Welfare reform has had dramatic repercussions for millions of adults andchildren in the country. So far, the results of the "naturalexperiment" of welfare reform have shown both benefits and problems. Although welfare reform became law in 1996, there have been legislativerevisions and other policy changes aimed at making the law moreeffective and less punitive. The latest research indicates that welfare reform has had a major impact on the number of people who are receiving welfarebenefits but not on the income of former welfare recipients. Research also suggests that there are families who are suffering as a result of welfare reform. In this article, I discuss how welfare reform has evolved and theimplications for policy changes in the future.  相似文献

Social welfare reform has been implemented in Korea since the 1997 financial crisis. A dominant concern of the reform was on equality and social solidarity. A major means to this end was establishing universalistic social insurance programs like those in developed welfare states. The reform efforts produced some positive results but were not greatly successful. Income polarization and the deteriorating economic status of low-income families have become big social issues. Many low-income families have not gained many benefits from the reformed social security system. The rapid aging of the population is creating an exploding demand for social spending, risking the fiscal sustainability of major social insurance programs. The reform experience suggests that a social welfare system based on western-style universal social insurance may be too expensive to sustain and not very effective in protecting disadvantaged families in Korea. More attention is being paid to expenditure control and efficiency. Social insurance programs may need to be leaner than those in traditional welfare states. Targeted programs, such as the "making work pay" policy, are likely to be expanded more broadly to low-income families. The future of the Korean welfare state may hinge on successful employment support for working families and extensive investment in their human capital.  相似文献

This article presents African American adolescent girls' views of welfare and welfare reform at the cusp of welfare legislation in 1996. Interview data from a random sample of poor and low-income families indicate that adolescents have a limited knowledge of basic welfare rules. Low-income girls see welfare as an important safety net, yet they also have negative views of welfare recipients and the effects of welfare on recipients. The vast majority express agreement with work requirements, and about half believe that a discontinuation of welfare would change adolescent sexual and childbearingbehaviors. These results raise the possibility that adolescents are responding to the rhetoric and "signals" of welfare reform; alternatively, they may simply be expressing typical adolescent egocentrism and optimism.  相似文献

Objective. The objective of our research is to examine the impact of New Jersey's welfare reform called the Family Development Program (FDP) on child fostering among children on welfare. Methods. The research and analytical methods we use include an experimental design and probit regressions. Results. Our results show that FDP impacts are confined to children of short‐term welfare recipients (new cases) but affects both African‐American and white children in this welfare group. Among new cases, FDP decreases the probability of African‐American children living in foster families, resulting in a 28 percent change from the baseline prevalence rate of 7.2 percent. In contrast, FDP increases the likelihood of white children living in foster families, leading to a 70 percent change from the baseline occurrence rate of 1.4 percent. Conclusions. We conclude by discussing the policy implications of such segmented impacts of welfare reform for vulnerable child populations.  相似文献

The impact of the 1996 US welfare reform act on Southeast Asian-Americans has been an important topic for research in recent years. Many studies have focused on issues of limited access, culturally/linguistically inappropriate services, and responses of community-based organisations. Although these studies help us assess the material implications of welfare reform on group life, they reveal little about the ideological consequences. This article examines how contemporary welfare reform governs and disciplines the lives of its recipients. Based on in-depth interviews with Cambodian-American families in Long Beach, California, this article examines the imposition of governance upon its recipients by the welfare state.  相似文献

Objective . This research examines the claim that states' newfound autonomy to devise their own welfare systems will lead to more intergenerational family dissolution. Critics of welfare reform argue that children residing in states with lower welfare benefits will be more at risk of living apart from parents, as some parents will lack sufficient income to raise children. Methods . Data from the Survey of Income and Program Participation were analyzed employing a discrete-time hazard model. Results . The findings suggest that the risk of children living apart from parents was lower in states offering higher welfare benefits. Also, results indicate that the children at greatest risk of living apart from parents are those who are either newborns or teenagers, are white, or have parents with disabilities. Conclusions . Growing reluctance across all levels of government to provide income support for needy families may accelerate the upward trend in parent-child separation. Results further broaden the literature on household responses to economic setbacks by showing that economic deprivation leads single-parent families to reduce the number of coresident children.  相似文献

