This article looks at Shell vision of sustainable development which is based on three essential and inseparable building blocks — the creation and maintenance of economic wealth, environmental improvement and social equity. All three must be integrated and balanced for long-term success, and all three underpin the Shell approach to global markets.The process of moving towards a sustainable future is under way, but the rate of progress depends on customer choice, innovation and investment — in other words, on market forces. If governments set targets and provide a good framework, companies like Shell will take the chances and offer solutions that support sustainable development. Then the markets will decide.Shell companies see support for sustainable development as a key element in continuing business success. This article discusses some of the ways Shell works with a wide range of partners to seek ways of achieving the best balance between economic, environmental and social considerations and between short term and long-term benefits. On this basis, the market supports the aims of sustainable development and Shell companies intend to play their part by providing, responsibly, efficiently and profitably, the energy the world's growing populations will need and want in the 21st century.  相似文献

This paper contributes to the understanding of accountability in collaborative governance by presenting views of practitioners from partnerships formed between K-12 public schools and private and nonprofit organizations in the United States. It focuses on two questions: what do partnership practitioners see the partnerships as being accountable for? And to whom do they see the partnerships as being accountable? The findings suggest that partnership participants reveal more of client-based and results-oriented views of accountability. They are more directly concerned about professional accountability and accountability to the partners. A concentric-circles model is then developed to illustrate the accountability relationships in partnerships.  相似文献

The Japanese government implemented drastic restructuring of the central government in 2001. As a part of this reform, the incorporated administrative agency (IAA) system was newly introduced in view of carrying out certain public functions in a more flexible, business-like and autonomous way. Research and development activities in the public sector are now mostly conducted by the incorporated administrative agencies. In this article, the purpose of this reorganization is firstly described followed by the outline of this system and current accomplishments. In concluding, the Japanese undertaking of a new public organization is analyzed in comparison with the European and “Anglo-Saxon” countries.

Sustainable transport development is a complex, but necessary issue to manage if the use of fossil energy will decrease and transportation become more energy-efficient and environmental friendly. The contemporary public organization is organized into policy sectors and tiers of government, but the issue of sustainability is not confined to one single sector or level, it transcends all these traditional boundaries. To address this complexity policy integration has been suggested as a way for public organizations to open up the sectoral and vertical boundaries in policymaking. This paper discusses a case study of a political committee on the regional level in Sweden, which has been formed for integrated policymaking between sectors and local and regional authorities to manage sustainable transport development. The analysis of the case shows that vertical and sectoral integration are dependent processes and that the relation between different organizational identities either strengthens or undermine them. Vertical integration is not resulting in sectoral integration, rather it works prohibiting against sectoral integration.  相似文献

Abstract

Researcher and practitioner collaboration in urban planning is both critical to good outcomes and problematic to achieve in reality. Collaboration has the potential for new partnerships, better research problem definition, improved research design and greater impact on practice and policy. However, politics, stakeholder agendas and funding bodies bring pressures and constraints, for which research professionals require a broader set of skills to manage. We examine researcher–practitioner collaboration as part of an action research project on urban greening in Australia. Focusing on a stakeholder engagement workshop, we examine the mechanisms used to overcome barriers to research-practice exchange. We find overt consideration of common barriers to access and use of research when planning collaboration exercises can help facilitate more productive engagement, creating spaces for mutual understanding and generating shared objectives. However, we also find that efforts at collaboration challenge traditional research practices, involve tensions and caveats, and require a different mode of researcher engagement.  相似文献

Abstract

Participatory Action Research (PAR) emphasizes working with communities to develop questions that are relevant to their needs, then co-generating research to answer these questions. Typically, PAR focuses on empowering marginalized communities. Transforming Housing is a community–university collaborative partnership based in Melbourne Australia, with researchers asking developers, government, investors and community housing providers what they need to know in order to provide more and better affordable housing, then collectively generating ideas. After three years, this article takes a reflective practice lens to examine both possibilities and pitfalls arising from PAR with the rich and powerful. The article concludes that collaborate research on affordable housing can lead to outcomes intellectually honest, sustainable beyond political cycles and capable of effecting positive change at both the local and the metropolitan scales. However, this form of collaborative research can be easily derailed by politics, and does not address underlying structural inequalities.  相似文献

