The competitive nature of the democratic political process have forced the new and old political actors to adopt a pragmatic and professional attitude towards their activity. Not all of them, however, have been able to adapt to the new rules of the political game. Adaptation problems are mostly faced by those political actors who played a decisive role in the initial stages of democratization on the basis of their informal political influence. The second part of the paper focuses on the changes related to the societal functions of the democratic political system. Irrespective of the ambitions of political actors, democratic politics is inherently ‘unsuitable’ for the extensive regulation of society. A democratic political system presupposes a relatively high ability of other societal subsystems to rely on self‐regulation. The absence of this ability is an important source of systemic tensions in post‐socialist societies. These two sets of changes can be characterized as the double disenchantment of politics. Both on the systemic level and on the level of actors politics has lost many attributes of a ‘privileged’ societal activity. But the process of disenchantment can give rise to demands for a revival of the politics of ‘great deeds’.  相似文献

This paper aims to describe and explain the changes which have taken place in the rural areas of Israel by focussing on a particular type of community—the moshav, which is a planned smallholders’ settlement, based on family farms and legally organized as a cooperative society. An analysis of the changes that have taken place in the moshav in the past few decades reveals a process of rural restructuring, similar to that which is occurring in many developed countries. New economic activities have replaced farming as sources of income, and newcomers, mostly of urban origin, have invaded rural communities in search of a better quality of life. These changes derive from a combination of structural changes in agriculture, changing government policies and cumulative decisions of rural households. The result is a more heterogeneous moshav—physically, economically and socially, and growing regional, inter-village and intra-village disparities. These developments have a direct impact on the organizational structure of the moshav, its environmental qualities and its exchange relations with the urban sector. As part of the ongoing process of change the moshav is gradually losing some of its unique features, which formed the basis for its identity as a special type of rural community. This leads to the question of whether the moshav will be able to develop a new identity as a distinct type of rural community, or turn into a suburban or urban community. The answer will depend largely on the direction taken by government policy.  相似文献

Smalltowners are not as ambivalent about their towns as community developers. This article emphasized the importance of engaging in community analysis — identifying priority problems and needs, and the degree of external penetration; profiling community social, economic, political and value systems while probing the purposes of (re)development. Four distinct orientations — categorical, comprehensive, integrative, and dialogical — are presented. Three orientations were used in an Appalachian town. No one development orientation is the best. Instead, much depends upon how willing; able and how much effort the participants put forth.  相似文献

This paper reports on an exploratory study of the use of new technologies by the rural women's group Australian Women in Agriculture (AWiA). Data from interviews with twenty members of AWiA and an analysis of organizational documents, including a number of messages posted on the group's discussion list, are used to examine the extent to which cyberspace offers a new space for political engagement for women's activism. The experiences of AWiA members offer some cause for optimism. Geographically dispersed and excluded from male-dominated public agricultural arenas, the women of AWiA have constructed a technosocial landscape that facilitates the active dissemination of information, which has been used to advance a political agenda for farming women. However, there is evidence that less powerful actors within the network whose preference was for more social discussion on the list have been marginalized in the process. For these women, space for political engagement online has been limited on the AWiA discussion list. In conclusion, the paper draws attention to the new research questions that have emerged from this study.  相似文献

This article examines the development of Germany's Turkish organizations since 1961. These have failed to mobilize Germany's Turks around shared ethnocultural grievances against the host society. A transnational political opportunity structure, a contextual framework involving host and sending countries, entices distinct actors leading Germany's Turkish organizations to focus on homeland differences instead of common interests. In this transnational context, actors — whom I will label political migrants — influence immigrant community cohesion by using associations to pursue goals rooted in the homeland or host country. When a sending country generates contentious political migrants in an ethnoculturally dissimilar, homogeneous democracy and the hosts fail to incorporate the foreigners, infighting focused on the homeland is likely to preoccupy the immigrant community.  相似文献

Abstract

This article explores how a development paradigm changes in Tanzania as the social sector concerns of the Millennium Development Goal era are practically and politically superseded by a commitment to private sector-driven structural transformation. Changes in the content and orientation of development do not occur as a result of evaluating what kinds of interventions are effective. They are the outcome of concerted efforts of paradigm reconstruction in which the role of development knowledge is pivotal. The process of policy shift entails a reorganisation of the architectures established to support the previous aid regime, including altering the roles of development knowledge producers and civil society organisations. New political relations between business interests and development actors support the increased influence of philanthropic foundations in determining the development agenda, which is sustained by new configurations of development knowledge. These shifts have important political implications for the kinds of policies considered developmental and the extent to which development orthodoxies can be contested.  相似文献

