权力观是以权力为中心的价值观,是判断民众与执政者关系的价值观.<一千零一夜>的一个重要主题就是宣扬"劝君施仁"的权力观,通过故事的铺展,描述了以国王们为代表的封建社会政治结构的基本权力特征,以及民众对统治者"权力"行使的思辨和诉求.其中要求实现"公正"的基本思想贯穿始终.     

淄博市政府权力清单制度建设研究

政府权力清单是按照合法确权和权力要素合理配置原则,将行政权力行使过程以清单形式公之于众并接受多元主体监督的制度。本文结合淄博市政府权力清单建设的实际调查研究,认为政府权力清单制度建设在进一步完善中需形成整合型权力制约监督模式,在正确权力观指导下,科学配置权力结构,同时逐步扩大清单覆盖范围,并充分利用信息化工具以实现行政权力的多元监督,实现权力规范运行的可持续化。     

马克思主义、吉登斯与福柯权力思想对比分析

权力是社会科学研究的重要范畴,本文以马克思主义、安东尼·吉登斯和马歇尔·福柯这三种不同权力观为例,进行比较分析,试图分析如何更加全面的把握权力、行使权力。在构建社会主义和谐社会的今天,吸取权力其他研究精华的有着十分重要的意义。     

论工厂场域中的规训权力

福柯站在后现代的视角下批判了传统权力观，并提出了“规训权力”的概念。他通过对日常生活现象的观察，深刻洞察了规训权力的产生、发展和演进。本文主要考察在当代工厂场域中规训权力的演进方式和工厂生产对规训手段的促成，并指出工厂生产活动所造成的对工人的规训弊端。     

新农村建设需注重文化保护

当下许多领域都流行着“高薪养某”的论调，这是某些掌握着话语权优势的群体对公共财政的一种倒逼和勒索，农民工也有许多问题啊，怎么就没人建议“高薪养农”呢？——其实，中国许多社会问题的根源都出在“权力缺乏有效的约束”上，约束权力应该成为最基本的治理之策，当穷尽了诸种约束权力的制度手段后，方可考虑以高薪进行疏导。     

权力视角：当代城市青年婚姻形态发展态势

婚姻形态与婚恋价值观紧密相联,是婚恋价值观、人生观乃至世界观在婚姻形式上的外在表现。当前,青年特别是城市青年的婚姻形态出现多元化和多变化发展态势。本文以上海A城区已婚青年为研究对象,通过实证研究,认为在城市青年婚姻形态存在的价值元素和维系基础中,当代青年特别是城市青年婚姻价值观和婚姻形态呈现多元化和多变化存在和发展态势,其主要的驱动因素是当代青年性权力的觉醒与扩张以及对物质权力和精神权力最大化的追求与选择。     

教育产业化:徘徊在欺骗与风险之中

教育产业化是当前中国正在发生的权力和资本共谋互惠却把公共利益抛在一边的典型表现。对一些民间投资者和地方政府尤其是地方政府官员来说,教育产业化是一个巨大的“馅饼”,是权力和资本互惠双赢的重大商机;但是对广大民众来说,教育产业化是一个巨大的“陷阱”,它将威胁民众对社会正义的基本信仰。     

把权力关进制度的笼子里——当下中国反腐败治理新路探析

习总书记在中纪委第二次全体会议上强调,“把权力关进制度的笼子里”,深刻阐明了“把权力关进制度的笼子里”的反腐倡康新命题。李克强总理在国务院第二次廉政工作会议上发表讲话,提出对政府而言“法无授权不可为”,与习总书记强调的“把权力关进制度的笼子里”,具有相同的法律意义。“把权力关进制度的笼子”是对权力与制度关系的形象概括,紧紧抓住了遏制腐败的牛鼻子,也是回归权力本质的必然求。另外纯洁性制度建设一直是党的建设的重组成部分,反腐倡廉制度建设是惩治和预防腐败的重内容,也是反腐倡廉建设的必保障。那么,如何“把权力关进制度的笼子里”,什么样的制度才能把权力关进笼子,在实践中又处理好哪些与“把权力关进制度的笼子里”相关的关系呢？都是值得我们关注和深入思考的。     

