The 1996 Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) put the need for attitudinal change at the center of efforts to help welfare recipients become economically independent, avoid out-of-wedlock childbearing, and embrace marriage. In this paper, we focus specifically on attitudes, analyzing both differences in values and attitudes between welfare recipients and other women on the cusp of reform, as well as the effects of TANF reforms in two states on the attitudes and behaviors of women subject to the reforms. National data reveal few differences in values and attitudes between welfare recipients and other women once background characteristics are held constant. A majority of both groups believes that prospective parents should marry, but single parents can raise a child as well as married parents. Personal aspirations for marriage and further childbearing also are fairly similar. These similarities may be one reason that the literature has shown TANF to have limited effects on marriage and childbearing. A second set of analyses investigates the degree to which welfare recipients in Delaware and Indiana report that reforms affected their aspirations for marriage and childbearing. Self-reported impacts are greater for fertility than marriage attitudes. Even among those who report their attitudes were affected by reform, recipients appear to have difficulty acting on their marital and childbearing desires, dampening any effects on behavior. These findings reinforce the current sense among researchers and policy makers that more direct reforms are needed to have a substantial effect on marriage and out-of-wedlock childbearing.  相似文献

While much of the focus of recent welfare reforms has been on moving recipients from welfare to work, many reforms were also directed at decisions regarding living arrangements, pregnancy, marriage, and cohabitation. This article assesses the impact of welfare reform waivers and Temporary Assistance for Needy Families (TANF) programs on women's decisions to become unmarried heads of families, controlling for confounding influences from local economic and social conditions. We pooled data from the 1990, 1992, 1993, and 1996 panels of the Survey of Income and Program Participation, which span the period when many states began to adopt welfare waivers and to implement TANF, and estimated logit models of the incidence of female headship and state-stratified, Cox proportional hazard models of the rates of entry into and exit from headship. We found little consistent evidence that waivers affected female headship of families.  相似文献

We document a negative association between nonmarital childbearing and the subsequent likelihood of first marriage in the United States, controlling for a variety of potentially confounding influences. Nonmarital childbearing does not appear to be driven by low expectations of future marriage. Rather, it tends to be an unexpected and unwanted event, whose effects on a woman’s subsequent likelihood of first marriage are negative on balance. We find that women who bear a child outside marriage and who receive welfare have a particularly low probability of marrying subsequently, although there is no evidence that AFDC recipients have lower expectations of marriage. In addition, we find no evidence that stigma associated with nonmarital childbearing plays an important role in this process or that the demands of children significantly reduce unmarried mothers’ time for marriage market activities.  相似文献

We investigate the influence of parents’ marital dissolutions on their children’s attitudes toward several dimensions of family formation. Hypotheses focus on the role of parents’ attitudes as a mechanism linking parents’ behavior to their children’s attitudes. We test these hypotheses using intergenerational panel data that include measures of parents’ attitudes taken directly from parents and measures of children’s attitudes taken directly from children. Results demonstrate strong effects of parental divorce, remarriage, and widowhood on children’s attitudes toward premarital sex, cohabitation, marriage. childbearing, and divorce. The results also show that parents’ own attitudes link their behavior to their children’s attitudes, although substantial effects of parental behavior remain after controlling for parents’ attitudes.  相似文献

Since the implementation of the Temporary Assistance for Needy Families (TANF) program in late-1996, welfare rolls have declined by more than half. This paper explores whether improvements in the economic well-being of children have accompanied this dramatic reduction in welfare participation. Further, we examine the degree to which the success or failure of welfare reform has been shared equally among families of varying educational background. We analyze data from the March Current Population Surveys (CPS) over the years 1988 through 2001. Specifically, we link data for families with children who are interviewed in adjacent years and determine whether their economic circumstances either improved or deteriorated. We use two alternative approaches to address this general issue: a variety of regression models and a difference-in-differences methodology. These approaches provide consistent answers. In a bivariate framework TANF is associated with higher incomes; but this association becomes insignificant in the presence of business cycle controls. We also determine that children who were poor at an initial time period benefit differently, depending on their parents' educational attainment level. Poor children with parents who do not have a high school degree are significantly worse off in the TANF era, relative to the era prior to welfare reform, than are poor children of more educated parents.  相似文献

During the 1990s, 23 states implemented family cap policies as a means to reduce the incidence of out-of-wedlock births among welfare recipients. Using Current Population Survey data from 1989 to 1999, we examine the impact of family cap policies on the birth rates of single, less-educated women with children. We use the first five states that were granted waivers from the Department of Health and Human Services to implement family caps as “natural experiments.” Specifically, we compare trends in out-of-wedlock birth rates in Arkansas, Georgia, Indiana, New Jersey and Virginia to trends in states that did not implement family caps or any other waivers prior to the Personal Responsibility and Work Opportunity Reconciliation Act. We employ several techniques to increase the credibility of results from our “natural experiment,” such as the inclusion of multiple comparison groups, controls for differential time trends, and “difference-in-difference-in-differences” estimators. Our regression estimates generally do not provide evidence that family cap policies reduce the incidence of out-of-wedlock births among single, less-educated women with children.  相似文献

