This study has analyzed data from combined 1979 and 1982 April supplements to the Current Population Survey to study differences in the award of child support by race and marital status. The following findings emerge from this study: The percentage of women with children present from an absent father who are awarded child support varies greatly by race and marital status. Among all women, nonblacks are more than twice as likely as blacks to have a child support award, and the ever-married are almost six times as likely as the never-married to have an award. Among the ever-married, currently separated women are approximately half as likely as the ever-divorced to have secured an award. The lower probability of child support awards among blacks can be attributed in part to their disproportionate membership in marital status groups with lower award probabilities. Blacks are four and one-half times as likely as nonblacks to be among the never-married and almost twice as likely to be among the currently separated. Racial differences in award probabilities exist within all marital status groups except the never-married. Among the currently separated, blacks are one-third less likely than nonblacks to have an award. Among the ever-divorced, blacks are almost one-fourth less likely than nonblacks to have an award. Among the never-married, unlike the ever-married, virtually no statistically significant socioeconomic characteristics appear to distinguish mothers who have a child support award from those who do not. Among all women, 50 to 60 percent of the gross racial differential in award rates can be explained by observed differences in such economic and demographic characteristics as marital status, educational attainment, age, place of residence, and number of children. Among the ever-married, 50 percent of the gross racial difference can be explained by these factors. Among the ever-married, the likelihood of being awarded child support at marital disruption has increased over time, but this upward trend has been different for blacks and nonblacks. Among nonblacks, the proportion of women obtaining a child support award increased 1.3 percent per year between 1960 and 1975 and then declined 0.4 percent per year since then. Among blacks, the proportion increased 0.8 percent per year between 1960 and 1975 and then accelerated to 1.6 percent per year since then.(ABSTRACT TRUNCATED AT 400 WORDS)  相似文献

This paper examines trends in child support award rates, award amounts, and receipts, We investigate four hypotheses that have been proposed to explain the downward trend in these outcomes during the 1980s: (1) changes in the demographic composition of the population eligible for child support, (2) increases in mothers/ income, (3) decreases in fathers’ income, and (4) inflation. Our results indicate that trends in nonmarital fertility can explain much of the decline in award rates. The steady downward trend in fathers’ incomes during the 1980s also explains a considerable portion of the decline in award rates, award amounts, and receipts. Our results are also consistent with the notion that persistent money illusion is responsible for the decline in real child support awards.  相似文献

This paper examines the effects of stronger child support enforcement and declines in welfare benefits on changes in non-marital childbearing between 1980 and 1996. Economic theory suggests that stricter child support enforcement will increase the costs of children for unwed fathers, making them less likely to have a child outside marriage. Reductions in welfare benefits also are expected to increase the costs of non-marital childbearing for both mothers and fathers. We examine these hypotheses, using aggregate state-level data and fixed effects regression models to identify the effects of policies on non-marital birth rates. We find that both stricter child support enforcement and declines in welfare benefits deter non-marital births. However, the estimated effects of child support enforcement are more robust and larger than those of welfare. The estimates imply that in the 1980–1996 period, increases in child support enforcement led to a decline in non-marital birth rates in the range of 6% to 9%, whereas decreases in welfare benefits led to a decline in the range of 2% to 4%. High U.S. incarceration rates have motivated recent research on the negative effects of imprisonment on later employment, earnings, and family relationships. Because most men in jail and prison are fathers, a large number of children may be placed at considerable risk by policies of incarceration. This article examines one dimension of the economic risk faced by children of incarcerated fathers: the reduction in the financial support that they receive. We use a population-based sample of urban children to examine the effects of incarceration on this support. Both cross-sectional and longitudinal regressions indicate that formerly incarcerated men are less likely to contribute to their families, and those who do contribute provide significantly less. The negative effects of incarceration on fathers’ financial support are due not only to the low earnings of formerly incarcerated men but also to their increased likelihood to live apart from their children. Men contribute far less through child support (formal or informal) than they do when they share their earnings within their household, suggesting that the destabilizing effects of incarceration on family relationships place children at significant economic disadvantage.  相似文献