This article provides a comprehensive overview of research that has examined the content and prevalence of stereotypic media images of the poor. Research examining televised images and print media are reviewed. An analysis of media framing as well as classist, racist, and sexist imagery is provided. Additionally, to assess media depictions of the poor in the wake of welfare reform, 412 newspaper articles about poverty and welfare published during a 3-month period in 1999 were content analyzed. Although most articles were neutral in tone and portrayed the difficulties facing welfare recipients and the poor sympathetically, they did little to contextualize poverty or illuminate its causes. These findings are discussed in terms of their context and political function.  相似文献

This study explored changes in net disposable income for low‐income single‐mother families before and after the 1996 welfare reform in the USA. Although many studies on welfare reform have focused on employment or total family income as a way to measure low‐income single‐mother families’ economic well‐being, little is known about their net income after expenses related to entering the workforce. This study analyzed net disposable income after tax deductions and childcare costs to provide a more accurate understanding of income changes using data from the Survey of Income and Program Participation conducted by the US Census Bureau. The results revealed that while low‐income single mothers were working more after welfare reform, their net disposable income decreased during this time because their earnings were low and offset by an increase in childcare costs and a decline in means‐tested benefits, including Temporary Assistance for Needy Families benefits. Key Practitioner Message: ● To understand effects of the 1996 welfare reform on low‐income families’ economic well‐being; ● To understand comprehensive income sources and work related expenses of low‐income families; ● To provide policy suggestions for comprehensive childcare subsidies to support low‐income single mothers’ employment.  相似文献

Objectives. We investigate the neighborhood contexts in which low‐income families negotiate welfare reform. Methods. Using data from the Three‐City Study and U.S. Census, we follow 1,059 low‐income women from 1999 to 2005 tracking their neighborhood quality, employment, and welfare use. We evaluate whether improvements in residential contexts facilitate transitions to economic self‐sufficiency, but also test the reverse possibility. Results. Despite living in similar neighborhoods in 1999, women who left welfare experienced larger reductions in neighborhood disadvantage than women who remained on welfare. Likewise, women who left welfare with employment achieved larger increases in neighborhood quality than those who left welfare without work; the latter experiencing neighborhood change no different than those who stayed on welfare. Conclusions. Neighborhood conditions are, at minimum, associated with welfare outcomes. Findings suggest that neighborhood quality increases after women leave welfare, though we cannot reject the possibility that better neighborhoods lead to better welfare outcomes.  相似文献

Objective. This article examines how welfare entry rates changed during the 1990s, and also assesses whether changes in entry rates are accompanied by improvements in the circumstances of families that choose not to receive welfare. Methods. This analysis uses data from the 1990 and 1996 panels of the Survey of Income and Program Participation to identify three cohorts of low‐income single mothers who are potentially eligible for welfare but are not receiving benefits. Multivariate (competing risk) regression models and decomposition techniques are used to identify the factors responsible for changes in welfare entry patterns over the 1990s. Results. We find that welfare entry rates declined during the 1990s with the largest declines coming toward the end of the decade. Neither changes in the characteristics of low‐income single mothers nor improvements in the economy directly account for this shift. Rather, the introduction of new policies like time limits, full‐family sanctions, and family caps under welfare reform, along with unmeasured factors such as changes in attitudes toward work and welfare, account for the drop in welfare entry rates. The analysis also shows that declining entry rates are not accompanied by substantial improvements in the circumstances of low‐income single mothers who are not on welfare. Conclusions. Welfare reform policies adopted during the 1990s reduced entry into welfare, but single mothers who stayed off welfare remained in precarious economic circumstances.  相似文献