Abstract

We argue that the field of organizational behavior (OB) is well positioned to adopt some of the strengths of behavioral decision research (BDR). Doing so would enable the field to gain in influence, scholarly stature, paradigm strength, and practical relevance. In the course of making this argument, we review recent advances in BDR and highlight its relevance for OB. In particular, our discussion focuses on how BDR can inform topics of longstanding interest to OB researchers.  相似文献

This article examines the relationship between regulation and self-regulation in network governance. The comparative analysis is based on quantitative data collected in regional development networks in the Nordic countries. The theoretical debate, in which this analysis is embedded, focuses on the paradox in the way the relationship between regulation and self-regulation is described in network governance approach; the networks are seen to be self-organising, and yet the steering role of governmental bodies is emphasised. The results indicate that regulation and self-regulation are more than counterforces: they can coexist and affect the operations of the networks simultaneously.  相似文献

There is an implicit assumption in the UK Treasury’s publications on public-private partnerships (PPP)—also more commonly known in the United Kingdom as private finance initiative (PFI)—that accountability and value for money (VFM) are related concepts. While recent academic studies on PPP/PFI (from now on as PFI) have focused on VFM, there is a notable absence of studies exploring the ‘presumed’ relationships between accountability and VFM. Drawing on Dubnick’s (Dubnick and Romzek in American public administration, politics and the management of expectations. Macmillan, New York, 1991, Research in public administration. JAI, Greenwich, 1993; Dubnick in Public service ethics and the cultures of blame, 1996, Public sector ethics: finding and implementing values. Routledge, London, 1998, Int J Org Theory Behav 6(3):405–441, 2003, Public Perform Manage Rev 28(3):376–417, 2005; Dubnick and Justice in But can you trust them to be ethical, 2002) framework for accountability and PFI literature, we develop a research framework for exploring potential relationships between accountability and VFM in PFI projects by proposing alternative accountability cultures, processes and mechanisms for PFI. The PFI accountability model is then exposed to four criteria—warrantability, tractability, measurability and feasibility. Our preliminary interviews provide us guidance in identifying some of the cultures, processes and mechanisms indicated in our model which should enable future researchers to test not only the UK Government’s claimed relationships between accountability and VFM using more specific PFI empirical data, but also a potential relationship between accountability and performance in general.  相似文献

Global economic forces have been prompting the institutional changes in the public sector based on the market-oriented principles and such changes greatly have affected the postal savings system in Japan. Postal savings system’s public roles were fundamentally changed because of current administrative reform undertakings. In this article, firstly the role of collecting savings from ordinary citizens for fiscal policies was reviewed and the assessment of this public role is conducted. Secondly, abolishment of Universal Service Obligation due to the privatization of the postal savings system and the possible occurrence of Financial Exclusion are analyzed.

Her working experiences include public management, administrative reform, administrative inspection, and study on local autonomy. She has been involved in the activities of the international organizations from the 1990s. Masahiko Metoki   entered service in the government of Japan in the Ministry of Posts and Telecommunications in 1983, immediately after graduation from the University of Tokyo (BA). He worked mainly for international cooperation in the fields of telecommunications and Postal Savings. He was also deeply involved in the activities of the United Postal Union as a chair of committees of postal financial services. The purpose of this study was to explore the lived experience of women in leadership in Korea and to identify challenges and opportunities that they face in the process of balancing work and family life and developing leadership as women in the uniquely challenging Korean workplace where they face organizational and cultural constraints. Critical to this investigation was the understanding of concepts frequently represented in the previous literature about women in leadership: work–family life balance, women’s leadership development, and the cultural context. In-depth interviews were conducted with 18 women leaders selected through a purposeful and snowball sampling method. A thematic analysis of the interview data generated six themes including: (a) commitment to work, (b) struggles for a balance, (c) defining success, (d) gender identity, (e) being a role model, and (f) need for support. Based on the findings, we provide implications for research and practice.  相似文献