This paper uses the 2002 National Survey of Family Growth to examine paternity establishment among men’s nonmarital births. Using births as the unit of analysis, I find that paternity establishment for first births (n = 661) is linked to race/ethnicity and relationship status at birth, and these characteristics are associated differently with the timing and location of paternity establishment (in-hospital or at some later point). For higher-parity births (n = 429), paternity establishment for a particular birth is strongly related to prior paternity and fertility behaviors. Paternity is less likely to be established for a higher-parity birth if the father failed to establish paternity for at least one earlier birth, and third or higher-parity births are far more likely to have paternity established at a subsequent point than at the hospital.  相似文献

We examine the effects of an increase in income on the cohabitation and marriage of single mothers. Using data from an experiment that resulted in randomly assigned differences in child support receipt for welfare-receiving single mothers, we find that exogenous income increases (as a result of receiving all child support that was paid) are associated with significantly lower cohabitation rates between mothers and men who are not the fathers of their child(ren). Overall, these results support the hypothesis that additional income increases disadvantaged women’s economic independence by reducing the need to be in the least stable type of partnerships. Our results also show the potential importance of distinguishing between biological and social fathers.  相似文献

We use data from a new longitudinal survey – the Fragile Families and Child Wellbeing Study – to examine how welfare and child support policies, and local labor market conditions, affect union formation among unmarried parents who have just had a child together. We use multinomial logistic regression to estimate the effects of the policy variables along with economic, cultural/interpersonal, and other factors on whether (relative to being in a cohabiting relationship) parents are not romantically involved, romantically involved living apart, or married to each other about one year after the child's birth. We find that – contrary to some previous research – higher welfare benefits discourage couples from breaking up, while strong child support enforcement reduces the chances that unmarried parents will marry; local unemployment rates do not appear to be strongly associated with union formation decisions after a nonmarital birth.  相似文献

This article analyzes the relationship between family policies focused on childcare for children under the age of three and fertility levels. In the current context of very low European fertility, it is important to understand whether public support for families can help increase fertility or if, on the contrary, existing fertility levels are the exact reflection of the reproductive desires of families, regardless of the family-support of the policies that may exist in each country. This analysis was carried out through a stochastic dynamic mathematical model that incorporates both demographic variables and family policy variables. A sensitivity analysis was carried out on Spain and Norway, two countries that have very different models of family policies. This sensitivity analysis allows establishing a relationship between the existing family policies and the total fertility rate and also the expected evolution of fertility rates in the future, if the current family policies remain constant. The results showed that the models which lead to an increase in fertility are those which are most generous and which also incorporate a gender perspective, so they allow the identification of good practices and maximum levels of policy efficiency in regards to different objectives such as increase fertility and advances towards gender equality. By contrast, models with erratic and insufficient support clearly contribute to maintaining fertility at very low levels and perpetuate unequal gender relationships. There is, therefore, space for state agency to develop more effective public policies in both dimensions.

The rates of STIs in women over 45 years have been steadily increasing in Australia and other Western countries. Traditionally sexual health and STI prevention and research has positioned young people as the priority population; to date, insufficient attention has been paid to the sexual health of women over 45 years. Using a strengths-based approach, the objective of this study was to explore the factors and mechanisms that enable Australian women aged 45 to 64 years to successfully negotiate safer sex practices in new relationships. Interpretative Phenomenological Analysis (IPA) was employed for an in-depth exploratory study of a sample of eight women. Three broad themes emerged: being informed, being prepared, and being empowered. These findings provide a valuable insight into how we can initiate change and support safer sex practices for this target group.  相似文献

