Indigenous Australians constitute approximately 2.4% of the Australian population and suffer from disadvantage across a range of social, economic, and health indicators compared to other Australians, including exposure to racism across all domains of contemporary Australian society. However, there has been relatively little research conducted on anti-racism in relation to Indigenous Australians. This article begins with an overview of theoretical issues pertinent to the empirical study and public policy of anti-racism. Empirical findings, from social psychology, on effective approaches to anti-racism at the cognitive, individual, interpersonal, and societal level as well as for the targets of racism are detailed with a particular focus on Indigenous Australians. Recommendations for improving and expanding institutional and legal policies to implement these approaches in relation to education and child-rearing, public service, law enforcement and media, as well as monitoring racism and promoting anti-racism in civil society, are then presented. To conclude, strategies for engendering political will to combat racism in the current neoliberal capitalist climate are explored.  相似文献

Focussing upon the function of complaint investigation and conciliation, the paper reviews the provisions and operation of the Racial Discrimination Act 1975. Between 31 October 1975 and 10 December 1981 a total of 5,383 complaints were received by the Commissioner for Community Relations, with Aboriginals markedly over-represented among the complainants. For reasons associated with a complaint-based procedure, the number of complaints received cannot be treated as a true indication of the extent of racial discrimination. Despite shortcomings of the Act, some of which stein from amendments to the Bill in 1975, it does provide a check upon the actions of major ‘gatekeepers’ and a viable source of redress for discrimination in certain spheres of life. It is noted that effective implementation of the Act has been hampered by various obstacles, in particular by a shortage of staff and financial resources.  相似文献

This research examined the effect of a psychosocial variable, internalized racism, on abdominal obesity, as measured by waist circumference. Results show that the effect of internalized racism on waist circumference persists net of other controls among women, but not among men. Also, among women who had high levels of internalized racism and high educational levels, a positive relationship to abdominal obesity is evident despite the tendency of education to be protective of abdominal obesity. This study supports other research findings that internalized racism is related to waist circumference among adult women but not among men in Western Hemisphere blacks. It also supports past research findings of a gendered reaction to psychosocial stress. It also illustrates that this relationship occurs on the continent of Africa, an area where research on this phenomenon is scarce.  相似文献

Most commentaries on Australian racism assume that men and women are affected equally by racist behaviour. Yet, the evidence points to a close interconnection between white racism and sexism. In the male rhetoric of race, the oppression of women is an associated element that requires investigation. Abstract

This article identifies major forms of institutional racism in the United States today. It considers how taken together they form a web of oppression which obstructs economic, social, and political mobility for people of color while white people are issued passports of privilege. Studies of school violence have been generally been informed either by social disorganisation or social control theory. However applications of social disorganisation theory to school violence sometimes make little attempt to control for individual differences in propensity to violent behaviour. This study of 2,616 Australian high school students uses multilevel modelling techniques to see whether various characteristics of the school (e.g. lack of clarity about school rules, school responsiveness to racism, school size, ethnic composition) are related to the risk of physical violence between students, once individual and family risk factors for violent behaviour have been taken into account. The results suggest that school characteristics and developmental factors both play an important role in shaping the risk of violence at school.  相似文献

In this article, I describe an undergraduate course on interethnic relations that I taught at a small, predominantly White, liberal arts college during the 1990s. First, I present the intellectual heart of the course (similarities and differences between Allport's [1954/1979] mainstream perspective and Du Bois' [1903/1969] oft-neglected, alternative perspective on race relations). Subsequently, I discuss the course background and a precipitating incident (verbal conflict between a White male student and a Black female student) that transformed the class. Finally, I reflect on my experiences, as well as individual and institutional factors (gender, institutional racism) that probably affected students' and faculty members' responses. Policy implications for courses on prejudice (and for teachers of such courses) are discussed .  相似文献

Abstract

In the face of enduring systemic racial disparities between Māori and non-Māori, we invite Pākehā health, education and social service professionals to review their ethical conduct and to enhance their political competencies to help transform racism. This paper examines how Pākehā became beneficiaries of racism and how libertarian discourses are used to distract attention away from the associated privileges. Based on experience in the anti-racism movement, we (the Pākehā authors) advocate for the grounding of Pākehā practitioners in a deeper understanding of colonial history. We invite closer attention to structural analysis as a means of gaining the understanding needed to strengthen political competence in order to avoid collusion with institutional racism. We make a case to develop co-intentional relationships with Māori through active whanaungatanga and the applications of the teachings of Freire as pathways for strengthened practice.  相似文献