The 1996 welfare reform bill set forth major changes in social welfare policies. In addition to federal work requirements and time limits, new state policies impose behavioral mandates that may be accompanied by financial sanctions for noncompliance. Analysis of a survey of state Child Protection Services (CPS) directors focuses on four major areas: effect of Temporary Assistance to Needy Families (TANF) on CPS; interaction between the two agencies; role of TANF sanctions in referrals to CPS; and select special areas of concern. This research provides empirical insight into the interaction between these two agencies, specific TANF sanctions, and the potential conflicts between TANF policies and CPS concerns for the welfare of children and families under its charge.  相似文献

Studies on welfare state regimes have been dominated by consideration of rich OECD/European and increasingly East Asian countries/territories, leaving South Asian cases such as Indonesia underexplored. The few existing studies that have explicitly tried to conceptualize the Indonesian welfare regime have resulted in little consensus. To address the resulting lack of clarity, this article reviews scholarly articles relevant to bringing Indonesia into the global welfare regime debate, specifically encapsulating how the country has been classified compared with its East Asia counterparts. Accordingly, we find that existing studies have mainly concentrated on the Indonesian health care and social protection expansion, which has led authors to conclude that this evolution demonstrates Indonesia's transition away from welfare productivism. By contrast, we argue that Indonesia's productivist characteristics have largely prevailed while informal networks, clientelism, strong families, and the limited effectiveness of the civil society movement created a specific social politics in Indonesia. We thus conclude that the causal mechanisms typically attributed to welfare development in more developed welfare geographies, including East Asia, cannot fully explain the evident institutional formation in the Indonesian case. The future research agenda for studying the welfare regimes in Indonesia and other Southeast Asian countries is discussed.  相似文献

The dominant welfare regimes approach, like the historical-institutionalism on which it draws, predicts path-dependent responses to contemporary challenges. According to this, Canada's social policy regime clearly belongs to the (mainly Anglo-American) 'liberal' family, where markets and families retain a key role, supplemented by modest state supports. Yet, as some have recognized, there are important differences among liberal regimes and within a particular welfare regime over time. There are, in other words, 'varieties of liberalism'. This article argues, moreover, that in the contemporary period Canadian welfare reform has been characterized by warring principles for redesign. While some have sought to deepen the postwar social project, the main trends have been neo-liberal restructuring and, more recently, policies inspired by 'inclusive liberalism', though less deeply than under Blair's government in the UK. The continued existence of such alternatives suggests the need for a more nuanced conception of path-dependent change, consistent with recent revisionist trends in historical-institutionalism.  相似文献

This paper examines the implications of welfare reform for the meaning of social citizenship in Australia. Australian welfare reform has been under way since the late 1980s, and reflects the themes of activity and participation that are shaping social policy in many advanced industrial nations. The paper suggests that Australian welfare reform is following a liberal trajectory of change which places a continuing emphasis on market and family as the preferred institutions for social support with a newly salient appeal to moral ideas about the responsibility of citizens to be self-sustaining. The paper argues that welfare is being transformed from a limited social right to support provided on condition, and from treating the claimant as a sovereign individual to a subject of paternalistic supervision. Together, these changes are redefining the meaning of equality in Australian social citizenship.  相似文献

The present paper outlines and analyzes Australia's welfare reform policies as they have been implemented over the past decade. While there have been numerous social policy initiatives over this period, welfare reform provides an interesting site for analysis and review. This suite of policies and programs is of particular importance from several standpoints. First, its target groups – those needing income security assistance, including the unemployed, people with disabilities, and single parents – are historically and traditionally of concern to social work and social welfare. Second, welfare reform policies have had significant impact on social welfare agencies, and the social workers and welfare workers employed in them. Finally, welfare reform has had a wider impact on inequality in Australia and our attitudes to those in need. This paper first provides a brief overview of the context of Australian social policy and welfare, its origins and current situation. It then outlines the key operational elements of welfare reform and how it has been implemented. The third section of the paper offers a critical analysis of these policies and programs and finally poses some questions and issues requiring further discussion and research.  相似文献

