The United States follows what has been termed a “residual” approach to its public child welfare system. This article describes the residual model and contrasts it with the policies of other industrialized nations. It also explores the causes and persistence of the residual model in the United States through the lens of structural-functionalist theory. By doing so, this article attempts to respond to critics of structural social work who maintain that it is overly reliant on conflict theory and has nothing to offer in terms of distinct practice methods. Suggestions for a structurally informed social work practice are made.  相似文献

Macro-economic policy shapes and structures social welfare policy, services, and their implementation. As a result, the commoditisation of social welfare services and the use of markets as well as private sector management philosophies and tools have colonised and fashioned the design, provision and implementation of social welfare policy and structures. The impact has been far reaching, from limiting social welfare responses of elected democratic government to shaping the profession in a range of intended and unintended directions. Written from a UK perspective, this paper proposes a discussion of the impact of macro-economic neoliberal policies in the field of social welfare and explores the implications for social work practice. The paper also promotes a debate within the profession regarding the importance of macro-economic analysis and possible responses, as well as suggesting a way forward within European and, more broadly, international practice contexts.  相似文献

SUMMARY

This paper describes practice applications of videoconferencing technologies in two settings. In Korea, people who live in areas which lack social welfare expertise receive services such as education, counseling, diagnostic assessment, and therapy through a system linking the central site with three service agencies in three different cities. In the United States, an interactive video breast cancer support group links women in three distant communities monthly. Evaluative feedback concerning these applications from professional and lay users will be reviewed in detail. Implications for the use of videoconferencing in social work practice will be discussed.  相似文献

In western capitalist societies the state has become increasingly criticized for its inadequacy as a mechanism for distributing welfare inclusively. In particular, it has been criticized for its lack of flexibility in meeting the needs of increasingly plural populations, and for being too distant to enable service users to participate in the meeting of their welfare needs. Consequently, in many countries, including the United Kingdom, voluntary and community associations have been used to distribute welfare with the belief that it can remedy the defects of universal state provision. This paper suggests the voluntary and community sector can only achieve this if the organizations are democratically organized, ensuring participation from staff and users. Moreover, participation should be based around the norms of deliberative democracy. The paper argues that this form of participation will best ensure that the needs, preferences, and interests of subordinate groups are included in social policy delivery, due to the fostering of public reason.

Despite the growing academic literature on the World Social Forum process, few scholars have attempted to systematically analyze the social, cultural, and political impact of the forums. This has to do in part with the inherent difficulties of assessing movement consequences, which is particularly complicated for an activity geared toward creating ‘open spaces.’ This article presents an analytic framework for evaluating the impact of the social forums through an analysis of the 2010 United States Social Forum (USSF) in Detroit from the perspective of a local Boston-based delegation called the Boston Freedom Rides. We then use that framework to consider the impact of the 2010 USSF, bridging the academic literature on movement outcomes with activist perspectives. We make two related claims. First, the social forums, and the USSF in particular, should be viewed and their impact assessed in light of their generativity as ‘movement-building machines’: infrastructures designed for the production of social capital, networks, solidarities, meanings, frames, identities, knowledges, strategies, skills, and repertoires. Second, with respect to the Freedom Rides, the 2010 USSF contributed to movement building on multiple levels, but more so within rather than across movement sectors. Our goal is less to make a definitive argument about the impact of the 2010 USSF than to provide a helpful way of thinking about movement building as a social movement outcome, which can be applied and refined through further comparative and longitudinal research. We thus favor breadth over depth in outlining a broad framework for future inquiry.  相似文献

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 dramatically transformed the structure and goals of the public welfare system in the United States. The vast body of research and evaluation generated by the 1996 welfare reforms largely overlooked nongovernmental organizations (NGOs) despite their substantial historical and contemporary involvement in the delivery of social services to low-income populations. Therefore, this paper presents a unique assessment of PRWORA's implications based on the perspective of 90 social service NGOs operating in the Detroit metropolitan area. Examination of their services, staffing, budgets, and clients reveals many changes experienced by NGOs between 1996 and 2000 related to the welfare reforms. Overall, the findings suggest an increased role for social service NGOs in the public welfare system as well as concerns regarding their capacity to adequately fulfill this growing responsibility in the future.  相似文献