The goal of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act was to end needy parents' dependence on governmental benefits, in part by promoting marriage. The prereform welfare system was widely believed to discourage marriage because it provided benefits primarily to single mothers. However, welfare reform may have actually decreased the incentives to be married by giving women greater financial independence via the program's new emphasis on work. This article uses vital statistics data on marriages and divorces during 1989-2000 to examine the role of welfare reform (state waivers and implementation of Temporary Assistance to Needy Families) and other state-level variables on flows into and out of marriage. The results indicate that welfare reform has led to fewer new divorces and fewer new marriages, although the latter result is sensitive to specification and the choice of data.  相似文献

"Patterns of family formation in Sri Lanka resemble those of wealthier nations, with late marriage, delayed childbearing, and moderately low fertility. This article addresses two questions: How have these family formation patterns emerged in the absence of the normally expected levels of economic development? And what activities have occupied young women in the premarital, prechildbearing period? Answers are suggested by data from three sources: the 1981 census; a set of focus-group discussions on the rights, obligations, and aspirations of young women related to marriage, work, childbearing, and child care; and a sample survey of 1,535 women of ages 15-30 in Kalutara District. The article describes the interplay of socioeconomic and familial forces that have affected the status of young Sri Lankan women."  相似文献

With the rise in out-of-wedlock childbearing and divorce in the last quarter of the twentieth century, an increasing proportion of children have been exposed to a variety of new family forms. Little research has focused on the consequences of childhood family structure for men’s transition to fatherhood or on the family processes that account for the effects of family structure on the likelihood that young women and men become first-time unmarried parents, what we now call “fragile families.” The data come from the linked Children and Young Adult samples of the 1979 National Longitudinal Survey of Youth (NLSY79), which provide information on the children of the women of the NLSY79 from birth until they enter young adulthood. Females growing up with a single parent and males experiencing an unstable family transition to parenthood early, particularly to nonresidential fatherhood for males. For males, the effects are strongly mediated by parenting processes and adolescent behaviors and are shaped by economic circumstances. Having experienced multiple transitions as a child is associated with a reduced likelihood that males father their first child within marriage and an increased likelihood that they become fathers within cohabitation, demonstrating how changes in family structure alter family structure patterns over time and generations.  相似文献

The economic reform practiced in the vast rural areas in China gives a great impetus to the vigorous development of rural economy and the the rapid improvement of living standard. Meanwhile, reform pounds at the traditional childbearing ideas. The striking change in the childbearing attitudes of the farmers of the Jin County is a good example. As the farmers of the country are getting well-off when the commodity economy develops rapidly with the rural economic reforms, their childbearing attitudes change. Profound changes have taken place in their mode of production and their life style. The young couples of the county begin to seek small families instead of traditional big ones. They are convinced that under the new situation of reforms, the farmers of an old generation are in no way competent as the head of the family to guide production and therefore want to build their own small families by freeing themselves from the binds of the traditional patriarchal system. The increase in the cost of bringing up children and the economic loss resulting from the absence from work for looking after children constitute another reason to prefer a small family. The son is no more the only economic guarantee for the aged. As a result of the rapid development of the rural economy, a retirement system has been established among the farmers of the Jin county. "It is unreliable to expect that the son will support his aged parents. Now it is better to earn more money and the collective can be depended upon by the aged."  相似文献

This paper examines the diminished importance of marriage as a setting for childbearing in Botswana. It uses qualitative data gathered in Thamaga Village during 1995 to explore the cultural basis of this development. Marriage practices and traditional attitudes to marriage, childbearing and sexual relations are reviewed, and factors identified as having undermined them are discussed. Rational adaptation theory and social disorganization theory then provide a framework within which forces encouraging premarital childbearing in Thamaga are investigated. Both theories are found to be useful. Especially where women are older, premarital childbearing is often strategic and goaldirected, providing a sense of self-worth, labour and old-age security. In many other cases, however, it reflects spontaneous sexual activity generated by the undermining of social controls and inauspicious economic circumstances. Societal attitudes to premarital motherhood become less condemnatory after about age 25, as women are judged to have waited long enough for marriage.  相似文献

Low fertility in most developed countries has prompted policy concern in relation to labour market supply, pensions, and expenditure on health and welfare services as well as policy debate about both the cost of children and the opportunity costs of parenthood. The extent to which family policy interventions can be effective in slowing or reversing fertility decline is much debated. This paper, based on a fertility module of the Scottish Social Attitudes Survey 2005, examines the current fertility, and ideal and expected fertility of a nationally representative sample of 455 parents of reproductive age and focuses on whether they plan to have another child. It compares the characteristics of those who intend to have another child with those who do not, and how parents with one child differ from those with more children. It addresses three questions about family size: (1) fertility ideals, (2) resources and the economic implications of childbearing, and (3) opportunities for childbearing and the effects of a late start on fertility expectations. It concludes that, despite a sustained period of low fertility in Scotland, childbearing ideals are robust and explanations of low fertility must derive from difficulties in realising those ideals. Difficulties in realising fertility aspirations are associated less with resources than with opportunities for childbearing, especially the timing of first birth. Those who delay their first birth are less likely to realise their ideal family size, and their lower fertility is associated with the opportunity costs of childbearing in terms of foregone qualifications, careers and earnings.  相似文献