The United Nations Convention on the Rights of the Child (UNCRC) was launched in 1989 and is ratified in most countries. The UNCRC is considered by child welfare authorities worldwide to be an essential document that aims to improve the rights of children. However, contemporary research indicates that the UNCRC is an obstacle to social work because it emphasizes the legal equality between children and adults. This finding prompts the question of how Western child protection agencies conduct child protection encounters with families with a non-Western ethnic background. The present article aims to examine if specific articles in the UNCRC can serve as a medium for improving social work with ethnic minority families within the child protection sector in Sweden. This article is based on a research project concerning youths with an ethnic minority background in out-of-home care. Relevant articles in the UNCRC are revealed to be potentially helpful to child protection programmes involving ethnic minority families because these articles emphasize considering the perspective of the child and strengthening parenting skills. However, child protection agencies must consider how the UNCRC can be used to teach parents or guardians to understand and acknowledge the perspective of the child without violating the values of the family.  相似文献

Following its election victory, the Labour government embarked on a programme to reform fundamentally the United Kingdom's post-war welfare state. The reforms are outlined in a number of government policy consultation papers and are intended to address neo-liberal concerns about the welfare state, although neo-liberal panaceas have been rejected in favour of a "third way". Strongly influenced by Mead, Layard, Giddens and Field, the government's welfare reform package is premised on a conception of citizenship that emphasizes equally the importance of "entitlements" and "obligations", especially the obligation to work. We argue that this reform approach is inherently flawed: it presumes that the poor are without work because they lack appropriate incentives, not because they lack jobs that will lift and keep them out of poverty. We argue that the government's welfare reform strategy is contradictory: while it aims to ameliorate poverty, the emphasis on obligations and compulsion may have the effect of reinforcing existing economic and social divisions. In approaching the second millennium, there is a clear need for a robust interventionist approach to welfare which emphasizes the right to a satisfactory standard of living.  相似文献

Conditionality in Australia’s welfare state has sustained a significant academic critique, including the critique published in this journal. In this Special Issue of the Australian Journal of Social Issues, we contribute to the existing critical literature on welfare conditionality. This Special Issue aimed to provide empirical scrutiny into welfare reform and conditionality in Australia. The articles extend our understanding of welfare conditionality’s underpinnings and its lived effects. These case studies illuminate the aspects of welfare conditionality that have not received enough attention: the role of technology, the question of mobility, the relationship with housing and the little thought given to the state’s role in mutual obligation. What is clear is that the individualisation of structural problems is not just a theoretical and political misstep ripe for critique, but leads to the formulation of policies that impact marginalised people’s capacity to shape life on their own terms. Through different empirical foci, all papers in this Special Issue demonstrate how welfare conditionality is put forward as a solution to address the consequences of structural disadvantage.  相似文献

This article examines the extent to which four major trends in welfare state reform – privatisation, increasing selectivity, increasing activation and increasing discipline – are supported and how this support can be explained. Using recent public opinion data of the Dutch population, it is found that there are two ideological dimensions underlying welfare reform support, the first tapping distributive reform, the latter tapping commodifying reform. While support for distributive reform in the direction of decreasing redistribution can solely be explained by economic interests and economic values, support for commodifying reform can also be explained culturally. It appears that one's cultural position and cultural ideological values are important for support for commodifying reform.  相似文献

This article considers the current ideological and political attack against the floor of benefits for poor families in the United States. It examines a number of punitive approaches to the treatment of families on welfare that were developed in the United States in the late 1980s and the 1990s and contends that such policies will not effectively deter the dysfunctional behavior of some of the poor. Rather these policy developments reflect an attack on current national policies of developing an income maintenance floor that seeks to economically sustain poor families, albeit often inadequately. The article contends that current welfare proposals by conservatives and social liberals are not satisfactory for dealing with the problems of the welfare poor and offers suggestions for dealing with these deficits. It also notes that criticisms of welfare state protection for the poor raised in the United States are much more categorical than those raised in Sweden.  相似文献