In 1916, the United States experienced its first polio epidemic, resulting in 6,000 deaths and 21,000 injured individuals. Medical practices were ill prepared to stop the disease and treat survivors. Historians have documented the creation of the polio vaccine during the 20th century, but less is written about efforts to provide rehabilitation services to children afflicted with polio. This research looked at Polio After-Care Committees, a new form of community practice that provided care to children with disabilities. The Committees worked to change community-level systems of care while providing medical care, demonstrating that new forms of community-based service organization could reach children.  相似文献

SUMMARY

Robert Putnam's Bowling Alone found that social capital is closely associated with a variety of important indicators of community health, and women benefit from many of these resources as members of their communities. But is there anything distinct about how women experience social capital? Is there a relationship between social capital and women's status overall? Using data on social capital from Bowling Alone and data collected by the Institute for Women's Policy Research for its Status of Women in the States project, we assess trends across the states on both dimensions. Overall, the findings suggest that there is a strong relationship between the two.  相似文献

The relevance of doctoral education is being questioned across a wide spectrum of disciplines, and social work is no exception. An examination of the history of social work education in the United States provides a backdrop to the current challenges in doctoral education in the field. The historical role of research and teaching in social work education, the structure of doctoral social work education in the United States including the Ph.D. vs. the DSW, and the growth of doctoral programs are all examined. Current issues explored include: the interdisciplinary nature of practice; increased institutional focus on funded research; support for underrepresented doctoral students; and the need for doctoral students to be trained in pedagogy. Suggestions on how to address these issues are provided in order to enhance social work’s mission of teaching, research and service.  相似文献

Summary

Despite social work's historic ambivalence toward income support programs, the policy changes introduced by the TANF welfare to work program demand the profession's attention. Although social workers are not directly responsible for the administration or implementation of the program, many serve TANF clients whose lives have been affected by these changes. Tracing social work's historic but reluctant involvement with income support, this paper urges the profession to respond to the challenges posed by the TANF program in a more systematic way and to contribute more effectively to the wider task of poverty eradication.  相似文献

The crises of representative democracy and of state-based politics have been declared many times and ‘participation’ is often advocated as a remedy for the shortcomings of both. While the literature has extensively discussed representative practices in relation to territorial states, we argue in this article that more attention should be paid to the question of representation within transnational social movements striving for a politics that transcends current territorially bounded representative democracy. Analysing the World Social Forum and West African participatory trade policy-making, we find that as transnational social movements aiming at democratic goals deepen their interactions, they can face demanding questions such as: who or what has a right to be made present in a given political process and how is this established? We claim that avoiding the question of representation in transnational non-state-centred politics leaves power too many places to hide.  相似文献

This article theoretically develops the concepts of social markingand mental coloringas processes in assigning and maintaining other-defined sexual identities in the United States. While most studies of sexual identity focus exclusively on sexual orientation as the foundation for identity construction, I demonstrate that contemporary sexual identities are formed along six hierarchically arranged dimensions represented as continuums. These dimensions include (1) quantity of sex, (2) timing of sex, (3) level of perceived enjoyment, (4) degree of consent, (5) orientation, and (6) social value of agents. Along these dimensions, the social marking process is used to construct discrete identities at each extreme. Social marking is a rigid, asymmetrical classification process that accents one side of a contrast as unnatural, thereby tacitly naturalizing the unmarked side. Mental coloring intensifies the rigid contrast by figuratively painting all members of the marked category under a single stereotypical image. I introduce two ideal-typical classification conventions for assigning marked identities: the mental one-drop ruleand the mental entire-ocean rule.These conventions maintain the rigidity of the marking process by preventing identity categories from overlapping. I conclude that the cognitive sociological processes outlined in this article are generalizable to the broader study of identity constructions. Ultimately the social marking of identity legitimates unequal treatment of marked categories by creating the illusion that they are less natural than the unmarked. This article examines selected social work literature that has been published in mainstream social work journals in the United States from 1950 to 1959 in order to deconstruct how alcoholism and alcoholics have been historically constructed within the social work profession. The theoretical framework employed is that of social constructionism and deconstruction. The methodology is qualitative research, specifically historical analysis. While there is a substantial scholarly literature depicting the abuses and exploitation of domestic workers in the informal cleaning sector, there is virtually no work that examines conditions in the formal market. This is not an oversight. For many, commodifying domestic labour entrenches gender and economic inequalities; we all should simply clean up after ourselves. We seek to offer a fresh approach: the vital question for those concerned with the women performing this work for pay is not whether to commodify reproductive labour, but rather what form the market will take and what conditions might render it a decent job. In order to make such an assessment, we need to look beyond worst‐case scenarios in the informal sector, and study instead the evolution of the formal market. Only by also examining the content and terms of the work can we address how not to perpetuate inequalities such as the gendered division of labour and its intersection with nationality, race and class. In this article, we analyse the market for household services in Sweden's gender egalitarian social democracy, where a recent tax policy fostered the rapid expansion of a formal market for domestic cleaning. We conclude that domestic cleaning can be a decent job and that there is no inherent contradiction between a market for household services and a social democratic political economy.  相似文献