Abstract

This paper uses bingo—a lottery-style game particularly popular with older working-class women—to take forward feminist political economy debates about the everyday. It highlights consumption and regulation as key to research on everyday political economy, and aims to contribute to studies of gambling as a marker of the everyday within critical political economy. Rather than seeing gambling primarily in terms of vernacular risk-taking, however, it argues that gambling is also a pathway into exploring other, more self-effacing political economies—of entertainment, fundraising, sharing, and ‘having a laugh’. Focusing on three key areas of regulatory dispute (over how to win bingo; who can participate; and what defines the game), the research suggests that players and workers are (re)enabling the diverse, plural nature of bingo as a political economic formulation—involving winning; entertainment; fundraising; care; flirting; and playful speculation—in the face of technological and legal processes aiming to standardize the game’s meaning as commercial gambling.  相似文献

Increasingly, partnerships and other cooperative forms of governance are common-place in addressing problems of environmental management in rural landscapes. These forms of governance are multi-dimensional in the policy instruments employed; the make-up of actors; and, the types of rationalities that actors use to debate the problem and proposed solutions. This paper pursues the question of how different modes of social action, represented in argumentative claims of participants, influence social coordination in these governance arenas. An empirical study is presented of agri-environmental governance in Australia where actors debate planning and policy initiatives to reduce diffuse water quality impacts from farms on the adjacent Great Barrier Reef. Forester’s conceptualisation of practical social action which locates communicative action in the ‘real world’ of interest-based planning contexts, is used as an analytical frame to identify: (i) the type of claims made by governments, farmer groups and other actors in argumentation; (ii) the claims association with communicative, strategic and instrumental modes of action; and, (iii) their consequence for social coordination in formation and maintenance of inclusive, legitimate and viable forms of governing. The study finds that the interconnected character of claims made by actors, and the ready switching between modes of action observed, point to a situated and dynamic expression of rationality within these contested and prolonged debates on how to legitimately and effectively govern rural environments.  相似文献

Galeski's work on rural social change and organisation provides the framework for an examination of recent change in the Canadian province of Prince Edward Island. The Island is a classic rural community, with its agriculture dominated by the potato. A variety of forces are promoting rural change, particularly those of an economic, political and social nature. The processes of change common to all developed capitalist rural economies — urbanisation, autonomous change, and agribusiness — are present, but there is also the PEI Development Plan, a fifteen-year federal-provincial program for the comprehensive economic and social advancement of the Province. The Plan has highlighted the obstacles to rural change. The family farm is central to the traditional Island way of life, but it is seen as being threatened by the growth of agribusiness and the increasing land purchases by non-residents. Other threats to the Island way of life are seen in the growth of tourism and the centralised school system. Paralleling these changes is the increasing level of direction in the Island's economy, particularly from the federal government and agribusiness. The response is seen in political change at the Provincial level, opposition to the Plan, and the tightest restrictions on non-resident and corporate land ownership in Canada. Rural change per se is not opposed, but there is a growing desire to preserve what is best in PEI and its traditional way of life.  相似文献

This paper explores how local actors form alliances and join networks with (inter-)national NGOs working on religious, political and environmental issues in a dispute over tourism development in northern Bali. All of these actors construct a particular concept of landscape which serves their respective goals to contest or defend the planned large-scale tourism projects. Three of these conceptual framings are identified as playing a major role in the conflict: (1) a spiritual Hindu-Balinese perspective mobilised by tourism protesters and NGOs; in alliance with (2) views on landscape based on sustainability and conservation powerfully represented by international NGOs; clashing with (3) a material and economic view of landscape by international investors, who consider land primarily as a commodity generating economic value. These three contrasting views and resulting networks provide an instrument of moral and political pressure for the contending parties in this conflict over natural resources and tourism development.  相似文献

We argue that a “free” market — that is, a market in which the state does not intervene — is a theoretical impossibility in a state society. In place of the natural economy view of a market apart from the state, we offer a social economy view of the inescapable social structuring of markets through state regulation. Even when states institute policies which prevent “interference” in a market, the enforcement power of the state is no less required. We thus distinguish between two forms of regulation: negative regulation — regulation which prevents interference — and positive regulation — regulation which enables interference. These two forms of regulation make possible two different conceptions of freedom, what Isaiah Berlin once termed “negative freedom” from agency and “positive freedom” to have agency. We argue that positive and negative freedom and positive and negative regulation are inseparable; freedom is always contextual. Through a discussion of the debate between industrial agriculture and environmentalists, we show that both supporters and critics of the “free” market are alike in their advocacy, often unacknowledged, of both negative and positive forms of regulation. Rather then a lessening of regulation, this debate represents the institution of a new regulatory regime out of the contest of interests. We conclude by considering the implications for democracy of the contextual character of freedom.  相似文献