There is a dearth of empirical evidence on the extent of racist attitudes, broadly defined, in Australia. A telephone survey of 5056 residents in Queensland and NSW examined attitudes to cultural difference, perceptions of the extent of racism, tolerance of specific groups, ideology of nation, perceptions of Anglo‐Celtic cultural privilege, and belief in racialism, racial separatism and racial hierarchy. The research was conducted within a social constructivist understanding of racisms. Racist attitudes are positively associated with age, non‐tertiary education, and to a slightly lesser extent with those who do not speak a language other than English, the Australia‐born, and with males. Anti‐Muslim sentiment is very strong, but there is also a persistence of some intolerance against Asian, Indigenous and Jewish Australians. Those who believe in racial hierarchy and separatism (old racisms) are a minority and are largely the same people who self‐identify as being prejudiced. The ‘new racisms’ of cultural intolerance, denial of Anglo‐privilege and narrow constructions of nation have a much stronger hold. Nonetheless, sociobiologically related understandings of race and nation remain linked to these new racisms. Narrow understandings of what constitutes a nation (and a community) are in tension with equally widely held liberal dispositions towards cultural diversity and dynamism. Encouragingly, most respondents recognise racism as a problem in Australian society and this is a solid basis for anti‐racism initiatives.  相似文献

Over the last 15 years or so, a number of writers have undertaken critical analyses of Australian immigration that have challenged prevailing social science paradigms and raised issues of the representation of social and power relations in a very diverse society. Racism, in various forms, remains a dominant feature in Australian society. Aboriginal Australians are commonly targets of racial discrimination. However, understanding racism is difficult given that racial attitudes vary towards particular groups of people, across place and time and are difficult to measure. This paper presents responses of residents across four rural shires in Victoria to questions about attitudes towards Aboriginal people/issues. Responses indicated that attitudes towards Aboriginal people were diverse and that individuals varied in their attitudes on specific items. There were subtle differences between the four sites and association between demographic characteristics and some items in particular sites. This suggests that respondents are inconsistent in their attitudes relating to Aboriginal people/issues and that there are place‐based influences on these attitudes. We conclude that the many varied understandings of racism and Aboriginal Australians allow the discourses of exclusion, disempowerment and othering to be maintained.  相似文献

This paper seeks to compare and contrast the character of social policy in Australia with that in other OECD countries by focusing on the distinctive design features of the institutions constituting the wider context of Australian social policy provision. The three substantive sections of the paper successively summarize the distinguishing features of the institutional design of Welfare State provision in continental western Europe, Scandinavia and Australia; outline the wider institutional context of social policy in Australia; and examine the extent to which the distinctiveness of the institutional design of the Australian Welfare State has led to different patterns of policy outcomes from those in other nations.  相似文献

Encouraging students to self-regulate their learning in relationto ‘race’ issues would appear to be pertinent toa profession that promotes life-long learning and holds valuesof self-determination and respect for the individual at itscore. This study examined the written feedback students receivedin relation to key assignments in years two and three of a socialwork degree programme. The findings suggest that feedback isseldom used in a way that might enhance students understandingof ‘race’ issues. If students are developing anunderstanding of racism and anti-racist practice, then it doesnot appear to be a result of the written feedback from tutorsand practice teachers. Given the importance of feedback in helpingstudents to self-regulate and develop their learning, it maybe useful to adopt a more principled approach.  相似文献

ABSTRACT

Comprehensive exploration of Māori experiences of discrimination in Aotearoa New Zealand remains limited, particularly in relation to exposure to multiple and interlocking forms of discrimination. This paper presents findings from a secondary analysis of Te Kupenga 2013, the first Māori Social Survey, examining patterning and prevalence of different forms of discrimination for Māori (n?=?5,549). Māori report experiencing multiple forms of discrimination, both over their lifetimes and within the last year. Although racial discrimination was the most commonly reported form, Māori also experience discrimination on the basis of other grounds including age, gender, and income. Māori also report exposure to multiple forms of discrimination. Discrimination occurred in a range of settings, with schools and workplaces common sites. The findings support the lived reality of Māori that racial and other forms of discrimination are pervasive, and experienced in multiple domains across the life course, representing a persistent breach of rights. It is critical that other forms of discrimination are measured alongside racism in order to understand and address the realities of multiple discrimination for Māori in Aotearoa New Zealand.  相似文献

Contemporary society is beset with subtle racial tensions. Modern racism is a form of racism often found in modern, politically correct America. In this form of racism, racist beliefs are often expressed only indirectly. In the present paper, race differences in attitudes about and perceptions of racism were examined through the use of a survey. Results showed several differences in the way Blacks and Whites perceive race relations on a university campus. This information helps to gain insight into the causes of modern racial tensions. The results also suggest strategies to reduce racism on college campuses.  相似文献