With the growing prevalence of the dual-earner family model in industrialized countries the gendered nature of the relationship between employment and parenting has become a key issue for childbearing decisions and behavior. In such a context taking into account the societal gender structure (public policies, family-level gender relations) explicitly can enhance our understanding of contemporary fertility trends. In this paper we study the second birth, given its increasing importance in the developed world as large proportions of women remain childless or bear only one child. We focus on Sweden where gender equality is pronounced at both the societal and the family level and on Hungary where the dual-earner model has been accompanied by traditional gender relations in the home sphere. Our analysis is based on data extracted from the Swedish and Hungarian Fertility and Family Surveys of 1992/93. We use the method of hazard regression. The results suggest that the second-birth intensity increases as the combination of parenthood and labor-force attachment of either parent is facilitated. We see this in the effect of family policies in Sweden and in the higher second-birth intensity of couples who share family responsibilities as compared to those with traditional gender-role behavior in both countries. Also, the lack of any visible impact of men's educational attainment in both Sweden and Hungary is probably linked to public policies as state support for families with children has reduced the importance of income for second childbearing. A positive educational gradient for Swedish women and an essentially zero gradient in Hungary reflects the success of policy measures in reducing fertility cost for more educated women in both countries.  相似文献

Background: The People's Republic of China (PRC) has conducted several different population policies since its establishment. Although fertility has declined dramatically in the past three decades, the degree to which this was the result of the different population policies is still under debate. Purpose: We attempt to evaluate the effect of the different formal population policies conducted in the PRC by looking at the fertility behavior of rural women. Unlike urban women, rural women experienced less social control (in the absence of a work unit) and received fewer benefits from adhering to the one-child policy. Data: The data analyzed were collected from a stratified sample of households from 288 villages in 9 counties of Hebei Province, PRC, between 1996 and 1999. The number of children ever born was reported by 4,168 ever-married women aged 25 and over who had had at least one birth. Findings: Our analysis indicates that the formal population policies of the PRC had little effect on the number of children ever born to rural women in Hebei. These retrospective data, by cohort, indicate consistently declining fertility since the revolution (1949). Limited child bearing was associated with age and the level of education. Controlling for the effect of age and education, women born after 1960, at whom the one-child policy was directed, actually had more children than older women. Conclusions: The Chinese fertility decline, at least as reflected in the experience of rural women in Hebei Province, derived mainly from secular changes in women's access to education and other social resources rather than from the direct effects of population policies.  相似文献

This study examines the changes over time in the personal incomes of nonresident fathers—whether divorced or nonmarital—in Wisconsin. Using data from the Wisconsin Court Record data base and the Wisconsin Department of Revenue, the authors examine the incomes of these fathers over the first seven years following a divorce or the initiation of a paternity suit. They also study separately the income patterns of initially poor nonresident fathers and fathers whose nonresident children receive welfare. The most important finding is that the incomes of nonmarital fathers, which typically are low in the beginning, increase dramatically over the years after paternity establishment—often to a level comparable with the incomes of divorced fathers. This paper examines the effect of state child support enforcement legislation on child support received from absent fathers by ever-married women due support in 1978 or 1981. The analysis is based upon data from the 1979 and 1982 March/April Match files of the Current Population Survey, two nationally-representative surveys of the eligible child support population, combined with a data set assembled by the authors on child support enforcement techniques available in each state. Based upon probit estimates and OLS estimates corrected for sample selection bias, we find that expedited processes and liens (against real and personal property), as well as wage withholding laws in effect for at least three years, increased the amount of child support received in 1981. In general, enforcement is more effective at increasing the amount received than the probability of receiving something, and is more effective for Blacks than for nonBlacks.  相似文献

We develop an intra-household bargaining model to examine the feedback effect of household fertility decisions on gender bargaining power. In our model, the household balance of power is endogenously determined reflecting social interactions, i.e., the fertility choices by the other couples in society. We show the presence of multiple equilibria in fertility outcome: one equilibrium characterized by patriarchal society with a high fertility rate, and another in which women are sufficiently empowered and the fertility rate is low. In other circumstances, this study also demonstrates a positive relationship between female wage rates and the fertility outcomes. Finally, we discuss its policy implications, comparing the effects of two family policies: the child allowance and the subsidies for market childcare.  相似文献