The White Paper Your Region, Your Choice: Revitalising the English Regions opened the way for reforms to regional government in England which, it asserted, will improve decision-making and deliver better quality services. In the field of rural policy, too, there are demands for decentralisation to improve service delivery and reflect the diversity of rural areas. Drawing upon a case study of rural policy making and implementation in the English West Midlands, this paper explores current institutional structures for rural policy making and how further administrative decentralisation or political devolution might enhance them. It reveals a complex set of fragmented structures and blurred accountabilities in which policy implementation is an outstanding concern. The Government's administrative reforms, together with proposals to decentralise responsibility for rural service delivery, may assist in promoting greater differentiation and co-ordination at the regional tier. Nonetheless, in the absence of the transfer of significant resources and influence to an elected regional body, efforts to establish a more distinct and coherent approach to rural policy-making and delivery will continue to be hampered.  相似文献

Throughout the 1990s, Europe's rural areas increasingly embraced local action and local development solutions to face the challenge of the continued re-structuring of the agricultural industry. In parallel, in both the EU and the UK, a policy discourse has emerged which envisages a fundamental shift in support policies for rural areas from a sectoral approach (essentially agriculture) to one that is territorial. At the vanguard of these developments has been the EC's LEADER Programme. From a low base of entrepreneurial activity in rural Northern Ireland, LEADER area-based local action groups have acted as beacons for developing new approaches to diversifying the rural economy—in particular stimulating a significant reappraisal of the rural resource base. This paper charts the operational terrain of LEADER local action groups in the Province, suggesting that their strengths have been in developing the institutional capacity of rural communities and brokering connections in the local economy. Examples will be considered which illustrate enhanced coordination and collaboration of local economic actors and sectoral interests, and a strong facilitator role for LEADER groups in the local arena, with an explicit rural focus. The paper argues that this multi-level collaborative activity is rooted in partnership governance, enabling a communicative process among local stakeholders.  相似文献

Despite the fact that rural communities have the most to gain and lose in matters involving economic development and environmental preservation, they often are given the least voice in the political processes that create policies in these areas. Agendas are set, policies formulated and implemented by policy-makers, administrators, and practitioners in urban areas. These outside policies may not be consistent with how rural communities view the tradeoffs between the environment and the economy. We call for decentralization of economic and environmental policy. It is understood, however, that such an approach may involve risk. What if rural-based policy-makers and practitioners are, for instance, aggressively antienvironmental and pro-economic growth? Using results from a national sample of rural development officials, this study examines the environmental and economic development attitudes of development officials based on a population continuum. The findings suggest that rural-based development officials often have a greater appreciation of rural environmental quality of life features compared to their urban counterparts. The implications of the findings are detailed and suggestions for future research are provided.  相似文献

Contemporary changes in rural Europe have been characterised by the contrasting terms of rural modernisation and productivism versus restructuring and post-productivism. This study investigates how different categories of owners of farm and/or forestland in 16 case study areas in eight European countries perceive future development. Landowners’ prospects for change are investigated on both the locality and enterprise level. Special attention is given to the role of forestry as a potential future development perspective. The results reveal that both restructuring and modernisation perspectives are important to many landowners. Moreover, a polarisation seems to be developing between a minority of full-time farmers with progressive farming prospects and the vast majority of landowners with declining prospects or little dependency on primary production. More importantly, the research reveals a third employment perspective, which did not have any specific content apart from the social security of having employment opportunities in the locality. Also at the enterprise level, farmers anticipate both restructuring and modernisation practices, even on the very same property. The study proves that it is not only part-time, hobby and retired farmers that are engaged in “restructuring” activities, but also full-time farmers. As regards the role of forests, the majority of landowners do not interpret forests in an economic development context, but as green infrastructure important to the local quality of life. It can be concluded that forests are closely related to restructuring thinking among landowners. Future perspectives differ from one European rural area to another, dependent on local conditions and problems. More importantly, however, this research reveals that modernisation–restructuring thoughts and practices of landowners are manifold and heterogeneous in all types of rural areas across Europe.  相似文献