Family caps seek to reduce fertility among welfare recipients by denying additional cash assistance to recipients who have children while on welfare. A necessary condition for family caps to be an effective policy tool is that welfare recipients respond to financial incentives in making decisions that affect subsequent fertility outcomes. This paper uses data from the 2001 and 2004 panels of the Survey of Income and Program Participation (SIPP) to examine whether welfare mothers respond to the incentive provided by the Aid to Families with Dependent Children/Temporary Assistance to Needy Families (AFDC/TANF) system in determining whether or not to have a second child. The results show no evidence that family caps have an effect on the subsequent childbearing of never married women.

This qualitative study explores the welfare recipients’ experiences of and attitudes toward the welfare benefit system in Hong Kong. A sample of 19 welfare recipients from six main recipient groups was interviewed, some twice. This study finds that the recipients have strong aspirations to exit the welfare benefit system. The welfare application process is painful; they are strongly stigmatized; they do not have sufficient resources to meet many of their expected needs; and, after all, they have strong ethos for self-reliance. However, they remain in the benefit system. This study looks into this paradox and the challenges facing the welfare benefit system in Hong Kong in terms of providing ontological security on the one hand and promoting self-reliance on the other.  相似文献

While reducing out-of-wedlock childbearing is a central goal of welfare reform, most policymakers prefer achieving this objective via a reduction in nonmarital pregnancy rates rather than through an increase in the incidence of abortion. Using aggregate state-level data from 1984 to 1998, I estimate fixed effects models that allow for autocorrelated and heteroskedastic disturbances to examine the association between the family cap and nonmarital birth, pregnancy, and abortion rates. I find robust evidence that the family cap is associated with a reduction in nonmarital birth rates, particularly among black women. This reduction is driven by a reduction in nonmarital pregnancy rates rather than through an increase in abortion or marriage rates. These findings suggest that that the stigmatizing effect of the family cap may influence the nonmarital pregnancy decisions of black women.

There is growing concern over the adverse health, social, economic, and demographic effects of adolescent fertility. Morbidity and mortality rates ar significantly higher for teenage mothers and their infants, and early initiation of childbearing generally means truncated education, lower future family income, and larger completed family size. Adolescent fertility rates, which largely reflect marriage patterns, range from 4/1000 in Mauritania; in sub-Saharan Africa, virtually all rates are over 100. In most countries, adolescent fertility rates are declining due to rising age at marriage, increased educational and economic opportunities for young women, changes in social customs, increased use of contraception, and access to abortion. However, even if fertility rates were to decline dramatically among adolescent women in developing countries, their sheer numbers imply that their fertility will have a major impact on world population growth in the years ahead. The number of women in the world ages 15-19 years is expected to increase from 245 million in 1985 to over 320 million in the years 2020; 82% of these women live in developing countries. As a result of more and earlier premarital sexual activity, fostered by the lengthening gap between puberty and marriage, diminished parental and social controls, and increasing peer and media pressure to be sexually active, abortion and out-of-wedlock childbearing are increasing among teenagers in many developed and rapidly urbanizing developing countries. Laws and policies regarding sex education in the schools and access to family planning services by adolescents can either inhibit or support efforts to reduce adolescent fertility. Since contraceptive use is often sporadic and ineffective among adolescents, family planning services are crucial. Such programs should aim to reduce adolescents' dependence on abortion through preventive measures and increase awareness of the benefits of delayed sexual activity. Similarly, sex education should seek to provide a basis for intelligent, informed decision making. Programs tailored to reach teenagers in schools, recreational centers, and the workplace have particular potential.  相似文献

Married couples with children appear to be less likely to end their marriages than childless couples, especially when the children are young. Although this suggests that children affect the chances that their parents will divorce, the process may not be so simple: the chances that the marriage will last also may affect couples’ willingness to make the commitment to the marriage implied by having children. This paper uses data from the Panel Study of Income Dynamics (PSID) to test the hypothesis that the risk of disruption faced by a married woman affects the chances that she will conceive and bear a child. The model used takes into account the simultaneous relationships between marital dissolution and marital fertility by including the hazard of disruption as a predictor of timing and likelihood of marital conception, and by including the results of previous fertility decisions as predictors of disruption of the marriage. We find that the hazard of disruption has strong negative effects on the hazard of marital childbearing, lengthening the intervals between births and decreasing the chances that a child will be born. This effect appears to be strongest for women who have had at least one child, either before or during the current marriage, although it is also large for childless women. Explicitly including the hazard of disruption in models of marital childbearing has sizable and important effects on many predictors of fertility.  相似文献