A new fire policy reinforcing aggressive fire suppression was established in Mediterranean France in response to the devastating wildfires of the 1990s, but to what extent this has changed fire activity yet remains poorly understood. For this purpose, we compared the number and location of ignitions and of burned areas between two 20‐year periods (1975–1994 vs. 1995–2014), in parallel to the changes in fuel covering, human activity promoting ignitions, and fire weather. The number of fires decreased almost continuously since 1975, but sharply after 1994, suggesting an effect of better fire prevention due to the new policy. But the major change in fire activity is a considerable reduction in fire size and burned areas after 1994, especially during summer and in the most fire‐prone places, in response to massive efforts put into fire suppression. These reductions have occurred while the covering by fuel biomass, the human pressure on ignition, and the fire weather index increased, thus making the study area more hazardous. Our results suggest that a strategy of aggressive fire suppression has great potential for counterbalancing the effects of climate changes and human activities and for controlling fire activity in the short term. However, we discuss whether such a suppression‐oriented approach is sustainable in the context of global changes, which cast new fire challenges as demonstrated by the devastative fires of 2003 and 2016. We advocate for a more comprehensive fire policy to come.  相似文献

The comparative analyses of citizens’ trust in Anti-Corruption Agencies (ACAs) in three countries’ (Bangladesh, Nepal, and Sri Lanka) indicate that despite ACA’s low level of effectiveness in curbing corruption, trust level varies. The Nepalese ACA has higher level of trust than Bangladesh and Sri Lanka which is earned by targeting mainly lower level public officials. Though it fails to reduce the level of corruption in Nepal; citizens tend to trust ACA more. This is because of higher visibility of ACA’s activities. Such findings indicate about the methodological challenge to use ‘trust’ as a proxy to measure institutional performance.  相似文献

In this paper we develop and test a theoretical model that reduces relational risks to solve the puzzle of conflicting task requirements imposed on boards of directors in listed companies. Doing so unites two seemingly conflicting tasks—board control and service tasks—through examining relational risks between the board and the CEO. We also present two mechanisms that could reduce relational risks. One is board power over the CEO, and the other board trust in the CEO. Practitioners could apply these two mechanisms to achieve better performance of board control and service tasks simultaneously. We test hypotheses using 441 survey responses collected in 2005. The result shows a good fit between the model and survey data, indicating examining relational risks is a rewarding approach to understanding conflicting board task performance, and board control over the CEO and board trust in the CEO are two effective mechanisms to reduce relational risks.  相似文献

Abstract

A large segment of management research in recent years has used structural equation modeling (SEM) as an analytical approach that simultaneously combines factor analysis and linear regression models for theory testing. With this approach, latent variables (factors) represent the concepts of a theory, and data from measures (indicators) are used as input for statistical analyses that provide evidence about the relationships among latent variables. This chapter first provides a brief introduction to SEM and its concepts and terminology. We then discuss four issues related to the measurement component of such models, including how indicators are developed, types of relationships between indicators and latent variables, approaches for multidimensional constructs, and analyses needed when data from multiple time points or multiple groups are examined. In our second major section, we focus on six issues related to the structural component of structural equation models, including how to examine mediation and moderation, dealing with longitudinal and multilevel data, issues related to the use of control variables, and judging the adequacy of models and latent variable relationships. We conclude with a set of recommendations for how future applications of SEM in management research can be improved.  相似文献