论我国政治权力的制约与监督

"政治权力的制约是政治权力主体为了防止政治权力的垄断和滥用,根据一定的规则和手段对政治权力的运行所进行的共权力的让渡,是为了保障公共利益的,而政治权力的滥用不仅损害了公民的利益,也损害了民众的信任。只有对政治权力有一定的约束,才能保障民众的公共利益,保障政治权力主体朝着维护公共利益的方向行使权力。本文认为应该用法律保障公民权利对权力监督,在政治权力内部实行分权制衡,强调司法独立,辅之社会力量是很有效的制约途径,同时,笔者也认为应该通过道德自觉进行内约。     

一种公民观念的识读

公民意识读本 所谓公民意识，包括两层含义：当民众直接面对政府权力运作时，它是民众对于这一权力公共性质的认可及监督；当民众自身面对公共领域时，它是对公共利益的自觉维护和积极参与。其中个人主体的确立，个人权力和义务的明晓是公民意识的基础，对自己权利和义务的具体生活运用是公民意识健康成长的重要标的。公民意识，包括独立的人格意识，更包括公民对参与国家政权管理以及监督国家权力运行的权利意识和责任意识。公民意识源于公民对独立个体的意识，更源于公民对自己的公民身份以及公民资格的认识。

享誉世界文坛的中古时期的阿拉伯民间神话故事集《一千零一夜》,是一部反映中世纪阿拉伯社会最具代表性的惟一经典作品。其所反映的,是阿拉伯民族统一和民族精神的发展史,是了解和考察中世纪阿拉伯社会转型进程的一个缩影,是阿拉伯帝国处于上升发展并达到顶峰的时期,也是阿拉伯一伊斯兰文化走向繁荣并形成其主流价值观的历史过程。     

构建海陆交汇的新支点——广西在“一路一带”建设中的使命与战略

从广西的独特的区位优势和资源禀赋出发,分析了广西参与"一带一路"建设的战略任务,提出了广西参与共建21世纪海上丝绸之路的对策,认为这对强化广西服务中国中南、西南、华南,沟通东中西,面向东南亚的战略地位具有重大意义。     

也门统一模式及其对中国的启示

二战后出现的民族分裂国家中,1990年也门统一是一体化统一模式的唯一案例。本文尝试以复合权力结构为视角,通过对也门一体化统一进程中全球硬权力结构、全球软权力结构、地区硬权力结构、地区软权力结构、国家硬权力结构、国家软权力结构六项内容的变化进行比较研究,论证"复合权力结构影响也门一体化统一"的研究假设。该结论对中国"一国两制"一体化统一政策的实施具有重要的参考价值。     

One Dimension:A Typical Feature of Western Culture Industry

The term "culture industry" was coined by the critical theorists Theodor Adorno and Max Horkheimer. They proposed that popular culture is akin tao a factory producing standardized cultural goods-radio programs, films, magazines, etc. by which mass society are manipulated into passivity. It is the inherent danger of the culture industry that the products of capitalism is the only satisfactory way of the cultivation of the false psychological needs; thus Adorno and Horkheimer especially perceived mass-produced culture as dangerous to the more technically and intellectually difficult high arts. One dimension is a typical feature of Western culture industry, which is caused by dominant power.     