Contemporary immigration to the United States and the formation of new ethnic groups are the complex and unintended social consequences of the expansion of the nation to its post-World War II position of global hegemony. Immigrant communities in the United States today are related to a history of American military, political, economic, and cultural involvement and intervention in the sending countries, especially in Asia and the Caribbean Basin, and to the linkages that are formed in the process that open a variety of legal and illegal migration pathways. The 19.8 million foreign-born persons counted in the 1990 U.S. census formed the largest immigrant population in the world, though in relative terms, only 7.9% of the U.S. population was foreign-born, a lower proportion than earlier in this century. Today's immigrants are extraordinarily diverse, a reflection of polar-opposite types of migrations embedded in very different historical and structural contexts. Also, unlike the expanding economy that absorbed earlier flows from Europe, since the 1970s new immigrants have entered an hourglass economy with reduced opportunities for social mobility, particularly among the less educated, and new waves of refugees have entered a welfare state with expanded opportunities for public assistance. This paper seeks to make sense of the new diversity. A typology of contemporary immigrants is presented, and their patterns of settlement, their distinctive social and economic characteristics compared to major native-born racial-ethnic groups, and their different modes of incorporation in—and consequences for—American society are considered.  相似文献

This article examines how child welfare workers from three countries assess risk to a child in the context of different risk assessment tools, child welfare systems and welfare regimes. Previous research suggests that there are distinct differences between child protection-oriented child welfare systems such as England and the U.S., and family service-oriented child welfare systems such as Norway (Gilbert et al., 2011). We use a case vignette method to analyze how 299 child welfare workers from England, Norway and California (U.S.) assess risk. The case vignette describes the case of ‘Beatrice’, a nine year-old girl of Black African descent who was born with an organic heart disease and a cleft palate. We found that respondents from California assessed the risk to be the lowest, followed by respondents from England and Norway. The risk factors that respondents highlighted as important for their assessment also varied significantly between countries, displaying different perceptions of elements in a case constituting risk. Respondents from Norway, who, comparatively, practice within the context of the least regulated assessment platform, identified the most homogenous assessments and types of reasoning, whereas both the assessment of risk levels and identifications of risk factors were more heterogeneous among workers in England and California. We argue that the different risk assessment tools only partly influence what workers identify as risk factors in a case, and that type of welfare states and child welfare systems is also an influence. This study thus supports existing scholarship on the distinctions between child welfare systems. However, we also found significant differences in perceptions of risk factors between England and the United States.  相似文献

The mandate to educate students to work toward ending oppression and other forms of injustice is clear, but there has been little discussion in the multicultural literature about the kinds of knowledge that are needed to prepare students for such work. This article discusses the need for a paradigm shift from liberal pluralism to a critical approach to social work education and practice. It also outlines a set of core themes to guide multicultural curriculum development. These include (a) culture, (b) race and racism, (c) oppression, (d) multiple identities, (e) power, (f) whiteness and privilege, (g) historical context, and (h) social change. Obstacles to incorporating these ideas into the curriculum and recommendations for overcoming such obstacles are also discussed.  相似文献