Research interest in extreme contexts was growing before the COVID-19 pandemic and has intensified since. The climate crisis, significant geo-political conflict, political polarization and upheaval, and economic/financial crises that present existential challenges to organizations have all contributed to rising interest in extreme-context research. COVID-19 itself has generated an enormous body of research across all sub-fields of management. However, the substantive, methodological and conceptual implications of this large volume of research remain unclear. In this introduction to the British Journal of Management COVID-19 Online Virtual Issue, we describe and analyse COVID-19 research so far published in the British Journal of Management. The Journal was proactive in seeing the profound implications of COVID-19 for management research and practice, issuing an early call for contributions, and publishing several exploratory commentaries as early as July 2020. In this paper, we situate COVID-19 research within the broader extreme-context research, analyse contributions made so far, and build upon an extended taxonomy of extreme contexts to suggest ways for future research to generate further impactful insights.  相似文献

Abstract

Claims that opportunism is widespread in the process of buyer–supplier exchange are commonplace, but direct supporting evidence for such claims is largely absent from the relevant literature. This article offers a critique of the treatment of opportunism in supply chains by re-establishing the importance of guile in the concept and investigates existing published, empirical measures of buyer and supplier opportunistic behaviour. This article offers evidence that, despite the frequency with which the concept is discussed in the literature and applied in research and the emphasis given to the risks it generates for management, opportunism with guile between buyers and suppliers appears to be rare in practice. This article is the first critical assessment of the concept’s treatment in the Operations Management field, and it argues that practitioners are currently being poorly advised with respect to the phenomenon, as well as drawing conclusions for both practitioners and researchers that differ radically from the prevailing consensus on the subject.  相似文献

Abstract

An increasingly older workforce and a growing emphasis on jobs involving interaction with computers have resulted in a need to more carefully examine the relationship between ageing and computer-based work. In this study, a sample of 394 subjects ranging in age from 20-75 years performed a computer task across a 3-day period. Three different types of computer-based jobs (data entry, information retrieval, and accounts balancing) performed at three large US companies were simulated. Age differences in the subjective experience of stress, workload, and bodily discomfort were evaluated. The results indicated that age effects for these measures varied according to task. The older subjects perceived greater workload for the more mentally challenging problem-solving oriented accounts balancing task (Which involved a graphical user interface) than the younger participants, even with increased exposure to the task. However, the older subjects generally experienced less stress than the younger subjects on an information retrieval task that involved a more socially interactive telephone component. A positive relationship between the frustration component of workload and the measure of stress was also found, suggesting an important link between the constructs of stress and workload. Overall, the outcomes of this study provide important insights into design interventions intended to accommodate older as well as younger persons in the workforce.  相似文献

Using transnational terrorism data from 1980 to 2000, this study empirically examines the relationships between frequency of participation in transnational terrorism acts and economic development and education improvement. We find an inverse U‐shaped association between the frequency of various nationals acting as perpetrators in transnational terrorism acts and per capita income in their respective home countries. As per capita incomes increase from relatively low levels, frequencies of participation in transnational terrorism increase. However, at sufficiently higher levels of per capita income, further increase in per capita income is negatively associated with the rate of participation in transnational terrorism. Education improvement from elementary to secondary is positively correlated with frequency of participation in transnational terrorism events, whereas further improvement from secondary to tertiary level is negatively correlated with participation in transnational terrorism. We also find that citizens of countries with greater openness to international trade, lower degree of income inequality, greater economic freedom, larger proportion of population with tertiary education, and less religious prevalence participate in transnational terrorism events less frequently.  相似文献

Abstract

Healthy built environments place people and communities at the heart of urban planning, encouraging decision-making based on human health, well-being and environmental sustainability. This paper describes the development of a set of indicators to assist in this endeavour—by translating and linking the research evidence base with policy-makers and other practitioners. The paper describes how the indicators were chosen, contextualized and subsequently structured to maximize useability for urban planners and health professionals working together to improve community health and neighbourhood sustainability.  相似文献
