Harsanyi's Aggregation Theorem states that if the individuals' as well as the moral observer's utility functions are von Neumann-Morgenstern, and a Pareto condition holds, then the latter function is affine in terms of the former. Sen and others have objected to Harsanyi's use of this result as an argument for utilitarianism. The present article proves an analogue of the Aggregation Theorem within the multi-profile formalism of social welfare functionals. This restatement and two closely related results provide a framework in which the theorem can be compared with well-known characterisations of utilitarianism, and its ethical significance can be better appreciated. While several interpretative questions remain unsettled, it is argued that at least one major objection among those raised by Sen has been answered.The author is grateful to V. Barham, J. Broome, M. Harsanyi (1997) argues that, for normative issues, informed preferences should be used, instead of actual preferences or happiness (or welfare). Following his argument allowing him to move from actual to informed preferences to its logical conclusion forces us to use happiness instead. Where informed preferences differ from happiness due to a pure concern for the welfare of others, using the former involves multiple counting. This “concerning effect” (non-affective altruism) differs from and could be on top of the “minding effect” (affective altruism) of being happy seeing or helping others to be happy. The concerning/minding effect should be excluded/included in social decision. Non-affective altruism is shown to exist in a compelling hypothetical example. Just as actual preferences should be discounted due to the effects of ignorance and spurious preferences, informed preferences should also be discounted due to some inborn or acquired tendencies to be irrational, such as placing insufficient weights on the welfare of the future, maximizing our biological fitness instead of our welfare. Harsanyi's old result on utilitarianism is however defended against criticisms in the last decade. Harsanyi (1997) argues, among other things, that in welfare economics and ethics, what are important are people's informed preferences, rather than either their actual preferences (as emphasized by modern economists) or their happiness (as emphasized by early utilitarians). The main purpose of this paper is to argue that, pursuing Harsanyi's argument that allows him to move from actual to informed preferences to its logical conclusion forces us to happiness as the ultimately important thing. The early utilitarians were right after all! Since I personally approve of Harsanyi's basic argument, I regard myself as his follower who becomes more Catholic than the Pope. (It is not denied that, in practice, the practical difficulties and undesirable side-effects of the procedure of using happiness instead of preferences have to be taken into account. Thus, even if we ultimately wish to maximize the aggregate happiness of people, it may be best in practice to maximize their aggregate preferences in most instances. This important consideration will be largely ignored in this paper.) The secondary objective is to give a brief defence of Harsanyi's (1953, 1955) much earlier argument for utilitarianism (social welfare as a sum of individual utilities) that has received some criticisms in the last decade. The argument (e.g. Roemer 1996) that Harsanyi's result is irrelevant to utilitarianism is based on the point that the VNM (von Neumann-Morgenstern) utility is unrelated to the subjective and interpersonally comparable cardinal utility needed for a social welfare function. Harsanyi's position is defended by showing that the two types of utility are the same (apart from an indeterminate zero point for the former that is irrelevant for utilitarianism concerning the same set of people). This article provides an overview of John Harsanyi's contributions to Social Choice and Welfare Economics.This article is a slightly expanded version of remarks I made on July 9, 1994 when I introduced John Harsanyi's address (which follows in this same issue) to the meetings of the Society for Social Choice and Welfare in Rochester, New York. In preparing my remarks for publication I have tried to keep the conversational tone of the original presentation but have added references for the reader's convenience. At the time of the meetings I had not anticipated publishing my introduction. When a few months later Maurice Salles asked if I would write up my remarks, I had to do so from memory, not having kept the notes I used to make my presentation. Subsequent to the Rochester meetings, Professor Harsanyi was awarded the Nobel Memorial Prize in Economic Sciences and I am pleased to add my congratulations to him for this honour in the form of this introduction to his research in Social Choice and Welfare Economics. Arrow's Theorem, in its social choice function formulation, assumes that all nonempty finite subsets of the universal set of alternatives is potentially a feasible set. We demonstrate that the axioms in Arrow's Theorem, with weak Pareto strengthened to strong Pareto, are consistent if it is assumed that there is a prespecified alternative which is in every feasible set. We further show that if the collection of feasible sets consists of all subsets of alternatives containing a prespecified list of alternatives and if there are at least three additional