Many people are talking about being in a post‐racial era, which implies that we have overcome race and racism. Their argument is based on the fact that manyof the virulent manifestations of racism are not prevalent today. I argue that racism is not seen as prevalent today because the commonplace views of racism fail to capture the more subtle and insidious new forms of racism. I critically examine some of these views and indicate that racism, its forms and manifestations have changed over time. As such, racism may not be manifested in the standard obvious negative behaviors that people know and expect, but instead, it is manifested in even positive behaviors that the commonplace views may not identify as racism. I offer a view of racism that captures the new subtle forms of racism today, which are not as harmful and invidious as the older forms. Simply because the new forms of racism are not as obvious or harmful, this does not mean that racism no longer exists.  相似文献

This article explores the institutional requirements of accountability for an anticorruption agency in a parliamentary democracy. It suggests that approaching public accountability as ‘the satisfaction of legitimate expectations about the use of discretion’ is useful in understanding or designing an accountability regime for such a powerful agency requiring independence from the executive. The approach facilitates identification of a variety of stakeholders and a range of institutional means by which their legitimate expectations may be satisfied. Despite the recognition, in consequence, of multiple agents and channels of accountability, parliament must remain central to the accountability regime and can achieve this through an appropriately designed oversight committee. Examination of a selected Australian agency, the Western Australian Corruption and Crime Commission, provides support for these propositions. Particular controversies involving this agency are used to demonstrate the requirements of a parliamentary oversight committee, and that independent review of determinations of misconduct, as well as appropriately regulated public hearings where there is a strong public interest in matters under investigation, are important elements of public accountability for an anticorruption agency.  相似文献

Australia today is a culturally diverse nation with people from over 190 different countries claiming 300 different ancestries. But despite an official commitment to diversity, contemporary Australian society continues to experience tensions between multicultural policies and a legacy of Anglo privilege and cultural dominance. To assess this, the Challenging Racism Project conducted a national survey, commissioned by the Special Broadcasting Service, to gauge the nature and extent of racist attitudes and experience of racism across Australia during July–August 2015 and November 2015. Results show that sociodemographic characteristics show little contemporary relationship to racist attitudes. Age, once associated with “old” racist attitudes, is no longer significant. On the other hand, Anglo privilege is empirically linked to racism through notions of social dominance. We conclude that it is to the media, and to public discourse generally, to which future research attention, using critical discourse analysis, should turn in efforts to make Australia a fairer, more tolerant, multicultural society.  相似文献

A paucity of research has examined the individual and cumulative effects of conventional and expanded adverse childhood experiences (ACEs) on maternal functioning, especially among low-income Black mothers. Using self-report data from a subsample of Black mothers (N = 157) who participated in a larger study to evaluate the effectiveness of an urban public prekindergarten program in the mid-Atlantic region of the United States, we examined the prevalence of ACEs and the individual and cumulative effects of conventional (i.e., family trauma and dysfunction) and expanded (i.e., community stressors) ACEs on depression and health among low-income Black mothers. Findings indicated that Black mothers had more exposure to expanded than conventional ACEs. Hierarchical regression analyses revealed that experience of physical neglect was significantly associated with depression and physical abuse with compromised health, and perceived experience of racism was a predictor of depression and compromised health. More conventional and expanded ACEs were associated with clinical levels of depression and compromised health. Findings highlight the need for more research related to the impact of ACEs, especially expanded ACEs, on mental and behavioural health outcomes. Additionally, our findings indicate the need for more trauma-informed care to reduce and address the impact of individual and community-level adversities on low-income Black mothers.  相似文献

I critically examine the eliminativist theories of race or racism, and the behavioral theory of racism, which provide the theoretical foundation, respectively, for the nominalist and substantive conceptualizations of the idea of a post‐racial era. The eliminativist theories seek to eliminate the concepts of “race” or “racism” from our discourse. Such elimination indicates a nominalist sense of the idea of a post‐racial era. The behavioral theory of racism argues that racism must be manifested in obviously harmful actions. And because such harmful actions are not prevalent today, this implies that we are in a post‐racial era in a substantive sense. I conceptualize some subtle forms of racism that are prevalent today, which cannot be captured by the behavioral theory, but can best be captured by doxastic theories of racism. I conceptualize a substantive idea of a post‐racial era, and then argue based on such conceptualization, that we are not in a post‐racial era because subtle forms of racism are still prevalent today.  相似文献