In this paper, we examine the determinants of fertility timing of unmarried and married mothers using a rich new birth cohort study, the Fragile Families and Child Wellbeing Study, drawn from 20 medium and large U.S. cities. We find considerable variation in the time to next birth among comparable mothers who live in different cities. Some of this variation is explained by variation in labor markets, housing costs and availability, and welfare policies. City variation is particularly important for unmarried women who already have two or more children, whose fertility is more sensitive to these contextual variables than is the fertility of married women, or unmarried women with just one child.  相似文献

There have been several cross-national studies published in the world polity theoretical tradition that find a strong correlation between nations with high levels of environmental nongovernmental organizations (NGOs) and low levels of various forms of environmental degradation. However, these studies neglect the role that women’s NGOs potentially play in this process. We seek to address this gap by conducting a cross-national study of the association between women’s NGOs and deforestation. We examine this relationship because deforestation often translates into increased household labor, loss of income, and impaired health for women and, as a result, women’s non-governmental organizations have become increasingly involved in dealing with these problems often by protecting forests. We use data from a sample of 61 nations for the period of 1990–2005. We find substantial support for world polity theory that both high levels of women’s and environmental NGOs per capita are associated with lower rates of deforestation. We also find that high levels of debt service and structural adjustment are correlated with higher rates of forest loss. We conclude with a discussion of findings, policy implications, and possible future research directions.  相似文献

In this paper, we examine empirical evidence for a relation between infant and child mortality and fertility in Latin American countries from 1920 to 1990. We investigate the relation at several levels of aggregation and evaluate the extent to which evidence at one level is consistent with evidence at other levels. We first examine aggregate cross-country information over several decades, a type of data typically used in past research on the topic. We also examine yearly series of births, deaths, infant deaths, and socioeconomic indicators for selected countries to track the association between short-term fluctuations in fertility and infant mortality. Finally, we use micro-level data from the Demographic and Health Surveys (DHS) to assess the relation between fertility and child mortality from individual reproductive histories. The evidence we assemble from these different data sets is remarkably consistent and suggests small positive effects of infant mortality on fertility. These effects, however, may be too small to support the hypothesis that changes in child mortality are of more than modest importance in the process of fertility decline in Latin America in the late twentieth century.  相似文献

BackgroundPregnancy, birth and child rearing are significant life events for women and their families. The demand for services that are family friendly, women focused, safe and accessible is increasing. These demands and rights of women have led to increased government and consumer interest in continuity of care and the establishment in Australia of birth centres, and the introduction of caseload midwifery models of care.AimThe aim of this research project was to uncover how birth centre midwives working within a caseload model care constructed their midwifery role in order to maintain a positive work–life balance.MethodsA Grounded Theory study using semi-structured individual interviews was undertaken with seven midwives who work at a regional hospital birth centre to ascertain their views as to how they construct their midwifery role while working in a caseload model of care.FindingsThe results showed that caseload midwifery care enabled the midwives to practice autonomously within hospital policies and guidelines for birth centre midwifery practice and that they did not feel too restricted in regards to the eligibility of women who could give birth at the centre. Work relationships were found to be a key component in being able to construct their birth centre midwifery role. The midwives valued the flexibility that came with working in supportive partnerships with many feeling this enabled them to achieve a good work–life balance.ConclusionThe research contributes to the current body of knowledge surrounding working in a caseload model of care as it shows how the birth centre midwives construct their midwifery role. It provides information for development and improvement of these models of care to ensure that sustainability and quality of care is provided to women and their families.  相似文献

The twinning rate has increased dramatically over the last four decades in developed countries. Two main factors account for this increase: delayed childbearing, as older women tend to have twins more frequently than younger ones, and the expansion of medically assisted reproduction (MAR), which carries an increased probability of multiple births. Using civil registration data, we estimate the share of the increase in twinning rates attributable to the rise in the age at childbearing and to MAR. The effect of MAR is estimated to be about three times as important as the effect of delayed childbearing. Negative health outcomes associated with multiple births and the cost of MAR have raised concerns. We find that in one‐quarter of developed countries with the relevant data, the twinning rate reached a plateau around the early 2000s and decreased thereafter. We examine the reasons for this reversal, in particular changes in MAR policies and practices.  相似文献