alternatives not on this list, replacing nondictatorship by anonymity results in an impossibility theorem.Most of the research for this article was completed while we were participants in the Public Choice Institute held at Dalhousie University during the summer of 1984. The article considers the construction of social welfare functions when the set of alternatives is the two-dimensional nonnegative orthant, as would be the case if there are two divisible public goods which can be consumed in any nonnegative quantities. With individual and social preferences required to be linear and strictly monotonic, but otherwise unrestricted, we characterize all of the social welfare functions which satisfy binary independence of irrelevant alternatives and anonymity and which satisfy binary independence of irrelevant alternatives, anonymity, and weak Pareto. These classes of social welfare functions are shown to be formally equivalent to the classes of social choice functions characterized by Moulin in his study of strategy-proof social choice with single-peaked preferences.We are grateful to Charles Blackorby, Hervé Moulin, and an anonymous referee for their comments.  相似文献

This paper studies the existence of Pareto optimal, envy-free allocations of a heterogeneous, divisible commodity for a finite number of individuals. We model the commodity as a measurable space and make no convexity assumptions on the preferences of individuals. We show that if the utility function of each individual is uniformly continuous and strictly monotonic with respect to set inclusion, and if the partition matrix range of the utility functions is closed, a Pareto optimal envy-free partition exists. This result follows from the existence of Pareto optimal envy-free allocations in an extended version of the original allocation problem.  相似文献

If individuals and society both obey the expected utility hypothesis and social alternatives are uncertain, then the social utility must be a linear combination of the individual utilities, provided the society is indifferent when all its members are. This result was first proven by Harsanyi [4] who made implicit assumptions in the proof not actually needed for the result (see [5]). This paper proposes a general framework for analyzing a class of functions called social aggregators, which map profiles of linear orders to a set of binary relations. This class of aggregators includes aggregators that yield a preference relation (social welfare functions) and those which yield a choice of an alternative (social choice functions). Equipped with this framework, I identify a property called Preference Reversal (PR) such that any Pareto efficient aggregator having this property must be dictatorial. This allows me to state a general impossibility theorem, which includes Arrows Theorem and the Gibbard Satterthwaite Theorem as two special examples. Furthermore, I show that monotonicity and IIA are closely linked, by demonstrating that both are actually special cases of PR in specific environments.Received: 15 October 2001  相似文献

In Harsanyi's impartial observer theorem, an impartial observer determines a social ordering of the lotteries on the set of social alternatives based on a sympathetic but impartial concern for all individuals in society. This ordering is derived from a more primitive ordering on the set of all extended lotteries. An extended lottery is a lottery which determines both the observer's personal identity and the social alternative. We establish a version of Harsanyi's theorem in which the observer is only required to have preferences on the extended lotteries in which there is an equal chance of being any person in society. Arrow??s theorem implies that a social welfare function satisfying Transitivity, the Weak Pareto Principle (Unanimity), and Independence of Irrelevant Alternatives (IIA) must be dictatorial. When non-strict preferences are also allowed, a dictatorial social welfare function is defined as a function for which there exists a single voter whose strict preferences are followed. This definition allows for many different dictatorial functions, since non-strict preferences of the dictator are not necessarily followed. In particular, we construct examples of dictatorial functions which do not satisfy Transitivity and IIA. Thus Arrow??s theorem, in the case of non-strict preferences, does not provide a complete characterization of all social welfare functions satisfying Transitivity, the Weak Pareto Principle, and IIA. The main results of this article provide such a characterization for Arrow??s theorem, as well as for follow up results by Wilson. In particular, we strengthen Arrow??s and Wilson??s result by giving an exact if and only if condition for a function to satisfy Transitivity and IIA (and the Weak Pareto Principle). Additionally, we derive formulae for the number of functions satisfying these conditions.  相似文献