“一带一路”海陆联运枢纽发展研究——以宁波为例

"丝绸之路经济带"和"21世纪海上丝绸之路"(简称"一带一路")是新世纪国家重大战略。宁波地处"长江经济带"与大陆沿海东部海岸线的T形交汇处,海向、陆向腹地广阔,是国家确定的42个国家级综合交通枢纽城市、21个全国性物流节点和长三角区域3个物流中心城市之一,在古代即是海上丝绸之路的重要发祥地。宁波要加快依托港口优势,打造港口经济圈,向内连接沿海各港口,并通过江海联运、海铁联运,覆盖经济发达的长江流域,辐射广袤的中西部地区;对外通过联结东南亚和日韩黄金航道,辐射东亚及整个环太平洋地区,形成"一带一路"海陆联运枢纽。     

当前苏库克模式特征及其运作

本文重点探析了穆斯林世界中的伊斯兰资本市场上发展最迅速的部分，即苏库克（Sukuk，即伊斯兰债券）市场。首先，笔者界定了苏库克作为专业术语所具有的特殊含义；其次，论述了苏库克的基本特点；再次，本文的第三部分论述了苏库克在其运作中出现的主要问题；最后，本文分析了苏库克在阿拉伯世界经济转型与中国“一带一路”战略中所发挥的作用。     

This is not a race, this is a farce: Formula One and the Indianapolis Motor Speedway tire crisis

Formula One is the most technologically advanced and financially lucrative form of motorsport in the world with global audiences in the billions over the course of a season. A highly unusual and potentially deadly set of events took place during the Friday practice for the sixth annual United States Grand Prix at the Indianapolis Motor Speedway. Controversy and blame soon followed. Using Benoit's public relations and image restoration strategy framework, this paper examines the different strategies employed during the crisis by the Formula One teams, Michelin, the Federation Internationale De L’Automobile, Formula One Management, and the Indianapolis Motor Speedway. An examination of the crisis situation at the United States Grand Prix allows this study to expand Benoit's initial framework into sport as well as examining the implications for public relations and image repair strategies.     

Process evaluation of integrated West Nile virus surveillance in northern Italy: an example of a One Health approach in public health policy

West Nile virus (WNV) is endemic in the Po valley area in northern Italy. Regional health authorities have implemented integrated WNV surveillance following a One Health approach, based on collaboration between human, animal and environmental health institutions. We evaluated this integrated WNV surveillance system in Emilia-Romagna, Lombardy and Piedmont regions by means of a process evaluation. We examined the system’s implementation fidelity, dose delivered and received, reach, and we identified strengths and weaknesses in the system. Qualitative and semi-quantitative data were obtained from three regional focus groups. Data were discussed in a follow up focus group, where participants suggested recommendations for improving the surveillance system.Inter-institutional and interdisciplinary integration and the creation of a 'community of practice' were identified as key elements for effective surveillance. We identified differences in the degree of interdisciplinary integration in the three regions, likely due to different epidemiological situations and years of experience in surveillance implementation. Greater collaboration and sharing of information, public engagement and economic assessments of the integrated surveillance approach would facilitate its social recognition and guarantee its sustainability through dedicated funding. We demonstrate that a transdisciplinary research approach based on process evaluation has value for designing and fine-tuning integrated health surveillance systems.     

A PLAGUE ON THE PANOPTICON: Surveillance and power in the global information economy

With technological advances in data-manipulation, the increased 'informability' of our daily lives and the potential for social management, surveillance has become a key site for understanding the workings of power within the global informational economy. Jeremy Bentham's Panopticon has, courtesy of Foucault, become a dominant metaphor in surveillance studies. This central eye, aimed at the moral reform of institutionalized bodies and operating through a de facto closure of individual agency, tends to limit our conception of the complex ways surveillance serves and disrupts power. Through analysis of commercial and workplace surveillance, this paper shows that power is contested and agency never completely closed down. To comprehend this negotiated relationship, an alternative framework - 'plague management' - is presented. This envisions surveillance within a social setting operated by multiple agents who themselves are open to the gaze of those surveyed. The aim of this project is to categorize rather than to reform and cure, and moreover space is available for resistance. On the global scale, new technologies have opened up space for informal, local surveillances to be effectively linked to media and Internet audiences. These 'surveillance networks', informal alliances of a variety of actors, have the potential to radically alter orthodox relations of power by evading the information controls of the state and connecting a local gaze with the global community. This paper concludes that although surveillance studies has rightly been concerned with the control capacities of IT, a balance must be actively sought with the facilitative, enabling and even democratic impulses nascent in the new technology.