A result of John Harsanyi concerns the aggregation of individuals' preferences into social preferences. The result states that if the individuals in a society and the society as a whole have preference relations that compare probability distributions on a set of outcomes, and the preference relations satisfy expected-utility conditions and Pareto conditions, then a utility function for the social preference relation is a positive affine function of utility functions for the individuals' preference relations. This paper presents an analogous result for preference relations that denote intensity of preference, i.e., preference relations that compare exchanges of outcomes. This paper investigates, within the axiomatic framework of Jeffrey-Bolker decision theory, two kinds of conditions and the relation between them: (1) The Utilitarian condition that social rankings of prospects be representable by an expected utility function that is a weighted sum of the expected utility functions representing individual rankings; and (2) Homogeneity conditions on the probabilities and preferences of individuals. In particular, we show that identity of individuals’ probabilities is necessary and sufficient for the Utilitarian condition to hold and that the homogeneity of individuals’ probabilities can be derived from a Pareto condition on the relation between individual and social rankings, provided that these rankings are separable in a particular sense.This paper has considerably benefited from comments by John Broome, Isaac Levi and an anonymous referee. There is no mechanism that guarantees existence and Pareto optimality of equilibrium in all situations if each individual has limited property rights and a utility function that depends upon his neighbour's consumption. This is true under virtually any assumption about coalition formation. Therefore, Sen's paradox of the Paretian liberal is confirmed in an economic exchange setting with limited externalitities, and Coase's conjecture on the efficiency of bargaining with complete information is denied.David Austen-Smith, Michael Peters, and Jonathan Riley provided helpful comments at various stages. A point of departure for this study is the recognition that various individuals may have different opinions about the exact form a social welfare function should have. To obtain some kind of amalgamation of differing individual social preferences, a modified version of the Rawlsian veil of ignorance is used and a definition of social efficiency suggested and analysed. A socially efficient state is defined by means of endogenous and individual veils of ignorance and, in addition, the Pareto principle. Efficiency may be described as a situation where individuals with similar social preferences constitute subsocieties in an optimal manner. Furthermore, a state is fair if it is (socially) efficient and equitable. An extension of the concept of fairness, called weak fairness, is also suggested. A social welfare function satisfying Arrow's independence axiom is constant or authoritarian if it generates continuous and transitive social preferences over the space of allocations of public and private goods, and individual preferences have the classical economic properties. The social welfare function will be oligarchial if it generates continuous and quasitransitive social preferences and satisfies a weak version of the Pareto criterion in addition to the independence axiom.This work was supported by the National Sciences Foundation grant no. A person is said to prefer in the stochastic dominance sense one lottery-over-outcomes over another lottery-over-outcomes if the probability of his (at least) first choice being selected in the first lottery is greater than or equal to the analogous probability in the second lottery, the probability of his at least second choice being selected in the first lottery is greater than or equal to the analogous probability in the second lottery, and so on, with at least one strict inequality. This (partial) preference relation is used to define straightforwardness of a social choice function that maps profiles of ordinal preferences into lotteries over outcomes. Given a prior probability distribution on profiles this partial preference ordering (taking into account the additional randomness) is used to induce a partial preference ordering over social choice functions for each individual. These are used in turn to define ex ante Pareto undominated (efficient) social choice functions. The main result is that it is impossible for a social choice function to be both ex ante efficient and straightforward. A model of collective decision-making is presented which enables us to analyze the allocation of individual rights and liberties. The model broadens the traditional social choice framework. In social choice theory it is usually assumed that individuals have preferences over a set of feasible alternatives and that society reaches a decision on the basis of those preferences only. In the model presented in this paper, decision procedures do not only take information about individual preferences as input, but also information about individual freedom. The specific decision procedures we present and analyze can be characterized as libertarian.This paper was written while I was a visitor at the University of California, Riverside. I investigate the role played by the combination of two invariance axioms for preferences in utility theory; namely, those of zero-independence and scale-independence, respectively. I provide a characterization of the preference relations on ${\mathbb{R}^{n}}$ that satisfy these two axioms as those which are either trivial, or what I call a two-serial total preorder on ${\mathbb{R}^{n}}$ . This result is then applied in social choice theory to characterize those social welfare functions that satisfy IIA and PI. Other characterizations involving the usual Pareto concepts are also provided.  相似文献
